11:00 pm
. neil: never mind, they shouldn't be here, right? and now giving them licenses so they can drive around while they are here. the same week the illegals are protesting outside the white house, states across the country trying to keep up with the illegals demanding licenses. they think they shouldn't get. or should get? i think they shouldn't get. it's weird, right? upside down world. welcome, everybody, i'm neil cavuto, and beginning to agree with california congresswoman ashamed to be an american looking at the treatment we're giving illegals in this
11:01 pm
country. i'm ashamed to be an american looking at the treatment of legal americans in this country. ashamed to be american watching our leaders drive this country off the cliff and giving illegals the keys to the car. did you know in the congresswoman's own state, more than 1.4 million illegals will be applying for driver's license in january? california says not to worry, they won't look like legal americans' licenses, even though the ones we spied look damn close, and states that provide such licenses, about a dozen now, tend not to distinguish too much. look at illinois' driver's license for illegals. one on the right is for illegals, the one on the left for legal. even if you blow that up, i can't make the difference. no one stamps illegal on a license, do they? a congresswoman who feels ashamed for a country spending billions to provide licenses to
11:02 pm
illegal so they can drive around while they are here and legalize it by allowing illegals who might feel slighted to protest outside the white house. the white house! and not getting arrested here. she's ashamed, we're callous, there are idiots in congress, and it is clueless. i'm a bit riled up, fed up and want to know if you are, too. can you use hashtag cavuto to tell me your thoughts. arizona county sheriff paul b babeau. >> this here, giving driver's licenses is a function of the individual states and now the courts are stepping in, ruling that because obama and his administration have granted deferred action or legal standing here in the united states, that now we must, as individual states issue these driver's licenses. this is absurd. and it puts an additional
11:03 pm
burden on our state already, just our state of arizona has 2.8 billion dollars each and every year for educating, incarcerating and providing medical care. why not just give them licenses now and what's next? neil: sheriff, however you want to think about it, when you give someone a license, that is a gateway to a lot of thing, that can be an id that can get you anywhere, dare i say to vote, if there are unsuspecting people handling the polls. where are we going with this? what is next after this? i think it's flipped around. >> it is, our country is turned up on its head. here now, we're rewarding lawbreakers and states are forced to sanction this violation which i think is undermining the rule of law. when the president and his power grab from the executive branch clearly has circumvented
11:04 pm
the process the constitution has laid out, congress makes the laws, and yet with the executive orders and fiats from the president, we're having the same effect as law. and this is where what we've seen happen in the latest waves of unaccompanied juveniles and turning it as a humanitarian crisis, what we're inviting by accepting the 60,000, what's predicted to be 90,000 by october 1st is actually another wave of 90,000 because there's no consequence. there's no consequence for breaking the law. what would be humanitarian is put them on planes, return them to their country of origin and reunite them with families there. neil: sheriff, you can stay. in i want to bring in my buddy, rick ungar, david asman, veronica. david, this is getting a little weird here, and not only the license thing, protesting outside the white house and you're an illegal and no one
11:05 pm
arrests you thing, the congresswoman is ashamed to be an american i think this, what's happening? . >> the sheriff has it absolutely right. to provide legality for illegal behavior is orwellian nonsense. this is what the soviets used to do, black is white, peace is war, et cetera, our country is based on commonsense laws, when you have laws that contradict other laws, particularly down to the base, the basic law is that act is legal, that act is illegal, you're allowed to do what's legal, if you confuse those, you confuse the rule of law in the country and i worried about a republic. neil: we're talking about a january 1st thing in california with licenses. other states have it now, veronica, i'm worried about what news we could be hearing out of the white house after labor day, timing is everything, will the president try to slow millions of deportations if not stop them outright. pushing, goading republicans, what is that all about?
11:06 pm
>> it could be messy, and definitely an election year issue, from a personal finance standpoint, one of the big issues is who is going to pay for all this? opening all of the offices, it's going to be taxpayer, a burden on them. not to mention the insurance premiums of the people in these states. a lot of these people are uninsured and going to continue to be uninsured. that means higher premiums for the taxpayers. i think there's ramifications to decisions like this, that aren't really thought through, and i don't think the president's addressing it, i don't think anyone is thinking through them. neil: we do them and pay for them later. >> you're all wrong. look, we've been through this in california for years, years, years, as long as i was living there we had the debate about driver's licenses. here's the reason to do it. what happens when somebody gets a driver's license? they're far more likely to get insurance on the vehicle they're going drive. if they don't have a license, they never have insurance.
11:07 pm
>> they can't pay for that, though. they don't have a car though. neil: if an illegal hits you with or without the license. >> where are they going to get the money from? neil: you're making the assumption with the license they're insureed? >> not insured with the license. we have the data. california went through this for years, if they take the trouble to get a license and have a car, they're far more likely to have insurance. neil: i love you to death. we are justifying lunacy, actually this is to our own betterment, we have millions of them here, 1.4 million in the state. go ahead and get a license, if they get in the car accident with you, you'll be protected. in other words, justifying what is criminal behavior and trying to cut down on any crime against you. it seems weird. that's all i'm saying. sheriff? >> clearly, we're chipping away at rule of law, when you're actually, blessing off on the fact that they're here and here
11:08 pm
illegally, when you're giving them further legal standing here in our country, and the rest of us are shouted down when we want to put americans and our families and our rights first for once, instead of wasting all of this money, the $3.7 billion the president asked for, why don't we put the money and redirect it to border security. each and every time he asks for money, it's a band-aid, a one-time fix. we don't solve the core issue. we will never get on, quote, immigration reform until the border is finally secured. and there's no interests on behalf of the president to get this done. neil: all right, i want to pick up on that theme. when we come back, there's no interest on the part of republicans to get anything done either. curious developments in washington that have me wondering whether both parties are making a bad thing worse? after this. unlimited cash back.
11:09 pm
let that phrase sit with you for a second. unlimited. as in, no limits on your hard-earned cash back. as in no more dealing with those rotating categories. the quicksilver card from capital one. unlimited 1.5% cash back on everything you purchase, every day. don't settle for anything less. i'll keep asking. what's in your wallet?
11:12 pm
republicans haven't done much better, trying to scramble to get something done. back with our all-star, dave, not look good. >> not looking good. two contingents. the ted cruz contingent and tough border laws, they want to do what the sheriff was talking about, man up the border there. they want to make sure illegals don't get legality, that they can use potentially to vote with. you bring up the great point, they can use the phony licenses. i didn't even leave that, i voted in the upper westside in the last election. neil: everyone knows that. >> you got the ted cruz and you have the boehner. i'm wondering how much longer boehner can stay i represent the republican base of the party, because the republican base is against the do-nothing attitude that boehner represents. neil: this is where it pops on both party's houses. let's get something done, you are talking past each other. you agree on elements here
11:13 pm
about tightening security around the border, maybe not to the degree each side wants, republicans every other foot there would be a soldier, and democrat, maybe every other 50 miles. but there are commonalities, we're not seeing it done. >> funny how far apart congress is from the average american who wants something to get done. neil: like what? seen things done in the past, and they've blown up in our face. >> they have blown up in our face and they want reform. i'm not going to represent america in terms of what we can come together on, they want congress to take action, they want them to earn salaries to do what they're supposed to do, and compromise and come up with something agreeable for folks. we might not agree on everything. nothing is getting done. neil: let me ask rick ungar, you are a great lawyer, beside being a democrat. [ laughter ] >> one thing you mentioned is if the president were to push the stop in deportations for a
11:14 pm
few million i'm told, that would be bad. it would be illegal. >> it would be crazy. neil: what do you make of the talk? >> i think the talk is just talk. it's hard for me to believe otherwise. neil: someone launched that trial balloon. >> i agree, i agree with that. here's what would make no sense, as i said to you, you'd be handing the keys to the senate, to the republicans, every red state democrat would get creamed. you know whose biggest enemy of the illegals is? the unions. the unions don't want these people here. on another network -- >> i agree with you part of the way, it's not all the unions. >> as future members are in favor of it. >> the teamsters are against it. >> there are liberal commentators on other networks. >> why are you watching other networks?
11:15 pm
>> i don't watch iget tapes. i only watch fox. who are saying don't let this happen. on this point, david's got it right. senator ted cruz is today the speaker of the house of the representatives. it's not the first time we've seen it. very strange. neil: every day we wait on this whether it's the republicans or democrats, we have these very porous borders, rick perry with 3,000 national guard troops. a lot of land there, and spreading them out, a lot of cracks you can slip through. that board ser still the problem. >> still a problem. i don't know what the solution, is what you do about it. the fact is we've got all these kids coming into the country. we have to deal with the situation somehow. neil: wait a minute, you think we knew that was coming down? >> i think we had some sort of idea. i think intelligence or border security knew it was happening. >> my wife is from nicaragua,
11:16 pm
and the word got around if you send your kids to the united states, they'll get in for free and stay and send word back to the family. neil: what tipped her off? >> president obama did. the suggestion there will be a form of amnesty for those who are here. the word was out but it is what the word spread in latin america. >> but the coyotes took it and increased business. neil: on a level of steroids, something happened. >> another thing that draws that has to be mentioned are people like rahm emanuel, if you come here, we'll give you food stamps and legal help so can you stay here. we shouldn't be drawing the wrong kind of immigrants. if immigrants are coming to work, far more desirable than those coming to suck off of welfare. different kinds of immigrants. >> take the advice of the great
11:17 pm
democrat george well. neil: bring these kids here. little cubs fans. when we come back, you know, i hate to say history is repeating itself. when it comes to argentina, why do i get the haunting feeling history is repeating itself. just losing out on the world cup. now it's going cause a world contagion, you vindictive -- [ laughter ]
11:20 pm
so we're all set? yyyup. with xfinity internet your family can use all their devices at once. works anywhere in the house. even in the garage. max what's going on? we're doing a tech startup. we're streamlining an algorithm. what's grandpa doing? hi... sssh, grandpa you don't want to be an intern forever. sorry dad, we have to get back to work, we have a deadline. we're going public! [cheering] the fastest in-home wifi for your entire family. the x-1 entertainment operating system. only from xfinity. . neil: here's the thing about being a begger, you can't be much of a chooser and argentina
11:21 pm
is finding out the hard way. some of its very, very tough debtholders are saying you know you owe us and we're not going to give you a break, if you don't pay up, you're going to pay for it. argentina said we can't make good and going to go belly up, we're going to default. and that's where we stand right now, argentina is technically in default. that could change, but the guy who runs freedom works says don't think it's just argentina. if you owe, and i think our country owes a lot, don't be surprised if this happens. how bad do you think this gets, matt? >> i think it's ominous what's gone on in argentina because they keep doing the same thing over and over again, expecting a similar result, and the fact is you can only spend so much money you don't have, borrow so much money, you can only raise taxes so high, and after that, you have to expand money and credit the way they've done in
11:22 pm
argentina. that sounds a lot like what we're pursuing in the united states, we're on a spending spree. no one seems to acknowledge the problems with entitlements and janet yellen at the fed seems perfectly happy to continue pushing on a string, feeding inflationary fears, expanding money and credit and distorting economic signals. neil: matt, when i was making the comparison with argentina with someone else today, they said well, we will never default because we can print money, that is not exactly an encouraging statement. for the idea that argentina isn't so blessed. that's the big difference. what do you make of that? >> there's a limit to how much money you can print. and i think that's what economic bubbles and the crises. neil: how close are we to that limit? i agree with you, 18 trillion in debt, we would have passed that limit already. >> if we knew where it was, we
11:23 pm
could make a lot of money. we're closer than anyone suspects. there is no learning coming from the administration, that what the fed is doing, and even the mania in the stock market today, to me, looks like 2008 and looks like we're making the same mistake and blaming the wrong factors and inputs and not fixing the fact we have a spending problem. we're monetizing congress' bad behavior through the fed. neil: i'm looking at argentina. i don't seem to see this being a reenactment of the late 70s and early 80s. i see us whistling past the graveyard to your point, and i don't know what the tipping point would be, to your point, we'd all be rich if we did. i did see a cavalierly continuing our business as usual, and eventually, eventually, the world losing faith in us and it will be reflected in our having to pay
11:24 pm
a lot higher interest rates to keep them investing in us? >> the dollar is no longer the world standard, and it's because we've abused the value of the dollar. and what's so insidious about it is the almost reverse robin hood transfer of wealth from some players in wall street that know how to game the system away from people with fixed assets, away from seniors that just have dollars in their wallet. that's the dirty secret behind what we're doing, but there are limits to this, and you will see the system crash around our head. neil: and it's not just the government, right? individuals too, a third of whom are behind on debt, some of them, that many and then some, seriously behind to the point of getting debt collectors chasing them. this is engrained in our culture right now? >> i still think it comes from government policy. you feed that mania, that sense that everything goes up. the value in my house is going
11:25 pm
to continue to increase by 25, 30% a year, of course you think that is normal. what it's hard to see from the consumer's perspective is the manipulation of the standard of value that goes on behind closed doors in washington. neil: well put, very well put. good having you on, thank you. >> thanks, neil. neil: democrats would never, ever, ever try to impeach a president, right? >> we did not seek an impeachment of president bush because as an executive, he had his authority! >> are you kidding me? not only do democrats try to impeach president bush. congresswoman, you were one of the leaders! ñ@ç@çpçpçpç÷ño
11:29 pm
is, in fact, a veiled attempt for impeachment and undermines the law that allows a president to do his job. we did not seek an impeachment of president bush because as an executive he had his authority. president obama has the authority. neil: do they not realize we have tape? [ laughter ]. neil: really? really? democratic congresswoman sheila jackson lee was a cosponsor of the bill. come on! >> rick -- >> what can i say? it was a bill by then-representative kucinich, she was a co-signer on it. neil: it is silly of republicans to push this now, but they -- where we stand is these are the theatrics. >> i wonder what constituents think? i would not want a bald faced lie, a stupid bald faced lie. >> somebody that knows we have
11:30 pm
tape of her saying with dennis kucinic years ago. >> same kind of thing. >> she's from texas, i believe. in texas people had a lot of common sense. neil: what part of texas, mars? >> speaking of mars, she's the same person who put an american flag on mars. >> that's right, that's right. neil: well, we kind of did. >> she's got this record of saying crazy things. neil: dave's report on, this they capitalized, democrats, on the impeachment talk as a great fund-raising tool and it is a good fund-raising tool and very conservative republicans have actually pursued that, and even though speaker boehner saying go slow on that, it's onlying helping them not us, what do you think? >> here's the point. i know people like karl rove and the establishment of republicans want to impeach the
11:31 pm
idea. you don't want to nicks any idea there might be in the constitution torques eventually take a lawbreaker to court. has president obama broken the law? i don't think he has. impeachment is there, it's an abuse of the word. impeachment exists. >> don't you start getting pregnant on the issue when you say we're going to sue the president. >> i'm unlikely to get pregnant any time in my life! [ laughter ]. neil: i'm just saying. >> i'm just saying. impeachment has been used against president clinton, it's been used successfully against other presidents. neil: add to the madness? >> i think there's a reason we have impeachment and it is to prevent presidents from going beyond the pale and pushing the envelope. neil: the president is talking about executive orders? >> i don't think that would be an impeachable offense, it is
11:32 pm
stupid politics, political malpractice. look, sarah palin and her friends started. this the lawsuit helped it, but dan phifer from the white house took the ball and ran with it. man. neil: it's a great deflection. >> it is, i get the democrat e-mails, the dnc e-mails. >> shocking! [ laughter ]. >> they are every two minutes, the headline is terrifying! horrible! and they're please send me your $5. and it doesn't stop. >> we should mention it goes back to when clinton was impeached, he won in the senate vote, but the one midterm election that the president's party won overwhelmingly, even though they weren't expecting to because the american public was so against it. neil: hang on a second. i think both parties have to stop the nonsense, stop talking about impeaching each other.
11:33 pm
there's a lot to get done here, quit pointing fingers and do stuff. >> there's no shortage of work to do. stop talking, stop fighting, do your job. you're getting paid for it. >> i'm glad when they don't do their job. >> i got a huge kick out of speaker boehner's speech, boent be ridiculous, it's a big fake. it sounded word for word the speech he made about shutting down the government. neil: i don't get it? >> it happened. [ laughter ] >> all right, here's what's going to happen, if you don't get your act together, i'm going to sick tiki barber on you. he's next. heart, what's going on?
11:36 pm
11:37 pm
. >> i know you guys' job is report my highest highs and lowest lows, but my lowest low, i made a huge mistake and i want to own it. i want to say it in front of my teammates. these two games are going to hurt. neil: baltimore ravens running back ray rice's comment since two-game suspension, he's accused of knocking out his then-fiancee, former new york giants, tiki barber. is this behind him now? that two game thing is sticking to people. >> ray rice and roger goodell would like to put it behind them as quickly as possible. the fans are because they cheered him on the first day. i've known him since he's a high school kid. he's one of the greatest guys i have known in my life and made a bad mistake.
11:38 pm
because of roger goodell's lack of severe punishment, the nfl took a severe hit. i think he could have been more strict. neil: eight games? >> four games, five games. >> not two. >> it doesn't seem to commiserate with which of the other suspensions that guys are getting for dui's and marijuana use, et cetera. neil: on the days you were playing, a lot's changed. >> a lot has changed, it's been eight years. neil: has it really? >> eight years. neil: what do you think the image the nfl has today? >> here's why the nfl will be okay, because in about three weeks, they're going to put on the pads for real, forget the preseason games and fall back in love with the excitement and the unpredictability of reality tv, which is the nfl, and we'll forget about this. hopefully ray learned his lesson, he sounds contrite and hope he does what he does there as often as people ask. don't ever say no comment. he knows how egregious of a
11:39 pm
crime it was, and trying to repair his image. neil: what do you think of the stephen a. smith comment? >> i understand what stephen was trying to say. the way he said it sound very, very insensitive. neil: women would not bring this on? >> we know this, if you are married, doesn't matter, you get into confrontations, verbal confrontations with people, and instead of just walking this way, who knows what insighted it, as a man, as a football player because of e image that goes with the violence being a football player, you got to walk away. neil: whoopi goldberg defending stephen a. smith. >> it takes two to tango, as a man, never lay your hands on a woman, never. neil: the fact he tried to nuance it. >> you can't. it's wrong. neil: when you look at professional sports today, you hear people who comment on it, play it, there is a general
11:40 pm
sense that you guys are in your own elite world. what do you say? >> that's not reality. we are just people who have a very interesting profession. we get paid a lot of money to do it, but an interesting profession. we should be subject to the same rules and laws. you sign up for it. neil: really? >> i have preferred private life not to be splashed on the front of the new york tabloids, of course. i understand it. i move past it, make mistakes. neil: your family doesn't sign up for this. >> of course they don't. it's hard, my family's young. i lament that they're going to see some of these things, somewhere true, somewhere not true, about their father, but i hope they understand who i really am, and ray, who has a family, they'll know who he is as opposed to what people are saying about him. neil: i'm not blowing smoke to you, you really are a class guy.
11:41 pm
>> i appreciate that. neil: despite the whole giants thing. you can't be perfect. but my deal is you do a lot of good and that doesn't get a lot of attention. >> we skew to the negative, neil. we love that. neil: i tell people like, the camera makes me 50 pounds heavier and see me in person in and say i don't think so. tell me about the event. >> daniel e. strauss has a company for senior health. had an event for daniel grimes, 42 years old, diagnosed with stage 4 lung cancer, standing next to michael strahan and he wanted to have a fund-raiser for him. neil: this guy never smokeed. >> never smoked. neil: something we are hearing a lot about. >> you are right. it's troubling, daniel wanted to do something for him and raised 1.2 million dollars. and, of course, michael strahan when i'm excited are in
11:42 pm
weekend, he's getting inducted into the national football hall of fame. neil: and the fund for those who have concussions in football? >> we saw that in the ncaa. 15 million of that is going to go to the lawyers. neil: i was surprised it's only that. >> it's for diagnosis, it's materially different from what happened in the national football league, if you have the demonstrated alzheimer's or long-term health benefit issues from post concussions, you are going to get money, thousands of dollars, hundreds of thousands of dollars. in college it's all about diagnosis and all sports. soccer, we find a high incidence of concussions and hockey and football, obviously, of course, but it's diagnostic, it has nothing to do with giving these guys money in their pocket.
11:43 pm
neil: all right, you're good, man. you never played for the washington redskins. charlie casherly told me i would never be a redskin because they had too many running backs. neil: i have to move on. tiki, always a pleasure. thank you very much. if you're looking at russia, it's market's holding up despite the talk of sanctions and serious sanctions, what if i told you there was a secret deal that explains that, and it involves that woman on the left. is angela being a little too clever for words? [ male announcer ] if you suffer from a dry mouth then you'll know how uncomfortable it can be. [ crickets chirping ] but did you know that the lack of saliva can also lead to tooth decay and bad breath? [ exhales deeply ] [ male announcer ] well there is biotene. specially formulated with moisturizers and lubricants,
11:44 pm
11:47 pm
neil: all right, i've always said if you want sanctions to work, you better be serious about them and better be willing to accept a little pain on your side if you're going to be the sanctioner. the latest proof is russia, this is why you always see vladimir putin with a little smile on his face. he knows that the europeans don't want to go too far to hurt him because they got a lot of energy for him, do a lot of business for him. 20 times the amount of business we do with russia. then we get word that angela merkel of germany has a side deal going that the keep the sanctions out of the crucial energy arena. isn't that odd? what are we to take from that and whether europe is serious about these sanctions? >> germany is and always has been prorussian forming, considering the utter failure of u.s. diplomacy for the past couple of years, it's a swap.
11:48 pm
you get the crimea, and we get the gas that you have. so it's kind of a swap land for gas you. >> notice they didn't do anything to punish the gas part of this. they have a vested interest. >> a vested interest. especially consumers are going to see prices go through the roof if they can't work things through with russia. merkel has an interest in make things work with putin. only thing that will work with him, is it a good deal? is it going to happen? is he going to abide by it. neil: i don't know what the german word for sneaky is, it's right around the president. >> i don't think it is a deal around the president. neil: the president said he wanted him to feel real pain, and they're not feeling real pain. >> you don't know what the president and angela merkel are saying to one another. not unknown to use an intermediary. neil: this is doing a 180 from
11:49 pm
what you were advocating in a press statement outside the white house. >> who me? neil: no, you're not in the white house, yet. >> the point is putin, 75% of americans think putin got the better of obama. i think 75% of the american people are right, he did. merkel, putin as an intellectual equal, a political equal. she knows what's best. for the german people, they need their natural gas. if they give them the crimea, i think he has intention beyond the crimea and giving into him now will fuel the intentions, however, again, given the lack of success in u.s. diplomacy, this is the best deal. i would rather have merkel deal with putin than obama, period. neil: doesn't it is a something about the world the way it works now. i know we were always interdependent. we can't afford to go too, too far unless we are happy to hurt
11:50 pm
ourselves? >> the sales are going to be affected if we are too hard on russia. same thing with the german car manufacturers and big businesses are based in russia. they're not going to want to feel the pain. neil: look at bp. we get too nasty here, there is 20% of our business. >> other places to go. >> can i ask rick a question? who do you think is smartner dealing with putin? merkel or obama? >> i think they're doing it together. >> you're not answering the question. >> the better person to deal with him is merkel. they can deal with each other where president obama can't. >> because putin is way over obama's head. merkel looks him in the eye. >> i tell you what, merkel is not doing this, if she gets to do it at all. merkel is not doing this without the participation of not only the united states. neil: guys, always a pleasure, mostly always. >> why do you look at me?
11:51 pm
neil: meanwhile, montel is making my e-mail inbox explode. i don't think washington can take it. >> any delay in implementing this with all the delays you speak of is better than not doing it, right? or no? >> it's not. there are people crying every day because another soldier took their life or another one wasn't treated. there are families destructed across the country. we can't keep putting this off. when folks think about what they get from alaska, they think salmon and energy. but the energy bp produces up here creates something else as well: jobs all over america. engineering and innovation jobs. advanced safety systems & technology. shipping and manufacturing. across the united states, bp supports more than a quarter million jobs. when we set up operation in one part of the country, people in other parts go to work. that's not a coincidence.
11:53 pm
