♪ lou: russian president putin now calling for rest cease-fire between pro-russian rebels in ukrainian government forces following the downing of one malaysian passenger jet liner. it follows earlier remarks by putin blaming ukraine for the crash which fox news has confirmed was caused by a russian-made missiles fired from a russian separatist stronghold. joining us tonight, former u.s. ambassador to ukraine, a current director of the eurasia's center of the atlantic council. did you to be here in to have you with us. >> my pleasure. lou: the most recent development , the announcement -- well, i it really was not an announcement. it was a leak, if you will, now the six major powers and iran

are extending the nuclear talks until november 24th without any comment or explanation from the state department or white house. your reaction? >> my guess is, you have not had a reaction. done on a friday afternoon. this administration felt there might be political resistance in washington. lou: that was sort of my thinking. i wanted to ask a professional. how could we be in a position as the world's only superpower dealing with such an important issue not only to the middle east and our allies there, but to europe itself. this is remarkable. i can think of no other analog in diplomacy that parallels this. >> well, i don't know about that what is clear to me is that the administration is not interested in a military confrontation with iran, and they believe these negotiations are the least

unacceptable way to deal with the problem. lou: and so do you take the iranians at their word that the purpose of the nuclear program is power, energy rather than -- >> i use that phrase nuclear power because it encompasses all possibilities. i think there is good reason for people to be skeptical of iranian intentions, but i think it is also true that the military option is fraught with dangers which is where the president's mind is focused. lou: let's turn to another area of his focus, and that is the ukraine where he has chosen not to provide military support to the ukrainian government that now seems to be doing very well and overcoming the russian separatists, the rebels. now the shooting down of a

malaysian airliner over ukraine near the russian border near ukraine's eastern border. what is your assessment? >> all right. this is a complicated situation, and i believe the administration's policy on sanctions has been solid. not great, not terrible. of the military side of the administration's policies have been a mistake. there is no question in my mind that we should have been providing military equipment to the ukrainians back in late march or early april, anti-tank, anti-aircraft, and equipment designed to help them secure their border because this is a russian-led, finance, and supplied insurgency which would die within a week or two of the russian border was sealed. the ukrainian military has demonstrated over the past six weeks that it has the competence to clean up if russia does not

escalate intervention. unfortunately due to weakness on the west mr. putin believes that he can get away with this without facing severe sanctions. that is the chief problem. lou: of similarly, the europeans have been no more -- to put it this way -- discipline during vigorous in their response than the obama administration. yet we also have reports that russian forces are once again on the move to ukraine's east preparing for what could be another incursion. again, the united states now still lacking the wherewithal and has not provided the ukrainian government further argument or weaponry to withstand an assault from russian forces. >> i would distinguish between sanctions and military supplies in the obama administration policy.

the sanctions the administration put down on wednesday were strong. they should have been put down in late june. that would have been a deterrence to putin two weeks ago there were adequate. the problem is europeans have been much weaker. the obama administration would like to have sanctions along with europe. they would be stronger, but europe has been reluctant. it is possible the shootdown of the airliner may change european opinion, but that is not certain. my view is that we can on our own put down punishing sanctions. if we provide dollar transactions with russian institutions the europeans would have to go along. sanctions have beense where determined of political outcome, geopolitical outcome and, in the course of my career in journalism.

i understand the hope and i understand the wishes and i understand the accommodations and the countervailing influence is that lead to that, but the reality is putin is not a man that strikes me as one who would be persuaded by economic sanctions. >> he has demonstrated over the past three months the ability to make tactical concessions to avoid punishing sanctions. my view is that we put down a serious marker last night that there will be sanctions against entire sectors of the russian economy. unfortunately when the deadline passed there is not a word about sanctions which in bold some speed if we may clear, strong economic sanctions that think there is a good chance, not a certainty, but a good chance that putin would retreat. in fact, he has taken several steps of the past two weeks to open up line of retreat in terms of statements made in the

those nuclear talks with iran , as we reported to you today there was apparently an agreement to extend the talks without fanfare or statement or even mention and certainly no explanation from the white house those talks extended for another four months until november november 204th. the extension comes two days before the deadline for agreement, but there has been no sign of progress of any kind, certainly not iranian agreement to eliminate centrifuges, to curtail uranium enrichment, and no mention by this administration of any diminishment of development and testing of long-range missiles that could threaten not only is well but arab nations throughout the region and most of europe as well. president obama always so eager to a stand before cameras and microphones uttering not a word about the issue of greatest

importance to both europe and the middle east, instead giving notice of the extension of the iranian talks in much the same way as the administration grudgingly dumps regulatory documents pertaining to all of those white house scandals on a friday evening without a word of notice, no explanation by the president or his administration. the president did take time to let lecture israel on forbearance and caution, is rail whose prime minister didn't launch a ground offensive against tomas of forces in gaza despite a barrage of hundreds and hundreds of rockets into israel over the past week in a half. here is president obama cautioning israeli about constraint. >> my understanding is the current military ground operations are designed to deal with the funnel and we are

hopeful that israel will continue to approach this process that minimize civilian casualties. lou: as if he thought israel might be maximizing civilian casualties. what is this president thinking? perhaps the president might explain why he had no admonition for the hamas terrorists that have fired more than 69 rockets into israel over the past 11 days. why did president obama neglected to note that it was hamas who broke the cease-fire and began launching rockets into israel without regard for civilian casualties and that it is israel that is taking great care and great regard for civilian casualties in gaza. and why didn't the president think the israelis for doing so? and he did not take particular note of any kind and that israel

that during the past four weeks mortgage applications for the purchase of a home are down 15%. lou: how much of that is because of depressed levels of inventory come much of that is because there is no demand? >> i think -- you know, depressed levels of inventory point toward uncertainty regarding the value of housing. and that helps to restrain demand. lou: about one-third are under water, people away more than the house is worth. >> fresh memories of house price deflation. should i go out and buy this home unless i am reasonably certain that regional employment income will be strong enough in the future to prevent the home price from falling. a lot of uncertainty regarding what lies ahead with the labour market and personal income. lou: thank you for being here. we are reassured. you have done your job well. thank you. >> thank you.
