money with these measures, at the expense of veterans. and e-mail showed that he gave explicit directions to a hospital in fort collins, colorado, and having long treatment delays. the scandal was revealed after he retired doctor claimed that as many as 40 veterans died while awaiting treatment. and the hospital administrators covered up their identity on a secret list. and the white house again today showed support for eric shinseki. >> the president remains confident that he can take appropriate action. >> there seems to be no part of

the obama administration led government that is working as intended. is there anyone capable of doing what is expected? the administration is now marden scandal in the treasury department, the department of justice, the bureau of land management, to name just a few. and did we mention obamacare and health and human services department? from one to be a scandal as well as the latest developments in the ukraine, we are joined tonight by former army vice chief of staff general jack keane and military analyst, it is good to have you with us. the calls for the resignation of eric shinseki. what are your thoughts on his resigning. >> i know him very well. we work together for four and a half years in the pentagon. and what we used to use as a

litmus test when we had a crisis like this, and we dealt with them throughout our career is most senior leaders would, is number one when you have a system of some kind, is the leader personally responsible responsible in his duties in addressing that fill your. and in that case, it would be removed. and given the widespread system that it has, even though he may not have had knowledge, duty of confidence in the ability to fix that and aggressively deal with that issue. i think that those are the so-called stress test that we have performed with our support and the only people that can answer those questions are those that are sitting over with him right now is secretary of the va to make those kind of judgments and the focus -- the problem with that is that we should really talk about the issues

we have 150 va hoss tells, 820 clinics, 300,000 people and a cabinet secretary to boot and there is no country on the planet that has made that kind of a commitment by the american people in and the congress and the administration's that have served our veterans. all of that being said, there's no issue that unifies the american people more rapidly than failure to take care of our veterans. i believe there will be a clarion call for a systematic review. because on the surface of it, the casual observer will will say we will have significant demands being placed on the system, given this plus all the other veterans are out there, that may not be able to have the capacity and the organization and the culture to support those demands in the 21st century. we need to address that problem comprehensive way. lou: if i may say, that is well

said and certainly my hope for those in congress and the leadership of the house and senate. let's turn now to the ukraine. the german foreign minister now want to start talks between the ukraine and russia and specifically the separatist movement. what are your views on the line that vladimir putin is taking? he seems to refuse to annex or recognize the two principal elections in eastern ukraine. is this a change of tactics and strategy? >> i think the overall strategy to return him to worldwide respect has not changed and to accomplish that and he wants to cut back then to some of the influence and control that he lost when the soviet union

collapsed. so i think that the tactics that you have identified are clearly changing. on the one hand he says that he's pulling the troops out and yet he's not doing that. but what he's really doing, he pulled troops out of your place here place them. so he tells a bald-faced lie to demonstrate that he's making a consolatory effort. and he says that he doesn't want a referendum the referendum in the eastern ukraine go for that is to place on sunday. but the fact of the matter is that he ordered it not go forward, it would not have gone forward. he knew that the separatist when i pointed it out and that has since been revealed and he is saying that the may 25 elections which he opposed, and now he thinks and he understands why it's taking place and he is somewhat in support of it. meanwhile come the fact of the matter is that he's covertly undermining it. so i think that he is changing his tactics.

he wants to diminish the sanctions, but i don't think it's changed his strategy one bed. i think he wants the ukraine under his influence, and i think that he's still targeting on that as he moves forward with the changing tactics. >> one question on france in what appears to be part of this european alliance. and that is france going ahead with delivering two warships to russia including president obama's call for sanctions in providing these two warships to russia. >> i find it galling because the fact of the matter is that the united states have many companies are honestly doing business with russia as do the u.n. and france. this is the french government and the french defense industry going forward and this doesn't get done without the involvement of the french government.

nevada into a disastrous performance into which they brought in reasonable amounts of firepower to bear on one ranger. so it's not something that one sees. what are you expecting when they come to your state? >> it's good to be back with you again. it's just completely out of control. this is stereotypical of what we're seeing under the obama administration where you have a federal agency comment. and then try to use private property. this is something that texas has been fighting with for decades. it's gone back and forth for almost a century. the dividing line is between texas and oklahoma, which is de flows. the state of oklahoma and texas entered into a compact that was agreed upon and so from nowhere they come in and act like they

have the right an entitlement to about 90,000 acres on the texas side of the red river. so we consider this to be a federal land grab of property that along to texas. >> suter saying basically the federal government wants to steal your land? >> it is bizarre. the first actively they were taking our land and then when we challenge them on it. they're saying that it belonged to them all along. so i think that this will turn out to be my 31st lawsuit against the federal government if they continue to assert a rise in this. lou: no attorney general has a better record than you do. >> we do have a winning record against the obama administration and we hope to keep it that way. and i wish we did not have i'll any of these lawsuits because i wish we had no government that

>> thank you so much. lou: okay, we are trying to locate them. what should we be doing in your judgment? >> the tactical response to each of these different crises come as they come up, is arriving at a time when we don't have a strategic vision of what the war is. so we seem to stumble from episode to episode. when you're in that kind of a posture, i think that you do what you can and i have the feeling that and what we are going to do is have a broader strategic vision of what the struggle against radical islam as. and we don't have that now.

lou: boko haram, what is their relationship to al qaeda? and what is -- what threat do they actually pose? >> they have a sketchy relationship with al qaeda and part of the reason we don't know about it is the evidence that we have about it. and what we have heard is that bin laden provided money for the development when the organization first came into being and they have at least communications and moral support between boko haram and the different al qaeda components. whether they have an operational relationship is difficult to say based on what we know publicly.

lou: we know that there are surveillance flights being flown by the u.s. aircraft over nigeria and there is something going on beyond just this as i mentioned and there is also the possibility of what a we have dealt with and we should acknowledge that. the state department acknowledging that there's a huge increase in acts of terrorism around the world and we are talking about a 40% increase. so this includes the fight against radical islam. >> until you get the policy right, you can expect there to be an increase.
