ashley: the obama administration allowing non-americans to come to this country to be treated for ebola. this according to a memo obtained by fox news. joining me now is diane black, a registered nurse and member of the doctors and nurses caucuses, thank you for joining us tonight. you're honestly more than qualified to talk about this issue. and i want to get your reaction to this memo which recommends it devises a system for ebola affected noncitizens into the united states, as long as they are otherwise eligible for medical of acture countries inte united states. the reasoning the u.s. needs to show leadership, at least that is what we are being told. what's your reaction to that? >> i cannot even believe that the administration is entertaining that cannot even t the administration is entertaining that thought.

beginning we have been putting out informatio as though they knew everything exactly about this virus. as a health care field we knew that we still have a lot of things we don't know about. so when you have this great confidence and then you find out that most of what is being said is not true when they talk about being prepared, that was not true, when they talked about the way in which it was going to be handled in this country, all of what they have been saying has just been changing over time. the truth of the matter is that we don't know fully about this virus. it would be helpful if they said this is what we know at this time and we are going to keep you abreast of what is going on and that the number one priority

to traveled to west africa to be a volunteer there, i know and understand fully that that would be what i have to do when i came back to this country. and so i'm disappointed in this that she didn't accept that she needed to be quarantined until they found out that she was safe. i believe that we should be quarantined people for at least 21 days and that you can argue about this in their home, i happen to believe that they are in some facility where they can be watched. but we should be look at the latest doctor mccain back. is that the beginning of the signs and symptoms? we've been talking about this but everyone who has talked about this virus has said the very first thing they felt was an extreme amount of tiredness.

foreign militaries and also foreign government. so this includes the targets in order to probably get policy intervention. the other side of the tools that they have been using since 2007 looks to be the work of professional development. ashley: interesting. do we know that this is the russian government, are these just criminals? is that the russian government paying criminals to get the information? what is your sense? >> what we are seeing looks to be the work of state espionage. we don't see any financial targeting and they are not taking credit cards but targets that would yield state secrets and that's a key distinction between what we see with the chinese. where the chinese have profiled these before. focusing on getting intellectual-property tax that would benefit stayed on enterprises and companies in china. ashley: the fact that this is uncovered, did we wipe out of

nowhere and we will have to come up with something else? >> no, as with many of these groups, the persistent threat groups because they are persistent, they are willing to take the time and put the resources and for years to continue to do what they are doing. ashley: how do we combat this meant we have to remain vigilant, i am sure. but it seems to me that much like the authorities we are one step behind these people. is that unfair or true or not. >> i think that the way that an organization can best start to think about what they can do is think about what they have for aspects. so what do you hold dear? your intellectual-property? the communications of your executives? is it your reputation and your brand credibility? then start thinking broadly about how you create mixes of products and services and the right people and team romney organization to have that defense and create the best and

americans believe that country is headed down the wrong track, and independence who are leading in droves, so you have independence our way, you have republican who come out in midterm elections, the perfect storm for a republican route. ashley: interesting, would you agree mercedes? what is going to get the det democratic vote out now at-this-point, we know that president is on a 6 state tour, but all to gubernatorial races. the toxic president is not getting involved in senate races. is there anything that be upset the apple cart? >> well, i think we all feel confident that the republicans should gain a senate majority in one of the polls that 65% confident that republicans would win come tuesday with that said, when you look at early voting in states like north carolina for example, the democrats have a little bit of an edge.

so, we should not take it for granted, and republicans we have enthusiasm on our side, it is a very antiincumbant year that could cut both ways a little bit. i think that we're hopeful that the republicans can take senate majority but looking at states like kansas, a crucial state to determine whether harry reid is staying in or getting out, this is a republican state, it is such a close race, this is a moment where republicans and kansas can stand for roberts and make sure that harry reid gets out of senate majority. ashley: is the republic party doing a good job about getting their message out, or is it what president of united states is not doing. >> you with not win an elect being negative alone, american people know how bad things are, they want to know how good things can be, not enough to be against something, you must stand for something, i think that republicans are doing a better job telling voters, where
