joining us now is a member of the house oversight and government reform committee. it is good to have you with us, congressman. the vote is decisive and has story. what are your thoughts on where the house goes from here? >> now we wait to see what the courts will do. we need to hear from lois lerner to get to the bottom of this investigation. lou: as we have watched this proceeding, the first u.s. attorney general to be held in contempt of congress, but where do we stand with that contempt proceeding and will it have any outcome and will the truth be produced by this administration? >> we certainly hope so and right now that is why we are asking for a special prosecutor

and so we think that it is important to get to the truth and we are coming from an administrative administration that is outraged over this and then says there is not a smidgen of corruption. we have some that say there will be no criminal charges in this case. so i'm not sure that the american people have much confidence. and that the attorney general has also not been forthcoming. >> in the scope of the scandal, i mean, the judicial lawsuit against the irs represents 41 organizations in 41 states. what is that precede and how does this find against this

being helpful in that regard? >> there are people that need answers. fundamental principles are at risk here. there are people who have withheld their ability to speak freely in a presidential election, possibly effective and the outcome of the election, it's imperative that we get to the bottom of this and restore the faith in our election system. and i think that without a doubt there is corruption here that was admitted even by the inspector general assigned to this investigation. they said these groups were improperly targeted and conservative groups. but the liberal groups were not subjected to the same scrutiny and delays. the one it the heart of the charge in the scandal. the iran's was targeting. lou: they have targeted both

liberal groups and so that was a misrepresentation. >> lois lerner knows that she has more to say. but she came in and professor in offense and did nothing wrong. she made a statement of fact. and we uncover e-mail showing she was trying to divert these cases from the very people that she initially blamed them on. we brought these people into the hearing and they said they felt they had been hit with a nuclear bomb when lois lerner threw them under the bus. we know that there testimony implicated them, so the reason we are having to go to the extent of it she needs to talk to us. so the investigation stops and i think that we all know that it goes higher up and we need to get that to those facts. lou: tomorrow the special committee vote is a foregone conclusion and what will be the

effect? >> well, benghazi is another incidence where the american people have confidence that has been shaken in their federal government and administrative office to be specific. so here we have a case where this youtube video story was propagated and we see jay carney dance around on tv and like this as their lie and they're going to stick with it no matter how silly they look. most of america knows for a fact that this was not the case, yet they choose to stick with a story that shakes the credibility of the executive branch. we haven't seen anything like this since watergate. the timing is almost more as well. the president is acting like he has nothing to do with it, it's a phony scandal moved or that the bottom line is that the credibility of the oval office is at stake in benghazi is a perfect representation of that.

lou: raking news, the house voting, asking eric holder to investigate the irs scandal. twenty-six democrat chose to bow at the entire republican membership. this will come in just moments after the house voted in favor of a contempt citation against former irs official lois lerner, becoming the second administration official to be so cited. and breaking news, eric shinseki says he will not step down following allegations that veterans died while waiting for treatment.

my next guest has called for an his resignation and two other va officials. joining me now is the national commander of the american legion, the largest veterans organization. thank you for being with us in calling for the resignation of the secretary. what move made you take that decision? >> we have seen a large amount of issues that come worth since 2011. it just seems like lately things have gotten worse with in the va system. we've had issues in georgia and mississippi and elsewhere. as well as phoenix, arizona where they had hidden list of

appointments that are made. so we thought it was essential at this time that we step forward in the nation's largest veterans organization and ask for resignation due to poor oversight and failed leadership. lou: as the commander of the american legion, you guys are awfully careful about who you engage politically and we support as veterans. you also have a number of people, including senator john mccain and the veterans of foreign wars and his agents not joining in the fall for his resignation. what is your response to those who are veterans who don't support other veterans organizations. >> well, i don't think they realize the magnitude. we have a system for the last

two years and we go to hospitals around the country and we do town hall meetings with veterans, we do reviews within the hospitals. and we see first hand what goes on in those hospitals. we talked to the patients and their caregivers and administrators. and i think what really is the whole gist of this is that when you have people that fail at their job and failed grossly, that they are not punished or fired, that they are getting sterling reviews and bonuses and promotions. it just does not equate. when you talk about veterans were 23 veterans losing their lives due to neglect, one death is tragic. but we have preventable deaths that are unforgettable and they

covered up and that is unforgettable and unforgivable. >> are you also disappointed, that seems to be what's going on in washington dc. are you disappointed at the oversight provided by the house and the senate armed forces committee and the veterans affairs committee? what are your thoughts about the oversight that has been brought to bear? >> i don't have issues. i've been in hearings where congress, where they ask and have been asking for months for records and different things and they are being stonewalled. as they talk to, he just did not give them the answers are what he thought they were going to bring with them in front of them during the testimony. so i feel their frustration also and i really do believe once the

more. lou: and perhaps it will be a barrage. what do you think? >> well, i will tell you that i rank dick cheney has maybe gone on to something here. but i will tell you that my reaction to this story was oh, my gosh, not another monica lewinsky and bill clinton story again. but i will tell you there have been many commentators across the country today that have been beating the daylights out of monica lewinsky as a whiner and loser and shut up and go home and bill clinton sort of gets a pass. so what is that about? enact it is roughly about 16 years of history, which is consistent. so what is this? it looked like it was in many

places a well organized and coordinated attack of the vanity fair article. >> well, of course, she wants to launch a book and make some money and hillary clinton wants to get the ring out of the way as quickly as possible. don't forget that she's a lawyer and if you have any defense lawyer out there and you know there's something ugly in your case, you want to get it out in front early, get it dealt with on your terms. so i think it's a solid one. >> she was also said to be the architect of trying to rehabilitate her husband. that was all her. lou: i have to say that it was a brilliant strategy would work. turning now to lois lerner becoming the second person in this administration to be knighted or contempt of congress. will it have any effect enact. >> everyday we get story about a scandal surrounding the obama administration. the irs story is maddening. it's frustrating that the headline today with hillary

isn't about benghazi but lois lerner. where there's smoke, there's fire. it is an egregious story, an overzealous government and our worst fears as americans. it's about them thing is not going to go away and we will be fireworks there. [talking over each other] >> i'm not sure if you're going to learn a thing about her. they are going to stonewall and stonewalling keep on doing what they have been doing. and i think the only benefit to all of this is that it will run through the summer when they are on recess. brought back during the 2014 election and it will hurt the democrats. >> you have to take note of the fact that while we all talking about it, you have been talking about it on the radio, the means he media has now decided that the irs story is old and they've done minutes on it. media research had them at 14

lou: now we have our word of the evening and our government increasingly difficult to define what is there. it is easily understood to be quite different from what it once was. a word of this evening is a government in which those seek personal gain at the expense of those they govern, characterized by a graft, greed, and corruption. kleptocracy. perhaps that helps describe and define the government. and on wall street today, the dow jonernment. and on wall street today, the dow jones up 10 points, the nasdaq down 13 points. volume on the big board's picking up to 3.6 billion shares. financials and utilities, the

best. here today, stocks barely budged on the beginning of the year. crude oil is up more than a dollar today, idling about $100 per barrel. gold down, closing 1288 per ounce. in the ten-year dropping to 2.59%. yahoo lost more than 6%, some investors decided that his side had argued been realized in the price and others day that their ipo paperwork will hit the lower end of analysts expectations. and here is art laffer, former member of ronald reagan's advisory board and author of "the new york times" bestseller into the nature and causes of welfare states. and it is so great to have you here with us on the show. >> thank you very much.

lou: you are a big-time economists, select start with you in the media. and let's start with people leaving one element of economic growth out of the discussion. we have to have population growth we traditionally have had for a prosperous free enterprise economy. we're not getting that here, were not getting it globally. this will be the impact in your judgment? >> obviously people don't want to have babies when they think the world looks ugly. it happened in the great depression and they are just very worried about the future and they've refer to postpone having kids or not have them at all. so that is what you are seeing now. they are very reasonable. the the economy is not good and it hasn't been good for a long time. and it's not just obama. but there's no recovery coming.

and it's pretty sad that that is the way we are leaving our world or the future. i have 11 grandchildren and my first great-grandson. and i would love to live in and leave a much other work for them, but i'm afraid that's not the case. >> the world is shifting tremendously. household creation in this country is much lower than necessary in the housing market. and it is fundamental. after all the discussion about interest rate and every other element in this industry. people are focusing on that. >> without housing there is no recovery, as you know. and we have had this before the great recession, 2006, the housing market took a nosedive long before this and we have just been sitting there and sitting there with no real housing recovery at all, all of

these interest rate committee haven't worked or boosted the economy and this has just not proceeded. but after the november election, then after the elections in 2016, it's all been reversed. when we get good policies in washington we will see the economy take off like a jack rabbit. that housing market is going to go crazy. it will be one of the biggest booms of all time. lou: i do not accept an economic forecast without a guarantee that you are probably right to do that. but i will guarantee one pennies worth. [laughter] >> i appreciate it and the optimism as i think all of us do. the brookings institution, however, reports that businesses for the first time in this country are being destroyed by the competitive marketplace faster than they are being created and that is the most chilling statement that i have seen in a long time on the

economy. >> yes, and that stands with odds and everything that america stands for. we are the entrepreneur spirit of freedom. do what you want to make your own way in life. to be able to pursue your own happiness. and that's just not happening in this country due to economic policies and because of the tax rate and excessive government spending, paying people not to work, all of the welfare spending, the bad monetary policy. it's killing all of this entrepreneurial spell it transparent. and it's sad, but again, it's going to reverse once we hit a low rate flat tax free trade and regulations, this is going to go crazy because we have so much low hanging fruit and you will see immediate response is just the way they were when we came into office in 1981. it was a no-brainer to get that.

lou: now a few words on the tea party senators. it's unclear which were all of them will be running for the gop residential nomination. but they all seem to want to support it in 2016. senator rand paul, marco rubio, and ted cruz, all agree at the forefront of the tea party. but after yesterday's primary result, it's not clear that there is much to front. not large, not well organized and certainly not well led.

and marco rubio is in turn has made three endorsements in arkansas, colorado and iowa. his endorsement will be tested america to primaries in nebraska next week and next month in oklahoma. if they are endorsing candidates this primary season in hopes of raising their profile for 2016, then they better get it right because they have plenty of opposition forming against them in the republican party. here is senator chuck grassley saying that i'm not saying people like rand paul and marco rubio think that they shouldn't be president, i'm just laying that -- i love that part, don't you? i'm just saying that i want to elect somebody and everyone is so anti-washington these days it
