many say this was the perception of u.s. immigration laws passing this to unaccompanied children and as we have reported committee on employment rate they are no longer worse than that of the united states. and violence it shows a decline in per capita rate, followed by honduras and guatemala. the memorandum directly contradicts the obama

administration's earliest rationale for the explosion of young illegal immigrants the unemployment rates in honduras and guatemala are lower than here in the united states and that the president is asking for millions of dollars to address the border crisis turn it in this includes a deportation process. jay johnson predictably today noncommittal.

our guest tonight. the first come up live at our southern border. fox is given the exclusive rio grande valley border patrol, given the look of what it takes to control and try to secure 300 miles of river water is thousands of illegal immigrants cross into our nation. national correspondent john roberts' lies from texas with a report for the situation. reporter: that is right, we have a firsthand look at just what a great challenge this is. reporter: to get a true appreciation for what the border patrol faces, you must hit the water.

tour but many more children are coming with their parents. dirk ramirez took her daughter out of honduras, fearing that she would be raped or killed. when i asked how she felt about leaving her country, she said sad because it is my country, but she adds that they were threatened they were going to kill us and try to make us join again. the president is rolling out hard-hitting ads targeting central america. an opponent says the better ideas for the president to save the money of simply doing a photo op. three that sends the message that we mean business.

reporter: whatever happens in washington, a better happen soon because folks at border patrol told us about apprehensions been down about 40% in the last few days and he believes that only a temporary low is the case. when this oppressive heat breaks come in the numbers will ramp right back up again. lou: local enforcement on the texas side in the effort, what is the sense that it has been hold back instead of write up against the border and the river where forms the border. and as their frustration amongst the old that are not being utilized to act in that way? >> you know, i don't believe so

the border patrol, everything, it has a lot of assets on the border. and we've been here for the past five days. lou: many of them have taken up the search of immigrants and the adequate certainty, like

governor rick perry had to send this into department of public safety specifically to reinforce that border. you think it is in hand? but again, it happened soon on our next guest requires an immigration court hearing to take place within seven days and an immigration judge would have to rule within three days after that on whether the child would be deported. the bill authorizes the new immigration judges to administer

>> dianne feinstein committee author of the 2008 trafficking application that has been an impediment to the disposition of these cases, she believes the president has the flexibility, should he want to utilize a to deal with the straightforward manner. order your responses from the senator? >> i have looked at the language and i also think there's flexibility. nevertheless we need to do this to close loopholes that the organization has where they send them billions of dollars in their trafficking this and also and the numbers and it has gone

down to about 800. then again it is not a time, but it gives us sufficient time to come up with a bipartisan solution here in congress. so we have to do this before august and before we leave washington dc. and we have to stay here until we find a solution to this crisis the rear facing. reporter: do you believe is a member of the appropriations committee that your legislation should be tied to very specific appropriations and you believe it should be tied to a number of republicans saying that border

security is a problem? >> i believe that we should bring young kids who get this notice to appear to go get a hearing three to five years later, so clearly, i believe -- i mean, i want to see the funding. we need the funding for i am for for patrol and we have to have that policy and make that change otherwise it's not going to work and we have to have the funding and the policy change. lou: are you open to the idea of the national guard going to the border to stop what is a flood of illegal immigration? >> keep in mind the national guard cannot control the immigration control and there are there in our legislation

calls for the national guard to come in and support the border patrol because at least 40% of the time it is not taken over the border so they can do administrative work and that means 40% or more is not a supporter to do paperwork. lou: congressman, we thank you for your time and it is good to see you in senator cornyn take the lead on resolving this issue that has become as the feds have put it, a crisis. lou: henry cuellar, congressman from texas. the obama administration claiming he can't turn over e-mail because a hard drive has crashed and thursday are as claimed responsible for the person at the heart of the tea party targeting scandal and lois lerner now in an astonishing

this includes watching this forbearance of israel which has been utterly remarkable. >> you're absolutely right and a lot of people understand what is going on. we have the people who don't get it and i think that hamas and other patrons, their goal is to separate israel from the united states and they know not only are they physically isolated, but the one country that has stood by israel, if there's any hesitation or separation between israel and the united states than israel has the situation. lou: i think that there may be a more difficult problem for the

administration and they recognize. if there is the effort on the part of the administration, and i'm not saying that there is, if there was to be a part as some proceeded to be, the american people are solidly and absolutely an alliance with the israelis. and there would be a political price for this president to introduce an effort to put daylight between them. >> it would be a political earthquake in the united states has historically stood with israel. the europeans wouldn't even let us plant refueled to get to israel. also it shows we will think it over, we have to assess the situation. if there's a crisis that happened very quickly in the middle east. lou: the french, the germans,

and he's not afraid to speak his mind. last week it was him who called the president for playing pool and drinking beer in colorado and he said that he had a duty to be on the border. today the congressman hope for the bill to the removal of illegal immigrant children who now flood our borders. and there is jeff sessions who has been a stalwart in an eag jo has been a stalwart in an eagle scout and captain in the u.s. army reserve for 14 years. he's been a senator appointed by president reagan and he served for 12 years in that role and has been in the senate for 18. he urged his colleagues to not support the $4 billion supplemental budget request that would address the southern border crisis. one that senator sessions has

created by mr. obama. he argues that the legislature should give this admin is ration anymore money until president obama begins enforcing immigration laws and also secures our southern borders. we can all feel better in the knowledge that these two men serve the nation and we just need far more just like them. bring us to the world of the evening, integrity. the adherence to moral and ethical principles, honesty and integrity. what a beautiful word. lois lerner refused to answer congress' question about the irs targeting of conservatives. steve stockman says now she should be

. lou: the president just can't help himself. the "washington post" fact checker giving president obama three pinocchios for claiming saturday that republicans in congress have, quote, blocked every serious idea to strengthen the middle class. well, my next guest has filed a motion in the house calling for the arrest of former irs official lois lerner. joined by congressman steve stockman, a member of the house foreign affairs and science,

space and technology committees. good to have you with us, congressman. what is the status of your request for her to be arrested? >> well, there is some confusion in the house whether we can issue this kind of arrest warrant. but just like in a court of law, when you violate the judge's order in what lois lerner has done, she's committed a -- what we sanctioned against her, and there's many in the house that believe that she cannot be held accountable for contempt of congress. and we found out in the law from 1812, you can hold someone accountable. and parliamentarians are reviewing our request. should this request, a privileged motion doesn't have to go to the president, to the senate, and doesn't even have to go to john boehner it. goes to the floor for a vote. an arrest warrant is issued and she is picked up and you in the jail. she can avoid this if she

cooperates like she did with the justice department and talk to us about what's going on. this is not an item which she can say she's going jail regardless. she can control her own fate, should she choose to start cooperating with congress. lou: congressman, i understand your frustration, there is a certain optic here of feebleness on the part of the house. they can cite someone for contempt of congress and has no recourse or ability to hold them accountable. let me ask you a question, however, of arresting her. would that be the sergeant at arms? who would have that authority based on the arrest warrant that would issue? >> remind you, researched back to 1812, this law, and as we understand it, it would be the sergeant of arms can actually issue the arrest warrant and then others could pick her up. that is the case that as we

understand it right now and it would hold here in a jail near d.c. if she chooses not cooperate, and that is the current status as i understand it, and if we get back causal result, we're going to bring it back to the floor, and i want to see democrats stand on the floor and defend what she's done. lou: are you encouraged, a second federal judge as you know, friday, ordered the internal revenue service to explain what in the world has happened to the e-mails that were destroyed? apparently, there will be another federal judge hearing the case with the fec, this is a striking order of coincidences but to you and to the house who want the answers here that two judges are saying to the irs, it is time to explain yourself. >> think about it. lou, these people down here in my district and near texas have been violated by the irs and don't want to be held

dangerous, we know who they're catching, people who are turning themselves in. could this be a way for the smugglers, the terrorists, the dealers, gang members. lou: certainly people who live state governments along the border. the cuellar-cornyn humane act, is it a starting spot? >> a starting point. what needs to happen, because we're hearing this from both sides of the aisle. the inability to do the job. the can-do america we used to love. we can't support all these people, we can't do this, can't do that. every time we hear what we can't do and have to give lawful status to people who violate our laws. going back to the statement and came from a congressional hearing, they're firing the starter pistols for the would-be runners. >> the unemployment rate in honduras and guatemala significantly lower than our

own. el salvador, about the same as ours. the economy is nothing. they're developing economies. violence is actually down according to a dea intelligence report that was leaked today. putting the lie to everything the obama administration initially said about the motivation of these particularly young illegal immigrants. >> don't let the truth get in the way of a narrative. how do you report on a 6.1 unemployment rate, it's like the doctor saying the patients who died doesn't have fever. the point is we're in deep trouble. if you look at remittances wired out of the united states by foreign workers, you can eliminate half billion dollar deficit we run up every year. we're losing between 125 and 200 billion remittances by foreign workers, legal and illegal. more people on welfare, more people that need education and

hospital care. where does the money come from? and why are we ignoring -- lou: the president obviously does not care, because the assumption he has made is that if we can't afford it, there will be a collapse, there will be great dependency and there will be a fundamental transformation of america. that's what we're witnessing. >> what if god forbid that transformation involves terrorist attacks or gang members. you mentioned along the border, the impact. new york is where the dea seized the greatest amount of heroin. 35% of heroin seized in the united states. lou: across that border with mexico, and the majority of marijuana, heroin, cocaine, methamphetamines, and it's as much as $50 billion trade, and it is, because of the corruption on both sides of the border, it continues unabated. that is what most americans cannot contend with. is that corruption on that

. lou: we're just 111 days from the midterm elections, a new report from the "washington post" says republicans have an 86% chance of taking the senate. the democrats have less than a 1% chance of taking the house. joining us is citizen united president david bossie. good to have you with us. >> good to be here. lou: you know, we're watching a crisis unfold on the southern border. we have heard precious little from some quarters, i'm a little surprised, but the president is doing what he always does. offer ambiguity and if you will, some deflection rather than going out a straight problem, seeking a solution,

your thoughts? >> for six years, barack obama led from behind, he's led using distraction, as you said, lou, as his number one political asset. he charges race, he wants to divide over religion, income, equality. you name the issue he can get folks to be upset about, anger. he can only rule, that's what he's been trying to do, rule, if there's chaos, and that's what we have here in america. you said it a moment ago. barack obama promised to fundamentally transform america. i'm frightened when i look out and see what he's done to it. lou: the president getting three pinocchios again from "washington post," the house organ for the democratic party, i think it's fair to say. when they call the man a liar for saying, you know, that republicans have blocked every serious effort by this administration to help the middle class. first i struggle to remember

the efforts to help the middle class on the part of this president. but is there at no point a national media this is going to rise up and say we demand a level of integrity free our president and it's not acceptable for our president to speak in terms that can be misinterpreted or which are misrepresentative are outright lies. >> yeah, look, first we have to have integrity in the news media to cover these things honestly. and we clearly don't have, that so the american people only get snapshots into time. that benefits barack obama. look, when the "washington post" says the republicans have an 86% chance to take the senate. that's helping them with fund-raising efforts, that means democrats are going to really go, i think, into hyperdrive trying to raise all of their outside money to win some of these races. i don't think it's quite an 86.

we have a better than average chance to pull a lot closer. i see four or five right now. i don't know if it's six. lou: you're making a lot of republican viewers of this broadcast very nervous when you start to manage expectations there, david bossie. come on, here. >> that's really what the "washington post" is doing. they're trying to raise expectations. lou: what's wrong with that? set a high bar. about time the republicans get a high bar. let's see the bar higher. >> lou, here's why. the democrats come out of woodwork from an organizational standpoint. the unions go into hyperdrive. they raised more money than the republican, and the republican voters, the average conservative says we're going to win whether we turn out to vote or not. those are are dangerous expectations. i look forward to having a hard-fought campaign from here to november. lou: more faith in the republican national committee than you do. i truly believe reince priebus

understands this is about the working middle class, he can let go of the nonsense representing multinationals. the chamber of commerce, the business roundtable, they got to let go and move away so that the middle class can be represented by the republican party. don't you see that happening this year? >> well, look. lou: okay, i'm being facetious for those who don't know me. >> i do. so look, so reince has done a fundamentally good job of raising money and putting the republican party back on a level playing field to work from. but, look, we have a lot of work to do. there are great candidates out there, but they're going to need support and help all throughout this election. look, the democrats are not going to go away, the liberals have agenda, and they must have control of the united states. lou: i love the way you say that. david, you talk like republicans don't, for crying
