see you next week. night. ♪ ♪ lou: good evening, everyone. tragic news tonight. the fort hood shooting. the shooter's identity, his possible motive after he killed three of his fellow soldiers and wounded 16 others. turning his 45 caliber handgun to himself. an act he committed after the shooting out for that. ivan lopez has been identified as the shooter. he enlisted in the army in 2008. he served in the puerto rican national guard for nearly a decade. he served one tour in iraq from

august to december 2011. he worked as a truck driver with his military record and he was assigned to fort hood over a month ago. he began seeing a psychiatrist for posttraumatic stress disorder, a condition that still has yet to be diagnosed. he was being evaluated. his doctor claimed that he showed no violent or suicidal tendencies. he was being treated for leg deprivation, depression, anxiety. and he was prescribed sleep aid ambien. they did point to the mental health history of lopez as the likely cause of the rampage and the tragedy. >> we have very strong evidence that he had medical history that indicates unstable psychiatric or psychological conditions.

going through all of the records to ensure that that is correct. but we believe that to be the fundamental cause of factor. lou: pointing to the strong possibility of a herbal altercation with other soldiers, just before the shootings. pentagon officials today pointed to specific measures that have been put in place since the fort hood shooting in 2009. those procedures work yesterday. the first being a signed notification to alert the base to shelter. and the change in how mps respond to a crisis. those officials say that poetry police officers were trained to stay in place and to corner office safe area. they are now trained get in there and find the shooter. to which it is worth noting that both yesterday's tragedy in the 2009 tragedy and development

when the shooters were confronted by armed police. and the deaths of more than 300 people is the focus on capitol hill this week. filled airbags, the recall of 2.6 million and the new ceo is judging questions about the culture of corruption and blaming the old general motors, the one that went bankrupt and the taxpayers rescued in 2009. new culture aimed at expanding its global market share. some accusing gm of being the outsourcer in chief. seven out of 10 gm automobiles are built outside the united states. seven out of 10. general motors is engaged in 11 joint ventures with the chinese

government control auto manufacturers. the research and development through china, also evident across the southern border with mexico. that is where a faulty ignition switch was manufactured for general motors. but startlingly general motors now has two shifts of workers making the replacement for that defective ignition switch as they work at a mexican plant. they should be ready for shipment later this month. so our first guest tonight says it may have been a culture of corruption, but there is a higher standard at gm since the company went bankrupt. joining us now is the executive editorial director of the kelley blue book. >> read to be with you.

defective part in what was done about it within delphi, which at that. lack of time was deciding as much as general motors itself that it would tell itself a lease on the idea that cheaper is better and we will worry about the rest later. what we are witnessing here is devastating because we now know that 70% of the cars that they are making, general motors, 70% is away from this country, the richest consumer market in the world. this is madness. is it not? >> anyway it is madness. but in a way that is how the global auto industry works and they are very successful in china. so there is a good reason that they are building a lot of vehicles in china and they are concentrating a lot of effort on it. at the same time, off shoring a

lot of this stuff could result in this recall part, very inexpensive part that has untold damage. lou: off shoring the production, sharing, if you will. sharing the knowledge base in return for orders and that is the effect of it. but the real effect is working men and women in this country come in the middle class, they are being devastated by these decisions and i have no problem at all with general motors building plans in china or wherever they can sell a car. but i do have a problem making a decision that they will take on the cheapest labor no matter how distant the manufacturing facility from the home market is, and this occurring in the rich consumer market. it's not a story that then well told. the impact on the market share profit could be significant.

>> certainly quality and the lack thereof has been a significant drag on gm for years. and the cost driven other than customer driven culture. the 50% market share to 20% market sshare. it is obvious what y you're sayg has a lot of merit. and i think that a lot of companies are returning some production and certainly design and control to north america and the united states specifically. lou: and we are recognizing the devastation in all of this building plans and adding to them in the united states. a peculiar market that you preside over there editorially. >> is a great one to cover. there's always something happening and always something interesting going on.

lou: hopefully something more positive than what we are seeing with general motors. come back soon. >> always a pleasure. lou: on wall street today, stocks are a little bit changed. investors were awaiting the jobs report. the dow jones the jobs report. the dow jones down a fraction, the s&p lost two points. and starts pushing the nasdaq down 39 points. crude oil gaining 67 cents just about $100 per barrel. ending a 1284 per ounce, down slightly 2.79%. weekly jobless claims rose a little more than expected. of 16,000 to 326,000. former cia director mike morell and his testimony on benghazi, raising far more questions than he answered area there in the room, he is here on tonight's broadcast coming up next.

in the testimony and benghazi has sparked outrage. our first guest has been one of the lead investigators who questioned yesterday's hearing about ignoring the station chief on the ground in libya. >> who would you go to to get the most accurate information if you want to find out about an incident that happened in the country? >> if i'm looking for the cia's judgment about what happened in a particular case, i would go to my analysts. >> joining us is lynn westmoreland, a member of the select committee on intelligence who also serves as the deputy chairman of the national republican congressional committee. it's good to have you with us. that was an astounding answer from a man who for a time was the acting director of the central intelligence agency.

analysis. and so these things were done relatively quick. but you would think that the director of the cia or the w-2 after, if you had an incident and he would call the person on the ground to see what had happened almost immediately but yet he claims that he did not know the testimony until the 15th of september. and that is not believable. lou: does not shock you that he would actually believe that that idiotic amateur video that he could ascribe anything to it as the cause of the conflict being overrun. it is such variance with reality and his common sense and his own sophisticated knowledge.

tomorrow's job report. joining us is my colleague charles payne and also the ceo of wall street strategies. what do you make of this market right now? is it just everyone who were worn on employed last month? >> beneath the surface, there is a volcano corrupting underneath the surface. what i find interesting is that you have this whole course of the doom and gloom and every six months they have a new bookand they are all talking about the crash and the is actually a titanic crash happening right now beneath the surface. he talked about it earlier. the biotech stocks, facebook torn apart. stocks going up 50%. there is a titanic crash beneath the surface at this moment. lou: 5%, 50% may be. but we are talking about big

flashy runners, 200 to 300% gains. they had a little bit to give back. >> yes, instead of some of the newer names, maybe not as much. but what i like about it is that it's all happening with very little fanfare and they haven't spread to the entire market. you have people who have made a lot of money to your point. so they are rotating and saying, you know, i'm going to get out of the highflying tech. and then wait for the job. there's a more interesting aspect as far as it is concerned. we have turned a corner where they are legitimately routing. lou: if we listen carefully to germany on come i think we heard some good news there. she really didn't back away from it. but the truth is that she was indicating pretty strongly

initially that the economy would be strong enough that they could accelerate the bond purchase reduction. >> accelerate the tapering. yet area but in my mind it was never about quantitative easing. the quantitative easing, halfway into mortgage-backed securities. those are issues by fannie mae and freddie mac are in all this directly when into the coffers of federal government. so we have two schools of thought. and then you have the people who are afraid that they will be moving too slow. lou: let's get to the real news of the day. this continued play 60 minutes and high frequency trading. the world is aghast that this is going on. we have been reporting on this
