ashley: president obama planning to fight the deadly ebola outbreak in west africa. he is visiting the centers for disease control in atlanta. >> his concern is that making investments here early is critical to try to snuff out this problem before it becomes a much more widespread problem. and that is a strategy that we are implementing here, trying to invest early and becoming much more serious. ashley: reports tonight say the president made the play after 3000 u.s. troops requested upwards of $1 billion in congress to fight the worst outbreak of the disease in history. killing nearly 2400 people mostly in liberia and sierra leone. our first guest says the fight against the islamic state is a war and not a counterterrorism

operation. to win this war, troops are needed on the ground. it's unlikely that any arab state within the new 26 country coalition will be providing aircraft or ground troops. joining me now is retired four-star army general and army vice chief of staff general jack keane. he's with the center for the study of war and he is a fox news analyst. thank you for joining us for this ever evolving story. let's begin with the coalition. it seems fractured already in right frankly unwilling. can we get this coalition to work as a single force that can really put a roadblock, if you like, in front of isis? >> i think that establishing this coalition is critical and a test of our presidents leadership and this is about his conviction and determination to accomplish what he set out on wednesday night. that is to degrade and destroy

isis and the fact that the allies believe that that is what we are about here. it is the plan that gives you cause for concern, why are we bombing syria for right now, for example, if it is so serious. and secondly it appears that we will not put any or ground controllers with the iraqi military on the ground to facilitate the use of air power and we are only going to send advisers down to the brigade headquarters. that is going to challenge the ground force campaign to be effective. and so what is happening as the secretary john kerry has been making his rounds, my sources are telling me that he is coming up relatively empty handed in the region and they are willing to provide fuel. but as of yet come i, i don't think he has a single arab country that is willing to conduct any airstrikes in support of a coalition and i hope that we have changes by

next week for the u.n. meeting. but i think that that is basically where it is now. ashley: general, because of this administration, basically performance is up to now and this lack of commitment to follow through on any given front. >> i think that that is an issue that is on the table that we are not stating. we are walking away from a rock and the forces there. we are not doing anything about crossing the chemical redline in syria, particularly after we announced we were going to do this and we let the saudi arabians there. can we do this air campaign without any assistance? yes, we can. let's be frank about that. but the fact of the matter that as the president said mistakenly the other night in his speech, isis is not islamic but it is all about islamic because there is a war going on inside islam between modernists and traditionalists or the

established islamist and the radicals on the other hand. and we need to have them scantily tangibly supporting this because it undermines isis not just on the battlefield but the ideology. ashley: from a military standpoint we are announcing to the world, we are going to go after them with airstrikes, wooden isis move this into hiding? would be elite fighters went into the local civilian populations of so these airstrikes will be difficult and being successful? >> they can't hide everything that they can hide some of it. the fact that we didn't stop bombing. i've always believed from the beginning when they began to occupy such a swap of territory,

>> i think that she is still is portable to a challenge with the democratic party. elizabeth warren looks like she can do her the most damage. i don't think joe biden can, i don't think bernie sanders can, i think it's anyone right now and i think that she has no charisma. and she went and wrote a book. and if people just get tired of her, she in some ways have two talk about this. saying that i want her to move to the left.

and this will be part of the effort to get her to move to the left. so it will be interesting to see how she handles that kind of escher and what kind of candidate she is and what does she really run on. how did she handle those years as secretary of state. but i don't think that these things necessarily wrecker. and it will be the test as to which she has grown or not. ashley: it seems like she needs to go further to the lab, especially on foreign policy. it seems that she's going to convince people based on her track record. >> it's very hard to be in effect the third term of barack obama. no one wants that job right now.

and i think that she has a lot of issues and this includes a public spanking so we can see how they respond to it. >> that's basically what you're saying to me. the democratic faithful, they may like it, i think she did a good job as secretary of state, but the think tank seems to be that it's not associated with obama candidates. ashley: i think it's one of the most effective arguments that he had against hillary clinton in 2008, which is if we elect her, we will be refining the battles of the '90s and talking about bill clinton and impeachment and all of those issues and i think that that is a possibility and that's still is baggage to hillary clinton. her relationship to her husband is still the most popular ex-president, nonetheless, it's old and tired now and she needs

a fresh approach, i think. because the ideas have changed a lot and the world is a different place than it was six years ago. and he would be happy to stay in the background. >> he is her business asked that. ashley: if someone comes along with a fresh face and newer ideas, think that they could give her a run for her money? >> elizabeth warren, i think in many ways, with her far left populist message, attaches the wind of what is the ascendant wing of the democratic party.

fighters. it's a complicated thing in this part of the world. how do we know whether they are favorable to our point of view. >> that is just the thing, actually. it's not whether they are favorable today but whether they are favorable tomorrow and that is the question that we are at. and so that is the thing that we are going to have to discuss with our military leaders and not the politicians. ashley: do you think the united states was allowing isis to grow and become what it is today with our non-policy towards syria? when we go to a certain point and back.courage do think we need to take some of the blame

so let's go back to rewrites. this whole issue is double jeopardy. so he has a band from football. >> not to defend what he did, it was horrific and the country was outraged. and this is a horrific case, as many of us have seen many times. the governing entity here is the collective bargaining agreement between the players association and the nfl. and it was not public opinion. and so roger may want to comply with the public opinion, but he has to comply with the document in the document says that once you punish someone for a particular event.

vikings, he is innocent until proven guilty and does his behavior negatively affect football and you can be disciplined if you do something off the field that negatively affects the game. and so if he is convicted, will that negatively affect the game? probably, but that is the decision for the commissioner. ashley: people say how sorry they are, but it could've been that kind of discipline that i got by my parents. >> is it happen the way that the state says that it did.

>> they said i'm not a child abuser. and he doesn't seem to abuser. and he doesn't seem to understand this in most states. that single event would make him an unworthy parent and would be sufficient to terminate parental custody. and texas is a different state. until i don't know how this is going to end up. we haven't seen any of the evidence. but if the jury finds him guilty of this and that they publish pictures and they are shocking, the nfl will be forced to act. and i think that roger goodell is great for the game. i think the owners believe it. i think he seriously stumbled here, but i don't think he stumbled according to some. ashley: he did according to some
