>> as it relates to the number i'm not in a position to confirm numbers like that from here. you're obviously asking about some relatively sensitive intelligence information i can't discuss from the podium. just as a general matter let me say that the united states and our law enforcement officials here as well as our national security officials are very focused on the threat that is posed by foreign fighters. again these are individuals from the u.s. or the west that have traveled to syria or the region and taken along with arms with isil and concern that they could enact violence here. we're working closely with our international partners to keep eyes on these individuals an monetary movements. lou: u.s. ambassador to the united nations a man that power boasted that more than 40 nations have agreed to help president obama help islamic state terrorists but she refused to name any nations who joined the coalition or extent of support they will be providing. here she is dodging the question

from george stephanopoulos. >> the president has made clear every country can contribute something to this effort and there is universal support i think for degrading and destroying this group. >> we might have to do airstrikes alone. not even great britain said they would join the airstrikes. >> i will make you a prediction, george, that we will not do the air strikes alone if the president decides to do the airstrikes. lou: samantha power's prediction is anything but rock solid, given president's record of rejecting foreign policy and national security team counsel over the past six years. yesterday on "60 minutes" interview, former defense secretary leon panetta revealed the president's entire national security team advised him to arm syrian rebels two years ago, but president obama refused that recommendation. fox news national security correspondent jennifer griffin with our report. >> an alarming admission stray a senior administration official of the 100 americans who have

iraq. late today an isis splinter group in algeria released a video of a french hostage demanding an end to the strikes. former defense secretary leon panetta told "60 minutes" that the president's entire national security team advised him three years ago to arm the syrian rebels. >> i think the president's concern and i understand it, was that he had a fear that if we started providing weapons we wouldn't know where those weapons would wind up. my view was, you have to begin somewhere. >> in retrospect now was not arming the rebels at that time a mistake? >> i think that would have helped. and i think in part we paid a price for not doing that and what we see happening with isis. >> the so-called islamic state continues its march, kidnapping 68 iraqi troops in the fallujah area as the debate over boots on the ground continues in the u.s. secretary of state john kerry tried to explain to the senate foreign relations committee last week how nearly 1200 u.s. troops

in iraq don't constitute combat troops, a markedly different tone when lieutenant kerry testified in 1971 while opposing the vietnam war. >> we veterans can only look with amazement on the fact that this country has not been able to see there absolutely no difference between a ground troop and a helicopter crew. yet people have accepted a differentiation fed them by the administration. >> what the administration is trying to communicate that we're not going to send battalions, we're not going to send brigades but there will have to be, i think, to achieve the mission the president has assigned, some boots, some american boots on the ground and in harm's way. >> today is the first time the administration has acknowledged some of the american foreign fighters are now back in the u.s. up until now the president and senior members of his cabinet said repeatedly they had no intelligence that ice his posed an immediate threat to the

corporate compliance, that is none other than former vice president al gore was there as well. turning now to, to the situation in the middle east, joint chiefs chairman, general martin dempsey calling for greater participation from arab countries in the fight against islamic state. suggesting that the u.s. campaign might not move to the next phase without greater support. joining us tonight, retired four-star army general, former army vice chief of staff, chairman general jack keane of the institute of study for institute of war. good to have you with us, general. >> thank you, lou. lou: something rings peculiar, to hear the joint, the joint chairman say, we need more arabs in this coalition that won't, that the administration won't even enumerate, won't tell us who they are but we need arab states in it. what, shouldn't they be the ones asking us to go to war for them.

>> absolutely. there is no doubt. i'm sure, you know, chairman dempsey publicly saying that because they're having difficulty getting them to participate. and there is a little of frustration out there. i don't want to defend them because they should be all-in here. this is, radical islamists, ideology that threatens their sovereignty for sure. but the fact is, they are very skeptical about the president's seriousness and seeing this mission through. particularly after he pulled out of iraq in 2011 and he did not execute the airstrikes on behalf of the crossing red line with the syrians using chemical weapons. he announced the fact he was going to do that. they felt like he pulled the rug out from underneath them. all that said, they should be all-in. there are some things happening. saudi arabia is going to provide bases for training of the free syrian army. i think we're going to get some pretty good intelligence capability out of jordan. we'll get some kind of a capability out of the u.a.e. the truth of the matter, given all

that is at risk here nor for the middle east and for them and our vital interests and given the things we have done to provide for security umbrella for years, it is inadequate. lou: inadequate, we're now 13 years on from the time george w. bush made his very famous speech which he declared against al qaeda and he said it would not end with al qaeda. he was a prophet because it certainly has not. at what point, we talk about war fatigue for the american people. but our military machine and our military manpower, i mean, my gosh, we've been talking about, this is going on 23 years of war, of conflict, in the middle east. when can the american people expect resolution here? when will our, when will our elected leaders, when will our flag officers say, by god, enough of this nonsense. we've got to win and we're going

to do everything we can to win quickly, not in terms of a long, so-called, war? >> well, i think dealing with the ideology is going to be protracted anyway. when you think about it, we have been dealing with al qaeda since the early '90s. admittedly they declared war on us. we sort of selectively ignored it until something catastrophic happened to us, two embassies in '98 and 9/11 and uss cole. that is 20 year experience. we're still dealing with remnants of them. we've been involved with isis, formerly, aqi or al qaeda in iraq since 2:00. we'll put these -- 2004. we'll put these guys down. i'm not significantly convinced we'll destroy their capability. if we don't deal with the larger problem and allies in the region dealing with the larger problem of ideology or working with that, there will be another group that pops up. lou: let me put it this way. the fact that george w. bush

said, that we're going to basically unleash the hound of hell on these people. there will be shock and awe. there was none of that. we were told that we were going to bring this to conclusion. we didn't. we said that the taliban in afghanistan, would either, either come to their senses or we would destroy them as we did with al qaeda. we did neither destroy al qaeda or the taliban. in fact we're turning the country over to the taliban at that point. what gives you such assurance that our leadership now has come to its senses and the american people can rely on that leadership? i'm not talking about partisan politics? i'm talking about both political parties. i'm talking about congress. i'm talking about presidency. i'm talking about pentagon. >> i don't have that confidence to be frank, neither president bush nor the current president has ever dealt with the major problem which is, radical

islamist ideology and those that subscribe to it and how we get ourselves politically and militarily organized to deal with this thing. much as we did with communist ideology, nato countries, political and military alliance to shape this thing. we never ever wanted to go down that route. the fact of the matter we'll continue to have problems. even dealing with this isis, which while, i will admit it's a challenge but it is not. a significantly formidable military challenge to go and defeat tens of thousands of people who are by and large, lightly armed, even though they have some acquired weapons from us. we clearly have the capacity to deal with this organization rather significantly. but the fact of the matter is, we have got to create the will in this country to do this kind of thing and educate the american people about it and bring the congress along with us. that takes leadership. it takes seriousness and commitment to do that. i just don't see us there.

to review its procedures after the intrusions. but it is time for more honest work in washington, honest answers about a once proud organization that is now conducting itself irresponsibly, unprofessionally, failing to meet even the lowest imaginable standards, for an agency charged with protecting our nation's leader. embarrassing, outrageous, and it is beyond time to show the entire management of that agency the door. less than a year after president obama took office, a couple of managed to crash a state dinner despite not being on the guest list, even taking pictures with vice president biden, which is of course not particularly an insurmountable task in any tore rum. in 2011, one of the president's limousines got stuck during a trip to dublin. secret service blame ad slight miscalculation on the size of the beast during the advance process. what about those 13 agents implicated in the prostitution

certainly isn't going to be something publicized nationally. so it was a standard two-game and i was prepared for four or six games. lou: bisciotti went on to accuse the rice camp of manufacturing that story, to build a case for reinstatement from his indefinite suspension from the nfl he didn't explain exactly how that would work. let's go to some other politics, bigger than that, even. joining us the a-team, five co-hosts columnist of "the hill," juan williams, former reagan white house director, fox news contributor, republican strategist, good friend, ed rollins. >> thank you. lou: let's start with you, juan. why in the world is this administration, at a time being accused of just about everything, a pile of scandals, to the ceiling, charges of incompetence in every dregs, domestic and foreign policy, they're not even reacting to, the president's life being endangered by this kind of

unprofessional conduct on the part of the secret service? >> well, i got to imagine that this is kind of one of those behind closed doors screaming matches that is going on. i don't think there is any advantage antagonizing people who protect you, lou. but there has to be some degree of, you know, heading people to account for such a failure that would allow this man to jump the fence and get through the front door of the white house? to me, it is like unbelievable, even as a reporter, you're sitting next to somebody who was in and out, ed rollins, he worked there, hard to get in with a pass! >> i had many hard day getting in with my pass. i always had a beard and they looked at me suspiciously. i find it appalling. i can't believe someone didn't shoot him along the way. not that you take his life. you want to fire a warning shot, stop him, some shape or form. i'm appalled bit diminishing skills of these people that guard the president. lou: it is, it is no longer, if

it ever was even remotest sense amusing, funny. we're talking about, the life of the president here. and that man didn't know whether the president and his family were there or or didn't. there is, thank god that the decision, this man is iraq war veteran. he is obviously deeply troubled. >> right. lou: the problem is the secret service had him in custody before. >> fortunately he didn't run with a hand grenade or something like that. more fortunate that the president wasn't there. once he got to that point he got to the door, that, could have done anything. lou: well, one hopes the expression, holding accountable will occur to some one in this administration. leon panetta, juan, on "60 minutes." that was devastating to the president and to the policies that he has been pursuing, particularly in syria, and in, frankly giving the islamic state a pass. your reaction? >> well, you know, i think a lot

of this is monday morning quarterbacking people out there selling books, lou. these guys, i think not only panetta, i think back to gates, all these guys came out with the criticisms after the fact, when they have a book to sell and you know, if you even look at it from a hard boiled point of view, which is, isis was being formed and the president didn't act quickly enough, gear this in power. they were the guys there. and they didn't take the action. they can say oh, well, we said to the president, what about this? we should be doing something. they were not persuasive. they did not make the argument such a way to persuade the president who was worried about arming the bad guys. arming potential terrorists. lou: do you buy that? juan is saying the fault doesn't lie with the president who was unpersuaded by these failures of persuasion, it really isn't on him. >> no offense to my good friend juan who also sells great books and done interesting things and been around the white house not as long as i have been around

the white house, the commander-in-chief made decisions. obviously recommendations are made. leon panetta i've known him 45 years. almost integrity, almost insult to sell books or gates. i think at end of the day they made strong recommendations. the president did not choose to take them. a lot of people in the administration right today who are questioning whether this tactic moving, strategy we're moving forth on will work. they're getting on record, say, listen if this ends up being a long tedious war which americans are killed, we recommended differently. lou: i got to say, i talked with general jack keane earlier. he said it. he is not assured what is going on here. when we talk about a long tedious war to begin with, the american people have gone through long, tedious and, unsuccessful conflicts, whether it is in iraq, or whether it is in afghanistan. shouldn't it just be about time the elites in this country, the leaders of both parties, juan, understood their job and the

general, the flag officers of our military, understand, it is their job to lead well and produce victory and stop selling, you know, princeton theses as a legitimate doctrine of war? >> yeah. i mean, i don't know, even what to say to you, lou, that is exactly right. the job of the military is to win military conflicts and our military is quite good but it is time to get back to that mission and make it plain. we obviously are in a situation where you have an ideology that is driving much of this terrorist type of activity. but we are skilled, also, in fighting guerrilla warfare. we know how to fight when it comes to ideology. you know what? that is just what we should be doing. i couldn't agree more. >> we have the best professional military in the world. always ends up being stopped short as in these wars. a great disservice to say to our military they didn't win the battles.

they didn't win these battles because they were not allowed to win these battles. at end of the day this was a president didn't want combat. a lot of recommendations made during the course of time how to do, keeping 10, 15,000 troops in iraq at end of this war. he wanted to get the troops out of there. now we're paying a price. i agree with juan does, if this is president wants to do, tell the generals to get this done. there are 30,000 on either side. we could wipe them out in short period of time. lou: if you were referring it in way to the troops that i'm blaming troops because we didn't secure victory, i'm blaming flag officers and two presidents of the united states, obviously two in a row, didn't know what the hell what they were doing. >> you and i are pretty much on the same waive 99% of the time. i think our troops were deprived of the opportunity to win this thing. lou: my, my view on this is, goes beyond that too and that is that the american people have

got to stop putting up with this lollipop licking, bunch of phonies that we call national leaders. and i'm talking about both political parties. juan, you get the last word. >> you know this is, at the moment, though you look at the numbers in the polling, and that's what i do, you know, coming to you as a political analyst, i must say it is the american people that don't want another war, who feel like you know what? we just went through a long war and lost a lot of people so that is part of the political problem, the part of the political calculus for our military folks. lou: last word. one more. >> american public doesn't win a bar. we have to go do it. you go against american public opinion and get it done, period. lou: ed rollins, juan williams, god, good to see you guys. thank you very much. >> glad you guys are getting along these days. >> we always get along. lou: both pals of mine. thanks, gentlemen.

lou: my next guest says president obama doesn't understand or doesn't care about iran's relentless strategy to build nuclear weapons. here to analyze obama's mind set on iran as world leaders batter this week at the u.n. general assembly, former u.n. am ambassador to the united nations, john bolton. >> good to be here. lou: he doesn't understand? >> i believe hes can sweet talk iran to giving up its nuclear weapons program. i think that is delusional. this is the trump card for the ayatollahs. they have been pursuing it 25 years. they will not stop anytime soon. the president's obsession with quote, unquote, diplomatic solution is blinding him to dangers we see elsewhere in the region. lou: i hear a lot of folks say

he is blinded, inadequate intellectually, he doesn't understand or a knowledge base experience. i heard all of that. what y'all are really saying that is the president is willing to gamble on extraordinary concessions on nuclear, nuclear power, to the iranians in exchange for their support on isis? isn't that it? >> i think that is fairly close to it. i think it's a combination of really, unprecedented -- lou: i'm kind of pleased when i get close. >> unprecedented naivete and ideology. that moves the president in this direction. the fact is we're in a very complex situation much we've got an enemy in isis that we should strangle before it becomes a more pressing threat. we have an enemy in iran that is very close to nuclear weapons. we have to deal with both simultaneously. lou: look, i respect your knowledge, your experience, your intellect. so tell me this. how is it that the islamic state is greater threat to the united states than it is to our arab allies who refuse to join the coalition apparently, to kill

the islamic state terrorists? >> i think it's a threat to them and more imminently than it is to us. in fact that is what al qaeda's propaganda is now. isis is more of a threat to the arab regime. i think they are reluctant to join because they see president obama doesn't really have his heart in his objective which he says is to destroy isis. so i think they're hedging their bets. i think that is a big mistake for them. but the fact they haven't come forward with more concrete participation in the coalition is because they don't think the president really is willing to do what is necessary. lou: my wife, our family, parts of our family were down in virginia beach with a national seal foundation of the you see those guys who are running constant missions of, and you talk about going after the islamic state, so, not you, personally, but a lot of people, so glibly. without full support. that has to be tiring to people

who care about our troops, and who want to see this thing resolved. looking back at george bush's september 20th, 2001 speech which you remember very well which he declared war on al qaeda, i mean, we've got to come up with sensible answers to these issues of the american people are tired of it. we are not serving our servicemen and women well when we continue this, try to strip them of manned power and resources and then add a mission and a, without explanation or analysis. >> it is potential catastrophe. i think clearly instead of spending money on loan guaranties for the likes of skoal zoll would have been -- solyndra, would have been far better to invest in the military as well. i think the military is deeply worried about the mood in the country and this is a mark of a lack of presidential leadership. i think american people are very practical. the president tells them about a threat, they will step up to it. they don't hear him talking

the fact is this is a lady said she has done nothing wrong. clams up with the fifth amendment but she ran a division of the irs that stomped all over people's constitutional rights. and once you do that, lou, i just think there has to be some accountability. if she wants to sing like a canary, take her road show over to congress, sit down in front of the house accountability committee and let her sing to her heart's content. lou: didn't she say, governor, she is not worse than jeffrey dahmer? i think that is the quote. >> what a comparison? who is? i mean, you know, if that is the best she's got, to say i'm not as bad as jeffrey dahmer, when i invite people over for dinner they're not menu, that is terrific. i'm delighted to hear it. that doesn't mean she should have been taking our money as taxpayers and abusing us with it. unless somebody can prove that, that didn't happen, there is every indication we know from organizations like the national

organization for marriage, that the irs had to end up paying a fine because they were caught politically having trampled all over these peep, releasing their private information to their opponents. it is that kind of thing. somebody ought to be doing the perp walk for this. lou: well the president is going to have a little more time for golf over the next several weeks. leading into the midterms because nobody wants him on the campaign trail next to him, shoulder to shoulder with senate or congressional candidates. i mean, good grief, what is going on here? >> now there are, they're trying to get michelle obama to come out bass she is sop more popular than her husband. his approval ratings are in the toilet. democrats don't want to be seen with him. everyone is afraid he will step off air force one for political event and hug them. that would just be the kiss of death in this election cycle people have become increasingly

to the conclusion as your previous guests so clearly indicated, he just don't know what he is doing. i'm not sure he knows what he wants to do, much less how to do it. lou: leon panetta, bubba, dumping all over president obama and his decision not to fund the syrian rebels. your thoughts? >> you know, lou, when i saw lee on pa net tax i felt this is a man who is tortured from within, i really do believe leon panetta, i felt this way back in the clinton administration, say what you will, he has integrity and sense of honor and duty, he loves his country and i think it really pains him to be part of an administration he can not openly support and can't just cover for. i have great respect for the courage that leon panetta displayed and also the clarity. he didn't beat around the bush. he came out and made it very clear that our strategy, dealing with the middle east is simply not a strategy that is going to

be effective and hats off to him. lou: and what about the politics of this? is hillary really going to be, toes who are somewhat skeptical, even cynical suggest this is all a play to sell a book, also to support hillary and her 2016 aspirations, is she going to be able to divorce herself from the very policies and decisions of an administration which she was one of the very top leaders? >> no. she can't. she is going to try. if anybody could get away with it, hillary might find magic to make it work. maybe husband bubba could help her out. the fact she still has to answer for benghazi. these documents scrubbings that apparently took place at the state department to protect the boss, hillary, they're still some gold in them there hills. i don't think hillary will say, i was there for years but i had nothing to do with what was going on. if she gives that answer, lou,
