you can follow us on twitter. and you can email us "the independents" at foxbusiness.com. for matt welch and kmele foster, i'm kennedy and good night. ♪ lou: good evening, everybody. one day after president obama said that he would consider creating a ebola czar position, the white house announcing the appointment to take up that newly created post. a longtime democratic political operative with no background in medicine, or public health or the management of large organizations. in fact that apparently did not please the director of the national institute of allergy and infectious diseases treated doctor anthony fauci. >> you think that there should be a ebola czar reign.
10:01 pm
>> i can't answer that. but i take care of patients and i do my job. other people do their job. lou: the white house infuriating many with its indefensible refusal to not order it now and travel from west african countries stricken by ebola vmax is at this point our core priority is protecting the american public, we are not going to put in place a travel ban and that is because as described, putting in place a travel ban could have a pretty perverse effect on people who are seeking to travel to this country and it would give them an incentive to not be candid or honest even about their travel history. lou: thomas eric duncan enter the united states only by lying
10:02 pm
according to some. there was no travel ban in place then or now. the obama administration is clearly not putting the protection of our public health as its principal priority. here is the map that shows the african nation that has been restricted travel from the of ebola affected nations. more than 25 countries have done so. we will be taking up the administrations response with leading medical and public health experts tonight and also we will be bringing you some much-needed good news about wall street. stocks finishing the day sharply higher and the dow jones up more than 260-point. the question now is on the minds of many investors and we begin now in atlanta where the centers for disease control is carrying out what is believed to be a heavily flawed response to ebola in this country. we have jonathan in atlanta with the report.

>> the cdc is trying to tracked down passengers who may have been on the flights that amber vinson took to her destination as well as a return. officials say they can't rule out the possibility that she was already experiencing mild items, including a low-grade fever while flying across the country. >> son who has been in close proximity or has treated these other people. they would go out reporter: rick perry says he's urging president obama to create a no-fly list. thomas duncan was a liberian national debt was diagnosed

first. this woman is considered low risk and shows no signs of the disease, authorities refuse to allow her to make a scheduled stop in cozumel. and just late last night, the nah doctors say that her condition is fair and stable. >> we fully intend to have this patient walk out of this hospital and we will do everything we possibly can to make that happen. reporter: while all patients are currently in high-level medical centers with specialized containment units, public health officials say that all hospitals and it takes potatoes attention to detail. it has also taught us that health care workers really need to practice putting on their

10:06 pm
an obama policy that was ripe with mismanagement and waste. washington correspondent james rosen has the report. >> in selecting his response corda nader, a former chief of staff to vice president gore and vice president biden, president obama wanted someone with extensive management experience enact what we were looking for is not a ebola expert but an implementation expert. and that is exactly what he is. reporter: but a number found the claim of experience wanting. >> the american people are trying to have more common focus and this is a job at the cdc that they should be doing. the white house cited claims that the 830 billion-dollar stimulus program depending on whom you ask aided or impeded
10:07 pm
the country's recovery from the great recession. obama aides also said the appointment was no rebuke to the job homeland security adviser lisa monaco had been doing in coordinating the response. rather they said they will be able to devote 100% of his time to the effort. >> when exactly did it dawn on president obama that she wouldn't be able to devote 100% of her time to the situation? >> the president has been a significant amount of time with this team who is responding to this particular situation. and he has been carefully assessing the response that has been in place. reporter: president obama also had on his team this woman, serving since may in the newly created job of policy implementation chief of staff and an assistant secretary for preparedness and response, doctor nicole lurie, whose job it is described as to lead the nation in preventing and
10:08 pm
responding to and recovering from the adverse health effect of public health emergencies. >> we are here to help individuals and communities get prepared. so that if anything that happens, they are ready and they can recover as quickly as possible. we are here to help them plan for that and we are here to help them do that and we are here to help them recover four when asked if ron will be drawing a salary, they had no answer at the white house. they said that he will begin his job soon and stay on the job an estimated five to six months. lou: thank you very much. james rosen from the white house. new reports on the u.s. military efforts to fight a bola in west africa. according to the daily beast, those in the hot zone are only given four hours of training before they come back to fight the epidemic. but worse, 500 of the soldiers
10:09 pm
have been held up in liberian hotels while the military is building infrastructure on the ground. the number of troops going to west africa is expected to climb to 4000 within the coming weeks. turning now to the war on terror and the islamic state, kurdish officials in kobani tonight claimed the radical islamist terrorists are in retreat. u.s. officials estimate nearly 400 islamic state terrorists have been killed since the campaign began a month ago. senior foreign affairs correspondent on the turkey syria border with our report. >> has this been stopped? fighting continued between isis and the kurdish defenders but it was still down. sure is still hold 20% or more of the town, some claim that the militants are in retreat. if they are, it is in part because of this. the u.s. airpower.
10:10 pm
>> we have been seeing more u.s. air activity in the skies over kobani, well over six years here just since monday, reckoning that is the difference ball into the hands of the terrorists and still being defended by kurdish militias. sixty-six airstrikes to be exact this gentle things that it is working and what that. >> the enemy has made a decision to make kobani his main effort and what you see him do in the last several days is continue to pour manpower in into that effort. now, michael is to defeat and destroy isil. >> as for rock, they continued to hit areas and the iraqi army disappoints. some say it is still a work in progress. >> what they are able to get a better handle on the situation inside of their country and regain control of their border,
10:11 pm
that will help to localize the problem a bit more. reporter: in kobani, they continue to face surprises. the pentagon says they can't confirm that. these refugees from kobani appreciate airstrikes. but wish officials would let them back in. turkey is still not trikes. but wish officials would let them back in. turkey is still not getting involved and is controlling the border. these airstrikes are helping, this man says, but we really don't need planes, we want to fight ourselves against isis. "fox 5 news". lou: thank you very much, greg. general john allen maintains that turkey's objectives in regard to the islamic state are
10:12 pm
the same as ours and other coalition partners despite turkey's refusal to fight on the battlefield or fly airstrikes against islamic state targets. president obama refuses to restrict travel from western africa and the administration confirms the new ebola czar isn't all about public health. >> it's not solely a medical response. that means that he is the right person for the job. person for the job. >> to health can change in a minute. so cvs health is changing healthcare. making it more accessible and affordable, with over 900 locations for walk-in medical care.
10:13 pm
and more on the way. minuteclinic. another innovation from cvs health. because health is everything. [ female announcer ] we love our smartphones. and now telcos using hp big data solutions are feeling the love, too. by offering things like on-the-spot data upgrades -- an idea that reduced overcharge complaints by 98%. no matter how fast your business needs to adapt, if hp big data solutions can keep wireless customers smiling, imagine what they can do for yours. make it matter.
10:14 pm
10:15 pm
lou: president obama once again being called out for his misstatements and misrepresentations on obamacare. "the washington post" fact checker taking issue with this claim. >> if we hadn't taken this on
10:16 pm
and premiums that kept growing at the rate that they did the last decade, the average premium for family coverage today with the $1800 higher than they are. now, most people don't realize it, but that is $1800 that you don't have to pay out of your pocket or see vanish from your paycheck. it is like an 1800-dollar tax cut. lou: the president is using fuzzy math and there are many other factors at work in the health spending slowdown and u.s. standards for protecting health care workers from ebola, weaker than most in west africa. weak, but according to the leader of a group treating victims of the virus, the group
10:17 pm
samaritan's purse stating that we are not comfortable with the centers for disease control and prevention. joining us now is the chairman urologist of lenox hill hospital, doctor david samadi. it's good to have you with us. >> dinky for having me. lou: we also have doctor aileen marty, professor of infectious diseases at florida international university. health care workers can't trust the cdc protocols, should the american public? >> it is a critical issue. there is no real leadership going on in liberia and this is escalating so rapidly, managing the body, getting rid of problems. changing the ritual of what we used to do and what we need to do at this point.
10:18 pm
and so whatever the guidelines are, it's not getting through to health care workers over there. we are also losing a lot of health care workers and so until some leadership appears on the ground, unfortunately we are going to have a lot of issues coming up in the near future. lou: doctor aileen marty, what are your thoughts? >> we do need a coordinated response and i think the united nations and the world health organization have spoken to that as well, that we need a coordinated response, international response for this entire outbreak because it is of international concern. lou: the appointment of a man who has no experience in managing a large organization and no experience in medicine. >> is a mixed feeling about
10:19 pm
this. and i think at this point the popularity of the cdc has gone from 65% in may to about 30% and they need someone that can make a real executive decision and if someone has been exposed location such as mr. duncan who has indirect exposure, one should make a decision that no one is going to get into this. hopefully he will be able to make those decisions. lou: the favorable ratings have just plummeted. there is a huge credibility gap at the entire administration. but now the cdc at a time when the work is most critical, there is very little public trust. it will be the impact? >> the impact of the lack of public trust for the cdc or the impact of having implemented a
10:20 pm
ebola czar? lou: either one or both, as you please. >> first, let me address the ebola czar issue. it is a complex and multifaceted problem because it's a very dangerous disease that has to be contained. saying that, it still should be headed by someone who's experienced is primarily public health or medicine and then have advisors that can help in those other aspects. that would be my particular preference. but in terms of the other question of the cdc, i can tell you that my personal experience working with the cdc overseas has been outstanding, they have done outstanding work and i'm very sad to see that that hasn't been what we have been seeing here. lou: i think it is disappointing for all of us who have worked with the centers for disease control, covering stories and
10:21 pm
the medical community itself. but the fact is that the american public itself is just not being served as it has every right to be served. one of the things that we are hearing and we hear it throughout the day, don't panic over ebola. and the stock market for crying out loud. this is a deadly serious virus and we have people thinking this virus is already having an impact on our economy. >> i am glad that you brought this up. about a month ago or so, i talked about winning the travel out of that country. the principle of infectious disease and i hope that we would also make a comment on this, is to really and contain the word starts from .0. and so this travel ban is a medical move and we are sending a lot of troops and we should
10:22 pm
have a multi-ingle approached us. stop the flow of some of the patients outside the country, make sure that we contain medicine at the same time we have to prepare ourselves with the vaccine. so we have to be able to put some ebola treatment centers right here on the ground in many different states. you talk about this not being prepared today to handle these large valium of patients coming on the ground. it's also a national security problem as well as affecting a business structure. so we need to move quickly and with great executive decision so there are no doubts about it in the future. lou: doctor aileen marty, i just want to talk about this, doctor david samadi has a long call for the travel ban to your credit in my judgment. door david samadi, you get the last word. perhaps your view on that travel ban and what we have to do to assure the american public that they are safe.
10:23 pm
>> i think showing the american public is critical. i think one good move that was made yesterday's the establishment of the emergency operations center. th is something that we desperately needed to get started now that the situation has been going on in the united states. i'm afraid the cat is out of the back bag as far as the travel ban goes. in reality we have to start thinking of other ways in which we can control what is going on right here and we have to pay attention to what just happened with the cruise ship that went to mexico and how other countries will respond to us if we, as the leader -- lou: does it not seem entirely with ational but the governor of mexico would not permit the landing of that ship imap i certainly hope that our authorities would not permit a ship with possible ebola victims
10:24 pm
aboard. that's utter madness. >> i totally see your point of view. what i am trying to point out is that other countries are now viewing our nation isn't at risk nation for tha and so we have to be very careful what kind of decisions we are making as leaders the free world. it's been interest in. lou: i would hope that our entire public health structure and system in this country would put the absolute safety is a priority and the well-being of the american citizens first. doctor aileen marty, doctor david samadi, thank you so much. >> thank you. >> than you. lou: now it's time for the location of the evening. a quote that we found relevant in light of the president refusal to orderhat travel ban from western africa. president andrew jackson once said that any man worth his salt will stick up for what he
10:25 pm
believes is right. but it takes a slightly better man to acknowledge instantly and without reservation that he is in error. coming up next, brand-new report reveals the truth behind the obama dror. coming up next, a brand-new rert reveals the truth behind the ama deportation policy and we will take up that issue and just h open our borders really are coming up next. are coming up next. stay with
10:26 pm
when folks think about what they get from alaska, are coming up next. stay with they think salmon and energy. but the energy bp produces up here
10:27 pm
creates something el as well: jobs all over erica. engineering and innovaon jobs. advanced safety syems & technology. shipping and manufacturing. across the united states, whenen we set up operation in one part of the country, people in other parts go to work. that's not a coincidence. it's one more part of our commitmento america.
10:28 pm
lou: cdc director tom frieden addressing what he called porous borders to cntain the ebola crisis. listen to him at a house hearing yesterday. >> right now we know who s coming in. if wtry to eliminate travel, the possibility that some will trav over land well mean that we may not be able to do multle things. we won't be able tocheck them for fever when they leave. >> may not have a record of where they were beefore, in ample eight passpt or travel status as they travel from one country to another in a.
10:29 pm
>> borders can be porous. especially in this part of the world. lou: well, you did fllow all of his reasoning. next gut says it's obvious that we need both a trael ba and the visa a visa n from all ofhose countries. joining us now is contributing editor heather macdonald. we jst herd two doctors arguing over this travel ban. one avor and 19. aileen marty echoing tom frieden ana strange piece of reasoning. >> the publicshould gie no deference to the public health establishment. it has been taken over by political correctness decades ago and has been placed its miion of protecting the public with t social justice missn. and so the argument that we are given against a travel ban violate the fundamental tenets
10:30 pm
of public health, which has always been isolating te threat and not letting it come an and in this se it means not letting people at pose a risk of bringing ebola in and not as easy as ay to stop this. all of the reasoning is flawed. they say the best way to treat it is at the source. ll, at is going to take decades and in the meantime we have to otectmerica now. lou: dotor tom frieden acknowledging that our orders ar porous. and thos eric duncan been lied to get into this country, as if there were rda band to get into this country. i cat even imagine grown men and women king such arguments. it is preosterous. >> we are seeing these very dangouous individuals of the
10:31 pm
mentality and the takeover of public halth by social justice. these are not theoretical problemsny longer, they are very real. lou: very real and life-and-death issues that confronts. to that pot, t new study and i am almost in shock as i say here speaking to un this issue. the migration policy institute has found 95% of those depord, let'put this up becausehis is stunnin stuff. finding that 95% of those deported -- do we ve that full screen? ay, 95% of those depord between 20 nd 2013 had criminal records. demonstrating justow the obama administration is failing to hilight w the truth is vastly dferent thanhat this ministtion has been
10:32 pm
claiming. the migration pocy institute is not a parisan rganization. >> sometimes the facts demand attention. the study says even the 95% ha criminal hisories or multiple -- which puts themn a felny category anyway. but this pves -- a if we needed further proof, thatthe migration vocacy establishment ies. ey have een trained as of family values, law-abiding immigrants that are being hauled aw by the administratn. but in fact the only pople that faced any risk ofdeprtation or criminals at this point. if we cut that fther, those are the ones thaare going to betang. lou: 167,000 we ow by the timate have iminal illegal migrantslosing our society righnow.

in fact, the administration on this andhe mny isss as ged a cmpaign of disiormation against the american peole. the are outright lies onthe issue of illegal immigration that they have originated and sustained now for almost s years. always good to s you.k you a >> thank you. lou: a sad mistone for the faly of andre tahmooressi. he has been held in mexico in prison for 2 days and not a single comment from president obama. are coming right back. >> is the president putting up a arantine? a lifelong democratic political operative and the governnt response to ebola. response to ebola. ananananan so ally bank really has no hidden fees on savings accounts? that's right. it's justhat i'm worried about yokn "hidden things..."
