pass, we all move on, and workers move on, what do you say? >> well, you are correct. the bottom line is that if you want to create jobs, whether it is low income jobs or high, texas is a great example we led the nation 250,000 jobs created in the last year from december to december. it happened because not that we were mandating the minimum wage or any wage, we were doing is freeing up those entrepreneurs with good, thoughtful tax policies, regulatory climate fair, and log legal seeming and funding public schools, get out of the way, and let the private sector do what they do best, the laboratories of innovation, those 50 states, the ones that are performing well are the red states, those policies, if this president would embrace them, put them in place, and free the

states up to be the laboratories of innovation, america would take off. neil: it is fair to say, unless there is a complete head transplant that is not going to happen. you have a good story to tell, in texas. a lot of people say, maybe your maiden voyage to presidential waters was a little bit bumpy,,3 you are back in 2016? true? >> i don't know about that. i have another year of gov everyoning the state. and making sure that we create that climate, where more jobs can be created, 2016, is way down the road, 2014 is important elect cycle to focus on, and takeover senate, then we can have conversations about letting the states be the laboratory of the innovation, if we get a president who really respects the states and frees them up, this country not only will be happier, but will be more prosperous.

people the republicans always come off as being the ones that are not being kind to those that are working class citizens. and that is the wrong thing and we should link it to the cpi and take it off as a political issue. neil: so depending upon the polls, more than half of americans increase on favoring it. so do you think of that would include boosting it to the level the president has proposed north of $10 perour? >> that sound like a hefty number. of coursthe ar ithatf yoraisa inim wa o mu, whynot $2 n hour. people would say that the celebration and people will make a lot of money. the prices will go up to account for the new prices of labor and the net effect will not be any positive improvement for the lives of people who thought that

things will change for them. the right course is to keep the minimum wage in line for inflation. have we laid it to inflation? over the years it would be just about where it is right now, probably a little bit lower, but just about where it is right now. neil: f texas ha is all power p. but he really thinks it is incumbent on the president's night to apologize to the nation for the health care rollout in the debacle it has become. do you think you should do that? >> i don't think that he will apologize. no. but i do think that for him to take this piece of the presidency with the implementation of this that millions of american people were not just inconvenienced but put in the very difficult position and this is an extraordinary breach of his responsibilities

as president and is something for which he obviously has to take a laudable aim. an even bigger than that i know that we have focused on the implementation and ultimately that will get fixed despite all of the pain that it has cost people in the real problem is that the president promised the american people time and again that they can keep their insurance if they wanted and they can keep their doctors if they won it. he has violated the insurance and he knew it at the time and he was dishonest and that is something that he should apologize about profusely once you think you i'd? >> well, there is no question. i don't know when he began to know it. but during the process of obamacare's implementation and legislation was brought forward in congress saying let's make sure that people can keep the insurance that they have that was brought forward and it's something that the democrats supported. the president and his staff understood that this was not owing to be possible for people to keep the insurance that they

had. he knew this. it was dishonest to promise one thing knowing that he could not fulfill that promise. neil: jay carney was saying yesterday, governor, whatever bumps the health care rollout is having are similar to the bums that you have in massachusetts when you're rolling out if a health care program. that invariably this is the white house saying that this is romney care on a larger scale. bumps along the way. but no doubt we will honor find these out here. what do you say? >> there are two things and the administration wants to talk about the implementation and the so-called bums. but these are real people whose lives have been seriously affect it. so will those be ironed out? yes. sure. and by the way we instituted our plan in massachusetts piece by piece and we rolled it out group by group so that we didn't have the kind of mess that has been created in washington and around

entire country. but there is a second problem that the white house does not want to talk about that we should talk about day in and day out. that is the promise that you can keep your insurance if you want and your doctor if you want your doctor. people are learning those things are not true. that is not going to go away. the penalty of obamacare will continue not just in the implementation but once it's implemented the american people will see their premiums go up and many will lose their insurance policies that they wanted to keep and the wobble lose their doctors as well. this is an extraordinary breach of the promise the president made. neil: tom delaney, the former house majority leader said we should not help them in any way fix the and just let him get stuck here and have to deal with the fallout from this. but he does not believe the republicans should fix this and they should let die. what do you think? >> i think as republicans would do everything in our power to

help the american people. i don't believe that the president will let us fixable kind of a mess he has made. whether or not that can occur, my own view is that the right course of action is for obamacare to be repealed and replaced and there are a number of republican senators who came out with a plan of replacing obamacare with what i think is a program that on the face has the advantages that people look for in health care reform and not the disadvantage of the higher taxes and the individual mandate. looking at improvements that let people do what they would like to do. keep their doctor and their insurance. neil: the president is now just leaving with about 20 minutes ago. he is just leaving the white house right now.

i believe the normal order is the house coming first and what is interesting is that there are not enough seats for all 435 house members. because the senate has to share this body today and 100 of them get priority. joe biden sits behind the president of the united states. so it's first-come and first served a lot of those representatives and who knows better than this whole,. it is always a pleasure having you here. how does that work? and i guess if you can't get a seat you can certainly stay but you have to stand. and there's a few select house members that have assigned seating. that is always the case.

how do you stand now? >> if anything i think the problem is worse than it was originally when there was a lot of aspiration and hope and anticipation that he might be a different president. i believe that particularly once obamacare broke apart and we all saw what was involved in this administration and the level of incompetence. i think that it lost a lot of confidence in him and he saw the polls where his approval rating drop below 40% and it was in the high 50s for his disapproval rating. it's a very difficult thing to leave the country. but he has very poor relations with the congress and you cannot do this business of this country unless you begin to wrelationshd congressional support. in one sense he has lost the leadership of the country. neil: the supreme court is now being ushered in.

as you know judge samuel alito, i don't see him mad. but they all make it tonight. a point that was mentioned about whatever disappointment people have with the president, he can turn things around tonight and in doing so by the way of executive order and fiat is the way to do it tonight. what do you think? >> i think what i would like to hear the president say is that let's work together. those that have minimum wage that have wanted a one third increase. let's work together. let's let everyone know that we will get a one third increase to $10 and let's put it together and work together and tell our employers what we will do to make their businesses more
