biggest ipo in history but questions still swirling ahead of alibaba's debut. fox business confirming that alibaba will seek a higher pricing range today, likely above $66 a share. sources citing overwhelming demand as the reason for the push. here now to discuss, we've got our very own charlie gasparino, jack hough of "barron's" and jake schaefer of schaefer asset management and in a fox business exclusive. anthony scare my think. fox business contributor. welcome to the show. >> thanks, melissa. [inaudible]. so successful the way we things will play. >> where do you think they will price, dude? >> okay. so, i'm saying in the 70 to 72 range. this is based on a compendium of mutual funds, hedge fund managers and capital mark experts in the investment bank.

this is unbelievable company and jack ma will want to price this thing not the way google got priced or the way facebook got priced. [inaudible]. it is 70 to 72 pricing. this stock will trade anywhere 10 to 15 points higher on opening. of course if it is higher than that range, that will be less. melissa: anthony, we'll try to improve your phone connection for a second here while we talk about this because we're having a little bit of a hard time hearing you. that is way above the range. >> he says it will get a massive on. here is my problem -- melissa: 70 to 72. right now they're saying 66. >> why is that? anthony is plugged in with who? david tepper, steve cohen, leon kuperman. melissa: biggest names out there. >> he knows they will buy this they're in this. this is hedge fund-friendly deal. here is my problem for the retail investor. the retail investor, they're not in the deal at the ipo. they will get in the secondary. you will have to buy it after it

pops. after it pops, likely at some point, could be soon since so many hedge fund are in, likely to go down. they will flip some of this stuff. melissa: do you agree with that. >> i agree with charlie saying. i don't agree with the price being 72. melissa: you don't think it will be that high? >> jack ma had experience with alibaba in hong kong and it was bad ipo and pulled it within 2012. melissa: why is that relevant now? now we're in the middle of this big bubble where we have some tech ipos and has he learn his lesson? >> when he was deciding between the nasdaq and new york stock exchange that was very critical decision for him. he wants to make sure he prices it right, has support and doesn't want to he associate stock go down. he will give, in my opinion, he will give room for individual investor to get in. melissa: i think we have anthony back. we can hear him better. you were just trying to re-establish a phone connection much i don't know if you heard that but there are doubters about on the set on the pry range. that sound too high.

where are you getting that. >> that is basically coming from a whole group of hedge fund managers, capital market experts and some of the mutual fund we're talking about. if that price is too high, then that is good news for the investors, melissa. but i do think they're going to trade this thing with a seven handle. i do think it is, i know early talk was 66 but i'm guessing 70 to 72. that will still be a premium there. >> that is a headline there. you think it will trade as high as 70, 72. i would say this, anthony, like your guys, tepper, the guys you know with and deal with it every day, are they in this thing, mr. tepper, cooperman, mr. cohen. >> i don't want to talk about the specific guy charlie, because it is anybody's guess depending on the price. these situations are super fluid but the demand is there. one of the services that we have is a research service that just focuses totally on ipos and they run a 1500 manager survey.

>> right. >> you have the demand there. the report that reuters is saying retail demand is not there. melissa: i was going to ask about that? >> that is totally untrue. the demand is there. >> isn't it possible get it at ipo price and flip it and retail guys are holding the bag. >> charles, possible? you know it is 100% that is going to happen. most of the early investors flip these things and most of them are wearing dolphins on back of their sweaters. that is basically what happens in this. but this is phenomenal company and play on china. melissa: know he. >> wouldn't be surprised if the stock goes to 100. melissa: i also want to ask you, mitt romney continues to down play rumors he will make his third bid for presidency. i know you're a good friend of the governor. before we let you go, what is latest on that? >> i don't think he is 100% made the decision, melissa but a couple factors could happen. if governor burn, jeb bush drops

out or declares he will not run i think that puts governor romney in the poll position. he has precedent there. reagan did it in 68, '76 and 80. i can testimony you right now the governor has a very strong following including myself. he would be my number one draft pick. >> what is your gut, anthony, does he do it or not? >> i think he will do it. >> he says he will do it. >> i don't think there is any reason not to do it. his family is behind him. >> that is a headline. >> everything he said about the last three years has unfolded. he a grad manger. a great chief executive. my guess he i will be better on stump. >> you think he will do it? >> i do. >> you and neil cavuto. you guys need to share a cup of coffee because you both agree with each other. melissa: we'll be following up in the run-up to alibaba's big debut. all week long on fox business you don't want to miss what our insiders have to say. apple scoring unprecedented

meaningful or is this more talk? >> it strikes me as a lot of talk and a lot of an administration's effort to get some cover for what is likely to be almost exclusively american operation. and one of the stories that is coming out about that is that the united states, in some quiet way, tried to enlist iran as part of its efforts and were rebuffed by the leadership of iran, which certainly has to be a story that will embarass the administration and enrage some members of congress who don't want to see the u.s. having anything to do with iran, even in the fight against isis. dierdre: even in this type of situation. chris, let me, senator lindsey graham was on fox news this weekend. making the stakes very high for what is going on. let me play the sound for you and ask for your reaction on the other side. >> this is the last best chance to knock them out. then they will open the gates of hell to spill out on the world. this is not a sunni versus sunni

problem. this is isil versus mankind. melissa: chris, is it that serious. >> absolutely. a pleasure to be with you. i agree wholeheartedly with the substance of that statement. general mcarthur described every military disaster can be described in two words too late. the longer we wait to target them for destruction the more expensive and deadly till will be. as a strategic planner with the pentagon, your strategy is what your budget says it is. right now we haven't gotten through supplement appropriations to battle isis. we have not reprogrammed force fund to fund structure. we're fighting isis out of side on sideline show. we're not taking this very seriously. melissa: byron, speaking of money, that is the maim name of the show, they're accelerating in terms of their fund-raising. reports they were getting a million dollars a day in revenue for all the various illegal things they're doing.

oil smuggling, human trafficking, threat, theft, whatever it is they're doing. now that has gone up to as much as three million a day. how meaningful is that. >> it is very meaningful. unfortunately they have a lot of ways to get money. they have capture ad lot of areas that produce oil. even though they sell it at below market value, they still get a lot of money with that. they get a lot of money with ransoms. they asked for $125 million for james foley, the american who was beheaded there. melissa: right. >> other countries have paid them ransom. they get that money. they just steal it as well. when they take over a city, if the town, if there's a bank, money anywhere, they just take it. isis unfortunately has a very, very strong source of money through its various activities. melissa: chris, you know it is so hard. over the weekend you see another video, another life taken. it feels like this problem has gotten so far out of control and we aren't doing anything. is that a fair criticism?

can we believe the president is doing something, is gearing up and we're about to really see it? >> it's a fair criticism in the short term. as always i refuse to accept the notion that america is incapable of to defeat these guys. we beaten everybody we put our mind to defeating. just issue of organizing support and organizing the strategy and enacting strategy. these guys are imminently beatable. we have to put our mind to it and do it. i want to agree what byron said about the financing. these guys have almost a zero cost basis. they get all the stuff for free. they invade territory. get all the bank. get all the cash reserves, hard currency, all the gold and silver. the oil they're picking up for free. i don't care what the selling stuff, they got it for free. ran in and took it. it is 100% profit for them. melissa: gentlemen, thanks to both of you. appreciate it. turning back to the markets. want to show you oil. we were talking about that. oil prices are rebounding despite dismal economic data out of china. factory output growing to

six-year low. alan knuckman is watching the trade in the pits of cme. this is another day, everything we're talking about going on overseas there is lot of oil on the market. whether we're talking about the illegal black market oil or this idea china may not consume as much as we think they're going to. >> right but if you look at things technically i'm very encouraged by the action we've seen in the last 10 days or so. last few days we made new 16-month lows and closed higher on session. we attacked the lows and didn't quite get there and ended up positive. oil is trading $65 between$15 for the last five years, the midpoint is 90. that is important pivot we want to keep eye on from reward to risk standpoint this is area to buy in and look at individual stocks at a discount after the selloff we've seen in the oil market and energy stocks. melissa: absolutely. oil prices down 14% since mid-june. it has been a real slide.

melissa: essay we strongly oppose illegal hotels that have an adv on travelers and the new york community. it is interesting are fighting over the fact whether or not it is an illegal hotel but cleverly you make this ad about really grossing people out to try to keep them away from the service. is that a better strategy? >> have to focus how to keep affordable housing in the city. if this is what we have to do to expose air bnb really slick tactics, they have way more money than we do and they will be advertising a lot more than we do. they have tons and tons of ads all over the subway. melissa: a lot of folks say it is too late, they are so strong and in so many cities people are using the service and the cat is out of the bag, how do you

respond to that? >> i look at state law and how this is 100% illegal. if you look at what they had on their site in january of this year, 64% of those hotels were absolutely illegal, which presents some many different problems whether it is public safety, fire code, some people have been assaulted. melissa: before stories are incredible, thank you for coming on, we appreciate your time. let me ask you first because it is interesting as soon as they say illegal housing right or wrong a lot of people guys glaze over but he put up his video online it is disgusting and real comments from people making you feel like why would i go stay in some strange his bedroom? right? >> they ask, soon as you say

illegal housing, that is what people here. but if you say bed bugs, there is no way i am going. here is the big problem, it is disruptive technology. the world is littered with failed attempts to stop disruptive technology using brute force or using legislation. the question you asked him was right on, they are here to stay. the bigger issue is why don't they figure out how to use what they are doing to accomplish what this organization wants. fix the problem. melissa: we have all seen the specials on the news using the black light on the hotel bed, what do you really think is going on? >> at least you have somebody to complain to.

i do think it is better than going to air bnb. melissa: i think i'm going to travel with a zip lock bag because this is too much. stock that session highs, the dow is up 50 points, but investors are throwing the brakes on tesla share isil what is the deal with tesla today? >> the deal is contrary to the marketing relatively flat, the stock is down about 9% today, despite the fact it is up about 70% this year, but you have morgan stanley giving a cautionary tone not saying they are bearish, they have $320 price target but thinking that you might want to take a little break. elon musk said much of the same.

melissa: a hurricane making landfall near cab bow san lucas, jamb misdean joins us with the latest. >> yeah, the strongest hurricane that has made landfall in this area ever, 125 mile-per-hour sustained winds. it is weakening, but bringing the potential for life-threatening floods as well as surf and those strong winds. so the storm is weakening, and it's eventually going to bring some potentially life-threatening flooding across the southwest. but as you can see, it will continue to weaken moving into the southwest and bringing more heavy rainfall for this desert area. of course, we set records last week in phoenix, and we're going to get more rain, unfortunately, later on this week. back to you.
