keep that in mind, don't panic, in the meantime, thank you for watching and speaking of the ukraine and markets, the right guy to put them all together is lou dobbs and he is coming up next. lou: good evening from everyone, tonight the obama administration accusing russia of direct attacks on the ukraine. a spokesman for both the pentagon and the state department claims that the administration now has clear evidence that the russian military has fired on targets in eastern ukraine from the russian side of the border. but they did not produce any specific evidence. steve warren told fox news that we cannot confuse this with separatists. this is clearly a military escalation. a state department spokesperson echoing those remarks and adding that vladimir putin is sending

higher-quality rocket launchers through ukrainian separatist, despite worldwide outrage following the missile attack on the malaysia airlines attack last week. >> we have new evidence that the russians plan to deliver heavier and more powerful rocket launchers to the ukraine and have evidence that russia is firing artillery to attack the ukrainian military physician. lou: by with the obama administration continue to refuse this advanced weaponry and technology to the ukrainian military if they are aware of direct russian military attacks on the ukraine? we hope to answer that fundamental question here tonight is the top of the house armed services committee chairman buck mckeon. meanwhile, the secretary of state john kerry meeting with the foreign ministers of both turkey and qatar today in his continued attempts to negotiate a cease-fire between israel and

hamas. secretary john kerry's discussions bringing further tension with our ally, israel, or his trouble, and he accused them of war crimes and talks with qatar, a supporter of hamas, were awkward at best. in renewing the call today to the destruction of israel just a week after the united states extended negotiations on the iranian nuclear program for an additional four months and billion dollar payment schedule to a rant. more than 2000 rockets launched into israel from gaza since the eighth of july and the israeli cabinet said to me tonight and they will discuss are possible one week cease-fire proposal that of course wires the agreement of hamas. fox news correspondent conor powell is in the area tonight

teachers were killed. the hospital is overwhelmed with women and children. the military says they are investigating the incident will blame hamas for using msn as human shields. this comes as a least two israelis are injured by hamas rockets today. civilian casualties on both sides is a major concern for diplomats. >> john kerry remains in the region, but so far a these fire remains elusive. hamas is demanding an end to the eight year blockade of gaza. neither side trusts the other and neither seems willing to give up despite the continued violence. the faa lifted the travel ban for american flights which had been in place.

the removal was welcomed by israel but hamas wants to continue this at the airport. >> we are getting some information about this temporary framework. it looks like it would be about a weeklong cease-fire for humanitarian grounds that would allow israel to continue to keep troops here in the gaza strip while negotiations began about some kind of permanent cease-fire. this agreement, from what we understand, would be very difficult for hamas to stomach and to accept. but anything is possible, of course. the fighting has raised more than just a little concerned. so maybe this time for a cease-fire. but what we have heard from many the past few days is that they do not want to cease-fire agreement unless the blockade is listed here. lou: what would motivate the israelis to agree to a cease-fire? the rockets continue to rain down on israel, the tunnels

remain many, many of them still intact. >> that's a big question. both sides have questions that they want. israel wants the rockets stop in the tunnels destroyed and i don't see how this agreement gives them any closer. neither side is winning or losing during this agreement. so basically i don't see how this does anything. but it may be possible that both sides don't want a further explanation and that they are just willing to put a positive conflict here. lou: thank you very much. the crisis in the ukraine and israel not on the president's agenda today. instead he wrapped up three days of fundraising and democratic events and delivered a 30 minute speech on the economy at a technical college in los angeles. but rather than talk about what his administration is doing, he spent much of his time attacking republicans in congress.

>> i have to call things as they are. what is really going on is that republicans in congress are directly blocking policies that would help millions of americans. and they are promoting policies that harm the millions of americans. lou: according to a new fox news poll, the majority of voters, some 60% are not satisfied with how things are going in the country today. 55% also said they don't see any sign that the economy has begun to recover. but the blame may lie with president obama, as 40% approve of his handling of the economy compared to 50% disapprove. on capitol hill, house speaker john boehner says that president obama is awol on our border. congress no closer to an agreement as u.s. immigration

policy is blamed for causing its citizens to try to cross the american border illegally. all the while jeb bush urging the public to move ahead with comprehensive immigration reform. karl cameron has our report. reporter: looking for help from washington, the president from guatemala and honduras spoke out on latin american drug cartels and the united states. >> we must point to the ambiguity that has been at the heart of reform in this country to match while they last for security money to fight the cartels, but today they complain that latin americans have a farce. >> we hope that the current crisis will not lead to this reform not moving forward. >> nor is there much hope for the democrat controlled senate to even consider major reforms as election-year.

jeb bush is considering an op-ed today saying that they should not use it as a means to defer immigration reform. the lawmakers can't even agree on an emergency spending bill on what to do with the kids detained at the border. the president wants $2.7 billion in new spending on senate democrats slashed its 2.7 million and house republicans want no more than 1.5 billion and insist it's paid for with savings from elsewhere. 56% disapprove of handling and less than one third approved. 45% and the unaccompanied minor should be deported. republicans blame presidential and decisions for adding central american countries to the u.s. while requiring unaccompanied minors from mexico and canada to be immediately deported. >> the president and his team have flip-flopped.

on ukrainian forces. joining us now is the chairman of the house armed services committee. mr. chairman, it's good to have you with us. but first, if i may, your reaction to the statements from both the pentagon and the state department that there is clear evidence that russia has fired against targets in eastern ukraine. >> yes, we have ways to monitor that and to track the missile that shot down a plane. so there is enough evidence out there that it is indisputable where that missile came from and they are now shooting artillery from inside russia and the ukraine so that the escalation of this effort is known. >> as you put it, and. lou: put it, you said there's no question and definitely this is

a military escalation. but what does that mean? there is no appear willingness or proximate resources by which to meet a military escalation on the part of russia. >> in this segment just before i heard the president giving his little speech in california that he is stuck in between his fund-raising business. and i'm getting sick and tired of him traveling around the country blaming republicans for stopping things here in washington what he knows good and well that it is the senate and the democrat controlled senate that are stopping things and we have passed 321 bills that are sitting in the senate and many of them address many concerns and the problems that we have run the country. we have past seven appropriations bills this year,

over half of what we need to do in the senate hasn't passed one of them. so the hypocrisy of running around the country raising money and blaming us and then not coming back here and sitting down and working on the problems that we have, this crisis on the border and the whole middle east is blowing up, leonard hooton seems like he's unchecked and kind of doing whatever he wants and the problems that we have in other parts of the world, it is like the president deals with this little problem here, i don't have to worry too much, but the world is looking to us for leadership and we are awol and we are not providing it. the ones that generally provided for the nation is the one that was elected to do it, that is the commander-in-chief and he ought to get back here and do his job. >> there is something remarkable to be on a three-day fundraising

campaign on the west coast as he criticizes republicans in congress for inaction. i'm not sure if there are words strong enough to express the utter hypocrisy of the state and even the idea that it may have some standing on the issue, absent as he was from the capital for three full days. >> leadership matters and also the fact that he just kind of decides what laws he's going to worse. last year we passed the law because we were concerned about him of his previous actions. we passed a law that said you cannot transfer taliban or other prisoners that are being held down in guantánamo without giving congress a 30 day notice.

and they violated the law and fortunately we have a young congressman from virginia who has a resolution that we will be bringing to the lord shortly that condemns the president for violating the law. and we also have another measure that we are going to vote on next week that gives the speaker the right to take the president to court for violating the law on a different matter. so for him to be doing what he's doing when we are here working and he is out raising money, it really is, i think, crossing the line. lou: mr. chairman, we thank you for being with us. >> thank you for having me. lou: coming up next, my commentary on congressman paul

lou: coming up tonight, the honduran president does mr. obama's ambiguity is like tens of thousands of central americans coming to the united states illegally. cheryl atkinson joins us now and we take up that issue and the latest on the internal revenue service nano. republicans moving ahead with john boehner's effort to sue the president. we have jedediah bila to analyze. but first, a few comments about some of those so why would he today unveil this big new idea to battle poverty and to help low-income folks?

folks who he says are bogged down by government bureaucracy. it is not only low income folks who are bogged down by the federal bureaucracy, it is all of us. the centerpiece of the poverty proposal by ryan is called an opportunity grant is a program where we consolidate 11 federal programs like stamps, housing, cash welfare, into a single chunk of taxpayer money from the federal government that states can dole out or redistribute. >> let's stop with a poverty management system but a results-oriented system and let's integrate and bring the private sector unreturnable sector together pulling in the same direction.

lou: it merely reorganizes and redistributes federal money allowing state governments to participate in the redistribution system. that is a blockbuster idea. and by doing so, it seems to me that the congressman has just aligned himself with the democratic solution to almost everything, which is to throw vast amounts of taxpayer money at the problem and hope. when the truth is that over the past half-century the federal government has spent more than $16 trillion fight poverty and the results a half-century ago when lyndon johnson promised one

poverty in america, the poverty rate was 19%. today it is 15% and that's four percentage points for $16 trillion. and what we don't need is another variation on a bureaucratic leftist behemoth which is precisely the consolidation effort. what we desperately require is new leadership with original thinking and original ideas. florida governor jeb bush with his business roundtable, he manages to ape the left and almost every manner. so what is the governor's bright and fresh idea? in today's wall street journal editorial pages, he calls for congress to pass comprehensive immigration reform and he manages these very principles.

the governor's logic takes the underling twist and twist politics. the former governor says that congress should use the present crisis at the border excuse could comprehensive immigration reform with the president obama is making health care policy by fiat or using the eighth circuit in the water to process avoiding similar disastrous result the required legislative actions by both parties. open borders and amnesty. this guy is supposed to be a

lou: the death toll in the israeli and hamas conflict continues to rise as john kerry remains in the region trying to negotiate a cease-fire. for more on the conflict in the middle east and ukraine, we are joined by fox news national security analyst k.t. mcfarland. it's it could have your. >> it's my pleasure. the odd instance of secretary kerry meeting with the minister of turkey and in talking with qatar and this is -- this is deeply troubling to our friends, the israelis. >> yes, if you look at the situation that surrounds israel, you have the supreme leader of iran and he says that the world will be a better place.

ukrainian government said yesterday and i don't think any american is bound to accept from a spokesperson that the evidence is indisputable and we have been here before with top officials of our government but it turned out to be purely teeters. >> that is what they did, but that doesn't mean you do nothing. there is a big space of opportunity to do things. you can do economic pressure and economic warfare, you can give assistance to countries that buy their own fight and that is ultimately more effective way to do it. lou: again the obama administration refuses even with indisputable evidence has not provided the technology and the weaponry and the advanced weaponry that the ukrainians have requested.

lou: joining us now to discuss how the administration is dealing with a number of scandals, emmy award-winning investigative reporter cheryl atkinson is joining us she's the author of the soon to be released book "stonewalled" in obama's washington. it's great to have you with us. let's turn to the iris scanner which you have followed rigorously throughout. investigators found a backup tape that he says that he doesn't know whether the lois lerner tapes were on their. >> i think the development in this case is the litigation going against the iran's because of your member the irs told congress that this material wasn't available and wasn't to be have.

>> so when a judge orders as they have in this case, a private judge or a civil judge, turnover at the process to be explained by the irs in essence foreign and under oath, they would be hard-pressed but they told congress doesn't exist. so perhaps they are doing extra due diligence. lou: so what about the previous statement? >> it's a little bit different being asked in 45 minute segments on hearing what happened, to be told, as i said, under foreign testimony before

[laughter] >> you take the word comprehensive immigration reform and i think we should get it out of our vocabulary. i think there's some things that we can do. >> that's almost treasonous to take away the artful language of president bush. should we bring back jobs americans won't do as well imax i think the answer is that you need new blood for new ideas and we keep looking for the dean people as if they're going to come up with something new. paul ryan went along with mitt romney and they lost that election and that is what google say they lost it badly.

and i think that they were talking in addressing poverty the same way, which was a losing talking point and why everyone was looking to rand paul and ted cruz and saying who is someone who can present these ideas are the ideas could be similar, but let's presented in a way that resonates with people. these guys have failed to do it time and again. lou: as we look at what is happening here, the president has the temerity on the west coast raising money for the party to plug away at the republicans saying that they have the capacity to fundamentally change america. >> this is a president that is disengaged from the legislative process and the house republicans are fighting and they are passing bill after bill.

harry reid is not going to make his senators vulnerable take a tougher stance. >> president obama, for whatever reason, he fails to mention it. >> is a campaigner. and that is what he does best. >> we pay him $400,000 per year and the democratic party spent over a billion dollars to get him reelected. >> he got reelected because he kept doing this and people bought it. he seems to do a really good job of talking the talk and he says that i'm on the side of the middle. he doesn't have to do anything, people buy the story over and over again. >> the obama era is over. the political machine is breaking. he's going to texas and california because they don't

want him in the states and that doesn't mean the republicans have solved their problems. but obama is not the political force that he was. lou: in the 12 city where there is a contest for the senate, the average is 50% and people are talking about this and it looks like it may be double given the direction that he's headed. >> when he has approval ratings are low, maybe they can do 10 points better come it's hard to do that,. >> democrats are in big trouble, but i'm looking ahead to the presidential election. and republicans can do midterm elections and they have that covered. they can't do presidential
