and good morning. it is the scare as much as the reality. midafternoon monday report hit wall street, five passengers had flu like symptoms from dubai to boston. airline stocks tanked. none of the five had ebola. the government appears incompetent and unwilling to take firm action. overseas terrorists threaten to take baghdad and the economy is slowing down. it is the message the anxiety level is rising. your money is taking a hit. wait till you see what is happening to interest rates. talk about a flight to safety. ebola is a factor in this market. "varney and company" is about to begin. ♪ stuart: ebola is a fast-moving story. here are the latest developments, britain taking the lead on a travel ban scrapping plans to allow west african airline to begin flights from

london to sierra leone. our priority is tackling the spread of ebola and cackling but public. our government still says the travel ban is a necessary. a patient who worked on a medical ship off africa ascus is tested for ebola. he has a high fever and symptoms. he is at low-end moderate risk for ebola and then that incident at logan airport. they said they're sick and on come the hazmat cruz, panic causing higher costs and destruction. the market sold off, airline stocks especially. after that in dallas, 26-year-old nina fan is undergoing blood transfusions as part of an effort to save her life. she is getting the blood from dr. kent brantley. en ebola survivor who has given blood to two other ebola patients. a refuge total, 70 staff members in dallas were exposed to thomas

points. that is the yield on the 10 year treasury, 2.22%. it had been down 218 earlier. that is a flight to safety and that is a market at this moment. charlie gasparino is here. take the big picture for a second. ebola. is it a significant factor in the stock market. >> the other networks who cooed it being a significant factor you and i were the first report that it is and why do we know that? traders are intensely focused on nick edlund. why is that? when you have this much market uncertainty where the fit is going to raise rates or not, they trade on the headline. i would tell -- what does it mean for the average guy? this is a skittish time in the markets, volatile become a wall street firms trading stocks like crazy, in your portfolio is at risk until the fed develops a key direction on where interest rates are going so every

>> i don't think he thinks he has thought until recently that this is a big problem that ought to be on his desk. this is -- frankly the moment is past. the problems with ebola are the fact the we now have a health-care professional in dallas who has gotten the disease means that all the promises that it was not going to happen here look hollow. the president can take tough action now but my suspicion is it is going to take him weeks to get to that point and the damage to his reputation is done. stuart: hold on for a minute. we want to talk about the midterm elections next month. i have to break away for a second and go back through the markets and will we are doing this morning after it that huge drop yesterday afternoon. this is not much of a bounceback. 70 point gain on a 16,000 index when a drop 200 points. that is not much of a come back

today. pretty much the same story with the s&p 500. it is up 1/2%. look at the nasdaq which has taken the biggest hit of all, it is of 32 points, not much of the come back. the price of oil, $84 a barrel, down one dollar and $0.35 as of right now and the price of gas, and i am looking for silver linings, the price of gas continues to fall. the national average for regular, $3.18. that is the good news of the day. back to ebola. alpha protects, the company that makes face masks, is an ebola related stock, very volatile recently, down to a big time, 13% down. lakeland. another one has been all over the place, almost tripled in price, they make hazmat suits, is down 16% today. news of five passengers on that flight from dubai to boston,

airline stocks took a big hit yesterday so come gone in and bring us up-to-date. nicole: they're so headline driven. this group began to drop before the dow dropped by a few minutes. i was watching delta and other names, they began to sell-off and shortly thereafter the major market sold off. they presented a scary yesterday. this is a temperamental group. it is worth noting the transportation index got hit hard down 7% this month, bouncing back today. people are going to flight. are they scared or do they not want to be inconvenienced by somebody with flu like symptoms they will hold the plane or drive your car with $3.18 a gallon. maybe it is better to drive. you know what i mean. this is what people are going to be contemplating. stuart: thank you very much. one comment from charlie gasparino.

will. are we going to get legislation which will create more domestic energy production? are we going to get legislation that will give us some degree, not something to root for if the republicans take the senate. >> i have been talking with a number of senators and house members and there is a real desire for republicans in the house and senate to demonstrate they are about governing, not just about obstructing what the president might attempt to do as important as that is but a positive agenda and energy is near the top of it and it is near the top for one reason. not only is it good for the economy but also a way to demonstrate early that the opposition to the president's policies are bipartisan in nature. i expect to see a measure move quickly with regards to these don't excel pipeline, i expect to see measures taken a natural-gas, sales abroad, oil

sales abroad and also upon the ability of american energy companies to explore on federal lands. the oil boom is on private lands, natural gas production and oil production on federal lands has dropped during the president's term if the growth on private land and statements that has risen while this administration is -- stuart: what i'm getting at is something concrete. is it going to be two years of total stalemate, nothing happens or can something positive happen to get the economy and our society going again. >> i think it is going to happen in congress if there is a republican senate and the republican house. what is the president's attitude? i wrote about this last week in my thursday column in the wall street journal. it depends on the run the president's added to. is his attitude i'm going to dig in, do what i've done, hyperpartisanship, draw the line, keep on the left of my party or is he going to do what

january 6th when there is a runoff required in george shaw if nobody gets 50% of the vote but the momentum is with the republicans and i would rather play the republican hand than the democratic hand. stuart: playing the republican hand. thank you, always appreciate it. quick question, do you think the market will rally if republicans take the senate? >> yes it will. mitt romney became president, the smartest thing would be to buy bank stocks because he would have repealed the dodd-frank or tried to repeal it. i think it will but the question is the president. does he do anything about the economy and obstructionism is kind of good in this sense. it will prevent him from doing anything crazy and that will be a factor in the market but the biggest factor in the market by far, i keep saying it, the fed. the fed is deadlocked between the hawks and doves, janet yellen wants to keep printing, hawks like richard fisher wants to raise rates and if the doves

secretary of the united states saying climate change is something worthy of our attention right now? are you with me on this? >> i with secretary hazel on this. i think he has overstated it a bit. our military has to be able to walk and chew gum at the same time. you got to separate the military's long-term mission from the insanity of this administration. i certainly don't like the term global warming but i like the term climate change because as you know very well, climate is very. in shakespeare's time we had the little ice age, it was much colder some point is this. our military is good at planning and has a plan for every contingency and they would be derelict in their duty in the pentagon if they were not considering for instance the possible rise in sea level could create a crisis in low-lying countries around the world. it can affect everything from maritime policy to how we maintain our aircraft.

sandra: stuart: but why now? he to a conference in peru and talks climate change with everything else going on in the world. surely that was a politically timed event. the president wants to shore up his green support for the forthcoming election so he said the defense secretary not to talk about isis and our failure in bombing them but climate change which may be a threat way down the road. >> that i am with you on because certainly the timing seems politically motivated but the military has to plan for everything. the president is very concerned, he is trying to really win that nobel prize and stuff like this and with the reckless reckless deployment of 4,000 u.s. troops to west africa, to counter ebola, that is what he thinks our military should be doing so i am differentiating between the military's need to plan for contingencies and the administration's craven politics. stuart: i want to change

subjects. i understand baghdad is clearly under threat. isis forces all-around it virtually. what happens if baghdad falls to isis? >> i don't think baghdad is going to fall to isis although it is a possibility. what you are going to see is a blood bath once isis gets in there. the iranians will shore up the shechem alishas primarily in eastern baghdad. you will see -- it has to be a really nasty mess but ultimately the ruins will be divided by the tigris river which runs through baghdad. each of that will belong to the shiites and iran, as far as losing control goes and may well be a sunni extremists and i feel like i got to tell you, one of the most stupid disgraceful things we ever done was build the largest u.s. embassy in the world in baghdad at a cost of
