usa! >> murrieta's mayor alan long rallied his city's residents to protest because the federal government he says, isn't doing enough to stem the crisis. >> you look at the amount of immigrants coming across our borders, they had 50,000 in the last six months. there's been 30,000 visas issued by the mexican government on their southern border for immigrants to pass from mexico to the united states. no end point. we don't see it stopping any time soon. lou: and add to that growing concerns about health threat posed by the crisis. todd starns reports that medical staff at basis housing illegal children are warned to keep quiet about the contagion threat there are thousands suffering from measles, chicken pox and strep throat and the

border patrol confirming a handful of illegal immigrant children in the close quarters of border patrol stations in texas have contracted swine flu as well. taking all that up with the leading immigration advocates of the country, the executive director of the immigration forum, ala nurani. and most voters consider president obama to be the worst president since world war ii. and two of america's favorite talk show hosts, tammy bruce and mark simone whether there is anything the president can do anything to turn around an approval rating underwater for more than nine months. and president obama seeking advice how to get our economy growing, and jobs created, inviting conservative-leaning economists to the white house. former reagan adviser arthur

laffer how to stimulate the economy and create jobs, the issue that remains the top concern of americans five years after the end of the recession. we begin with a crisis on our border. our first guest says the unaccompanied illegal children crossing our border deserve a fair hearing. whether it leads to asylum or deportation. he's one of the country's leading immigration advocates and at the forefront of the debate over illegal immigration and open borders for years, a frequent guest on on this program. joining us from washington, ali neurani, great to have you with us. a hearing is assured, is it not? this president among other things, executive orders require advocacy for illegal immigrants in this country, right? >> well, what's happening loorng the border is a humanitarian crisis.

you and i would agree with that, lou, what is happening is the cartels are making incredible amount of money selling lies to families of central america, bringing the children on top of trains and buses to one side of the rio grande into the hands of border patrol. then what happens to the child. detained by border patrol, ideally released to health and human services, then ideally given a hearing, so that their final status can be determined, and whether it's them being able to stand grounds of asylum or be deported. that is the next step, so they get a hearing, a fast one, we don't want to drag it out. we are the country of laws and make sure we are following our laws and make sure the kids are put through a process. lou: was this a spontaneous, if you will, event? or was it orchestrated by activists, organizations, the

administration and the governments of el salvador, honduras, guatemala, and the government of mexico because these children had to travel over 1800 miles from their home countries to get to our border. >> well, we've seen multiple reports that this has been an event orchestrated by the cartels. able to capitalize on our nation's broken and chaotic immigration system and tell the families, your situation is terrible in honduras, pay us $3,000 and we'll get your kid to the united states. they'll be fine. the cartels are the ones instigating this. so at this point, and the central american government has a responsibility, and i feel they do need to do more to make sure their families understand this is a tremendous risk for the children. there's a lot of responsibility but at the end of the day, there are criminal elements taking advantage of a terrible situation. lou: and ali, congressman

darrell issa, chairman of the house oversight committee and 30 some odd members of congress sent a letter to the president asking him to renounce, to end the deferred action for childhood arrivals, which obviously fits this occasion, to make an explicit public comment, they ask, that the newly arrived illegal immigrants will not receive legal status. what do you think his response will be, if there is one? >> i think it's entertaining that congressman issa and house republicans sent this letter. they've had a lot of time to come up with their own solution to pass legislation to fix the systemo the deferred action is not necessary. lou, i think you'd agree, we need people in washington, d.c. to stop playing politics with the issue and find a permanent solution. because whether it's kids on the border fleeing violence or something else down the line, it's going to be happening and happening until congress does

its job. >> you mentioned two things there, let's go to the first, fleeing violence. there has been unrelenting violence in central america for decades. this is, most would say, in part at least ascribed to it, which part, in part the rhetoric of this president, talking about amnesty, talking about quote, unquote dreamers, talking about his executive actions, his executive orders, make it far easier for illegal immigrants to stay in the country and not be deport. what role do you think, if any, his rhetoric has played in the exodus from many children from central america? >> there has been a role that the lack of clarity in terms of laws passed by congress. that's what the cartels are taking advantage of in the situation. and again, this is going to be a matter of the governments take responsibility.

and congress is going to ask for 2 billion dollars and expanded authority to expedite the removal and processing of the children. the ball is in congress' hands when they return from recess? are they going to take up the mantle of border security as they so claimed they wanted to? lou: interesting, congress, as you know, passed through the judiciary committee, four bills that form a, i believe a solid foundation to true immigration reform. that's being overlooked here. why is that? >> it's because speaker boehner and new leadership team have decided that this isn't the time for immigration reform, obviously for our security, for economy, for communities across the country, the time is now for immigration reform, and the speaker should return from the july 4th recess and say let's get this done. lou: you know, you and i have talked over the years, frequently sometimes, with

considerable passion about our respective views on these things, but the reality is a syllogism seems to be relevant and perhaps determinate and that is to reform immigration laws, we have to be able to control immigration, and if we are to control immigration, we to be able to control our borders. has anything happened that you find -- is there any part of that, that you don't agree with now at this stage? >> absolutely not. and i would unpack just a little more is that it's not control immigration but first secure the border. you have to have a secure border and by having a secure border, you have to have a system that regulates immigration. right now we don't have a regulated immigration system which is what the cartels take advantage of. what people are put into terrible situations for and why we are spending billions detaining and deporting hundreds of thousands of people

a year? so because we have no regulatory system, we have no secure border. they're one and the same. lou: and as to the $2 billion the president wants, doing a little quick math, the four principal countries of central america would receive half billion dollars each, if the united states were to write them a check, and insist that a condition of that money would be that they provide for these children and their families, and it seems to make a lot more sense than wasting another $2 billion by this government in this country? >> lou, you and i agree 100% on that one. i think that these countries need to take responsibility. if we want to do something to stem or create a process on that side, we should create incountry refugee centers, so if somebody wants to apply for refugee status from guatemala,

they can go to guatemala instead of putting their lives in the hands of human smugglers. lou: ali noorani, end on a note agreement. >> thanks for having me, lou. lou: national immigration forum. a reminder to the white house as we gather to celebrate our freedoms this 4th of july, marine sergeant andrew tahmooressi remains in jail, in mexico, on gun charges. he's been there for 93 days without any, any word from the president publicly, in an effort to secure his release. tahmooressi's mother says she is so disappointed by the president's inaction. she says even though the mexican government has imprisoned her son for three months now, they have been far more responsive to her and her family than the obama administration. a federal judge today ruled the suspected ringleader of the benghazi terrorist attack remains in jail until his trial.

and 8% who chose jimmy carter, who is tonight surely finding comfort in these numbers. the president meeting with a group of economistsa the white house today including former chairman of the federal reserve ben bernanke and harvard professor feldstein. the meeting comes a day before the june employment report and the same day the private sector added 281,000 jobs, according to payroll processor adp. for more on this obama economy, we're joined now by arthur laffer, former member of president ronald reagan's economic policy advisory board. art, great to have you here. >> thank you, lou. lou: and what do you make of this sitdown with sandwiches and a bunch of economists. >> guess who was number one in

the post world war ii era, ronald reagan, which i love, as much as i do the other side. these guys are going to sit down and talk about the same old stuff and not much coming out of it. however, you know the right answers and what we should do. in the near-term, you could politically easily get a change in the corporate tax code. you could either lower the corporate tax rates dramatically and broaden the bases of a number of democrats and republicans want, or do what i'd like to do and make all taxes territorial so foreign companies working and earning money in the u.s. pay the same tax rates that american companies do earning profits in the u.s., and simultaneously, u.s. company abroad pay the same taxes abroad that foreign companies pay abroad and you have a level playing field where american companies compete with foreign companies and allowed to bring the money back without extra taxes. lou: that makes all the sense in the world, equitable, fair, sensible and hasn't got a chance in the world to pass

through the congress. >> my goodness. lou: but the truth is, it doesn't for a moment diminish merit, and it's exactly right. there is, however, there's one issue, and that is that we talk about corporate taxes being lowered, but the effective tax rate, despite the 35% number for corporation, the effective rate is 17% for them. >> maybe even lower. lou: and perhaps lower. for the largest u.s. multinationals, that number stands out. what i found the citizen, the taxpayer, in this country, as an individual. i think people are getting a little tired of talking about big business and they want to focus on small business that creates the jobs that right now are not being created as you well know that will allow us to bring back the unemployed who

are chronically unemployed, many of them? >> you are exactly right, lou. the thing that is really important here is tax rates, whether they be the statutory rates or effective rates as you mentioned, are very different than tax revenues. we have the highest single corporate tax rate in the world. and i think we have the third or fourth lowest tax revenues as a share of gdp in the world, illustrating exactly the point that when you tax them too much, you don't get the money. if you lowered that corporate tax rate down, the effective tax rate would increase dramatically and save the taxpayers a lot of money, and we'd be able to create jobs as well and bring the money back in. and understand tax rates aren't tax revenues. lou: we have to ask ourselves, do we want to government to have more of our money. >> starve the beast, starve the

[ laughter ] >> i would love to see this economy grow even under obama, to be honest with you. we desperately need jobs as you said, lou, so clearly, there are people who are chronically unemployed. they have very little chance of getting back into the labor force as long as things aren't really booming, and it's tragic, we've wasted generations of humans. this is a precious natural resource that is not recoupable, it's not their loss forever. lou: you remember under president george w. bush, he famously said there are jobs americans won't do, as he tried to build some consensus around comprehensive immigration reform or amnesty for illegal immigrants. now there are jobs that will not be filled by americans, they are instead allocated around the world to the cheapest labor markets, depriving many the status of

being in the middle class, those are frustrate for a lifetime and denied. >> that's true. i mean, but what you look at here it's our policies that are the problem, not the rest of the world's policy. lou: amen. >> chinese makes high-quality products at low cost and sell them to us in exchange for products we make for them. they do that. they don't do anything to ruin our employment. they are our best trading partner. we prohibit low-wage workers from heavy jobs. welfare cutoffs that make it not worthwhile to work, lou, if you work, you lose welfare benefits and worse off than if you are with welfare benefits. the minority, the poor, the disenfranchised can't get the jobs because they aren't worth the minimum wage at $10.10 an hour. we don't allow, we try to get those people working elsewhere but the jobs need to come into

or not offshore, but it's enough to break the market. and you said that if we have violence in iraq, we would see $200 per barrel of oil, which means we would be looking at $7 for gasoline and be on par with europe. and it's not happening. and so what can we do to make sure that that doesn't happen even into the future or further enact again, 3.1 million barrels per day. >> what happened offshore and onshore, we have been doing a lot more thinking about this and it may surprise you that i sort of agree with him and some things have changed. as you mentioned, the climate has certainly changed.
