and the state department today scoffing at the notion that tonight's address is all about damage control from a white house that is mired in a downward spiral. >> i think the president doing an address to the nation in prime time is nothing at all like damage control. this is an important moment. and that is an assertion. he has spoken about this a number of times. this isn't something new that it is a specific moment or we thought was important. lou: the president is expected to make a case for expanding airstrikes into syria, as well as arming and training so-called syrian motter rebels. fox news has confirmed that

ranking members attended a classified briefing by obama officials on the president's strategy to support rebels and to kill islamic state terrorist. chief white house correspondent ed henry has our report. >> as president obama met with his security team before the high-stakes primetime address. >> it's also a fight that the rest of the world needs to win. it's a fight that the united states and the rest of the world needs to support every step of the way. >> signals that to achieve this goal of defeating isis to the president is preparing the nation for expanding this into syria as he talks about pressing the white house and officials

say that the president will use his speech to ramp up support for the syrian opposition. opening the door to two airstrikes while using the syrian rebels as ground troops instead of u.s. boots on the ground. just as they have backed more than 150 airstrikes. publicans are seeing the plan floated to congressional leaders on tuesday. >> persuading the american people and the allies, the president mocked the syrian rebels as he deflected criticism from former secretary of state hillary clinton.

and this includes an opposition that is essentially made up of former doctors, farmers, pharmacist and so forth. reporter: the president has already taken u.s. ground troops off the table and the public is skeptical of that strategy. 51% said that it will require ground troops. 27% rated it can be done with airstrikes. 22% are unsure. asked if the u.s. should do more, 76% say yes. 50% say no. and 57% use weak and indecisive methods to describe the present leadership on foreign policy and this includes teaching positive reaction that he had finally captured a strong message.

although the president's recent indecision hurt democrats ahead of the decision. >> he will do damage if he's not careful. reporter: the other reason the president in prime time is that he wanted to the momentum from iraq's unexpected follow-through on a unity government. lou: thank you. the media roddick rise of the islamic state may have been prevented if they have released their leader from prison. a former pentagon official told fox news that the release of this man back in 2009 came as a complete surprise to u.s. officials. chief intelligence correspondent catherine herridge has our

holder's mutations director by mistake called his office last week to ask other congressional staffers about documents related to the ongoing irs investigation. the doj spokesman wanted to orchestrate to allow the justice department to comment on those documents before republicans could make her statement. but isis says instead of calling democrats, the spokesman made the request before realizing that he had mixed things up a bit. he is now looking for answers from the attorney general, writing him a letter that says this effort to preemptively release selectively chosen information undermines the department's claims that it is responding in good faith. and the crisis on our southern border having an impact on who

we trust to deal with immigration. the latest wall street journal nbc poll finds a plurality of americans, 35%, now believing that the republican party would do the better job on the issue. and that is almost a complete reversal of the numbers and we are coming right back. al qaeda was on the run. he told us that barak was stable. lou: the pentagon fighting the worsening ebola epidemic. the american response shows that we have very you military personnel who have the expertise to deal with the pandemic like ebola. also, criticism over the obama administration's move to set up a 25 bed field hospital in liberia and they say it's simply not enough. and our first guest is chairman of the joint chiefs of staff. immediately following the terrorist attacks, he supports expanded airstrikes in syria, but he says that they must apply diplomatic pressure to defeat the islamic state.

until what must he do in order to persuade the american people that whatever strategy he articulates is the one to follow. it is important to understand. >> we need to show that we are in this for the long haul. isis, you can beat them back to where they are limited in their options. but it will you take the movement again and it will come back.

lou: the president has made it clear that his strategy will have a horizon that extends well beyond his term in office to win against the islamic state. and we have heard a lot about this and we are not winning this longmore. >> that doesthat it is a longmoi think the public will be moved to what the president says is in our vital national interests. and this is in our vital national interests to take this threat on and do something about it and it's been around for decades. so this is not new.

lou: the focus is also a diversion from the enemy that is driving so much of terrorism and the region and beyond, by some accounts is responsible for a third of our casualties in iraq. so what should we do and why should this president ignore iran if we are to be successful in the region and ensure that our allies are safe from the threat of iraq enact. >> it's almost a different issue, at least in my view. we can't do anything in iraq that would give iran any more stature than it already has. by some accounts they already have a lot of control over the portions of iraqi government.

so we can't do anything to bolster the standing. the point we will enable the iraqis to stand up and take this on. lou: the billions of dollars in the years we have spent training the iraqi military to fight al qaeda and now isis, i mean, we watch these divisions collapse before they have engaged the enemy. why should we expect a different outcome this time is the president seems to be ready to propose training again for the iraqi forces. >> i don't know, but it's worth taking the risk with the new government in iraq. and those divisions are never going to fly because they didn't feel connected to the political leadership in more than 90 of

them in directed islamic state forces around this. should that reassure us or concern us that we are not taking out targets with those airstrikes? >> i don't know, i haven't seen the vital damage assessment. knowing how effective airpower can be, my guess is that we should be pretty happy that we are devoting that many things to this. and so in many cases this is probably hard to get the intelligence perfect every time.

lou: joining us tonight, doctor ben carson and perspective presidential candidate to give us their analysis on the president's proposals and strategy that he will address to the nation tonight. and if i mean, i would like to share a few thoughts and comments on some important questions that a skeptical public wants the president to answer in his speech tonight. and skeptical might be an understatement. a fox news poll released hours ahead of the president's speech tonight shows most americans, 50

to 7%, think of the president's leadership on foreign policy is weak and indecisive. according to the same poll, 76% of voters say the united state should be doing more to saudi islamic state terrorist. and whatever the president says tonight, i hope he goes beyond the orthodoxy of what has become american foreign policy toward the middle east. after so many failures come i hope the president is thinking larger thoughts about the enemies of this great nation and our allies in the middle east. many of our leaders in both political parties have an understandable desire for retribution after watching two of our fellow citizens murdered by the islamic state. and i question, however, whether retribution would be better taken riley. not be the centerpiece of a presidential address to the nation. as president said that he is uncomfortable with political theater. but he does seem to revel in all

the trappings of political theater, including addresses to the nation. and regrettably, president obama is avoiding discussion of a compelling strategy with which to deal with a greater enemy. on that, in my opinion, is more deserving of a primetime speech in the islamic state. i know that is not popular with our viewers for me to say that. but i truly believe this is why henry kissinger also has talked about the islamic state. he says from a geostrategic point of view, i consider them a bigger problem then isis. they are a group of adventurers with aggressive ideology, but they have to conquer more and more territory before they can become a geostrategic permanent reality. i think the conflict with isis, a as important as it is, is more manageable than the confrontation with iran. and that could be the problem. mr. obama strategy is too

convenient and supportive of his obvious preferences for ambiguous outcomes when it comes to a rand. this president believes he can talk and negotiate successfully, although he hasn't done so to date. whether on the issue of nuclear weapons or the syrian future, he proposes the united states destroyed the islamic group, which has claimed iranian dominance without opposition. there's a very real possibility that u.s. success in the islamic state could further iran's ambition to become the hegemonic force of the middle east. it says the enemy of my enemy is my friend and that is, again, convenient. but it couldn't be further from the truth in this instance. in the middle east we have to recognize that we have many enemies and we have drawn back

destroying them. in pursuing our lasting sustainable national interests in the region. president obama is aware that while iran is the more difficult enemy to defeat, it is also the more powerful thread and more proximate threat than the islamic state. and we cannot rationally continue avoid confronting iran. a country that is responsible for one third of american combat deaths in iraq. why would the president so many national leaders not be demanding as well and accounting of a rand? and perhaps the president will answer that question tonight. and now our quotation of the evening. this one from the third president of the united states, thomas jefferson, who said that governments constantly choose between telling lies and fighting wars. with the end result always been the same. one will always lead to the

and the white house ahead of the president's speech tonight pressing congress for the authority to arm searing rebels as part of a spending bill needed to keep the government going. joining us tonight is congressman mike kelly. congressman, it's good to see you. first, your expectations of the president's speech tonight. and whether or not he will be able to be persuasive on the islamic state. >> you know, my expectations, i would like to see a strong statement from the leader of the free world. and the way that he heard from president reagan, it is a generational battle and we understand that right now. and so i would like to see a short-term strategy and a long-term strategy. i think you hit about this on your talking point. that neighborhood that we are talking about, isis is a problem. iran is another problem. if we are not paying attention, we are in denial and we are

going down a long road that doesn't have a good outcome for the american people. lou: do you think the president obama should go before congress for approval for strikes against targets -- islamic state targets within syria? >> the president has vast authority. but i also think that he has the ability to let congress weigh in on what his or sor. so for the president to be able to share that with us is important. i think what we have lost over the years, this is a president who feels he doesn't need to go before congress. i think that is the wrong approach. this is an american problem which will require all americans being on board. this is not republican or democrat. what it is is how we best protect american lives and american interests around the world. as you said earlier, the murder

of two american for people to see. but there is a long-range problem that existed in that part of the world. we are not committed and were not looking long-range at what has to be done, then we are being foolish. shortsightedness is the thing that i worry about. i want to hear a strategic message that says we have a lethal military power that we will use to the point . and at the same token we are committed to making sure that we will be the leaders that we always have been. a multinational coalition is essential. i would like to see other nations that we are protecting. and president bush, that would've been nice if he heeding the advice that he had given over a year ago that this was coming. and now it will require quick action and a quick reaction from congress and i think he has tremendous support from the

american people. if not us, who will it be? will hold that coalition together? that is just a simple fact of the way the world works. lou: how do you rationalize this? will forward a strategy against the islamic state terrorists, at the same time, as we are preparing to withdraw from afghanistan, they will be intact for 13 years to destroy them. we have been out of iraq for three years and in so doing, managed to make the islamic state terrorists a real threat. and we did not accomplish our goals, leaving behind a shiite government and a dominion -- under the dominion of a rand. we are not doing very well. >> no, we are not. that is because we don't have long-range policies put into

here we are now revisiting the same issue. it is an open ended question as to whether there is money and the well with this campaign. it could be very attractive. lou: the idea of long wars, we hardly need another one. even though these polls show support for strikes against the islamic state, i'm not sure how patient the american people will be in the course of 30 to 60 days. >> especially if there are any problems along the way. you and i both know that things invariably pop up. the bigger question is what kind of help we will be getting. if not, contact groups from other countries and in terms of the cost of this, with willoughby billions that congress has to pony up, the

and my goal is not to contain them, but to get rid of them completely, he needs to think. lou: the president is in a difficult position because if he destroys the islamic state, as it appears that he is going to do in tonight's address, he would be aligning himself with the president of syria and he would be aligning himself in the interest of iran with hegemonic dominion in the region over the shia government there. so how does he sorted through all of that complexity and come out with a strategy.

and you need to have a five-year plan and a ten-year plan. and i don't think any of that has happened until you know how to align yourself even temporarily for the purpose of achieving your larger goal. and if you are ideologically against ever talking to this person or doing anything with this person, even though you might have an opportunity to achieve your larger goal and then deal with that person, you're not going to make it because these are complex things. and a lot of people have the time to simplify something that has been going on for many years between lots of different factions and we are not going to solve them with a military

action where we take out the headquarters of isis. that is one small piece of a larger puzzle. lou: if you were president, which we can hope at one point, what would you do here and would it be quiet and clandestine, how would you engage the enemies of the united states in the middle east in particular? >> i think that you have to have an overall strategy and you have to know what the goals are. not necessarily all the resources that we have possible. monetary systems, we have covert activity that we can talk about, we have to have much better offenses and defensive
