terest rates right now, with how wages are growing, with inflation, i don't understand how they will raise rates. david: mash, thank you very much. liz: as we take a final picture of sometimes square stay tuned. we'll have latest on the storm. gerri: hello everybody, i'm gerri willis and this is the "willis report," the show where consumers are our business. a monster snowstorm hitting the northeast. >> i'm declaring a state of emergency effective immediately. gerri: some parts could get up to three feet of snow. major travel disruptions have already begun. millions of people affected. >> if you don't have a reason to travel you should not be on the roads. gerri: also, preparation or panic? grocery stores shelves wiped clean as shoppers stock up before the storm. our own kennedy will be along to answer the question are some people going too far? >> i got the groceries and my food for next 72 hours. gerri: cell phone price war got more intense.

google enters the fray. what is in it for you? consumer expert clark howard is here to break it down. target date mutual funds. they are most common retirement plans in america. but are you getting ripped off? we'll investigate. all that and more coming up on "the willis report" where consumers are our business. gerri: we begin tonight with a potential historic blizzard set to hit the northeast. the governors of six states connecticut, massachusetts, new jersey new york, new hampshire and rhode island have all declared emergencies. thousands of flights have been canceled and cities issuing travel bans. janice dean from the fox weather center with the latest on what to expect. janice? >> hi gerri. the storm hasn't even gotten its act together and already we're seeing satellite radar imagery light up with snow. temperatures will remain cold so it will be all snow event from philadelphia onward to new york city, hartford and

boston where again we're getting the snow right now and some heavier band moving into long island and new york. there is the forecast radar. the worst of the storm, this low has to move off the coast and it will crank up and bring us some really hefty snowfall totals for new jersey new york long island, up towards connecticut and massachusetts and rhode island. maine is in on this this is the forecast radar for six a.m., still getting cranked up. we'll deal with wind in excess of 40, 50 miles an hour. cape cod and islands, hurricane force wind. that is a dangerous part of the storm. yes we'll get incredible snowfall totals. the fact we have a blizzard warning overnight tonight and tomorrow for all the big cities that's going to be dangerous and people need to be inside. you can't be on the road. you can'ting traveling. that's why we have thousands of cancellations at the airport. a blizzard definition. there is criteria here. you have to have these conditions within three hours or more. visibility reduced to a quarter mile or less.

falling, blowing snow and sustained winds and frequent gusts to 35 miles or greater. our blizzard will be with us some case duration of 10 to 12 hours. there is forecast snowfall amounts. new york city area anywhere from 12 to eight even inches. perhaps a little more for long island. bull's-eye will be eastern new england where we could easily see two feet. maybe they will crack the top two snowfalls for boston. back to you gerri. gerri: janice thanks for that. we go to the streets of new york where how the city is handling the snowstorm. in the elements eric shawn, fox news correspondent. nice hat eric. >> need it because it is cold. janice said it really hasn't started. at least two inches on the ground already. we're on 59th street and fifth avenue. tonight in unprecedented move, basically new york city will shut down because --

gerri: well we lost eric on that, too bad. great report he had there what is going on the streets of new york city. let me tell you it is an ugly scene. essentially what is happening the city shutting down. laguardia shutting down tomorrow night. with more on the massive storm wreaking havoc on travel plans of millions of people flying in and out of the u.s. we have rick seen any. so far more than 2700 u.s. flights canceled today. over 1500 delays. here is what travelers should know, fair compare ceo rick sini. thanks for coming on the show. you look like you're somewhere else super sunny. >> hi, gerry. gerri: it is totally different here. i want you to respond first off. we got news from the governor himself that laguardia is closing tomorrow. is this unusual to have an entire airport especially one as important as laguardia shut down? >> absolutely it is unusual. we don't see these kind of

events. we've seen a couple of them the last three or four years, when they do happen they basically wreak havoc all the way across the country. i was noticing earlier tomorrow and wednesday, los angeles already canceled 55 flights both days which is same kind of flights they canes he would in washington, d.c. it has a huge trickle-down effect across the country. gerri: road are closed in new york state, entire state after 11:00 p.m. so big impacts for travelers. talk about flying. what is your first and best piece of advice for people that might be at the airport tonight? >> one good thing airlines have done a pretty good job precancelling all the flights. they started canceling united states on saturday and sunday. they learned their lesson not to get people stuck in airports and showing on fox news channel or fox business channel of stories of everybody stuck at airports. that is the good news. the bad news if you need to get your destination you're pretty much stuck for at least two days.

it takes typically one or two days when we have one city that has an outage. when you have four or five. it will probably take all the way to saturday or sunday, to unwind. get crews back to the right spots, all the airplanes back to the right spots. expect delays all the way into saturday and sunday. gerri: good news they're canceling fees for changing flights. you don't have to worry about that. if i need to get somewhere, risk, what is your best advice? say, standing at airport. i have got my cell phone. my flight has been canceled, what do i do? >> right. a lot of mass transportation is closed in the areas. tough be careful of that but you need to get further south if you can. trains automobiles, if you have to get somewhere. just remember, gerri, we have bunch of people going from the new york area into the super bowl area, coming this weekend. some of those flights could have issues as well. you need to get really good flight status alerts. sign up for airlines and online travel agency. get the good quality

information. remember airlines are automatically going to rebook you. they will not just cancel your flight and send you a check back and credit your credit card. they are going to rebook you. you have to talk to a human. there is no good online way to make that change. they don't have as many hypes as they used to especially in the big storms. it takes a long time to get in. you need to get in the queue if they have your number they will call you back. some of the systems even if three or four hour delay they will call you back so you don't have to wait in the queue. gerri: i understand boston is ground zero for this particular storm. my guess tom brady and patriots will make it out for the super bowl. >> i'm not worried about tom but more worried about his fans coming down to the phoenix area. we saw ticket prices jump up to close to $2,000 round-trip yesterday. gerri: wow. >> i guaranty you they're even higher now. gerri: wow boy you shocked me. talk a little more about advice. social media you say is a

possibility if you're stuck trying to get somewhere this weekend. >> sure right. they do have a lot of specialists that man the twitter feeds and facebook status messages for anybody that's stuck. sometimes they have folks that can get you through. also if you're at the airport go ahead go to another gate. go to another terminal. take the train around to another terminal. go outside of security. sneak into, you know the vip area, they will take pity on you. you have to find a human to rebook the tickets if you're at the airport. so all about finding a human that can actually rebook that ticket. just remember, if you decide to cancel, you have to call the airline and then you will get reimbursed within two credit card cycles. gerri: that makes a lot of sense to me. pretty nasty out there. thousands and thousands of flights canceled. rick, thanks for coming on to give us the lowdown on this, good stuff, thank you. >> thanks, gerri. gerri: we'll check back in with fox news senior correspondent eric shawn. we missed him a couple moments

ago. right in new york city where nobody will be traveling after 11:00 p.m. tonight. no cars no cars allowed on the road after 11:00. the subway to due to close at that time as well. eric, i can't imagine this. >> well it really like a city shutting down as i said gerri. as you can see we're on fifth avenue and 59th street where people are obviously going home, settling in for the rest of the day. certainly for at least go days. the city will deploy an army of sanitation workers out there 2400 employees on two shifts, 12 hours week, 7:00 to 7:00. they have 1600 snowplows, 500 salt spreaders, all trying to battle the snow and make sure there aren't any problems like we had two years ago. mayor de blasio said the best way for new yorkers to stay safe is basically to stay home. >> you can't underestimate this storm. this is not a typical storm.

it will pack a real punch. we have to expect heavy accumulation in very short period of time. this is another krush point. some -- crucial point. some storms come in measured manner. this will come in with a sudden spurt of activity. >> well, that sudden spurt of activity as you can see is already happening now. let me show you what the scene looks like. you have about two inches or so. it is coming down, it is cold, it is wet. this is nothing according to what janice dean is predicting. people are scurrying home. some issues they had in the past in the past blizzard gerri. ambulances were stuck. they have taken precautions to have chains on ambulance wheels. believe it or not they didn't do that two years ago. they have four-wheel drive vehicles. they're telling new yorkers to stay hope of the a lot of people are taking it in stride. we talked to some of them. >> we're here on a mini-moon. we got married saturday. >> married saturday,

congratulations. >> so a lot of snow. i want ad white wedding. >> i'm from alaska. the snow, doesn't really compare but, you know, it is clean for a day or two. >> you're new yorkers, what do you think? >> i'm excited for the snow. we haven't had real snow this year. i'm excited about it. >> that the new york attitude. >> yeah absolutely. >> well there is a new york attitude. one thing that may make some new yorkers upset part of the ban tonight on cars after 11:00. that also include bicycle food delivery. so new yorkers manhattannites on upper east side or west side like their chinese food delivered. have to do it now. they will not get it after 11:00 tonight of. gerri: eric hysterical. no food deliveries. looking behind you there is all kind of traffic. i can't imagine everybody will be off the street in just a couple hours. this is like a cure few isn't it? >> in a way i guess it is a cure

few. we had something similar during hurricane sandy because that was just so devastating, especially lower manhattan below 23rd street lost a lot of electricity. in a sense it's a forced cure few. -- curfew. if subways are shut down and reported earlier, laguardia afrport will be closed, basically like closing for 24 hours or so so people will stay home. they have stocked up on their food. let the worse of the storm go through tomorrow and forecast for wednesday is basically sunny. so that hopefully will gift city authorities the 24 hours they need and more to clean the streets, clear the snows and hopefully everything will start to get back to normal if it can be at all by wednesday. as for us, we'll be out here reporting, bravely core rain justly and with excitement. nothing like a big snowstorm if everyone stays safe. that is the important thing. stay safe stay home and

bring you expert driving tips to bring you and your family safe. managing director of automotive engineering, john nielsen is here. so good to have you here. i got to tell you, you're here on unusual day because not only do we have the incredible weather, the governor said roads in new york city state that roads will be closed after 11:00 p.m. and a $300 fine for people caught driving. i don't think i ever heard of anything like this. is this unusual? >> i think it is unusual. the governor reflects what everybody says, it is better off to stay at home. seems like really good advice. gerri: talk about where the roads will b the worst. you're an expert in this. you're an expert engineer. tell us where not to go as we hit the curfew at 11:00 p.m. do we stay off big highways small ones what should we do. >> that's a great question.

the direction is to stay off roads period. if we think of 95 moving up from jersey through new york that will be a problem. as the storm moves northeast it travels along the eastern states eastern new england states but highways are going to be closedded. but they will be first one to be cleared off. side roads and secondary roads take longer to be cleared. even when the main highways are clear, people will have a hard time getting out of their house and getting to the highway. heed the advice to stay home until your road are cleared. gerri: it will be nasty nightmare here. in new york we're expecting a foot of snow. in new england, may be worse. may break all records in boston. that is hard to imagine. tell us about a warning out there. what kind of accidents happen in this weather? >> when you think of snowy and icy conditions slushy

conditions, about a quart of all weather-related accidents will happen in that weather. unfather unfortunately that will be 1300 death and 1,000 injuries. people get hurt in this kind of weather. it is not safe. gerri: absolutely right. give me advice when you're on slippery roads. tell me how to navigate in your car? i find it frightening frankly. do you drive into the ice, do you brake hard, how do you navigate. >> boy, great question. when the roads are slippery couple things. slow down ail little bit. it takes longer to stop. the car will not steer as well. so down a little bit. in unfortunate event you find yourself in a steer what you want to do, is steer, counterintuitive steer into the slide a little bit, get wheels lined up and slowly bring it back. where most people make a

mistake, if you start to slide to the right they turn the wheel to the left and actually spin out. gerri: great advice. a couple of tips you guys have on your website i found interesting and surprising. keep your tank half full and if you are snow bound stay with your vehicle. explain those two. >> two things. technical reasons. it is good for your car to keep gas in there to not get moisture in. more importantly if you have to drive somewhere you may not find a gas station that is open. keeping fuel in your tank gives you flexibility where you drive and when you stop. when you think of staying with your vehicle, imagine just being on these road at night, roads are slick visibility is poor. you're safest inside of the car. once you get out you're a target and, many people have really come into some unfortunate outcomes by leaving the vehicle to try to walk somewhere. maybe in the city you could walk to a business. once you get out of the real

urban areas you may find yourself walking through a field you can't see there and really cold and bad things happen. stay with your car. gerri: great advice john. thanks for coming on the show. appreciate it. >> great to be with you. >> well so how are folks preparing for the storm? i was out on the street a little earlier to find out. this is what it was like in new york city at 1:00 p.m. ♪ huge snowstorm, possibly the worst in manhattan's history. why are you outside with your starbucks in your hand? >> first you have to warm up. i will get ready to batten down the hatches. >> it's a blizzard. what is your gameplan? >> gameplan to get home as fast as i can. stay warm. >> got my gloves. got my hat. got heavy coat on. got my groceries and food for next 72 hours. gerri: do you guys, get blizzard like this in london?

not only is google getting into it but cablevision is getting into it. it is the wild west for consumers right now. looks to me that prices will go down even further. what do you say? >> yeah, we had a great last year with rates going down, down, down. we're still in the early innings of this game. it will be so cheap to use a cell phone if i reach out there by the end of next year, you'll be able to find plans that will be $10 a month for talk, text, and a certain amount of web. gerri: what? ten dollars a month? >> ten a month. because the lead price in the market for a good robust plan is 25 a month from a company called republic wireless which gives you unlimited text, talk and data for 25 a month. they're out on the edge there. but their cheap price will seem moderate i think by next year.

gerri: clark before you go any further, my friend. we talk to the people at republic wireless. david was on our show. what he had to say about this whole thing. listen. >> i'll tell you how we keep prices low. we focus on the fact that all of us have wi-fi around us most of the time. at home at work often at airports and other places. our phones naturally use wi-fi when available. when you leave wi-fi, we hand you over to cellular, so you don't have to worry about the call dropping. gerri: five bucks a month. pretty impressive. the ceo talking about his offerings. i agree with you. this will be a competition down to the bottom. i think it's the consumers who win. >> yeah. the only real losers i see in the marketplace right now is verizon.

verizon has maintained a very high price point because of their network. network is becoming much less important because of the off-loading like we were talking about. behind the scenes, our calls are going out. our data use going out over wi-fi even when we haven't done anything differently than open up our phones and start to use it. so wi-fi is the thing that's changing the price equation, and that will only get better. gerri: i want to show folks these high price carriers. sprint 144. they cannot maintain this. i don't see it happen. >> no chance. gerri: cablevision is coming out with free wheel. they're using wi-fi. the idea is to expand the way in which you provide service. google will do it by teaming up with a couple of the big providers. so this is really going to help people spend less to get the service

they want. what's your advice to people? should they not lock into long-term contracts at this point? >> one hundred increaser100 percent correct. don't sign a contract because that will lock you into high prices for the next 24 months when the rates will steadily come down. who saw google coming? by the way, most of what google will do is not going to be on cellular phone, it will be on wi-fi network also. wi-fi, that we think is our friend at home, will be our friend everywhere we go. gerri: i love it, clark. thank you for coming on the show. we hope to see you again soon. now, we want to know what you think. would you like to switch your cell phone provider? log on to gerri willis

it's a little lucky this time. we missed the snow. it's chilly. our thoughts are with you guys up north. gerri: the kinds of problems people face though, they're avoidable. right? people have heart attacks while shoveling. what's your best advice. you're a heart surgeon. what do you tell people to do? >> first of all, if you don't have to be out there working in the snow don't be out there. if you do go out there, dress in layers. make sure you go out with a buddy and partner. you want someone to watch you. if you have to shovel snow, do it slowly and in short bursts. come inside. cover your head because you'll lose a lot of heat. hypothermia kills and can kill in less than an hour if you're exposed to extreme temperatures. gerri: what's extreme? a lot of people think, oh, it's not that bad out there. does it matter how long you're out there in these cold temperatures? >> it really is. how long you're out

there, what kind of chronic illnesses you have what you're doing while you're there and how you're prepared. hypothermia happens when our body can't keep the temperature above 95 degrees. you get into trouble because you can't figure out how to get back inside. gerri: for people who have consistent health problems or some kind of issue it's good to keep in mind maybe you don't want to be outside at all. right? where do you draw the line dr. campbell? >> you know, i think the very young and the very old are at very high risk for hypothermia and complications related to the cold. the other folks at risk some of the young people in the city, having cocktails and playing in the snow. the worst thing you can do is mix alcohol with cold temperatures, your body's blood vessels dilate and you lose more

ed with us. ed, thank you for coming on. i want to start with one of the findings to show folks what we're actually talking about here. this is a tale of two funds. this shows the huge difference variety of returns in target date funds. let's say your target was 2010 to retire, you can get a fund that returns 9.6 or 2.9. retiring 40 years after that 13.8. one that returns 7.5. isn't the idea of these funds to take out the volatility to take out you know, the mystery? what do you think of these things? >> yeah. i've never invested in them. i know them really well. they give you the illusion that somehow there's something magical. they know how to manage money. to give you money on a certain date. it's just not true. people get convinced to do it.

what's genius from these mutual fund companies it encourages you to stay in it until that date. you might invest, don't worry, they'll come through. in 15 years, i'll have that money. when 15 years goes by you don't have what you need. gerri: that's a scary thing. right there in 401(k)s too. people are picking them at their place of work. here's my question: what they do is manage your money for you so you don't have to do with the reallocation. takes the financial advisor out of the equation. are they charging a ton for that? are these too expensive? >> compared to other mutual funds, it depends. overall, there are a lot of expenses to this especially compared to others, it's an actively managed fund versus an index fund. it gives them the ability to charge you more. to our viewers, i wouldn't go near these things. get a financial advisor. find a way to do it less expensive. that i illusion will cost

a lot of money. don't touch these things. gerri: don't they bake in like historic, you know, ideas about how markets work and perform. >> they do. gerri: that may not be the reality for you as you're nearing retirement. you saw what happened in 2007/2008 in the markets. if you were retiring at that time well, you were just out of luck. >> yeah. they do these regression analyses, they do something in our business called the monte carlo simulation, which takes hundreds and thousands of iterations to see this is what would have happened if you were in this. if you're able to forecast in the future that the past is going to recur is the only way it would work. it doesn't happen that way. it's somewhat of a con job. it helps people think, hey, i don't need an advisor. i know fidelity and vanguard and they're

unemployment. you can buy this as a vacation rental home. or buy it and rent it out -- gerri: bozeman, montana. the flights out of new york city. how long does that take i wonder? >> i have no idea. getting to montana from new york city is a bit of a hall. all the good skiing. this one in california i liked. as far as the rankings go, it wasn't in the top five. man flakes, unemployment is 6.5%. the average home is $340,000. i can show you. it's average median sales price. there you go. that's the unemployment rate for each county. (?) and while it's higher in california, still it's very popular. then there are all the different rates of what you would pay at a house for these different cities. gerri: mammoth lakes. >> it's popular with the la set. easily drivable from los
