entire country? and the way the guys are running away. great show, appreciate you watching, love, it every night at 6:00 p.m., dvr us, i'll be up with varney in the morning. right now i leave you in the hands of one of the best ever, lou dobbs. lou: good evening, everybody, these are dire times. president obama's policies on immigration have led to an orchestrated march on our southern border with tens of thousands of unaccompanied children. and policies in iraq have led to a march on baghdad by radical islamists who are now an army, an army that is conquering cities, large numbers of iraqis are now either fleeing that army or under the control of the islamic state of iraq and the lavante, the isl. swaths of northern iraq and eastern syria, including the

iraqi cities of mosul and tikrit. and apparently, this threat was not perceived by either the national security council or the president who had said just six months ago that these radical islamists, these terrorists, were the, quote, jv, the same president who just yesterday made this astounding declaration about the state of violence in the world today. >> the world is less violent than it has ever been. it is healthier than it has ever been. it is more tolerant than it has ever been. charles: fewer than 24 hours later, mr. obama was forced to respond to the rising fate in iraq, and as he's done before in syria, iran, ukraine, among others, the president refused to rule out military intervention. >> my team is working around the clock to identify how we can provide the most effective

assistance to them. i don't rule out anything because we do have a stake in making sure that these jihadists are not getting a permanent foot hold in either iraq and syria for that matter. lou: to put the president's statement in perspective, president obama, on august 18, 2011, said that syrian dictator bashar al-assad must go. the president has made that statement at least 13 more times over the past three years, with assad of course firmly in control of syria. president obama brought our troops home from iraq in december of 2011 to fulfill one of his biggest campaign promises, and then apparently put iraq out of mind. this, after 4,490 of our military lost their lives, after taxpayers spent 2.2 trillion dollars to fund that

war and the rebuilding effort. today, president obama is not ruling out going back. we'll take all of this up here in moments with retired four-star general jack keane. reports that iraqi president maliki is offering help for the iranian kunz forces and may seek ref new jersey iran. lieutenant colonel ralph peters will be here as well and the department of health and human services offering rewards for the obama-made humanitarian crisis at our border. what is going on here? among other things, we'll be taking that up with billionaire businessman and publisher mort zuckerman. joining me now retired four-star army general and vice chief of staff, jack keane and fox news military analyst. general, thanks for being here, and first, this white house is

simply either ignored or simply missed the advance of a ferocious force that looks to be moving tonight against baghdad itself. >> yes, certainly. they've seen for some time, the presence of the isis as it built up in the west and enjoyed success there over a period of a number of months and been observing it prepare and set conditions for an sul which began actually last year. so there's no surprise in the national security business what's happening, lou. i think what is a surprise is the rapid collapse of the iraqi security forces and, in this case, the army. and that's due in large measure to maliki, when we were leaving and he knew we were not going to be there anymore, he just purged his military leaders, battalion, brigade commanders

who distinguished themselves and put in cronies and hax. and as a result of, that over time, lou, the morale of this force gradually deteriorated. it was kind of like a house that looks good on the outside and termites eating it away on the inside to the point where it's hollowed out and could fall down if it's pressured. that's what happened here. the strength facing the isis when they arrived on the scene was as low in some units as 50% because of the high desertion rates. this is a result of lousy leadership that maliki owns accountability for. lou: lousy leadership, whatever the result, and it looks like it hangs in the balance of perhaps as early as the next few days, whether baghdad will be under the control of the isis or isil, if you prefer, the reality is that al-maliki

is a shiite. he has broken deals with the sunnis and persecuted many of them and is turning not only to the united states begging for air cover, but turning as well to teheran and asking for the support of the forces whoever will step up to defend baghdad? >> absolutely, lou, the strategic consequences what we were dealing with exceeds anything that we have confronted early on in iraq or certainly in afghanistan post-9/11. this is the forming of the califate in syria and iraq, and the most dangerous thing that could take place in the middle east and will absolutely threaten the security of the united states. the second thing, if we do not help maliki now, regardless of the mistakes that maliki has

made and the mistakes we have made by walking out on him in 2011, put that in the past. we have to deal with what's right in front of us. what's right in front of us is advancing military that can be stopped. if we don't help maliki, he will turn, as you noted, he will turn to the iranians, and this is qassim sulimani, adviser to assad and provides forces on the ground to consider syria a client state. they will do the same thing here if we do not help maliki, and then we will have the southern part of iraq, a client state of iran, and a huge radical islamist califate that will threaten the united states and the middle east it. should be unacceptable and should be to this administration and we definitely should provide assistance to maliki in the emergency situation we have.

lou: i'm going to speak plainly on the issue of oil, natural resources, the policy this country has followed in iraq. we did the right thing, we got up, we got out. so we felt. but now as we look at 3.5 million barrel oil ofs production a day. the second largest opec nation in iraq, threatened by iranians, the shiites, the sunni forces, that is represented by the isis or isil. either way you look at this, we have behaved naively, and irresponsibly, it seems to me, to simply cast the fate of those people for whom we have shed blood and spent enormous treasure and have put a huge resources now hanging in the wind for world determination and we seem to have the least influence among all nations

right now on the outcome under this president. >> you're absolutely right, lou, this is one of the things that the administration continues to miss time and time again. the strategic consequences of some of the countries that were involved and what they mean to the united states overall security and the stability and security of the region. a stable, secure and economically vibrant iraq with a fledgling democracy that's trying to better themselves is not only in the region's interest, it is in the united states national security interest. you know as i do, better than i do, that if these oil wells start to get threatened, those oil prices will rise, and if they rise significantly, that is usually the prelude to a recession. so the economic aspect of this is certainly on the table. 25 million iraqis are on the table too, lou, and also the soldiers and the families who

have given so much in those eight years of conflict there are also on the table. lou: general, thanks so much. general jack keane. >> good talking to you, lou. lou: freed army sergeant bowe bergdahl flying back to the united states, he's expected to arrive in san antonio, texas sometime after midnight local time there to go to brook medical. bergdahl is not expected to make any public appearances during the final phase of his reintegration process following five years in taliban captivity. he's treatment will continue at the army medical center spending under two weeks in germany. the daily beast explains at least in part why he left fellow troops in 2009. bergdahl reportedly writing, quote, that leadership was lacking, if not nonexistent. it is also important to put in context everything he says

which goes to the fact that he received a psychological discharge from the united states coast guard before seeking to join the united states army. why was that not flagged? that will be part of the story as we move forward. plenty of jockeying on capitol hill today. house republicans have to decide who will replace eric cantor as the next majority leader. the race narrowed today, congressman jeb henceerling of texas and joe price said they wouldn't be in the race, kevin mccarthy of california may be in the strong position for the majority leader. cantor threw his support behind mccarthy saying his friend and fellow young gun should succeed him. another obstacle in his path, congressman pete sessions of texas who observers say doesn't have the political organization to beat mccarthy, but you've

let's start with the shifting grounds that are global now, whether it's pivots to asia, whether it's the national security threat posed to the united states, global interests whether it's baghdad, this cynical play to bring tens of thousands of children to our southern border. your thoughts first, if i may, on -- let's turn to the middle east. iraq looks like it is spiraling into collapse. >> just think about the efforts and the resources that we put into iraq in order to prevent exactly what's happening now and we sit there and watch it as if we are merely spectators. it's critical to that whole region, it's going to be critical to the future of the oil markets, because they'll have the big effect on the oil markets if it goes in the wrong direction, it's critical to the global economy, but more so, when you think about the fact that it borders another country

called syria, the president of the united states said of syria, you know, that this was a line that would not be crossed. lou: and assad must go. >> and assad must go. he's gone and assad is there, and assad is, of course, helping the most radical portions of the iraqi forces that are fighting. this is very dangerous for the united states. very dangerous for the western world. lou: dangerous, and we do not see a move or a discussion of a strategy on the part of this administration. the president simply doesn't have an answer here. he's speaking in cliches, he talked about whack-a-mole as a military -- it was trivial and childish to say something like that. >> this is a part of what goes with the package. in the sense, he is somebody who has limited experience in terms of national security,

international affairs and we are faced -- lou: mort, he's been in office five years. >> the reputation does not finish the mirror, i have not seen national security interests that we need. it's one of the things that is so upsetting about his presidency. lou: as upsetting as another foreign policy failure which is occurring on our southern border with mexico. >> yes. lou: and the man talks and makes statements like the children of these illegal immigrants, their success will determine the future of america. are you kidding me? >> you know, there is a perspective he takes on a lot of issues that i have to say is mysterious to me. i don't understand it. you say and imply he's been in office long enough. you should understand how you deal with the issues, not in terms of specifically dealing with it in policy terms but

rhetorical terms. the language is mysterious, i don't know what he's talking about sometime. and you know we're faced with real problems and what you get is a rhetoric that is vague and away from the problem. lou: and this week, the 7th district of virginia, dr. david brat, a lot of people don't like to acknowledge his ph.d. in economics, former seminarian, language so strong, so succinct, he was able to upset eric cantor, the darling of wall street, the darling of the chamber of commerce and the business roundtable. >> i have to confess i knew, i know eric, and he's got a first class brain, for conscientious, serious about national affairs and international affairs. but i have to say he neglected his home base. he didn't get there often enough, and somehow or other, he lost the confidence. what's amazing that he lost.

i don't know of anybody who expected it. it's going to be a big loss because he really understood a lot of the issues, he had great feeling for the issues, it's a real loss for the country. lou: you like him, i understand that. his biggest donors, goldman sachs, black rock, wall street, verizon, silicon valley. but at the same time, you can't say to me as one of the most successful and powerful businessmen in this country, i don't believe you would, that you can represent black rock, that you can represent verizon, that you can do what you're told by the u.s. chamber of commerce and put the working class and the men and women of this country first. that became the issue. >> i understand it became the issue. it really reflects one of the major faults of our political system. the fact that people have to raise huge amounts of money. all of these people are helping

him campaign by giving him the kind of membership he needs to buy television, to buy whatever it is, in terms of putting forth his campaign, and that's one of the real flaws of our political system because it puts a lot of the money interest and the financial interests and the business interests into a disproportionate role, i am not opposed to the groups, as you know. lou: i know, that you are one of the folks with terrific mind and spirit that encompasses all of the targets which interest me. i'm one of the guys who says, you know, don't tell me about the flaws tonight. it's too early. i love the fact that david brat, with the help of laura ingraham and a couple of other folks on the radio, pulled off a very important result for the american people. tells you 12 on -- 120 grand

can account for something. >> i believe the republicans will increase representation in the house, they'll increase margin and take control of the senate. this will be the prospect for this election and i believed it for a number of months. the predominant issue is how weak the economy is. and don't believe the numbers in terms of employment because a huge proportion of the people we treat in our unemployment statistics of being fully employed are part-time employees, and the levels of income, the "wall street journal" had a wonderful article that describedlot of the weakness behind the numbers. people are feeling squeezed and are squeezed by how weak the economy is. we are growing an economy at 2% in the face of -- for years now -- in the face of the stimulus, fiskical and monetary. not wisely spent.
