charles: we had a great time and a great show. every night at 6:00 p.m. you don't want to miss a moment. i will be on tomorrow morning at 11:00 o'clock, but lou dobbs is back in the master chair and keep it right here on fox business. lou: good evening, everybody. president obama today back at united nations and the united nations has been a troubled and difficult venue for the president over the last couple of years. two years ago he stood before the u.n. general assembly and famously and inaccurately declared that al qaeda was on the rise area and one year ago president obama boasted that his policies had ended a decade of war in afghanistan and iraq. and today, president obama spoke to the general assembly again, this time pleading with world leaders for their help in the fight to destroy islamic state

terrorists and other al qaeda offshoots that are clearly not on the run, but rather watching across iraq and taken safe haven in syria. >> we will use our military might to campaign to back eisel and we will train and equip terrorists on the ground and we will work to cut off financing into and out of the region and i asked the world to join in this effort today. lou: president obama come as you heard the president there, putting the number at 40 nations. but he will still not identify those nations, only five countries besides the united states are known to be contributors to the syrian airstrike campaign as of this

hour. today, our nobel peace prize winning president sounded very much like a war commander in chief, despite insisting that the ground troops will not be sent back into battle. >> there can be no reasoning or negotiation with this brand of evil. the only language understood by killers like this is the language of force very and and we will work with a broad coalition to dismantle this network of death. and in this effort we do not act alone. nor do we intend to send u.s. troops to occupy foreign lands. and instead we will support iraqi forces in syria fighting to reclaim communities. lou: the president's address delivered as islamic state tourist beheaded another captive kidnapped last week. president françoise hollande

immediately called on members to step up and join the military campaign against the islamic state. chief white house correspondent ed henry is in new york with our report. >> as president obama tries to broaden the coalition to destroy rory isis, they are concerned about his long-term commitment to the fight. he says while it is a cancer he will help root out, this is not really the dominant part of his agenda. >> i have made it clear that america will not base the entire foreign policy on reacting to terrorists. instead, we need to hope as the campaign against al qaeda and the receipt of war says. when it comes to america and islam, there is no us and them, there is only us because millions of muslim americans are part of the fabric of our country. >> despite the continued effort to slam george w. bush's war on terror, this president had his

own explaining to do. one year ago from this very podium he took a victory lap. >> today all of our troops have left iraq. next year an international coalition will and the war in afghanistan, having achieved its mission of dismantling the core of al qaeda that attacked us on 9/11 tour this year the president is saying something much different, the remnants of al qaeda are dangerous enough to strike the american homeland. so he launched a new war in iraq and syria and use gives the address here to issue a plea to the world to join the coalition. backed up by an emotional french president françoise hollande. after news that a french hostage had been beheaded. >> we are faced with terrorism were we remain spectators were like the french have conducted airstrikes over iraq but not syria raising questions about nato members not stepping up

herriot. >> joining the u.s., also when it comes to the military operation four in a curious moment the president said he understands why critics think that he can't call out others because of trouble within our own borders. >> and a summer marked by instability, the middle east and eastern europe, and the world also took notice as the small american city of ferguson, missouri, where a young man was killed and a community was divided. so, yes, we have our own racial and ethnic tensions four reporters pressed on why the president decided to drag ferguson, in an ongoing legal matter into this. they clarified that the president was trying to know that america is not perfect in its own domestic affairs.

lou: as the president has noted. many times, over the course of his project. thank you very much. turning to the khorasan group, a terrorist organization that most americans have never heard a before this week. a group of al qaeda terrorist that fled afghanistan and relocated to northern syria. fox news has confirmed that u.s. officials believe the groups leader may have been killed in tuesday's airstrikes in syria. those strikes ordered to thwart intelligence officials was a major terrorist plot aimed against the west. chief intelligence correspondent catherine herridge has our report. reporter: the president told the united nations that iraq and syria are now the training ground of choice for aspiring to harness. >> what is new is the unprecedented flow of fighters to and from conflict zones.

previous years, creating some controversy, what is your root reaction to his call for action? >> we have to give the president credit. that was the vinous speech ever given by a liberal arts grad student pretending to be president of the united states. this whole idea of anti-americanism -- when did the the bombs start falling on ferguson, missouri? the cops are not the same as isis. the anti-israeli remark about dead palestinian children and the two state solution -- and by the way, at the november election israel is going to have a very bad two years at the hands of this white house. and then you have the nutty idealism where he wants the iranians and the saudi's and the shiites in hezbollah and hamas and egypt, everyone to get together and i honestly think

night. the media got so excited about the traffic footage of the missile launches and the before and after photos of famous core of the airstrikes problems. and why we did, apparently, did some members of this terrorist group, we seem to have avoided inflicting casualties on the isis terrorists. how do i know that? is even though there is no threat, we ran in the middle of the night and why would they do that? the only way to do it is because you don't want to hurt people. you want to hit elders. if you want to kill terrorists, not the only way you're ever going to fix this fight, he would've hit them in the late morning, 10 or 11:00 o'clock. the "a-team" might've been in hiding already. but what would've been crawling with terrorists and we could have killed several thousand of

the world, and it is by any definition not a broad coalition of any kind. twenty-two arab nations and members of nato, six doesn't get it. the united states and five arab nations carried out strikes in syria is not a broad coalition and the reason folks don't believe president obama when he talked like that is that he simply is not believable and he has a lousy track record of standing with allies that we have had for decades, let alone newly minted ones. here is an example of how the president treats allies before today's u.n. general assembly. >> we cannot abandon the hard work of teeth and that is something worth reflection within israel. because let's be clear, the status quo in west bank and gaza

is not sustainable. lou: you can imagine how thrilled the israelis are tonight to hear the president standard of the pro-palestinian general assembly. no reason for israelis to have all the thrills. here are some fries. this is the president putting forward ferguson, missouri, and what was extensively foreign policy speech and venue. diverting the attention of the general assembly nations from global terrorism to focus on this nations, all of this nations on the shooting of michael brown. >> i know that the world also took notice of the small american city of ferguson, missouri. were a young man was killed and a community was divided. so, yes, we have our own racial and ethnic problems and like every country, we have to reconcile the vast changes wrought by globalization and

greater diversity with a tradition that we hold dear. lou: don't ask me, because i don't know what you think in a very and that case is far from settled and it has three ongoing investigations into what happened. the fact is, if you will. one by a grand jury and won by a justice department. perhaps obama was trying to be self-effacing. acknowledging our faults and flaws as a nation. but you would think that true humility would be somewhat more individual, he would've been moved to talk about his personal flaws and failures and weaknesses and the list goes on, including "operation fast and furious", and the list goes on. perhaps the president could be humble and it would truly be

president is well-advised and driving forward with an intelligent strategy? >> i think that he's well-advised and if he listened to his military advisors i think that would be a nice switch, but when general dempsey came out a week ago and said there will be ground troops, he was pulled in and castigated by the obama administration and then he changed his tune. the fact is a commander-in-chief should go out and say very boldly we will do whatever it takes all options on the tawbl table to completely destroy their chances to be lethal again. that is going to be prosecuted by our military leaders and i stand strongly by them. if he was that kind of a leader, instead of all the things he's not willing to do, i think we would find broad support in the congress and broad support for a complete authorization of force which i believe he needs to do. >> this may seem a strange question now that we're in the

fight against islamic state targets in syria. but do you believe the president should go to congress and seek authorization for the use of military force in syria? >> absolutely. >> your thoughts on that the 2001 authorization use of military force. >> it's kind of like using the same declaration of war of world war i with germany as world war ii. things have changed. i think it's more important than ever to get the people on board. if we're not at war, we should have be there. if we are at war, we should go in there and win and do whatever it takes. when he says there's no boots on the ground, there are no well-advanced of 1500 of boots on the ground. i think it demeans them. i think we've put them in greater jeopardy. he said what he's not willing to

do. he's given this fledgling outfit the full authority to prosecute the ground game. given the fact that they have never ever been able to prove that they actually want to dismantle isis. their top objective is to dismantle assad. and i think it's a flawed strategy. and i think after november when the election is over just as obama wants to grant mass amnesty that he promised to do at the end of summer, but he doesn't want do cost he his senators elections. he's doing the same thing with this war. we all know there are going to be troops on the ground after november. i think he needs to come clean with the american people. he needs to come to congress and proceed from there and let the military commanders run this campaign and not politically micromanage. i'm not sure to be an american president type of way. >> do you believe the president was being more an ironic perhaps

isis and jihad. he never puts islamist and extremist together. >> a good specie -- what is the purpose of it? and the other is, as colonel ralph peters pointed out here, he's striking six vehicles that belong to the islamic state with five strikes, what's the of i cansy in all of that? >> i think a couple of things, when american citizens are tortured and beheaded we have to respond. so i think a bombing strike is a good idea. i wish we did that a a few weeks ago. >> should notice been on notice then because they've got one of our citizens in prison and apparently there are far more of those folks and indeed why hasn't europe attacked the islamic state previously and if the islamic -- if iran is responsible for a third of our casualties as you and i both know, why haven't we struck

them? >> well those all have different reasons behind them, but i agree with you with mexico. president obama should say, we want this guy back now. he has not made that phone call. as far as what's happening in the middle east, i do thinkit important to stand pick up noarnd it's also important to get our arab countries in with us. we've only got tief. and i don't know if turkey joins the fight. if they don't, hard to see that we don't do anything to slightly degrade isis. i think the president's goal of defeating isis won't happen. not without boots on the ground. no one else is capable or willing. >> as i said, very far people believe the president when he says that. very few people believe the president when he says anything because of his track record frankly. it's a matter of facts. so what do we do? >> well, what concerns me we're

now in a position where he talks about destroying and defeating them. that's a good goal. how are you going to do it. some of these boots have to go on the ground. it's not ours. i met a number of the leaders this week and they dodge. none of them are going to commit to ground forces. >> you were meeting with the turkish president. this was once perceived as our alley. >> as those of us there asked, are you going to commit to forces. he basically said, look, we had 40 diplomat hostages. they were just released over the weekend. we're not frayed to fight terrorist. he was reluctant to go further than that. i want to see if turkey will step up to the fight. >> the president said we're not at war with islam. he said that going back to his

presidency. i suppose he means it. the fact is a good part of islam is at war with us and it's a larger part than is generally acknowledged. there is a support in islam with radical islamist. and secondly it raises the question that no one wants do answer. why is islam not at war with radical islamists? >> well, that's the key question. why in a world community of a blon people have people not stepped forward to say we call you out, that is not religion. >> forget people calling out. what about stepping up and going to war against those who are affront to your religion, presumably so you say, demonstrate. >> well they don't. that's the -- the great way of the middle east. i think the saudis should realize that it's going to be their heads on the stake next.

join the coalition. one of the things i think is clear to me the president is not telling isil that we're not going to put troops on the ground. he's putting these arab states we won't. if they don't realize it's going to be their heads on the stake and they don't put troops on the ground, then i think she has the right strategy. so if you look at this the other way, lou, if the president had said don't worry folks we're coming in and putting the troops on the ground guess what all these people turkey and all these countries that are sort of wiggling are doing. they would be going great here's some money. use our airspace. that's not going to do it it this time. >> dana your thoughts. >> i don't know if i necessarily believe it because some of these allies that the -- well, he was addressing in his un speech. and i was actually glad.

i say this genuinely. i was actually glad that he was a little bit harsh with our arab allies. can you really call them an alley if they're facilitating the very thing you're fighting. the prime minister has accused number of allies of doing just that. i think that kind of needs to be resolved, but i also think you don't sit here and telegraph and take your ace off the table when you're dealing with a terrorist outfit. >> what i have trouble with this to be perfectly candid is the lack of jibing and reason in relationship to the facts right now. we are aligning ourselves in effect with al-assad who said had to go. we are aligning ourselves in effect with the iranians who has do eliminate their nuclear programs. how in the world do we

rationalize doing that with what seems to be a very unsophisticated beginning to a military strike against the islamic state? joe. >> look, one of the problems i think we as americans have in all these conflicts world leader once told me our problem is we always look for white hats and black hats. and there are regions in the country of the world where there are simply no white hats. if you go after one set of black hats, you end up helping another set. that is the situation in syria and that is why i think the president's caution in terms of how we go in there and doing these airstrikes and trying to put an arab sunni versus sunni extremist on the front lines, not americans versus sunni extremists isn't a bad idea.

the point in terms of intel coming out of syria at first it wasn't we didn't have any good integration intelligence coming out of syria now all of a sudden the dam is broken and we're getting all this intel. another confusing point is i hear this over and over again not just from the president, but also from the state department, we're going to be working with moderate syrian rebels. are we talking about ssa which has been overly decimated. ssa which has been working in lebanon. are we talking about about the rebels who sold steven sotloff to isis. we have no clear objective. i don't see who we're working with over there. it's concerning. >> are you concerned, joe as we wrap up. >> i think we should all be concerned. but i don't agree that there's no strategy. i actually think the strategy the president has put in place particularly in iraq has been working and we should give him,
