from lebanon, syria and iraq, to pakistan, afghanistan and yemen. and it's clear why the saudis are on edge as new questions arise about america's role in the region. >> saudi arabia going through a transition. they have real doubts about us whether we will stand by them and reassuring them that we will stand by them and be with them is critical. >> for understandable reasons, given their shared border saudi arabia is particularly concerned about the activities of extremists in yemen. that's why you have seen significant cooperation. >> reporter: the white house is hopeful that relationship with the new saudi king will hold steady. that's in question amid concerns about president obama's effort to strike a nuclear arms deal with the country blamed for much of the trouble in the region, iran. >> the likelihood of success for the diplomatic talks is at best 50/50. the reason they are worth pursuing is they're the best way to resolve the international community's

potential candidates are gathering in iowa a year ahead of the first in the nation caucus, they hope to make a good first impression on the voters of the state. chief political correspondent carl cameron with our report. >> reporter: they've been here before and they're back in iowa ground zero for the 2016 campaign this weekend and home of the first caucuses next year. it's first candidate cattle call of the year and sponsored by citizens united and republican congressman steve king one of the more conservative and combative tea party member of the u.s. house. front-runners, mitt romney and jeb bush are not attending. after their big meeting in salt lake city, neither side reported anything more than a cordial visit. 8 other potential white house contenders will be here to deliver speeches back to back. it's not a debate but there will be plenty of zingers. a coming out party for scott

walker david polians key and mike huckabee's victory in 2008. for senator marco rubio, the forum comes right as he shifts campaign into higher gear. sunday rubio will join the candidate forum in california hosted by the koch brothers funded group freedom partners that will include walker, kentucky senator rand paul and texas senator ted cruz. chris christie has a challenge in the hawkeye state. while christie has controversies to work out in new jersey. insiders say he plans to aggressively campaign in new hampshire as well as iowa where conservatives are suspicious of northeastern republicans as too moderate. by contrast heartland candidate like former arkansas governor mike huckabee are eagerly embraced. he won the 08 caucuses still has a formidable following. rick santorum wrapping within a

five-day tour of the state narrowly beat romney. texas governor rick perry joins the iowa campaign late in 2012, coupled with self-inflicted political gaffes made it impossible to compete. newcomer ben carson draws huge crowds and has volunteers organizing in all 99 counties. historically a majority of iowa republican caucusgoers are self-described evangelical christian conservatives, there will be a lot of hot rhetoric issues, cultural issues particularly tomorrow. with the caucuses a year away, what most of the candidates will try to do is not try to screw it up at the starting line lou. social issues matter. that is what the topic will be tomorrow. it will be what the caucuses are about next year lou. lou: carl, thank you very much as always. can i ask you quickly, you've covered more than a few of these rounds.

what is your sense of the, in and the direction of these early candidates for the 2016? >> reporter: there's a lot of enthusiasm. when you come to iowa the first caucus state in new hampshire, the first primary. there is a tremendous amount going on. i talked to one activist who had half a dozen different interviews turned down a couple of jobs and mentioned candidates. ted cruz is looking for people working, rick perry looking for people to hire here. we've been reporting on this for a while. on the political classes, great deal of enthusiasm. in iowa there are 4 million people, only 250, 300,000 will take part in the republican caucuses. they are very conservative ardent and enthusiastic for the caucuses to take place next jeer thanks so much. i suspect you're not alone in that. carl cameron, thank you. the first round of high-level talks between the united states and cuba have wrapped up. today diplomats from both countries striking a cordial but cautious tone.

the announcement comes a day after ukrainian government troops retreated from the destroyed airport and the embattled city of donetsk. on your screen before and after pictures of the airport that are the focus of intense fighting for months now. at one point, ukrainian government soldiers and russian backed rebels even controlled, at the same time, different floors of the same building at that airport. the u.s. embassy in yemen remains open tonight despite rising chaos in the country. the state department has reduced the number of americans who are asked to work in the country, the pentagon in fact has moved the "u.s.s. iwo jima" and fort mchenry into the red sea. those two ships are in position should an evacuation be ordered. >> the situation is still very unclear, and it's -- we're

monitoring it as closely as we can, but it's not clear right now in whose hands the government is or will be in the future. lou: joining us now retired major general robert scales former condante of the military college and fox news analyst. good to have you here general. >> hi lou. lou: you heard general kirby say it's not clear, i have to say i'm not clear why it's unclear to our pentagon. they've got to have the best possible intelligence what is happening in that small country. your thoughts? >> you are exactly right. i think the situation in yemen is pretty much over. i think the victory goes to al qaeda and it goes to iran, it follows along very much like syria and iraq and other countries in the region.

the administration is trying to put the best face on this. just a year ago lou, they were talking about yemen being an enormous success story and descending into chaos. think of it as early afghanistan where al qaeda will have the run of the place and will be able to plot attacks against the west, using yemeni sovereign territory as they're based. it is a nightmare scenario lou. lou: it seems to be at least in these early days of the post yemeni government, it appears to be a victory for iran, which is pulling the levers and making the decisions as to what the outcome will be. >> that's exactly right. just think of the poor saudi arabians now. they just lost their king. they have a shiite-controlled, iranian-controlled state next to them in the south. they have iraq split asunder. syria under the control

eastern syria under the control of isis. they are sure, we all are quite sure iran is moving out to build a nuclear system to deliver it. i would be uneasy particularly given the fact that the level of support by this country for saudi arabia has been less than it should be for over a decade lou. lou: and discussion of the mosul offensive, we have been treated to reports variously from u.s. intelligence sources, from the pentagon, from nato countries to arab states in point of fact, mosul has been taken, it has been lost, it has been taken, it has been lost. i mean, it is one of the most confusing aspects of the islamic state's offensive in iraq that i've seen. >> yep. lou: what do you make of it?

>> message for the pentagon mosul is in isis hands and hasn't lost control. you can argue they have isolated mosul to some degree. this is the psychological heartland for isis. this is the crown jewel of the looming isis empire. if the iraqis are able to regain mosul, that will have an enormous psychological impact on the dominance of isin its region and might very well over the months to come convince young men flocking to the isis colors that isis isn't winning this war. lou, we are a long way from retaking mosul. the iraqi army is barely able to crawl at this point, and there's not a lot of confidence among the people i talked to in the region that at least in the short-term, the iraqi army is up to it. lou: all right as always good to have you with us, general bob scales. >> thank you, lou.

blasio and los angeles mayor eric garcetti taking their support of president obama's unilateral executive fiat on amnesty to court. they announced today they've filed amicus brief along with 31 other mayors across the country are, in the lawsuit brought by 25 states with republican governors who have sued the president to overturn his executive fiat. the mayor's declaring their support for the president's executive action that gives amnesty to five million illegal immigrants. a few comment news on millennials! millennials who, according to the census bureau are expected to overtake us baby boomers. as the largest living generation sometime later this year. i'd say congratulations are in order, but we're the ones who actually made you. we're the ones who deserve whatever credit ensues, and i'm not sure millennial is the best descriptor for the 75 million folks currently ages 18-34.

literally starting at the end of a campaign, it's a big price tag, lou. lou: a big price tag, and mercedes, i mean bush and romney meeting in utah at some secret meeting. >> uh-huh. lou: and from it, what was the meeting about, and what was the result? >> i don't think we have a clue, lou, but here's what we know is the fact that governor bush set up this meeting with romney a while back ago to kiss the ring to the fact he was going back to the presidential candidate of 2012, and quite frankly, that things have changed. it looks like governor romney is seriously looking into running for president, and it just is creating this divisiveness within the establishment part of the party which going back to marco rubio could create a bit of an opening for him, he is trying to gain the national visibility, and why not throw himself in the mix when the

field is so unclear? lou: carl cameron reporting earlier telling us that the energy is high in iowa, a year before the caucuses the state is already ginned up and starting to greet field that's growing before our very eyes. matt, what do you think is going to happen here? you said it was going to be an expanding field. how big is this thing going to get? >> wow we're going to have more than 12 top tier candidates. it reminds me a little of 1980 when you had a lot of candidates. you had more than one strong conservative. obviously ronald reagan came out of the process, wasn't such a bad thing for the party. lou: not bad at all. >> i think it's a good thing that we're going to have this big competitive process. by the way, lou, there's a lot of financiers of the republican party who are nervous because it makes it harder for them to hand pick a candidate and jam them through. the activists are going to have a much bigger role with this

many candidates. my wife is right -- she's always right -- she says romney and jeb bush, if they lock horns, it could create an opening for another candidate who we're not thinking about as much. lou: great point. >> and i do have to disagree a bit with the love of my life that, you know -- lou: and they put me in the middle of this picture, i notice, right between you two. >> when you have so many candidates it makes it into the grueling, difficult process. >> good. >> hillary is sitting back you go at it and fight all you want, i'm going to be ready to go any time now, and we just can't seem to find and stabilize ourselves as a party, and i think that presents a problem. i think the fact that you have governor romney thinking about getting in. it just creates so much division within the party itself, and i just think it's not necessarily a very helpful process especially for those candidates that we know don't have a chance of winning past

one or two primaries. lou: i'm going to have to say here, matt and mercedes i'm going to resolve this. no, i'm not. you have to work this out on your own. [ laughter ] >> it looks like we're off to a pretty good start here in washington, d.c. with the new party in control of the senate, and the house in an expanded majority. i mean their votes more amendment roll calls. this thing regular order has returned? are we going to see this continue? >> yeah, i think definitely. mitch mcconnell believes, he's an institutionalist when it comes to the senate he believes this is how the senate should operate. this is a democracy, so the minority party should be able to offer up plenty of amendments. so the fact we had 50 amendments on the keystone pipeline in a week which is more amendments than harry reid allowed in a year is a pretty big step. the bad news for people who want to see progress fast in congress is when the senate works the way it should work,

it works very slowly it. means that actually not much legislation will get done, but at least we'll have a fair and open and honest debate. lou: mercedes you get the last word, as always? >> i got to tell you i'm a little more doom and gloom here. no matter what they get out of senate or the house the president is going to veto it. he's going to keep going with unilateral approach which he did so meticulously in november and december, and he's going to careless what congress does. so we can go back to regular order which is a healthy process for the congress but again, i think they're going to be pushed aside by president obama as we've seen in the past actions. lou: at least the moral high ground will have been seized. thank you, both so much. the schlapp family. thanks, matt and mercedes. lou: the dow down 141 point the s&p lost 11, the nasdaq up 7. volume slipping down to 3.6

part of police. he made the statements during one of his interviews with the so-called youtube stars. joining us former new york police detective and fox news contributor bo dietl. great to be with you. >> thank you. lou: your reaction to the decision by the justice department, they threat be known they made the decision not to bring charges against police officer darren wilson in ferguson, missouri. >> in order to get a civil rights charge, you have to have premeditation that you set the whole thing up. let's face it, the incident in ferguson was by a person who committed a crime and he was being arrested. he assaulted the officer it was all there. then we get our attorney general, who all of a sudden puts it in place that this is the attitude of a cop, that it's a racial bias. no, no they're making an arrest on somebody. this is an arrest case, this has nothing to do with racial bias. the same attorney general who refused to do anything with fast and furious, refused to go after the black panther.

refused to go after the irs scandal. all he does is step up and want to do this racial baiting thing saying every incident with the cops, all the police are against racial minorities. lou: now this one captured on video, do we have that video of the dash cam? i mean it's a straightforward case that you can see. however the judgments are made but video of officers telling these two men in the vehicle not to move and discovering a gun, and then -- >> there's also a history here. the officer just happens to be black, that takes the whole racial aspect out of this things are and the officer knew this criminal who did 13 years for shooting at three new jersey state troopers. he was known to him. he knew he was a violent felon.

so when he sees a gun in the car and tells him put your hands in the air. he's fearing for his life. your reaction is what you get. that cop feared for his life he knew he was involved with shooting other cops. now get that gun, take the shot, we have one dead cop and nobody cares. right now that was -- as far as i'm concerned, their actions caused this. when you are placed under arrest you comply with the police officer. lou: let me ask you this as a former policeman and detective why, in the world would there be any assumption on any person's part irrespective of his or her race that they have some capacity some license to simply dismiss a police officer's orders to say stay still. put your hands up. do precisely what i said. >> i think with the two cases that divided this country from the president on down to the attorney general, these are cases where the individuals who were involved with being

arrested, they were committed. wasn't that all of a sudden the cops wanted to make a racial incident occur. this happened placing someone under arrest. if you're placed under arrest, the officer, you comply. you want to make a complaint do, it after the fact. lou: if there is any gray area, with the police officer with typically 9 millimeter pistol drawn with hesitation why is there hesitation is beyond me? >> if you're right or wrong a police officer asks to you do something, you have to comply with it. lou: the president saying police have got to have their prejudices trained out of them. your reaction? >> you know what? when you get the attorney general, first statement said this is a day of regard for race relations, this was his attitude and this is the

the defending super bowl champions know everything they need to know about seattle. at least that the point there's a drought of stories in a week which there's no football game. a story like this, this is the worst possible time for this story to pop up if you're the new england patriots and if you're the nfl, because of the void, the vacuum that's created in the week that there's no game before the super bowl. lou: in no way do i want anyone in our audience to think i'm minimizing the profound nature of the events that have occurred here but i have to say to you, it seems so straightforward to me and you laid it out instantly. there's no competitive advantage then what in the world is the likely -- what is driving what likely happened here? what do you think happened? >> well, the process is very simple, and any quarterback will tell you, including my very short time in the nfl. on thursdays, the quarterback

goes into the equipment manager and they inspect all the footballs that the team has, and you pick out the 12 best or 20 best footballs that you have, and then they doctor them up. and the quarterback instructs that equipment staff to doctor them up. take a little air out of this one. put a little air in this one so there's inflating going odeflating going on. every time i was in the interactions, never was the maximum psi discussed. when tom brady said i had no idea what was going on. i truly believe him. he held the football, this is the type of football i like to play with and then went through the and did that. another couple things that are very important and i think people are missing this. in this is not a secretive ball boy sneaking the bag of footballs into the stadium with no one knowing. these footballs are inspected by the officials before the game and passed marked as game

footballs. then during the course of this game, every single snap the officials are handling the footballs, putting them down for the spot first and 10, second and 5, whatever it is the officials are handling the football. at no point did the official say this ball is a little deflated and could be competitive advantage and i should check this out. at no point. at no point during week 11 when indianapolis thought this was going on at no point did baltimore say this was going on. did the officials void knowledge of doing this? absolutely not, they're handling the footballs. then another important point. they inflate the balls to the regulation standard psi and the patriots go on 28-0 run and bury the indianapolis colts. lou, this is sour grapes from the indianapolis colts. lou: it would be tom brady who is the golden boy among quarterbacks in the nfl,

successful, married to a beautiful world-famous model, and bill belichick who just happens to be one of the crustiest, toughest guys, who is the most uncooperative with media in the entire nfl, it's just had to be written this way this scenario. didn't it? >> absolutely did. i think there's only two teams that blows this out of proportion. dallas cowboys, new england patriots, those are the only two teams this story takes off like it has. and happens to be with new england and the week before the super bowl. one other point i will say, the nfl backed themselves into a bit of a corner here, lou, they're heavy handed in suspensions and fines for players, and everybody in the league knows that including the nfl pa and the other organizations like the new orleans saints who went through bountygate and tried to have ignorance as an excuse, and the nfl says ignorance is not an excuse. the history of the nfl having
