government officials. >> let's start with this. has there been any apology or effort and has the health and human services department for homeland security reached out to change this government? >> no, not at all. we initiated all the phone calls and all the action and i appreciate what the congressman is doing. this administration says it wants to be transparent. but how about being transparent these children are being sent to our cities and our state and we have a responsibility to our taxpayers to ensure that they don't was the of state and federal taxpayer funding benefit.

lou: i think it's good every single american watching this crisis up on the southern border and the children could not have made their way 1800 miles from their countries of origin without the assistance, whether implied or rhetorical on the part of the president, or whether active along with all of the organizations and those that are engaged in this crisis. this is political theater. but the actors are very real and the consequences are extraordinarily brave.

us here to defend the constitution. the key to it is that there are things going on that no american would look at and say i think it is all right. but it's not all right and it's time for the house to follow the rules a wadden believing that we are a nation of laws and that no one is above the law, including the president of the united states and that is what makes us exceptional. so what are we doing here? why would we even come here and why would we ask people to send us here to defend him in our nations capital we don't have the backbone and stomach to stand up and do what is necessary right now to preserve this nation going forward. we have many blessings, but we also have a burden that we have to defend vigorously and aggressively. i just don't think now is the time to do it. my goodness, one isn't there an election? and it falls on our shoulders right now. this is what we must do.

we can't walk away from that one there could be a little bit better trying to do. the constitution has never been under greater stress than what it is right now. so we have to defend the vigorously. lou: darrell issa has done great work in investigating scandal after scandal after scandal. benghazi, "fast and furious", the list goes on and on. as well as unsuccessful in terms of reaching a revolution. the first secretary to be held in contempt of congress. both were held in contempt. but the effect of congressional action has been zero. and so it is inadequate. what i don't hear from congress even as speaker boehner prepares a lawsuit is a response that is

innovative and inventive and is serious as the president's abuses of power. he is right now offering a crisis on our southern border and sustaining it and not resolving it. congress sits basically mute and flat-footed and seemingly unnerved. is this what we can expect of our congress and government? >> i go back to the rule of law in a way that the law prescribes. what i think is that special prosecutors are going to have to intervene. when the chief prosecutor ignores this and we hold him in contempt, and they say we can't get to that right now, maybe somewhere down the line we will do it, then these day okay, we can investigate and expose it at

this point. the executive branch has made decisions that we're not even going to touch these things and we would've put them off to the site and wait until a later date and this idea that you continue, running up the clock and all the important issues, hoping that people will be so discouraged that their anger will turn to it's not worth fighting anymore. so we have done is at this time special prosecutors have to come into play in the department of justice is not going to do its job and eric holder is not going to do his job the way it's prescribed under a constitution and what our duties are. >> i think the initial lawsuit, and keep in mind, he is a speaker of the house. the speaker for the house of representatives that records both sides of the aisle. i would hope that instead of standing up and applauding, they

committee. stopping american companies from relocating to take advantage of lower taxes, a practice known as invns have done roughly 50 of those inversions over the last decade and that is buying a smaller overseas competitor and then reincorporating the low tax country. announcing they would be taking advantage of their ability under the current tax code to avoid taxes by overseas reincorporation. and so the obama administration's proposal seek this by raising the threshold of ownership required for such deals from the current 20% to 50%, meaning that they would have to own 50% of the company

and there are lots of problems with the obama administration thinking about so many things. but their thinking on inversions and tax avoidance is for joy or. griswold is small potatoes and secondly it seems to be at the flexion from bigger issues than all of that is part of this the president and his administration. the joint commission on taxation estimates the federal government of tax revenue over the next decade because of the number of companies expected to do inversions. so they are truly a minor item when compared to the impact of other examples of what this administration might call unpatriotic business practices.

we are trying to get foster parents to take these children than they would be paid up to $6054 per month per child. so people are saying, wait a minute, it is time for us to have these countries participate in making this issue correct. putting money on it is only going to make it worse and incentivize it. lou: i have to say i'm taking this as a positive outlook and i want to ask a couple of questions. i think the american consciousness on the issue of illegal immigration has been heightened considerably.

the senate. the you say that they have everything they need? >> yes, this administration request, it is completely smoke and mirrors. the president has the authority that he needs and maybe they should just read the immigration statutes more carefully. first of all, you can issue a section 212 proclamation. the elder president bush did this when the haitians were flooding and in 1991. it declares that this wave of illegal aliens is not permitted into the country. he then has the authority to repatriate them back to their home country and the supreme court has ardea pal god by president bush. there's another provision that allows the president when there's a mass influx like this to basically give immigration

powers to state troopers or the texas rangers and i can immediately mobilize that force multiplier. and the number three, this human trafficking victims protection act, this is all sort of a sideshow. obama does needs to say these are customers whose parents opted for them to voluntarily be taken to the united states and even if they were trafficking victims, they will have exceptional circumstances. and he has all of the authorities that he needs to send these miners back to their parents. >> statutorily authority. he said both know that this is a political stratagem in the political objective that they want to sustain this crisis on the border and there will be tens of thousands of more

and so you knock that down and turn it against the democrats. give us an example of this. >> the left has a bad habit of accusing their opponents. for example, everything from sexual abuse to government programs and dependency are a couple of examples. going to rock obama, the idea that democrats don't want to be dependent on government. and so taking a look at the irs targeting and the conservative tea partiers, many tea party groups in this country and their lives were turned upside down and that is just one example. another is president obama's

efforts to get women were dependent. so why is it that some of us were not outraged and we need the government to hold her hand throughout the course of their life. lou: we have just about a minute here. but why hasn't the republican party been more effective in slamming this allegation and this mantra about the war on women of the left? >> i think i got blindsided and 2012 but they realize it will be used in 2016. they use it to counter ridiculous claims that contraception is somehow going to be banned underboss can determine that. so that is the way to address it instead of allowing them to address that themselves.
