out of money to care for them in mid august. that is five weeks away. they stay, we pay. mary kissel from the wall street journal editorial board is here. i say this is a financial crisis. i know we disagree on the principle involved in the border but i think we face the financial crisis here and now. >> you are ripping up hysteria. let's put this in perspective. the president is asking for $3.7 billion to deal with the administrative backlog. we are at $17 trillion economy. i don't think the average american is upset at the idea of taking care of children in that cute name and compassionate way. they are far more upset about $11 billion in earned income tax credit fraud, $850 billion stimulus that did nothing. keep this in perspective. stuart: let's keep in perspective. the deficit this year will be north of half trillion dollars.

the presidents $3.7 billion immediately to care for these children, longer term he will take a whole lot more money and in the long term every single one of them has to be given education and health care. i am not saying it is going to be $100 billion but i am saying the american public is getting ticked off about this huge expense and is a huge expense at a time when we are broken. >> let's put this in perspective. we have seen waves of immigrants before. an editorial this morning, i commend everybody to read it, a better border solution. 2,000 when our economy was booming we had 1.64 million people apprehended at the border, 2011 the low point, 327,000. we have waves of immigration. this problem is going to continue if it is not solved. how do use of it? you have to create ways to come into this country legally, not just permanently.

members that have been and we are seeing juvenile gang members and that is information from the government. other groups--not technically classified as terrorist organizations that certainly terrorized the neighborhood this which they end up so there are many forms of terror. if you look at the pattern of islamist terror specifically, it loves endeavoring spaces and while our border -- worked on the border in the mid 90s it has always been a troubled area. it is now despite some numbers are lower, it has become a true endeavoring space. i think the obama administration is very happy to have illegal immigration except to the degree that it poses a political challenge for them but for terrorists when you have a border patrol agents and other law enforcement spending their time babysitting chords of illegal immigrant children who do not belong here than you got

them occupied with that, they are not looking for terrorists. stuart: you are implying the president wants this will surely not. >> we don't know -- none of us know what is going on in his head but given his background, the reverend wright and his behavior, i personally believe that he doesn't like america as it is presently constituted and he personally feels illegal immigration is a good thing for his vision of our future. back to islamists terrorists they love and governed spaces weather on the southwest border, in syria, iraq, somalia, they thrive there. there are many terrorist problems under this obama regime are not least america's born jihades going to fight in syria and iraq and coming back but the point is you could smuggle people in much more easily, you could potentially if they require them smuggle weapons of mass destruction, but also it is

this endeavoring space for american jihadis that don't want us to track their behavior, syria, iraq, fight alongside the islamic state and not be followed. stuart: there are a lot of calls to militarize the border, put the national guard on the border, that may or may not happen but there are calls, strong calls to do that. if we did it that puts guns on the border. somebody is going to get shot. what are the politics of that? >> the politics that terrible. we have allowed -- republicans and democrats alike have allowed this problem to degenerate to the point where there is no good answer. sort of like iraq today. there is no good clean answer here. as we put marines on the border before, we had national guard on the border, if you put them there symbolically in the immigrants know they are not empowered to use force than it is meaningless. the illegal immigrants just whack at them.

yes, we are country of immigrants. yes, we need a healthy immigration influx. but it is our right entirely to determine who comes here, how they come here, why they come here and we are not world's reviewed decenter and personally, the oldest -- playing the violin about all these unfortunate immigrant children as others have said, what about the children to arise in our inner cities today? what about the american-born children who cannot get a decent education because of the tyranny of the teachers' unions, what about those who cannot live safely in their neighborhoods? why don't we care about them? why is it strictly about immigrants? stuart: you are absolutely right. we appreciate you being with us today. terrific book, i said it many times. if you have not read it yet, get out and read it. colonel ralph peters, thank you very much.

"national review" is back with the story. where is the problem? >> when navigators' and personal information they're supposed to use the highest security and could the e-mails to do it but for 378 obamacare enrollees the didn't use and encrypted e-mail, they sent in an insecure format. and there have been no repercussions. these navigators have done it and have been worrying, one is nine times. stuart: there's an office location. people come in and the navigator says x why is the. and your social security number and health information, and your she puts it in a computer it is supposed to encrypt it and send

it has been down there most of the morning. the s&p 500, pretty much the same story. price of gold could be flat. down $2 there. the 10 year treasury, the yield there is very important. down to 2.5%. when the yield goes down, that is a pretty bad signal for the u.s. economy. and unexpected sales drop at the gap. look at the stock there. down not much. down 1.5%. that is it. there is lots of action in the weather. get ready for climate hysteria. a summer version of the polar vortex expected next week from the midwest to that east coast.

temperatures expected to go down to the middle 60s in the middle of july. what is going on here? this cold weather in the middle of july, hey, that is climate change. that is because of carbon emissions. that is what they are going to say. are they right? stephen harper said. they have not had that effect this time around. you cannot blame cooling on carbon dioxide or on global warming, of course. these days, everything is caused by global warming. the story came out the other day saying that they are getting shorter. it must be climate change that is causing this.

it is history. what we should really be worried about is cooling in this world. we should stop worrying about carbon dioxide. we have admitted 25% of all human co2 emissions during that period. it does not appear that we have to be concerned about co2. it is almost comical except we are spending hundreds of billions of dollars on carbon dioxide. stuart: do you think that we should be worried about eight cooling? are we going to observe a cooling of the planet in the next few years? >> particularly, the elite russian scientists that are into astro physics that believes a downturn has occurred many times in the past.

when it is warming, it must be climate change and global warming. when it cools, they say the same thing. it does not work both ways. there are warming and cooling ways. it may have nothing to do with carbon dioxide, but rather with natural factors, which there are many. some of which we do not even understand. it has to do with sunspots. it has to do with the sons activities. it also has do with the interaction between cosmic rays, solar wind and sunspots. it is not a simple equation. they have been doing this for a long time. we do not know, for example, what caused this ice age two and a half million years ago.
