in. everything we believe in, they hate. they don't disagree. they hate. they think if you didn't come from europe 30 years ago, we shouldn't have immigration. some of them believe that slavery isn't over and that they won the civil war. >> okay. these controversial statements all coming as the washington post upped the republicans odds of winning to 95 percent. we'll take it all up here tonight. also this evening, another disaster for the commercial space industry. spaceship two exploding in the sky o in the ma jav desert during the a test today. >> space is hard and today was a tough day. landrieu's campaign has hit rock bottom. >> she's lashing out because she's frustrated. >> some african-americans have been walking out of presidential appearances. high african-american unemployment are seen as further threats. democrats need to inspire the african-american turn out. >> when you look at the percentage of african-americans who make up the vote, 21 percent in north carolina, 30 percent in georgia, it's a big deal that we have large numbers of african-americans turn out and that, quite frankly, is what makes those states so competitive in the south for democrats. >> over a month ago, the ye shall black caucus targeted louisiana. >> it's on our list of the states we will focus on. the black population is almost 30 percent. in a race that will be close, clearly we tip the scales. >> women turned out big for democrats in 2012. this year, g.o.p.

applicable dynasty overcome the votes that mark pryor cast that have come to haunt him. >> did you vote for president obama in 2012. >> i did i'm disappointed in some of the things he's done. i think he's lost opportunities. >> the real clear average of polls shows mark pryor seven points down. and has moved arkansas into the likely republican column still the mark pryor campaign say they have the data that shows he will preveil on tuesday and win a third term. that would appear to be an awfully big hill to crime. >> thank you very much for that report. turning now to efforts to prevent a potential outbreak of ebola here in america. a main judge today ruling in favor of of a nurse who treated ebola patients in west africa and defied a state imposed quarantine by taking a bike ride

yesterday. the judge initially ruled that casey hickox had to stay 10 feet from people. then he reversed course and said she can come and go as she pleases. as long as she's monitored and let's health officials know where she's going and immediately notify authorities if she does appear. >> i'm satisfied with the decision. the three points he recommends that i abide by are three points that i believe is part of this good comprise we can make. >> mane's governor said it's unfortunate the restrictions were eased, but the states will follow the law. the federal government saying that airports screening for ebola has shown up few cases. just eight travelers from west africa have been taken to a medical facility, that's out of more than 1200 passengers that have undergone the screening. that is unlikely to satisfy i critics calling for an all-out

travel ban. the centers for disease control creating confusion. the cdc had to pull a poster from its webster website claiming ebola can be transmitted by droplets by a sneeze. a governor watchdog is slamming the bureau of alcohol, tobacco, and firearms, the group says the agency is -- by allowing a suspect to smuggle grenade parts into mexico in a case troubling similar to the gunrunning scandal. operations fast and furious. they intercepted him and allowed the grenade delivery to occur. then they had opportunities to do so in 2010 and again in 2011. some of those grenade parts were used by drug cartels to attack police there judge, and congressional investigators are demanding additional

former advisor to bush, leslie. and al gore, thanks for both being here. democrats turning to old reliables. bill clinton hitting the campaign trail in georgia for michelle nunn nun. nunn in a virtual tie with david purdue. will clinton be able to to do what apparently president obama can't do. let's start with christie first on that one. christie, what do you say about fill? >> i think the reason that michelle nunn has had some success? georgia, and i expect her to take the win there, which would be phenomenal is because she hasn't played by the traditional democratic playbook. she's really, really tuted her independence showing her in ads with george bush and also she has obviously the strength of her family name. people remember sam

nunn. so she's able to campaign with bill clinton. but, again, it's because the south is a little bit of a playing ground when bill clinton was coming out of hope, arkansas. >> how toxic is the president. >> extremely toxic. you're seeing a lot of competitive democrats who are running away from the president. that's never a good sign. it depresses the base in terms of the vote. but also the money. the cash register is not ringing on the democratic side. the polls are going to be misleading. you'll see a surge of very enthusiastic g.o.p. base. and have a very competitive red map so to speak. >> is it all about voter turn out. >> absolutely. >> do you worry perhaps the democrats can get a last-minute surge themselves, that could happen? >> it's a day late, dollar short for democrats. they were disappointed from everything on the crisis increases from the perspectives of obamacare. the economy has not

recovered in the way the president hoped. a lot of the president's promises fell on deaf ears so to speak. >> christie, some good points. regardless of turn out, how frustrated is this eelectrictory ate. are they disappointed on -- the threat the of isis. the ebola scare. it's fearful. i would think would favor the g.o.p. >> that's right. i think fear does actually favor the g.o.p. i do think that with most of the news in october being about ebola and isis, i think that actually does work in the republican's favor. i don't think necessarily think it disappoints democrats. i think it could potentially depress turn out. so -- but, you know, we don't know. and the fact is that we're three days out from the election. a lot of these races, including the ones you pointed out, but also in other states are still tied. which means it's

possible still for democrats. you would expect that if this were the case that this was going to be a wave election then a lot of these races especially in louisiana, arkansas, et cetera, would have already pulled away. >> that's a good point. what do you say leslie. and i want to ask you before we run out of time, how successful can the g.o.p. in being a more attractive party to minorities and the women vote, which they have traditionally suffered with. >> how long do we have? we don't have that kind of time. i think the inroads are being made. they're being made in not only grassroots support, but also in recruiting top level candidates. linda garcia, statewide hispanics that are winning across general locators. which is important. we're not winning in minority districts. (?) we're succeeding across all sections. democrats, independent conservatives, economic

conservatives, social conservatives. this is an important step. it's a long way to go, but we're going to lead with our candidates as well as the boots on the ground. >> christie, okay, i know what way your loyalties lie, but can the democrat save the senate or is it a lost cause? >> i don't know. we'll see. i think there's a lot of depression on my side thinking it's probably a lost cause. like i said, the polls right now. we don't know and i think it's about turn out which democrats have traditionally been better at that. better at targeting, data, fingers crossed. >> you seem a lot more confident. >> the republican party has spent a lot more money into data technology. 90 percent of the data they're getting on the ground is is now digital so they're doing a lot more. >> we'll find out soon enough. thank you both for being here. we appreciate it.

>> coming up here in moments, controversial new vote collection tactics in some states and new votes of illegal -- all of this just days before the midterm elections. we'll have a full report straight ahead. foreign fighters joining islamic state terrorist on an unprecedented scale. fox news analyst willie fair to say who is also author of the lost spring. and are l lead the rates of foreign fighters has not slowed to the start of the us led air strakes. more than 15,000 foreign fighters have traveled to those countries to join the islamic state. i guess the first question is, what needs to be done to stop the flow of these foreign fighters? >> you are absolutely

right. these are numbers unseen and unheard of before al-qaeda at its ape exhad about 25,000. 50,000 only in iraq and syria. (?) and this is what we know about. what to do about it, number one, we need to make sure that we are degrading isis the ground. these fighters are coming to join isis. if they don't find isis, they will go elsewhere. that is not something we're doing. isis is still fighting in kobani. still threatening baghdad. second, we need to have a better -- against the travel of these jihadist from the west from other parts of the world into the middle east. >> there are reports that top military leaders in the pentagon are becoming increasingly frustrated and upset with constraints put on them by the white house when it comes to dealing with isis and frankly for training a new syrian rebel army. you know, without that, we're not getting the

intelligence back in the fight against isis. >> the problem is the administration, probably the white house in this case as these reports are mentioning are managing the tactical issues. this is not given completely to the military to do what they have to do because of the concern with regard to the islamist movement, jihadist movement. the vetting process. so it's not really a serious confrontation with isis. it's striking at isis, but making sure we're not going full-fledged because of political complications. it seems like the relationship with turkey is not completely well and it seems like other arab countries including egypt we're having problems with. and egypt is important in this battle. >> would you say that isis is basically going to win. it certainly is not going to be slowed down that much. >> look, isis is not being contained enough. it's being thrown down on some of the fronts.

for example, they did not take down kobani. they are still in kobani. they are still in the third in syria. third or more of iraq. and more jihadi organizations around the world, are declaring their allegiance to isis. so, no, the campaign at this point in time did not change the direction of the battle at this point in time. >> secretary of state john kerry saying yesterday that, you know, the us should be reaching out to russia and iran among others to seek some other new political negotiation. would you agree with that? >> the russia part, we can find some common errors that would have the problem with the czech and the jihadist and that could be done, but with iran. iran basically is waiting for us to weaken isis and come and replace us. who will -- the assad regime, hezbollah, and the iranian allies, it would be a strategic

mistake to reach out to them for syria at this point in time. >> how concern are you that while we're seeing the fighters going into the middle east to join that cause, are you concerned some of those may come back and launch attacks from their home companies, the so-called lone wolf terrorists that can do a lot of damage. >> you're absolutely right. this is what i call the round world trip jihad. these trips are designed to train them, have them part of the fight and reinsert them in the battlefield. not necessarily in the same town or city. these guys are going back to the west, if not directly, they will train other people unfortunately. >> so what is it about isis, willie, that is so mesmerizing to these people who are lost in the world and they suddenly find this cause. why is it so appealing? >> there's a general

mistake we make about isis. we think isis is creating those jihadist. >> these people have been created in the past five, six, ten years because of indoctrination. the real question you're asking is why are they rushing to isis. why are they shifting to isis. because isis is showing land. it's showing a map. something that al-qaeda has not been able to do. an actual faith on the ground of reality. >> what's the next move, willie. the us should be taking to try and stop this group from advancing any further. >> we need to change our policy here in washington first. we need to continue the campaign, intensify the campaign and go very quickly in vetting the opposition on the ground and work on them. we are way behind of the curve here. >> with that sign of that changing. thank you for joining us here tonight. appreciate it. okay. staying with the international news.

russia and ukraine reaching a deal to get natural gas shipments flowing back in the ukraine four months after they were shut off. the deal was sealed after months of intense negotiations broke in the european union which relies on russia one third of its gas imports much of which is through ukraine. the agreement will only be stretched to march. we'll see how that works out. >> the sacred right of all americans. a single vote to being degraded by voter fraud. noncitizens voting. but what can be done to protect your right to vote and who is trying to silence your voice? next.

flight. it was trying to get to the edge of outer space. more than 700 customers have paid more than a quarter of a million dollar for rides that would begin next year. maybe not now. orbital science revealing that the rocket explosion on wednesday was in part intentional. the space flag company claims that the engineer triggered the system after determining that there was a problem from the rocket reaching orbit. the rocket was destroyed before it reached a populated area. >> eric frein will face the death penalty. the 31-year-old was apprehended last night after alluding a manhunt for two months. the analysis of his computer had shown that he had been planning his attack for years. samantha powell is self-monitoring after coming from west africa.

so much expectation that he would violate the law and create a unilateral executive amnesty so i don't know if we're seeing the response to that. as you say, we've merely made up lost ground. back to the approval rating of 2006. that having been said, obviously the more we can convince latinos that the republican party offers a legitimate alternative to democratic policies, the better. i would assert the way to do that is not to pander to the illegal alien lobby and go along with the idea of jeopardizing the rule of law with an amnesty. >> which brings me to my next question what are the chances an amnesty bill will get through if the republicans take the house and senate. is this something you believe that the president will try and leave as a legacy. >> oh, absolutely. he's told us that he

will. it's absolutely shameless. he said i'm not going to do my unilateral executive action before the elections because it would be so unpopular and jeopardize the democratic hold on the senate, but i'm going to do it right after. and he somehow thinks that voters are so stupid that they'll go along with this. let's be clear, the constitution said the president shall faithfully execute the laws. there has to be a law to execute. obama is creating law on his own. this is shamelessly unconstitutional. >> are you surprised or perhaps disappointed that a number of the republican establishment have not been outraged as perhaps you think they should be. >> i am continuously disappointed with the republican establishment. they do not stand up for what should be their core function, which is to support the rule of law. and they simply are so desperate in the idea that the latino vote is a massive republican vote waiting to happen.

which i think whether or not that's true, you cannot sacrifice your principles to politics. >> traditionally that is not the case. poll after poll shows that the vast majority of latinos support big government programs. they are the biggest backers of obamacare, for instance. >> would you say you're very connected to california than what was seen in california as a forereturn of what could happen to the nation as a whole mass influx of illegal aliens. >> you're right. california is the predickor of the country. >> what is the worst of that impact. >> ever increasing social costs. governor brown passed an 8 billion tax increase to pay for the cost of educating low skilled, the children of low skilled illegal aliens that aren't learning english adequately. their academic skills remain atrociously low.

they have to raise taxes further and further and redistribute tax money to schools with high proportions of so-called english learnsers. >> it's a huge topic. thank you so much for being here. okay the new report in the washington post says justice department investigators have all, but concluded they do not i have a strong enough case to bring civil rights charges against darren wilson in the august shooting of michael brown. the case simply doesn't meet the high legal threshold for a rights prosecution. it comes after two days after eric holder called for wholesale change in the city's police department. the comment the police chief blasted as irresponsible. the st. louis grand jury is expected to decide by mid-november whether to charge wilson in the shooting or not. that decision eagerly awade by small

200 points. all about the bank of japan buying more assets to get their economy going? >> i think that's a large part of it. the bank of japan has done all they can with their monetary policy to get rid of inflation and inject something into their economy. they needed to take an aggressive measure. clearly the markets liked it. i think the last couple of weeks corporate earnings have been coming in way stronger than anyone expected. a few weeks ago when you saw the markets tipping downward because of ebola and all these other concerns. it finally resonated with the past couple of weeks that corporate earnings have been strong. i don't think necessarily you see a full corrections if you're seeing profits at all times high for these companies. >> should we be worried about japan, it's now the last two and a half decade and they're a big economy on the global platform. is this a little worrying what we're seeing? >> they'ved a deflation problem since the 90s,

like i said. i think the markets are very excited about the move today. i hope it will work in the way it's supposed to. as far as us corporations don't seem necessarily concerned about japan at this point. the focus has certainly been on europe and even some softening on china. i guess you could worry about everything. we've seen that over the last few weeks. but i think japan is making the right move. they seem to be rewarded for doing so. >> the us has been the best game in town. the dollar index hitting a four-year high which makes it difficult for exporters and companies with big operations overseas they get killed by the exchange rate. >> as you know the companies in the s&p 500. about 40 percent of those revenues for those companies come from overseas. we're certainly weighing on europe and china. i think right now the stronger dollar is an issue for these corporations. really big names. mcdonald's. you can see their earnings per share down

10 cents for this year due to the stronger dollar. pepsi 4 percent decrease due to the stronger dollar. that's the number one concern among us corporations right now. is the stronger dollar -- you're still paying attention to europe. strength in china although they've been moderating you're getting 7.3 gdp in china. that's been enough to off set weakness. everyone is freaking out about 7.3 percent. it's not the double digits we saw in 2011. so certainly not as strong as we've seen, but enough to off set weakness judge, i want do talk about the consumer based economy. we're seeing gas prices dropping below $3 a gallon. the rest of the country. which i thought was kind of surprising. as we head into the busy shopping season, what are you scppg. >> lower gas prices. should certainly help. consumer spending dropped to an eight

month low. we got consumer confidence which is at its highest. a lot of mixed data. a lot of mixed data amongst the consumers. going forward the next few weeks we'll see some earnings reports over the retailers. that should give us a clearer indication of what to expect. there will be notes in there about what they're seeing got fourth quarter, of course, being the strongest for the retailers in the holiday shopping season. the consumer seems to feel confident though if we see job reports coming out next week and unemployment falls again, that should make the consumer confident to go out and spend more. >> the markets have been volatile. we've had a remarkable week this comes on the heels of a big contraction. where do you see it going from here? 18,000 for the dow? >> we haven't a correction in 40 months. that's longest than the average since the 1940s. the average time we had a correction.

been 18 months. so we're certainly ripe for a correction. the question nobody can answer is what is the catalyst going to be. we've had certainly a lot of worries in the past couple of weeks, but they were not able to produce a full correction. i don't think you'll see that 10 percent correction if you're seeing all-time record, you know, profits. so, you know, is it going to be interest rates. will it be weakening in europe? who is to say looking forward we're expecting double digital profits of the s&p how can the market correct if you're seeing those expectations. >> very bullish indeed. thank you so much. and of course be sure to listen to lou's financial reports three times a day dot salem radio network. coming up kaci hickox tied to -- closer than anyone could have imagined. as the state of mane runs into a legal roadblock while trying to enforce a quarantine. >> personally my life has been rather, you

go as she pleases. joining us now doug burns and mercedes coal win. thank you both for being here. governor of maine expressing disappointment with his decision. as governor i have done he give i can to protect the health and safety of mainers the judge has eased restrictions with this ruling and i believe it's unfortunate. however the state will abide by law. so the question for both, i'll begin with doug. could you coo the governor appeal this decision? could he push it a bit more? >> he's in a tough spot. you don't do a quarantine. somebody gets sick. we discussed this. he's in a very tough position. that's why he's upset. he could appeal i don't think he will. legally i think mercedes will agree the court made what we lawyers called some detailed factual findings which can only be set aside for clearly erroneous -- i don't think they will
