and the white house tonight under fire from a liberal national media. and it fellow democrats after declining to send a high-level official to a massive anti-terror rally in paris is weekend. having the white house admitting that they are wrong. taking all of this up on the program tonight. and we begin with new threats to the homeland. the u.s. military overseas operations in the middle east. hackers claiming the islamic state had a so-called cyberjihad on by attacking youtube and twitter accounts. jennifer griffin has the latest details from the pentagon. >> a cyberattack hit this youtube page are virtually the same time the president was making plans and remarks about the need for better cybersecurity. >> this is a direct threat to the economic security of american families are in and we have to stop it.

and if we are going to be connected, then we need to be protected. reporter: as the president spoke, the official twitter account for u.s. central command which oversees the war in syria and iraq had a banner that said i love isis reclaiming a cybercaliphate showing photos that look as though they had been taken from military web cameras and f150 art here the hackers row, we are in your pc computers and military bases. an official confirmed that account had been compromising that we are taking appropriate measures to address the matter. and fiery images of the fighters, the chairman of the joint chiefs general martin dempsey warned about the cyberthreat in an interview on fox news sunday.

cheryl: the white house today blasting house republicans over department of homeland security funding and amendments being considered this week that would defund president obama's executive amnesty. >> house republicans put forward department of homeland security funding legislation through the end of

fiscal year 2015. unfortunately, republicans have also unveiled plans to muck around with that legislation. this is legislation that funds their efforts to protect our ports and our borders. it provides aviation security it bolsters our cyber security. it improves our counter terrorism across the community. there's never a good time for republicans to do something like this. but right now it seems a particularly bad time for them to do so. >> joining me, tom is president of the homeland security committee. congressman, good evening and welcome. >> good evening, cheryl. thank you. so you heard from josh earnest in that sound bite he says house republicans are mucking around. they say you're using the 40 blan dollar homeland bill and you'll defund his executive

orders on immigration. gut the funding for his executive order for immigration. is that what you're doing? >> it would be nice if my colleagues on the other side of the aisle would state the facts. it's not touching homeland security. it's stopping the president's unconstitutional overreach for amnesty. this is about a rule of law. nothing in homeland security will be touched except stopping him from using funds that should be used on other things. cheryl: where should the funding come from? i know you don't want him to have funding for executive action on immigration. where would the funding come from? >> i know. it's an overreach of executive order. it's unconstitutional. that's why we have three branches of government. there should be no funding whatsoever. the president has the tendency to continue to bring up executive orders. and he forgets that we're the legislature. what we do is we control

the purse strings. we can give it and take it away. we can legislate and if he continues the overreach, we can address those orders such as the amnesty through the courts. cheryl: it's interesting because this could be the year -- look at the amount of veto threats we've already have. keystone, executive amnesty for that keystone pipeline, the veto threats from the white house are fast and furious. is this what we can expect from this congress? we're one week in to this session. >> you heard the president say from the beginning he was going to veto several bills. that's no way to start a congressional two years. simply he -- he said he was going to meet halfway. he was going to talk on things. he's not doing that. the issues that are important as i said the overreach of the president is unconstitutional. we need to secure the

borders. which will protect our country. we need to lower taxes which will create jobs. we need to do regulatory reform, which will create jobs. one of the biggest things is to protect the american people from obamacare. those are the concentrations we should be focusing on. cheryl: and also protect our borders and the american people from -- and i take this from mike mccaul. he said, you know, we should be expecting more paris-like attacks in this country. how concerned should americans be right now that we could be under attack like they were in paris last week? >> we need to be concerned and more vigilant. this country has done a good job to stop the 9/11 attacks. now what we have to do from the federal government and use the resources at homeland security to help train states and locals and to educate people on what to look for and how to be vigilant.

cheryl: i want to get your reaction. no one from the administration was in paris for a rally with 44 countries state leaders from around the world. netanyahu was there. merkel was. it was a whose who. we weren't there. what was your reaction? >> i'm embarrassed. i'm deeply disappointed. i'm vice president of the nato alliance. where i talk to 20 plus people around the world and they say where is the united states? where is the president? we look to the president for leadership and advice. we look to the united states for support to help us defeat terrorism to build the economy. and my belief is that the president doesn't care about foreign affairs or he doesn't know how to deal with it. cheryl: the white house said they'll have this homeland summit and i think some social workers. so that will be their next plan. congressman tom, thank you very much, sir. >> my pleasure.

of american families, and we have to stop it. if we're going to be connected, then we need to be protected. cheryl: but while the president was speaking, the twitter and youtube accounts were hacked by the islamic state. the pages were taken down. not been restored to order. for more on the cyber attack i'm joined by the founder of the maccallum group. bruce, great to have you. >> cheryl, thank you so much for having me on the show. cheryl: their website was attacked while he was talking about cyber security. are we behind the ball? >> not really. i don't see this as nothing more than a coincidence. when terrorists or hackers mess with us they want to make a connection between an event and a hack. they'll say something. the messaging that was released during this comprise of the twitter account indicated that they -- there was no

connection between the two of them. but, you know, at the same time central command needs to investigate this. make sure that their access controls are in place. look at how this hack, how the comprise occurred, and then look at how they're going to go ahead and increase the security measures that they either have on the account or the people that have access to the account. >> but this is the official us -- the -- i don't care if it's twitter or instagram this is why it's so troubling. we're learning more tonight. more details, you know, pro isis messages. the video was that sent. emails partial social security numbers. this hack was broader in scale, it seems. and they'll have to do serious investigations. if we can't protect them, what else can we protect. >> this is comprise of a

social media system, which is not connected to anything at the us central command. while they did post and a lot of the stuff they posted was readily available, open source material, none of it was sensitive or classified. this was clearly an attempt to demoralize our soldiers. and it should be recognized as nothing more than that. a hack in the security sense of the world means they actually penetrated our national security systems. this did not take place. cheryl: part of what the president talked about. we're under the threat of cyber terrorism and physical terrorism. the cyber world the president said this should be a public private partnership to defeat cyber attacks around the world. do you see anything wrong with that strategy? >> no. but the problem is right now the government needs to take the first steps in establishing the trust between the private and public sector. through regulation, and

if they pass some of the cyber security regulation they're looking at like the cyber information sharing act they'll put their foot on the neck of the american business more and more. they have to realize that regulation comes with a price to business and that, yes if they're going to want to -- i think one of the first things they should do is create a national capability that has the ability to investigate cyber attacks because they have the resources of the department of justice and the fbi and then hack back in defensive us companies and show us the consumer the american company that the american government has my back. when that happens you'll see a lot more trust take place between the public and private sector. cheryl: before i let you go, really just about an hour ago there was a posting on facebook, it's kind of gone viral that the hacking group anonymous says

they'll go after isis in the cyber world. you have anonymous who has done a lot of destruction to us corporations going after isis. what do you make of that? i was a bit surprised by that. >> well, heck maybe it was anonymous that took down north korea for maybe those nine hours two or three weeks ago. this is a critical point when you talk about cyber security that you never know who is actually conducting the attacks. and if anonymous decides to go after isis, i mean, you never know who your enemies are. this might be one of those phrenmy points. you never know who your friends are sometimes. cheryl: i tell you what we learn from all this, especially from that attack today. bruce, thank you very much. great to have you on the show. >> thanks again. take care. cheryl: spacex dragon capsule

outlook, moody's chief economist, john. let's talk about i think the oil story. i mean five-year low we're looking at now. >> it is amazing. and right now it looks as though the price of crude oil will test the lows of the great recession. that occurred in february 2009, when it got us under $40 a barrel. we could see that happening fairly soon. despite the fact that today's economy is much healthier than the start of 2009. >> there's eight states that have gasoline under $2 a gallon. on one side of the debate it's low oil bad for markets and stocks. on the other side, this is great for the us economy. as long as congress doesn't come along and up the gas tax, we're in good shape. this will be good for the us economy. where do you stand on this? >> this has to be a positive for consumer

spending. the balance sheets for many households is still stretched. the savings might just go into saving as opposed to spending. we also want to take into account that the drop in energy prices is putting a lot of downward pressure on treasury bond yields. that translates into a 30-year mortgage yield of three and a half to 3.6%. housing sector share prices moving sharply higher. thus far in the 2015 in the anticipation that extraordinarily low mortgage yields will spur home sales. >> okay. we're getting into earnings. this is our time to look inside us companies and see how they're doing. multinationals. and a lot are concerned about the dollar. when you have the stronger dollar, it will hurt the us multinationals. is that something we need to look at? >> i think the market will try to look through the degree through which corporate earnings are -- markets will be

interested in what is going on with corporate sales, both revenue growth and the united states. the expectation right now is that income from continuing operations after growing by nearly 9% annually in the third quarter grows by just 3% in the fourth quarter. of course, if that's true that tells me that businesses are going to be more cautious when it comes to staffing employee compensation, and capital spending. cheryl: i have to ask you this. a little political. the big debate is keystone pipeline. that pipeline could bring, not just the building of the pipeline. most jobs are short-term, but the long-term value, economically of the keystone pipeline to the southern part of the country. texas, louisiana oklahoma are we the map -- >> i think right now because of the drop in oil prices, exploration and production activity has to be sagging in texas, louisiana, they could use this type of boost. and plus, this is --

yeah, in terms of jobs. and this is in long-term national security interest. it's great to have this extra additional access to crude oil from canada going straight down to your major refining region. >> the department of state, the border issue certainly. really quick. jobs in this country. do you think we'll have that labor participation rate change in a positive direction and do you think wages will go up? the market was upset. we worry on friday besides terrorism was the fact that wages aren't rising. >> and they're probably not going to rise. you know, the problem is this. we have a lot of global slack. we have a stronger dollar exchange rate. and labor markets have become increasingly globalized. it's cheaper than ever for a us corporation to outsource computer programming in india. my guess is wage growth

running. he's a detailed guy. i think he wants to be in charge of the committee. and i think this is not that big of a surprise. cheryl: he's young. >> he's young. doesn't have to do it this go around. what's more interesting, the more interesting development is romney getting in or talking like he's getting in. and bush talking like he's getting in. two guys that will not only occupy or be tapping into the same donors, but also the same voters. they're really occupying the same part of the political spectrum which makes it interesting that both want to jump in. cheryl: i'm noti'm not sure those same donors will be with mitt romney this time around. especially those voters in florida that he made the remarks about the 48%. where you have bush with the family name. >> between romney and bush bush does a little better than governor romney. however, could there be

a spoiler? could the two of them get into such a race that there's a spoiler that then winds up being there, just by the sake that there's a race between the two of them. that's a definite possibility. cheryl: there you go. rand paul. what are the spoilers out there right now? >> there are a number of them. ted cruz. rand paul. someone like a ben carson. mike huckabee has made noises. they're occupying very different parts of the spectrum that these two. both former governors. both considered establishment republicans. and it will be very interesting to see. others that may play in this space are chris christie. john kasich, the governor of iowa. it could get crowded. cheryl: let's look at france for a moment. the administration, many are saying this was a huge fumble for the president to not go to that rally over the weekend. what did you make of it? >> well, i'm not as concerned as about the

president. i'm concerned they didn't send someone high level. they had a vice president who did not go. cheryl: eric holder was in town. >> eric holder was in town and secretary kerry was in india. how far is that from paris? a lot of the plans weren't made until the last-minute. to not send someone high level, besides the president, i can't even talk about it. it's unspeakable. i'm on the american board of reporters without borders. this is a huge issue for us. to not have a representative of high caliber from the united states is -- cheryl: you have to wonder if eric holder knew -- he's not a head of state. merkel. maybe he realized he wouldn't get a shot at the crowd. the photo op wouldn't be there. >> i think the white house made this call. it's not a knock on the

u.s. it's a knock on the west. the president has symbolic powers. even after six years president obama doesn't seem to recognize this. this was an attack on an ally. it was an attack on western civilization. an attack on our values. and you would think the supposed leader of the free world would want to stand in solidarity with others pushing that. i believe he's apologizing because of how it looked. because of the blowback. >> we don't know why. they clearly realized they made a mistake. no question about that. and josh earnest today said that in very clear terms. ellen, i have to ask you real quick before i let you go. does this hurt the administration any further? >> well, it doesn't help. it doesn't help. cheryl: all right. well, thank you very much. pleasure to see you both. thank you for being here tonight. that is it for us tonight. lou dobbs will be back
