environment. >> csx, i love railroads and this is a great railroad. >> we finished a little too soon. here i say -- >> choose a system. >> fox news continues now. >> is the president about to get out his pen and strike a deal with the u.n.? >> we're push ing pushing the c climate change. >> now, some here say this latest end run around congress is going to put u.s. jobs on ice. are they right? welcome to forbes on fox. ruth, mike, and john, it would be voluntary for naming and
9:01 am
shaming countries. would this be bad for u.s. jobsr >> of course it would be bad for jobs. it would be bad for profits. oil is the cheapest commodity. if companies are forced into the kind kinds. >> for the viewer, what is going on, the gridlock in congress. international climate change. basically countries would be named and shamed if they do not meet their commitments to reduce greenhouse gases. there is no consensus about
9:02 am
global warming related to greenhouse gases. >> well, i guess if we're just going to be naming and shaming companies, you get shareholders doing that at shareholders meetings. i don't know if there is something that rises to the level of a treaty that needs senate approval. we don't know if it would kill jobs because we don't know how big of a deal that is. >> the u.s. could be the only country named and shamed. and that could hurt u.s. jobs. >> the wall street journal had a piece of germany. what it is doing is driving up
9:03 am
energy costs. one of the things germany does best is manufacturing and it's pricing itself out ofefhbñ manufacturing. >> steve, really we're going to name and shame? it's going to be an honor system. you can really go on to china. ñimport taxes. they can't get on to anything. >> they are doing everything they can through degrees and regulatory perversions of the law. this is all about november
9:04 am
elections. we shouldn't have to take it seriously. we see how shamed pew tin is. >> here is the thing. you guys are all making great points. the president, the government picks and chooses. he ignored entitlement reforments. the u.s. has to be named and shamed into doing greenhouse gas emissions, what would be the impact on u.s. jobs and the economy? >> i think it would cause some jobs in the u.s. to be shipped overseas.
9:05 am
emerging market economies will not care about being named. unlike the president of the united states who as steve pointed out, cares about political theatrics. >> it will jack up the prices of energy. guess who it hurts the most? poor families. this is essentially kyoto )qz this is not a fringe issue. this could be pulled up right now. and it won't. the senate at least understands that this will hurt their state. >> by the way, in terms of
9:06 am
emissions, the united states has the best record in the world of any developed economy. >> what do you mean by that? >> ours has gone down because of the natural gas, which is a clean energy which the administration is doing its best to throttle until there is an election coming up but the policies are anti-frackiing. we are down. other countries are up. >> john, what do you make of it? >> obviously we are the most advanced in terms of environmental advances and we are because we're the most economically advanced country. investment goes to where it is treated best. impose the u.n. style ideas. >> the point is, i mean, the international court by the way,
9:07 am
congress has the power. it is supposed to sign off on any inteational types of court. does this bureaucratic make work the fake voluntary agreements. >> it all depends on what we're talking about. if it's just something that is an agreement, wouldn't that level the playing field and be a good thing? >> rich, bruce brings up an interesting point. what other countries are doing right now, australia is already watering down its climate change laws.
9:08 am
i'm not sure this would work. what do you think? >> germany has done this. he thinks he is running up a politically correct university. >> i think it's like a temper tantrum that a child would throw. when he tries to present legislation to congress and congress won't pass it my 7-year-old daughter does better than that. >> i was going to say, we don't change the climate but we can effect water, clean water and clean air. we have the technology do you do
9:09 am
that? >> up next we have got this, the irs mess. louise learner's blackberry was wiped clean and destroyed. now the forbes gang knows how to send a message to prevent this from ever happening again. wondering what that is? that, my friends, is everything. and with the quicksilver card from capital one, you earn unlimited 1.5% cash back on everything you purchase. not just "everything at the hardware store." not "everything, until you hit your cash back limit." quicksilver can earn you unlimited 1.5% cash back on everything you could possibly imagine. say it with me -- everything. one more time, everything!

9:13 am
the irs right now. new reports suggest this is what the agency did with louise le n learner's blackberry. it was wiped clean of all sensitive information and then scrapped. it happened after theekç congressional probe targeting conservatives began. what do you make of that? >> there is a lot of criminal activity going on here starting with suppression, this justice department is doing absolutely nothing to prosecute. absolutely nothing done there. when the senate goes republican, they can't get away with this and they also have to throw down the marker. no presidential parties. this is absolutely outrageous what's happening. where's the media.
9:14 am
>> i don't care what political stripe you are. i think americans would agree. democrat, republican, a goat running for office, i don't care. this is about suppressing political opposition. >> if she committed a crime she should certainly be charged. one problem is not exactly the smart phone device. if she committed a crime, the public is not jumping on to this. it seems to be a political issue and not yet a serious investigation in a lot of people's minds. >> are we in a whole new world here? would louise been charged in years past? >> we are in a whole new world. that's a great point.
9:15 am
i want her to be charged because the irs has a very important enforcement role with obama care and the public needs to see. >> you know, it's in mike's point, this is also about the integrity of the u.s. tax system, which is supposedly voluntary. you're supposed to voluntarily report your taxes. should she be charged because of undermining the integrity of the u.s. tax system? >> yeah, you know, the law should apply equally to everybody., if people lose faith in the irs.
9:16 am
>> do you think there is enough to charge her. >> i think there is plenty. but i'm not a betting woman. >> will you have somebody eating their right shoe because she will not get charged? >> i think carrie will not have to eat it but we know a cover uphas happened. we know when they write columns they are forever and when we send e-mails they are forever. the idea that the irs could lose so many e-mails, having a blackberry destroyed is laughable. the cover up is clear. it should be prosecuted but it's not going to happen. >> even carter had a special prosecutor over alleged cocaine abuse. should we by pass such a
9:17 am
prosecutor and now charge louise? >> the justice department won't do it. the question is who will charge her? there are other things alleged di disappearing with the irs and somebody did a calculation the other day saying the odds of that happening is about one in five billion. clearly bad stuff is going on. >> isis demanding millions in rans ransom. other countries are paying to get their citizens back. so should we? up here first, as kids head back to college, what you need to know before you cut that check. it might not9@hz be worth it an more.

9:22 am
that has anything to do with the real world. they do not have time to scour colleges for employees. that's why you go college to get a job. >> here is the thing. look at this recent study. you have the american college of trust eyes. that is a watch dog group. they are saying this is a really bat situation. it is a tragedy that our colleges and universityies. >> you have done a great job.
9:23 am
kids have to be smart. one way to cut college classes in half is to spend years in the community college classes. they are charging 60 grand a year for it. college graduates, i'm totally unprepared right now. i can't get a job and that's going to hurt my income. >> it's still possible to have a college degree give you a nice return on your investment but it's getting much harder. the second reason is this lousy recovery we have had. real wages have fallen. you combine those two things it makes the college education less and less worthwhile.
9:24 am

9:25 am
with creative ways because the traditional four-year degree isn't working for everybody. and it's not necessarily a good investment. >> you were the loan duck on this one. >> i think mike is right. it's about economic growth. you will not have people complaining about the cost of a college degree. harvard and yale getting a d? that's pretty bad. you guys have been great. so smart and terrific. get ready to let your money work for you. that's next. that's next. don't go away.
