o'reilly. but first. to the white house with rich. >> question at white house for weeks if not months has been when will united states or will the united states expand the air efforts again isness syria. what to the saying in his remarks, prepared remarks that u.s. plans to take the fight to isis wherever they are. dodgadministration officials hae been pointing in that direct that perhaps the president would, low such a strategy. this is an expansion of a fight according to senior administration officials that could include that action within syria or iraq. you mentioned funding, congress discussing $500 million in additional funding, would be to help fund and equip members of the moderate sunni opposition fighting within syria.
8:04 pm
that is something that continuing regular, cr, the bill that will fund government they were debateing on house side, leadership there put brakes on that awaiting official request from president obama for this funding. what president will rule out, is combat boots on the ground, doing any type of fighting within the region. and diplomatic effort, according to administration, will continue with secretary of state john kerr net region. neil: rich edison thank you very much. we'll go back to rich throughout the evening to gauge what is at stake. >> a year after the president's initial address on syria, close to 60% of voters see him as a weak and indecisive leader on forforeign policy, could that change? bud mcfarland.
8:05 pm
>> we're at war. this war was radical islam, has been going for 30 years now, you only now with this well advanced, well financeed, isis, showing up, we have begun to awaken and take seriously a movement from extends from middle east, and southeast asia, philippines, thailand and so forth. that is not to say it cannot be brought down it has to start with isis. i am encouraged to hear you say that president, white house, saying he intends to build a coalition that involves regional people, saudi arabia, moderate arabs. neil: what does that mean to you? it could just mean money. but might not involve much more? if we're lucky they might pay up to a third -- i guess that is our hope.
8:06 pm
but they payless? would that be a concern? >> it would be they ought to pay all, i think they could pay more than a third. but point is, their forces cannot do it themselves, they are not trained, they can be if they are koeufrpe coached by spl operation people. neil: we tried to train a lot of the iraqis, maybe we did not give them enough time. they were just throwing down the arms in face of isil armies? >> well, it happened in 2007, a consequence of good training by american special ops, the surge worked, we did train up a lot of sunni people in the awakening it has to happen again. neil: do you get the feeling, we don't even know who our friends are, we thought a year ago this time just over throw assad, now
8:07 pm
you hear argument, w by liking f rand paul, if we acted to degree that hillary clinton wanted then we would hav have put isness por nesisis in power.>> we should hd training the forces, we should be able to pick out with our own intelligence resources, who are really good guys, and who are the isis people. and the people and distinguish among them. it can be done with our intelligence, and special ops to ex fill trait a number of people, train them, equip them, arm them, put them back in. this is not rocket science but it does take very aggressive leadership on our part. we have to get started. >> all right bud, we shall see what happens, always hard to figure out who our friends are
8:08 pm
and who our enemies are. >> none of this would be happening if those two journalists were not beheaded by isis. to investor, publisher, editor and chief. mort zuckerman. i do think, you can disagree that the image of those two beheadings, was enough to turn not only a lot of american stom stomachs but change their view of taking on isis. >> without question. in one sense justified going back in, in a way that we're serious enough to try to blow them out of power that wanton cruelty in the way they killed those two american journalists was outrageous. accident. it really did provoke a sense
8:09 pm
that maybe we have to do something. neil: your paper, new york daily news, it was a seminol term, on front cover, said what is your tragedy now -- strategy now, mr. president, i am wondering, does that represent a tipping points on the part of say mainstream media. something changed then? >> yes, i agree. there was a sense of an administration -- that was a come he made, he made it a slip of the tongue. but i don't think it was a slip of the tongue, he was trying to say, we don't know what we're going to do that. but you don't say that. you know, the problem is that there is a sense of a drifting foreign policy of the united states we don't know who we're up against, we don't know who we are for. there was a sense of nervousness we were not doing anything about it. whatever we did, we were in a
8:10 pm
position where nobody wanted to make those decisions, that changed public attitude in america. not just america, you could not watch that without knowing what kind of people we were up against. neil: do you get a feeling that we're fighting an enemy we don't know for sure, and spreading ourselves too thing across the -- too thin across the world, chasing ghosts. >> that is always a risk. i don't think we're over extending our military capabilities, we're not pushing very hard. the instinct of this administration to what he said about syria with red line, he said that is the red line, they crossed it, we did nothing. now if you are president of the united states, you can't say i'm going to do x and not do anything, your credibley gets undermineed. that is what happened.
8:11 pm
neil: better he not made that threat. >>, of course, it would be different. but at this stage of the game, nobody believed he would act. there was no credibility in any pressure we would puto peo who -- they are enemies of our friends, to some extent they are our enemies, now, they are jeopardizing an important part of the world, primarily because of energy supplies, we could not allow that to tip over, and be entirely in the hands of the radicals. neil: mort zuckerman thank you. 13 years ago tomorrow, terror greeted our shores. what if i doyle that you new poll -- i told you that new polls are out, and americans by and large are more scared than they were since after 9/11. george pataki with why he thinks that is, and what we can do to

13 years ago today? i was chatting with former new york governor george pataki, it would be a very different day the next day. in case you think that americans have forgotten and easeed up on terror fears, think again, 45 percent believe that country is less safe today than before 9/11. governor pataki with us now, that is surprising? >> it is not to me. i feel since september 11 we've not been as at risk as now, we have an insecure border this is not just families coming across. i believe that isis and other -- >> to your points. we have word that governor is worried about just that, border, acknowledgeing that they have high degree of confidence that isis is working through that? >> neil, that is part of the
8:16 pm
reason that american people are so upset and concerned, they announced tonight they are concerned. we've had this open border for years, and this administration refused to do anything, all of a sudden, they are aware bad guys are coming ar across. neil: what do you think they want to do? >> kill americans. neil: bigger than 9/11. >> they want to do all they can. not like they have a hidden agenda, they said we're coming after you, they have thousand of westerners with western passports, and american citizens with american passports, they go on a video, say we're coming after you. neil: a lot of these american citizens are hire now, they have not -- here now, they have not traveled anywhere. do you think that president should address that tonight, in britain there are more a thousand isis recruits. >> prime minister cameron has
8:17 pm
addressed that, heighten terror alert, and not let them come back to great britain. neil: it is a moot points if they are already there. >> i would like this president say we'll revoke passport and citizenship of any american citizen that has been involved with any of them, i want to see him not just take words. he said a year ago high were going to bomb -- they were going to bomb syria. i want to see action. i know he will say no boots on the ground. neil: no cam bo combat boots. >> if we had a chance to take out entire leadership of isil but we needed boots in to do it and our intelligence said we need to do that, we're not going do do that because he made a political pledge? and you don't announce it to the world, we're not coming after you with our troops. i don't want us to send one more
8:18 pm
soldier overseas both of my sons have been over there, to fight, but we have to protect ourselves, this president has not understood that. i hope he gets it. neil: now he is reversing course on a lot of things, here is what i want to ask you. they are hearing more chatter now. i don't know what that means, they hear more. maybe pegged to anniversary of 9/11, but we spend a lot of money on sophisticateed equipment and the like to track this stuff, it is 13 year high of it. what do you make of it? >> i make of it what american are feeling, we are at risk, we're in danger. when you see places like iraq fall apart, and syria, we have taken no action year after year, despite what had the said, have terrorist groups that control the territory, september 11 al qaeda god not control a country,
8:19 pm
they -- al qaeda did not control a country, they did not have much money, they had a training basis, now they have hundreds of millions of dollars, they control a vast territory and they have western, american citizens fighting with them that threat is the greatest it has been since september 11. neil: governor thank you. all right we have a lot more coming up. a lot of maybe anniversary maybe a lot of us feel skittish, i noticed here in manhattan offers a greater beefed up police present. why a former top executive, bill johnson said there is a lot at stake no matter where you are. for businesses, if isis thrives, forget about just the issues your money is testify. -- your money toast.
8:20 pm
so what we're looking for is a way to "plus" our accounting firm's mobile plan. d "minus" our expenses. perfect timing. we're offering our best-ever pricing on mobile plans for business. run the numbers on that. well, unlimited talk and text, and ten gigs of data for the five of you would be... one-seventy-five a month. good calculating kyle. good job kyle. you just made partner. our best-ever pricing on mobile share value plans for business. now with a $100 bill credit for every business line you add. welllllllll, not when your travel rewards card makes it so hard to get a seat using your miles. that's their game. the flights you want are blacked out. or they ask for some ridiculous number of miles. honestly, it's time to switch to the venture card from capital one. with venture, use your miles on any airline, any flight, any time. no blackout dates. and with every purchase, you'll earn unlimited double miles. from now on, no one's taking your seat away.

8:23 pm
neil: well president must know on fox business we'll be covering his remarks, he will be breaking down from costs for fighting isis, we're told he will ask congress for billions. would a tea party backed senator like mike lee endorse that? we're told no one has put a final figure on it, would you support it. >> i am waiting to hear what military has to say. -- what the ha president has to say. i want to hear a message from president, what it is -- >> does that mean you believe
8:24 pm
that american sovereignty is at stake? >> look, i think that this is an evil group, they present potentially very serious threat to american sovereignty and security. i think it is imperative that president takes his plan to congress. if he wants military intervention abroad he needs to present it to congress, not just a drive-thru notification, but request for authorization of military force. neil: and if he does not do that? >> well, then he has a big problem. there is a lot at stake, we have a very significant financial investment. and we have to take into account the human cost, and fact that we'll have to be prepared to provide for needs of our veterans, now, whenever something like this comes up,
8:25 pm
and president makes a compelling case of the american people that our sovereignty, and security at stake, congress is willing to act, and historically been willing to provide presidents with this authorize. this is why it is so important for this president to follow the constitution. neil: at least initially. technically he does not have to get that. they seem to nod their head for the time, say we'll give you a pass, i am paraphraseing. buzz that worrdoes that worry y? >> it made clear if there is an imminent threat to our national security, that will not allow president to come to congress first, he could order a discreet strike. but he has to come to congress quickly after that. >> senator good seeing you mike lee, he could very well be among
8:26 pm
the chairman if republican seize the senate. all right, we have former -- ceo bill johnson on the phone. rid will mriddle me this, how is market has done so well, corporate earnings performed so strongly in the face of this growing isis threat? you would almost think that corporate america collectively shrugged. >> there are a couple things at play, there is no place el to put your money to go to work because interest rates are so low. i think secondly, the president, i want to be careful, president has a history of saying one thing and doing another. i think that market is looking by this until they see some evidence this time it going it be different. if you see, that combineed with other geopolitical events going on in particular russia and the ukraine and potentially
8:27 pm
withdrawal of scotland from the u.k. i think that market does take a breather. right now market looking at this, and saying it is another one of these geopolitical events that seem to be a one off. and i think that president has been feckless in his foreign policy, and market is looking by it until they see impact on the economy or debt. neil: i wonder too, you ran a business that was heavy on consumer confidence, and interests, everyone has to eat no matter where. you were buffered from some of that, it was a staple, heinz products were stables. but you feel the pinch when unexpected geopolitical evens occur, this potentially could be one. are you worried this could get out of hand quickly, especially if it does not go well? >> i am, but i also am worried about what points do we reach
8:28 pm
critical mass? russia and the ukraine is not to be taken lightly. the europeans and americans have sort of looked by it. russia is 140 million people, a huge market for a lot of american and multinational businesses, and same for middle east, with highest birth rate in the world. if these continue to spiral out of control, and there does not seem to be a well defined approach dealing with them, then we have a different ball game. but right now, market taking a wait-and-see attitude, and it seems so many of these things over the last few years, as we have dealt with things in a strange manner. it will look by until something happens. but, i think that if it starts to have an impact on the economy and certainly hasn't impact on the debt, then i think maybe all bets are off and the market changes. neil: all right bill johnson
8:29 pm
always a pwhreuzure thank you. >> thank youa -- pleasure.>> th. neil: why does al qaeda fear isis? why is al qaeda separately recruiting to counter the success of isis. neil: why is it uniteing -- against these particular radical elements within the world? a lot has to do with isis' money, many said that al qaeda was like a rag tag group of bad guys. say what you will of isis, they might appear rag tag, but they are worth $2 million, and they make upwards $3 million a day. consider this as well, the 9/11 attack that we will remember, sorrow fully tomorrow, they pulled that off for less than a half million. now you know. after this.
8:30 pm
they think salmon and energy. but the energy bp produces up here creates something else as well: jobs all over america. engineering and innovation jobs. advanced safety systems & technology. shipping and manufacturing. across the united states, bp supports more than a quarter million jobs. when we set up operation in one part of the country, people in other parts go to work. that's not a coincidence. it's one more part of our commitment to america. neil: you are looking at a live shot of the white house. assad is still in charge. as you know president's year ago said he would not do anything because he wanted to be sure he got congressional approval first. he will make the points tonight, he does not need that. and he thinks he has it anyway. you heard from senator mike lie, lee, saying not so fast. to senator bob casey to whether that congressional approval is necessary. >> good to be with you, in these circumstances in terms of where things are right now with airstrikes and strategy that president has employed in our military has emptied, i don't think he needs a congressional
8:34 pm
vote to provide authority right now. i think that some authority granted to the president going back to the year or so after 9/11, is probably outdated, and that needed to be updated. but, at-this-point he mas has authority to continue airstrikes, i wall argue crossing to syria to do that as your points you made before the break, about determined efforts to cut off the finances for isil very important part of a broader strategy. neil: is that the big differentiate or? beside the horrific beheadings of journalists, to say nothing of the thousands who died at isis' hands, brutally, that it is their money, and their resources. and the billions they have in financing to say nothing of 2 million in oil revenue that
8:35 pm
makes them different, in this global network they have, that makes them different? >> i think you are right, neil, that a big differentiate or not or. they are at terrorist organization for sure, they are also an army of substantial fighting force, and in my judgment, they are an international criminal organization. we should go at them for all 3 reasons. neil: but where do you go at them? this notion they are so well entrenched. brits and french, and italians, and americans, they have a network of loyal folks who would be willing to die for the cause all over, they are already in those established countries, where do you we'd them out? >> it is a -- where do you weed them out, it would be
8:36 pm
everywhere? >> a combination of that. you have to have a real straeupblg of cut offinstrategys why the coalition is important. we need the coalition to help us impose sanctions or enforce existing sanctions. senator rubeo and i sent a leter to john kerry outlining steps we hopeed they would take this is going to take a lot of work. but cutting off their money, and getting the iraqi government to be a government of national unity to include sunnis, might be more important in long run. neil: good luck with that. hope springs eternal. one thing i heard lately, that has developed from intelligence types that i talked to, whatever dow to choke future moneys from isil or isis or whatever you want to call them, they have a lot of money right now, they have been collecting a lot of cash. i know this sounds weird, but,
8:37 pm
bags of cash. so they are free to use that. that is so different, they are sohiel kabir phys kateed in -- sophisticateed in the case of the sanctions or freezes, they have huge piles of cash. >> that is all more reason why this part of strategy has to beism prim implemented as fast as possible. you see where you great a group of countries that are unanimous about fighting another country by way of sanctions. the iranians are at negotiating table because they were forced bby by tough sanctions. but you have the points about jihadists in other nations we need turks and jordanians to help in addition to 9 or so country that have signed up, it
8:38 pm
has to be a broad and comprehensive effort beyond military strikes. neil: thank you very much. >> thank you, neil. neil: bud, casey. a quickly, update look at future asia trading will begin soon, they have been kind of soft. nothing to do with the president's remarks that we've seen big run-ups across the board, still early, futures just started trading. we'll be watching this as we will asian market as they trade as president speaks. that could sometime telegraph knee-jerk reaction to what could be the next widespread war on terror. >> one other thing they are lookinlooking at in financial mt cyber terror. a very, very real threat, we have seen home depot latest revealing many ofs had customer cards -- many of its customer cards remember compromise and its systems remember compromiseed.

neil: all right, lights on at white house, approval for president of united states may below. 3 out of 4 americans agree he should take action, in a support such action, the big worry, that in congress is how far and how much room and leverage to give the president here. also what are we talking about? to ward off terror attack the? what kind? you should include cyberattacks in that. you should also be following money. former white house czar howard schmitt, said money is common
8:43 pm
theme ar for isis. what do we to to track that? easier said than done, everyone says follow the money, they can't stop it. >> that is the problem. in the digital world we live in. in my early days it was actual cash. you had someone with a briefcase, and truckloads, now in the digital world, you have to find out where and how they are getting it. and how they are transmitting around the world. and then you have to try to zoom in on where they are stock piling it. that is a tough task in the world of trillions of dollars of transactions taking place of day through the internet. neil: me thinks, if they are sitting on billion, then very well heeled groups are backing them. to what end. discern some exten e-- intend ot they are, and whether we're fulfilling their mission by being tempted into a war here?
8:44 pm
>> that is correct, you look at those stock piles of money, there has to be a way to spend it, you don't stock pile it for unintended use. so there has to be somebody that you payoff to give access to this aways to buy things that help support them. and that runs into the big problem. but as we look at stock piles, should is end result, how do they get it in the beginning? you mentioned about the credit card thefts and that nature. they get sold on internet for next to nothing. you can charge a lot, you can pull out money from bank accounts and businesses and cities, then, funnel them in there, and trace ability to difficult, that is why we need to go whack to sort of the -- why we need to go whack to basic back to basics of money laundering
8:45 pm
investigation. neil: i always whether it is too late to do, that quickly on this money. issue. do you think that what happening with home depot and other stores, who have been caught up in this, now government health thing. this -- these are warm ups to something? >> you know, look at diverse group out there. you would say, initially instinct no they are all individual activities. but these people are not done, we have been able to get away with this and that, therefore we could just stock pile that, and look to start hammering finance services, as we get biter in united states, there -- better in united states there is nothing to get people from going to other location in world doing the same thing that has a direct impact on our financial services. >> well put, howard thank you. former cyber czar yo under bush2 and this president.

the united states of america, have you al shabaab. and members from past years have been recruited to go to somalia and fight on behalf of al shabaab, now credible reports that members of somali community are being recruited to go fight with isis in syria. neil: they are already predisposed to life in united states or what happens? >> well, the this is investigated. they have been with respect to al shabaab group, now they are trying to trace back recruitment pattern, they are trying to find the individuals who did the recruitment. early press reports indicate seeed to -- tieed to some imams connected with mosques in the twin city area with inroads to the somali community.

neil: we're getting reports from homeland security asking stores to watch customer's buying habits in weeks ahead. government cannot prohibit sales of every day material but they look ar pattern or conduct out of certain customers over what materials they are buying or items they are purchasing. is this part of that chatter thing? >> i think this is smart, and wise for department of homeland security to ask for that help, ironicallyer ier 9 94 94 - 94 wt was trying to train to minnesota on a flight simulate or, authorities were tipped off to 4euhis interest in learning howo take off in a plane but not land. if people notice abnormal patterns of large purchase of fertilizer or other material that could be helpful, they are right in seeking that help. neil: true to what you said, we're also finds out the -- they

stay one the president could have a problem with i don't need congress will to do what i need. in other senators come it including senator bob casey does he doesn't need congresses approval. nevertheless, the president is going to seek out a position. lou dobbs will preview what the president might be getting himself into. >> in this one, i think he is anticipating that i talking to the heads and the ranking members of both the house and the senate, they are given the freedom to do what they want your and certainly not that democrats or the house or the senate. it looks as though to me, both parties are not regularly keen on going on record with a vote that would constrain the president and the commander in
8:58 pm
