turning to our top story is the bipartisan congressional budget office today releasing a report that shows the grim effects of obamacare on the economy and on jobs and wages. the report reads the cbo updated estimate of the decrease in work translates to a reduction of old-time equivalent employment of about 2 million in 2017. rising to about 2.5 million and 2024. and previously the agency estimated that if the aca did not affect the average number of hours for each employed person, it would reduce household employment in 2021 by about 800,000. by way of comparison for 2021 of

about 2.3 million. the white house scrambled their top economic advisers to the briefing room, preempting jay carney, the cbo report apparently catching the white house by surprise. and here is jason furman struggling to explain the loss of more than 2 million jobs is an act of liberation and the benefit. not a negative particle and of obamacare. >> the estimated reduction stems almost entirely from the labor that the workers choose to supply rather than from a net drop in the business demand for labor. this is a choice on the part of workers.

the. lou: we will hear that expression for some time. the white house trying to make the case that a 2.5 million reduction, the so-called option that the president people refer to is by subsidizing and expanding medicaid rules to all-time highs. the government is effectively incentivizing american to stop working. leading economists warn about the potential effects were economy. damages macroeconomic performance. according to the cbo, obamacare is slowing employment income and growth to the degree that americans are discouraged from working. maury harris simply rejects the white house's statement, saying

that it is hard to believe that the supply of labor is a restrained. including tens of millions of health care cancellation projected to hit a ball just before the midterm elections. chief national correspondent jim angle has our report. >> the inevitable was postponed and urged the reprieve this year for both the president and millions of policyholders. >> it's going to be millions of people and probably tens of millions of people. >> people will probably be getting those cancellation letters about the time they're going to the polls in november of 2013. >> many are facing a tripling of

their cost until their insurance company let them extend their current policy with the president's blessing as he tries to salvage his credibility. >> with respect to the pledge i made that if you like your plan you can keep it, there is no doubt that the way i have put that forward unequivocally ended up not being accurate. >> or long-lasting. 6.2 million of 17 million plans were forced into obamacare, leaving most of the other 11 million to expire later this year. >> i don't think that there is any doubt that the individual health insurance market will ultimately see 80% of all exist in individual health insurance policies canceled. and people in the small-business community are going to receive notices from their brokers and insurance when. but their old plan is being undead and the new plan have to comply with obamacare. >> this massive ship is no surprise to officials who projected back in 2010 that the

requirements of obamacare would force millions of cancellations. one analyst extended the range predictions to the end of 2014 showing 76% of small employer plans would be forced into obamacare along with 55% of large employer plans. >> that is going to be a big story because there are a lot more people with employer sponsored insurance. >> they didn't comply with the new rules and regulations now they are forcing everyone to comply. for many americans that will be more expensive coverage. >> raising the question of whether employers will drop their plans because they are too expensive for them and workers coming to think there was enough when only 4 million policies got canceled and forced into obamacare, wait until the numbers rise to 50 million or more, which is why something the president might offer yet another delay. lou: jim angle. the senate today passed a massive five-year farm bill

after three years of haggling over the legislation. the upper chamber passed the bill with a strong vote of 62 map 32. the senate on to the president who said the legislation is imperfect, but he says it will make a positive difference for the nation. the 956 billion-dollar legislation cut food stamps by at an trend is about a hundred million dollars per year. about 1% of the 80 billion-dollar per year program. republican they had spiraled out of control on the president obama. a damning report by the republican staff of the senate homeland security committee. finding that the federal government is alarmingly ill-equipped to defend itself against modestly skilled hackers. among the failures identified, dirs taking 55 days to fix computer system flaws when it should take only three days. hackers have access to personal information of more than 100,000 energy department employees.

their information will be saved. lou: turn very quickly to politics and policy, that is the issue of immigration and speaker boehner saying that it is unclear as to whether or not you guys will move to a solution or a vote. at the same time reports that congressman paul ryan has been meeting secretly in privately with senator chuck schumer. and trey gowdy has also been among those meeting privately with the senator. so we are not seeing another game to run here are we? >> i don't think so. i don't see how. and certainly not the senate version of immigration. people have been very clear on this and they want exit program so that we know who is in the

[laughter] in which you find out what was going on with the public books. i mean, this is an astonishing story. why should the taxpayer be paying for union activities for a worker who isn't doing his or her government job? >> well, $1 55 million is one of the few thing we know about official time. that is an official government number. when you try to get agencies to explain it, when you try to get agencies to account for it. when you try to get agencies to tell you a break down of how many people are taking this. how many people on full-time release from the regular jobs. most of them can't do it. some of them can't -- big agencies like the department of defense and justice can't produce any numbers. so that tells you they're not watching it. >> it tells you they're not watching it. if they can't explain it tell you the number may not be as accurate as we would like to believe.

the top offenders of official time. veterans affair. i mean, it's almost a million hours. the treasury -- >> $42 million just in va. almost a million hours of official time. they had roughly 250 people who were released from their jobs full-time to do nothing but union work and draw full pay and benefit from the taxpayers. >> taking a look at the unions taking the most official talk. the american federation of government employees. you expect that. national treasury employee union. the national air traffic controllers association doing pretty well and the professional aviation take a up a lot of time, doesn't it? the national association of government employees. >> it takes up a lot of political capital. i'll tell you. the three highest federal -- to do official time are natca union

officials who happen to also be employed on east by the faa. >> this goes back to a law passed in 1978. have you heard from anybody on capitol hill who thinks maybe the law ought to get fixed? >> there are some efforts in congress but they're not going anywhere for basically one reason. nobody wants to take on the public employee unions. the agencies don't want to take it on. they don't want to fight with labor. the republicans and democrats in congress don't want to take it on because labor unions aren't politically active. they give a lot of money to democrats primarily but also some republicans. so -- there's no mileage in anybody taking on official time. >> you just did it. we appreciate it. mark, the -- [laughter] i give you all the credit in the world. senior watchdog reporter for the washington examer. tomorrow and thursday, second and third installment of your investigative report. thank you very much. >> thank you. up next, a candid response

right-wing plot to bash the president. offering this analysis of the cbo report and the coverage. the cbo makes it clear that the decrees in workers, more than 2 million of them, is not due to jobs being lost. what? that's my what. rather the alaska will allow workers to change to work less. the projected change is in the supply ofly boar. not the demand for labor. and the cbo noted that the decrees would not lead to a responded increase in unemployment or underemployment emphasis added. i get it. so the new normal by the obama administration, at least, substitutes lower labor force participation rates as the economic and moral equivalent of a higher percentage of a population working productively. we follow that; right? thanks to media matters, we now understand obama better. those withdrawing from the labor

12.3 million less people participating in the work force. by the way, it's not 2.3 million @%ople less working in the work force. it's about maybe 7.5 or 10 million people whose hour will be cut back by 10, 20 hours a week. lou: when they passed obamacare they said it would create 4 million jobs. we have propaganda and various allied groups around that are basically here to tell us up is down, right is left, and black is white. it's astonishing. it was overwhelming endeavor today. they were caught flat footed. to watch jay out there trying to spin this thing. to see an economist trying to spin things. just like a -- >> honesty. >>en integrity. >> right. on the part of an academic. he's nothing more than an -- >> you know what is telling? august -- recently as august of 2003,

white house economists and independent economists align with the administration like david harvard were arguing that this labor force participation rate would not decline as a result of obamacare because it didn't decline in the case of massachusetts and romneycare. so obamacare had nothing to do worry about. we learn that is not true. why? obamacare's actually different from romneycare in the effect on the economy. lou: yeah. we don't have to get in to the weeds on this thing. the fact is, that the congressional budget office said straightforwardly that obamacare will result in a reduction in the rate of growth in compensation. in other words, it would be much higher had no affordable care act, and the jobs are going to be less than they were. i mean, -- >> and -- sorry. you speak to one person who said, you know, this is what i want. just go to the regular folks on the street. are you kidding? do i choose to work less? do i choose to have less of a

job in do i choose to make less money and fewer hours? no. no. and no. >> i think there are some people who work because they in general they are older americans who work because they want to have health care. there's no question about that. i can't put a number on it. i don't believe the administration can either. it's the dick kens not 2.3 million. >> the political impact of this is going to be when you take the 2.4 million jobs, you break it down by states. then you run tv commercials in those states saying 187,000 jobs in louisiana. some other number in another state. it's going to make democratic senate incumbents very nervous. it's going to be another reason they're going to run like scalded dogs away from obamacare. >> let's not forget. the real people harmed aren't just the people who have the hour dialed back. it's the taxpayers. because less people are actually working, less people are paying

taxes. which means people still working, those are the chumps because their tax dollars have to be stretched further and further to support the people who aren't working. lou: yeah. i think there are a lot of chumps in this. there are a lot of chumps who signed up. whether democrat or republican and simply not happening. t an administration, i mean, this administration simply doesn't succeed at any initiative it launches. i want to the get to the issue now of illegal immigration. and what we're hear fromming the republican party which is the secret meetings with senator chuck schumer. i want to tell you, folks, i'm one of the guys who had quote, unquote, sscret meetings with senator schumer. [laughter] i can't imagine what -- for example, if the reports are correct paul ryan meeting with the senator. i can't imagine what he's up to.

[laughter] so who is going -- well, anyway. your thoughts on this. you've advised campaigns. you're a serious student in public policy, illegal immigration. this has been rammed down the throat -- attempted to be rammed down the

throat of american people. this group of politicians, democrat and republican, house and the senate, and the white house have not learned the lessons of 2006 and 2007. if you want to do something honest and forthright and talk to the american people. and know what you're talking about most of which the principal actors have no clue what they're doing. >> listen, on the politics. there's dishonesty on both sides in term of how they handle it. the thing that is important to emphasize is policy aspect. our immigration system today is broken. there are a lot of flaws about the senate immigration bill. lou: i hear -- >> wouldn't it be nice we had a system that we brought the brightest people from all over the world to america instead of absorbing unskilled people? lou: i can't understand that it's broken. we bring in 4 million people a year. we make permanent residents of 1 million people a year. we bring in illegally, perhaps, as many as another million a
