>> two arab states you now more engaged allies in the fight gain the islamic state jordan sending large numbers of troops to borders with iraq. and united arab emirates resumed airstrikes against the islamic state operateing from a base in jordan. joining us, former army vice chief of staff general jack keane. let's start if we may with the white house decision to seek other for use of military force against the islamic state. how do you square that up with efforts to downplay the threat of theicic islamic state. >> they seem incompatible. he is doing the right thing coming forward giving him authorization. i would hope congress would give him that authorization.

so we can react to isis in a way that needs to be done if we're going to defeat it. in terms of the his statements about isis, that has been a pattern of behavior going all way back to 2009, that is minimizing the rise of radical islam in the region in various countries, never squareing what is happening there. disengaging from the middle east pivoting to the east, and also minimizing the immediate isis threat. which is very significant as we know. >> the number of foreign fighters has quadrupled, for isis over the course of the past year. we're talking about 20,000 foreign fighters moveing into syria to join the islamic state. which was in the spring of last year already, 35,000 fighters now controls a third of iraq, a third of syria this white house, does not want to take

note of that? to accept that as a reality? >> that is stunning. and begs the question, if you lay it out there what this is, then pushes our strategy in terms of it is it capable of defeating isis it not just like at syria we have no partner ground force in syria none. we have a few brigades. that assad is pounding of day we'll train about 3 to 4,000 new recruits from free syrian arm and 3 countrys that will take a year push that against. 30 or 40,000 hardens isis fighters that is absurd. where does ground force in syria come from, if wild defeat isis -- if we're going to defeat isis isis. we're talking about saudi arabia uae jordan, and turkey into this as well, and guess what. they would ask us lou we' you

to lead it and participate in it participate in it. this president will not do that. this will be something that the president says we will face up to. but this president is wise enough not to do it because the iranian nuclear deal trumps isis and he does not want to do this. and so this president will not go after the bashar al-assad regime because that would smash the nuclear deal. because ron pops up serious and assad. lou: not only that but now comes the indication every indication and reports that airstrikes and intelligence and targeting is being shared with the assad regime because of a rock in baghdad and communicating and that was the

question. all of that information is being shared in this pentagon has gone a little too clever by half. >> i think that we can take kirby at his word. but at the same time i mean, we cannot be kidding ourselves. the head of the kurdish force they have an air base where the kurdish force, the shia militia backed and trained by the iranians, the fact is that what is happening in iraq military is receiving u.s. intelligence and they get all of that information and that all focus is inside iraq and guess who they share that with? they share that with syria and even though i don't know that for that to be a fact it's just

common sense would tell you that is what is happening. lou: that logic is hard to resist. lou: general jack keane. great to have you here as always. the threat of the islamic state taking a new turn today. a group of islamic state supervisors successfully cyberattacked "newsweek" magazines twitter account and the website of the international business times. the attackers call themselves the cybercaliphate. they also posted threatening tweets threats against president obama and his family. this newest cyberattack also comes on the same day that the obama administration will have a new agency to monitor cyberthreats. the white house counterterrorism adviser, lisa monaco making the announcement. >> we have seen in the last nine months a growing list of high-profile targets. home depot jpmorgan chase

target, sony pictures, and the u.s. postal service to name just a few. and we are at a transformation will moment in the evolution of cyberthreat. the actions that we take today and those we fail to take will determine whether cyberspace remains a great national asset or increasingly becomes a strategic liability. lou: a striking change of tone by the obama white house. it was only two months ago in december that president obama dismissed the sony cyberattack as an act of cybervandalism. this will be called the cyberthreat intelligence integration center. and it will cost taxpayers $35 million per year. it is unclear what the agency will do that isn't already being done other then doing something

[ male announcer ] introducing xfinity my account. available on any device. lou: senator john cornyn today saying that the house would like to leave the hot potato, referring to a steel stalemate that could gut the president's executive amnesty order. senate republican conference chairman john thune making it clear that the republicans intend to give out this hot potato back to the house and deferred to the president. he said that i think it's going to come down to is the house figures out what they can move. because clearly we do not have a bill over here appropriations bill demonstrating that we are not going to get the votes necessary to move through the senate.

and this includes legislation to ensure that companies are not using that program to replace existing american workers with foreign labor. all of that comes out to reports of southern california edison using the visa system to replace workers with guest workers. our next guests is leaving congressman dear liza member of the house foreign affairs committee and it's great to have you with us, congressman. >> thank you for having me on. the second issue is one that is very timely. companies are abusing the h1b visa system, they are undermining american jobs, i believe very strongly that we should import the best and the brightest from around the world and put them to work but not to

displace american workers and that is a solid area that we have to deal with if we are going to reform the immigration system. lou: the h1b visa is being used by southern california edison. not only as they are reporting this and authored more than one book on the issue, this outsourcing has affected millions of americans and not only are they losing their jobs to warn workers were being paid typically about 25% less than the american workers they replaced and they are having to train those foreign workers in the jobs they are surrendering to them. that's outrageous. >> when you realize that an existing worker that would like to training his or her replacement, those people are working for an india-based subcontractor that hire these

people and pretends that there's no available work force in the united states, that is what is so disturbing, it doesn't appear as though they broke any laws but they broke the clear intent, the spirit of the law and quite frankly it has to be changed. lou: the question becomes can a republican house and senate do that and suggesting that he might, only might be receptive to such legislation, but the republican party is so close to the u.s. multinationals and the u.s. chamber of commerce and the business roundtable which they are all behind this cheap foreign labor. they talk about efficiency and productivity and as you know congressman, what they are talking about is cheaper labor. >> yes you can produce a more efficient workforce in america proves it and that is how we compete against foreign companies. but the reality is as you say that it is sometimes hard to buck the people that feed you.

and that is why my intention is to stand up and say to my chamber friends and my fellow people that i came from that i have hired h1b visa workers have brought in workers and added them, have recruited people from universities and i know how hard it can be. at the same time, we have to make the investment here in america, and if we need additional workers may have to be needed and you have to be willing to pay the same wage some of it comes from another country as you paid your are not drive down the wages. if you went to microsoft or intel, the number of the companies, they cannot get enough h1b visa people they are on our side they are either on our site or should be on our site to make sure that we don't have wage erosion and i see a coalition that can come together and you just have to be willing

to say that i will get it skilled labor, i will not put american workers out of jobs. lou: i want you come from a jew for your courage because it is no small thing for you to stand up as a leading republican with so much influence and say at the business roundtable that this country has got to be responsible. it is the spirit of the law and the spirit of the country in which these folks business practices are killing a good part of the middle class and that is just a fact. and no one wants to say that that is above a whisper. >> i cannot necessarily get get a good paying job for someone that has a checkered past but if someone does what they need to do to acquire a skill in computer science and engineering, i have an

obligation to make sure that we were reward those those are the ones the moms and dads have to tell people you learn your math and science and you will have a good career and those are the most important jobs and the jobs are sometimes undermining by companies that are starting to shave the edges. lou: southern california edison heavy talk to their ceo? are they going to reverse that decision? >> i did not have a lot of luck. i did have a high-level briefing and we have a ways to go. they believe that they did nothing wrong because they use the third-party and i believe that they need to make sure that every one of those workers is being displaced getting first opportunity to have a job with a company or they should not outsource the job. lou: and a ceo hides behind an rfi's for his conscience that is a shame

months now. the president perhaps not that those strong words would somehow lessen what arose throughout the country when the islamic state. beheaded two american journalists almost half a year later, the islamic state growing in numbers and dominions. the islamic state at to this point, whether the president accepts or comprehends or not has still made of the worlds world's only superpower and that reality is mr. obama not excepting seemingly, however well understood the tens of thousands of moslems who have been drawn to the vision of a caliphate in the promise of a global sharia order. the savages revel in their butchery and the president will not call them what they are cowering, it seems, behind and unwilling to accept that the islamic state controls a third of syria and iraq and that our enemies are radical islamic. and that they are now

responsible for the deaths of four more innocent americans and as today the family of 26-year-old kayle mueller grieved, the president released a statement saying isis is a hateful terrorist group whose actions stand in stark contrast to the spirit of the people like kayla mueller. he belongs not to the people that destroy but to the irrepressible force of human goodness that kayla mueller shall forever represent. president obama talked about the same thing in the aftermath of been causing the deaths of four other americans even as he agreed that the radicals had murdered them. he talked about the future and who it must not belong to. >> the future must not belong to those who slander the profit of islam. but to be credible those who

can then that's winter months can condemn other things as well, including the holocaust that is denied. lou: those are not careless or accidental words. but they have given rise to deep concerns among americans. some americans believe the president has no part warrior and an unlit reliable leader and his values at home and abroad, governor mike huckabee says that he doesn't believe christians and jews can rely upon this president. >> everything he does is against what the christians stand for and he is against the jews in israel. the one group of people that can know that they have his undying and unfailing support would be the muslim community and it doesn't matter whether it's the radical muslim community or the

more moderate awesome community. lou: james lyons today questioning obama's values and interests as well, writing an op-ed that there are strategies right now that should be clear to all thinking americans and it is embedded in the barack obama strategy to transform america and it is an anti-american but a pro-islam, pro-iran, pro-muslim brotherhood strategy. critics mount as to doubts about the leadership and so before this happened, i hope that congress will ask why president will need greater authority for military force that he apparently doesn't intend to use to defeat in enemy that he will not name and whose threat he believes is overstated. a complex fellow is our

lou: and unlikely complication for the obama administration as it's rushing to lift cuba from the u.s. list of state sponsors of terror. ms. universe, paulina vega, says she's willing to join peace talks in havana. cuba has harbored members which has been on the list of foreign terror organization since 1997 and brokered talks with colombia. joining us now is the former u.s. ambassador to the united nations, will richardson, also a

former energy secretary and governor of new mexico. mr. ambassador, it's good to have you with us. i'm making a bet you've never been at a negotiating table like this with anyone so lovely as miss universe. >> i have not. she is probably going to spark a lot of interest in she joins these talks. >> i would think that there would be an unfair negotiating advantage for whatever side she decides it should prevail. let's talk as this is a remarkable thing, for her to join what would you say is the motivation? >> i think that this is kind of harmless because the colombian government is pro-u.s. and they are sponsoring these talks in havana. havana is the third-party and the fark has been a terrorist

group. and what they're trying to do is get them to disarm and join the society and the talks have been sputtering back and forth and i suspect that they wanted it interest in the talks and cuba is playing a role of probably just be in a locked situation. but i think that this is a good development, sponsoring this terrorist organization to cool down. lou: meanwhile, cuba just rushed to lift them from the list of state sponsors, you suggested that that be moderated a little bit by the administration. >> cuba is no angels. i want them to release political prisoners and to stop going after these democratic forces,

but at the same time they are not in the category of state sponsor terrorism countries like north korea and al qaeda and sudan. these are facts. and the migration talks before the normalization of president obama, this includes homeland security issues, they are no angels. but i think that this is a bargaining point and we take you off the list, and you have to have the stronger private sectors. but i think that this is a normal trade-off that might occur and it is a good thing. lou: fears are rising in another negotiation with iran. that the president is continuing to be very cautious meanwhile sources are saying that they are

giving up a great deal without much in return and so how concerned are you? >> i have said before that i am concerned about these negotiations, but i think that you have to see them through and we have the where the u.s. and iran are i don't agree that they should impose more sanctions, let there be a negotiation, but i have to tell you that i thought the negotiation that we were going to stop the nuclear ambitions of iran and it looks like we are curtailing it. i don't like the behavior in the region, to capture an american marine, journalist, they don't turn it over, they sponsor terrorism in the region. i want this links to their behavior. lou: they have certainly linked u.s. interests in the region and the fight against the islamic state to those talks and they

be clear that we knew it was anti-semitism and we never moved from that position, but i think that the fact that he was so has a 10 it just open the door to people to be critical and to suggest that the president didn't know that it was a kosher deal and aimed at the jewish community in paris, i think even the biggest obama credit says hold on, he knew that. lou: why didn't he say that? and why didn't he talk about this nonrandom attack and the terrorism that is a purposely conducted. why did he even bring up the possibility that he would understand as he has so often that this is radical islamist terrorism. there's nothing random about these acts, do you think he meant. >> i definitely do not think so but where i disagree with you is that i don't think he thinks so either and we are engaged in

here in regards to radical islam, i think that president obama really differs from using them because he doesn't want to alienate people or the muslim community worldwide, muslim partners, and that's why they are so thrilled that jordan has joined the fight against isis they are not engaged in a religious war in islam but against a terrorist element. lou: a number of people who think that this president right now is behaving inexplicably ,-com,-com ma frankly attacking christians and being on a high horse of the national prayer breakfast after all. i mean that just -- to me that is just insulting.
