is scrutinizing the commander in chief over strategy to deal with isis. we have a representative here with us tonight, congressman lee zeldin of new york, a member of the house foreign relations committee and an army reserve major. congressman, welcome. >> great to be with you. kennedy: thank you. a linguist says that the man threatening the west in the isis video where 21 coptic christians were beheaded, the man is u.s. educated. what do you think the linguist would say about president obama's inability to use the term radical islam? >> well, i think that the first step in defeating an enemy is being able to define it. the president is coming to congress with an authorization for the use of force. but he is not defining what we're up against as a nation, so for us as congress to sign off on authorization to send our troops overseas to risk life and limb, knowing that our strategy may not be to win, but

to maybe take out a few of the bad guys, it's really difficult to tell that servicemember and their family we're not doing everything in our power to do our due diligence to ensure troops are sent overseas to win. it does embolden our enemy, as you imagine. kennedy: what happens when everyone is so distracted by the president's choice of words? what's happening to the enemy? what's happening overseas? what's happening in congress? >> overseas isis continues to be wealthier, they are the wealthiest terror organization ever. they continue to expand ranks, reaching out into other territories. you can't just give isis a little land and they're going to be happy and go away. there is no limit to what they are looking to accomplish globally. and it's not like al qaeda, with isis, you can put a flag behind you, grab a camcorder, take out a knife and can you instill fear with violence right here on u.s. soil where hundreds of millions of people are now feeling it at home.

so we have to stand with our friends. we have to know who our friends and enemies are and should be standing with other democracies, other beacons of freedom and liberty in order to destroy isis. kennedy: congressman, sometimes that's very difficult to do. sometimes very hard to do. hard to do with the saudis, and here is a country that the united states claimed they're some of our best allies in the middle east, yet it was saudi nationals who were hijackers on 9/11. you know, look at turkey, a gateway into syria, yet supposedly this is a moderate country allowing a few air bases and allowed so many fighters to go into syria willy-nilly. almost impossible to know who your allies are in such a convoluted, diffuse region? >> listen, we have allies around the world when you take about great britain or israel, it's a little different than trying to navigate some of the countries within the middle east. so as far as uniting with our

friends and our allies, we do need to have a clear understanding, as you mentioned. we're facing this in iraq, foreign fighters were coming in from syria, coming in from saudi arabia. coming in from iran to defeat our elements in iraq. so you'll fast-forward to today, i think that jordan is more embolden than they were four weeks ago. egypt is more embolden than they were four days ago. kennedy: it's going to be hard to keep egypt in the fight. and libya is asking for arms. how do we know libya, which is an absolute disaster, isn't going to turn around and use the weapons on us in short order, when they flip from ally to enemy? >> well, that's a very valid concern. the president is in syria relying on syrian rebels to defeat isis, when syrian rebels are going against the syrian government. and the syrian government is going after the syrian rebels.

in iraq, the president is relying on iraqi military law enforcement to finish the job when they're not even showing up to work. they're trying to show up, they're not fighting for love of country because of good pay or camaraderie, espirit decorps or a job. kennedy: congressman, good to have you, interesting discussion. i just dropped a green m&m. the with plans to retake the key city in april or may, perhaps, hopefully before ramadan begins in june. officials say the effort will involve five iraqi army brigades totaling a force of 20 to 25,000 troops. lieutenant general jerry boinkin joins me tonight, the vice president at family research counsel. general, iraqis are poised to take mosul back, is this a good

development? >> you know, kennedy, i find it absolutely incredible that a pentagon spokesman would tell isis what we're planning to do. that doesn't make sense. one of the principles of war is surprise, and then they went onto say that the kurds, the peshmerga would be blocking the escape route. i don't think from my perspective, this is not a serious plan, and i don't know if it's propaganda or used for political purposes to make it look like the administration is doing something, i'm shocked. kennedy: let's talk about that, centcom released a statement, this is a key city in iraq, and laying out a pretty clear strategy. what would one of the benefits of that be? >> well, obviously, anything we with do to atript isis about that propaganda that they're winning if we can kill a bunch of them, that rings hollow.

i can't figure this out to be honest with you. i'll be surprised if they pull it off. kennedy: the iraqi army, no gut. 25 billion dollars training them, supposedly got 3200 more iraqi combatants that are supposedly going to combat isis. can we trust them? do you have any faith that these guys will fall against isis? >> most of the equipment that isis is fighting with today, the heavy equipment, the big stuff like armored personnel carriers, tanks, heavy weapons where, did it come from? kennedy: that came from us. >> right. kennedy: they should send a thank-you note at least. >> right. i'm skeptical. they don't have a good track record, they ran before from several fights, that's how isis got all that equipment. i'm skeptical as to whether they'll stand and fight. the peshmerga will fight. kennedy: yeah, they will, invested in it.

that's the problem, there has to be a way of convincing all the other countries and all the parties and tribes and all these sects to work together to claim what is theirs, claim the region, claim the religion, claim the way of life. fight for freedom, something better, it's not the responsibility of the united states, lieutenant general, is it? >> absolutely. it's not the responsibility of the united states, right now they are disorganized. there is no unity and they need leadership. and you know, if we did nothing but provide the leadership to convince them to come together as a coalition and provided them with intelligence, maybe logistics, they could have a very powerful coalition, but this is about their future as well as the rest of the world's future. they need to take the lead. kennedy: they're more fractured than the jacksons. lieutenant general, thank you. what could bring together the tea party and progressives? freedom works and the aclu are

banning together in unlikely alliance to reform america's criminal justice system, yes, our criminal justice system is as broken as the middle east, the result is the coalition for public safety. matt is the president and ceo of freedom works along with christine leonard, former white house aide under president obama who will lead the coalition for public safety. so, lady and gentleman, thank you so much for being here. what brought the strange bedfellows together? >> i think it's just the perfect moment are in to happen. you've seen a number of republicans, particularly senators like rand paul and mike lee and ted cruz working on this from right of center, but also seeing them coalesce with guys like cory booker and patrick leahy. this is cats and dogs working together. it's an opportunity and this idea that some principles are bigger than politics. equal treatment under the law.

innocent until proven guilty. that's what's brought us altogether. kennedy: this is a huge issue, and one of the specific complaints that residents of ferguson, missouri have had that they have been by race unfairly punished for something as simple as traffic times and when they can't pay them because the economic situation isn't so good, they get thrown in jail? >> i think you're right. and across the country, there's a lot of communities where crime is down, but still have a system in place where oftentimes, the punishment doesn't fit the crime. and so i think it's a really exciting moment to see that while many of the organizations that have come together may not agree on anything else, they agreed to work together on criminal justice reform. kennedy: it is unlikely alliance which makes it so interesting and so pressing, and i hope people realize how important criminal justice reform is. matt, are there are others where the progressive left and the tea party right can come

together? >> i think so, i think this partnership is really borne out of some of the work we've done on the nsa, on the mass collection of phone data and the question of privacy. a lot of americans are rediscovering the fourth and fifth amendments, it's a healthy thing. we find ourselves marching in the streets with strange bedfellows like code pink on some of these issues, and i think this transcends bipartisanship in a fundamental way, sometimes bipartisanship is splitting the difference on somebody's bad idea. this is bigger, about principles that unite across the political spectrum. kennedy: it's nice and optimistic to think that if you impose stereotypes upon them would never agree on anything, these are grown-up and very important issues that need to be addressed if we are going to move forward as a country and the war on drugs and repair race relations, ultimately,

christine and matt. i have to ask, the koch brothers are involved. is this a way for the koches to buy progressive friends? >> from my perspective, i'll work with anyone who wants to have a serious conversation about criminal justice reform. what we've seen is this is a pressing issue for people across the country, and koch industries has been very involved in trying to think about ways that we can improve indigent defense, that we can look where the right resources need to be in the system in order for the government to function most effectively, but as matt said to have a justice system that is fair and effective. and i think it's a turning point where people, not just our coalition partners but also this entity came together with a wide range of responses who are may not be coming to the table for the same reason but share a common goal about having an impact on the criminal justice system, and seeing some real results happen within a short time frame. kennedy: very good, freedom and the respect for civil

care to a baby? am i crazy to think these two moms are fine and a doctor shouldn't turn anyone away because of who their parents sleep with? not everyone agrees with me, and it's time for -- you're crazy, kennedy! >> that's right. bob marshall is from the virginia house of delegates, bob, welcome. >> thank you, kennedy. kennedy: so, bob, i know you've written a bill trying to ban gays from openly serving in the virginia national guard, and these two moms are trying to do their best to bring a baby into the world. why no gays? >> number one, the original reason for the guard was george washington's policy. number two, the doctor did not object to orientation, the doctor was dealing with behavior, behavior which places a child in a circumstance that is not designed to produce the optimal development of that child, and the doctor indeed directed the couple to go to her colleague.

i don't see where there's discrimination. kennedy: i can only imagine when my parents split up, if our pediatrician had told her to eat a bag of sticks, because she wasn't raising kids in the optimal environment with a working single mom. luckily that didn't happen, our family pediatrician had compassion. do you think the christian thing to do is to turn your back on a baby? we don't know that the baby is gay, it's just a baby. >> the turning on the back was done by the two women who decided to enter this relationship and not have a husband as to be the father of the child. and it's not -- the most christian thing to do is to tell the truth. kennedy: that's right, and also a christian thing to do is to take care of people who can't take care of themselves, and you know even though hypocrisy existed before the time of christ, i think that jesus would have honored the hippocratic oath to first do no

harm. don't you think it's discriminating against the baby? >> the hippocratic oath said i will not assist in suicide, i will not have sexual relations with patients and not perform an abortion. the ethics is skewed. the medical judgment of the doctor in question, she said, you know what? i really can't serve these people as a physician. if they wanted to be treated by a vending machine that dispenses biological, chemical and information about physics, that's one thing. the doctor wanted a professional relationship between persons. she felt she couldn't do. it passed them off to somebody else. they're outraged because she doesn't accept their behavior. kennedy: so is homosexuality a medical condition? >> the homosexuals claim it's not, they claim it's a choice. kennedy: what do you think? >> well, engaging in behavior as a choice, having an inclination is not. you can have all kind of

impulses, it's up to you to control them. kennedy: if your wife decided to be a man, would you still love her? >> i would be completely shocked and my wife has never indicated anything like that. it's like the pot calling the potter deficient because it was made a certain way. what's going on here is an attack on the created order and ultimately attack on the designer of nature. kennedy: what if it turns out that god designed gay people? >> a virginian if you recall said all men are created equal. hopefully the law treats them as equal, but behavior is a distinguishing characteristic which results in unequal treatment by society, by individuals and by the law. and if you want to engage in a certain behavior, expect to be treated differently, depending how the behavior differs from the norm. kennedy: all right, bob marshall, thank you very much. >> thank you, kennedy. kennedy: this case is not about the law, it's about discrimination, and there is no

top of my illness. kennedy: has to be disciplined approach. >> we think about what's happened in the last 15 years of combat around the world, we've not gone into meet the enemy with the arsenal of tools we need to win the battle. i look at what i do and i need an arsenal of tools in my bag. i need western medication, eastern medication, pay attention to exercise, pay attention to vitamins, everything all coming together, including things like medical cannabis. kennedy: i've had people on the show who say it's a bunch of stoners who want marijuana to be legal. there's no medical benefit to it, it destroys the brain and turns kids into drug addicts, what do you say to those kids? >> there is such a lack of real information and truth when it comes to discussing medical marijuana. first thing, for the last 38 years+, the united states government distributing cannabis to patients across the country in the form of once a

month sending out marijuana grown at the university of missouri. our government has granted no less than ten patents which in the abstracts of patents designate which diseases cannabis and cannabinoids work for. the science is not a voodoo science, this is real science, we have funded more research on the federal government man the majority of other organizations country. we have countries like bayer aspirin working for gw pharmaceuticals to come up with a sublingual spray that right now is before fda for approval, so marijuana is proven. kennedy: it's not about people getting high. i have family members who suffered from ailments including cancer and a lot of friends who had cancer, some of them unfortunately have succumb to the disease, others lives have benefitted directly from ingesting marijuana edibles.

>> i can't thank you enough to make sure people understand clearly where i stand on this. you want to get high? that's your problem. you want to sell weed, go sell it. if you're in the position claiming to support medical marijuana, what we need to do is make sure there's a distinguishing line drawn in the sand between the two. what i consume and utilize and what people need as medicine reach out to people with specific pains and make sure we get this done. what i'm doing in missouri is a phenomenal opportunity in the state to teach the rest of the country to do this thing right. we have left the patient on the battlefield while we argue whether or not it's okay morally or not. that's not the question. i utilize cannabis as one of the front line medications in the pain of my legs. there are others who do it for appetite and other reasons week clearly know what it works for.

missouri has given us the right to work on a law, the legislation, both sides have come to the table. they passed the fastest cannabis law -- kennedy: first republican representative to put forward the legislation, representative dave henson in missouri, hb 800 and we'll look forward to the documentary. montel is part of the campaign stand up for public schools from the dizzying array of federal regulations. i love that part. i'm a big fan of charter schools and vouchers. however, montel, you don't like charter schools, you don't like vouchers, and i don't understand why. >> let's argue this back and forth. for the last 100 years, 8 0% of the people in this country were educated in public schools. 80% of business leaders, 80% of politicians, the public school system was good for me. i'm a product of bussing. the only reason i got the education i had, i was bussed to other schools.

there's nothing wrong with the system. charter school, it's fine, as long as you don't take the money out of public school system. it has been the foundation of our democracy. kennedy: the charter schools my girls go to, that's part of the public system. that's part of lausd, parents have a bigger say over hiring teachers and curriculum and at least in los angeles county, the judge has decided that you cannot keep bad teachers employed. >> here's what -- kennedy: they are horrible and hide under tenure for years and years and do a great disservice. >> the jury is still out and after ten years of research on charter schools, we're not finding people educated in the charter school system end up much better off educationally and standardwise than the regular public school system. kennedy: families are happier, look in new orleans, look in washington, d.c. >> why not give them the same

choice within the school. kennedy: it's about choice, not just the school. it's about freedom and choice across the board. >> when you privatize schools, you take the freedom of choice out now the incentive is money. >> you think veterans should have more choice when it comes to health care. >> no. kennedy: montel williams! >> you threw out a general statement. i don't believe you should send a veteran out to any hospital and say treat a veteran, not every hospital is qualified. he should have choices, why not fix the system we have funded to make this work. nine out of ten children in america go to public schools. >> and a lot of them fail. >> that's the problem, we have 81% graduation rate, the high nest the last 14 years. misinformation about public schools. 3% of the people go to charter schools 10,% in public schools. kennedy: on the west side of

on twitter "saturday night live" asked eddie murphy to appear and mock bill cosby, murphy refused to kick a man when he's down. is it an honorable position or just an opportunity to appear on celebrity jeopardy. >> it's not he didn't want to perform as bill cosby, he didn't want to perform as eddie murphy. he did 73 seconds of clap for me and i'll go. we've been waiting for 30 years to go back and it was like the great pumpkin. you ever see charlie brown and waited all night in the pumpkin patch, and it never showed up. he is conscious of the fact that people have been trashing him for not doing jokes. he could have got on the set and walked on the set and got a laugh from laughing. kennedy: eddie murphy could have done so much, gumby, james brown. foot in the hot tub. >> i know none of these words.

. kennedy: gong hee fot choy, officially chinese new year, and we have ushered in the year of the sheep. to celebrate, as you know, the night cap is always here to give you a reason to party, and i got two things for you tonight. the first is a beautiful roasted lamb leg, nothing let's you embrace the year of the sheep more than eating one, go ahead and devour the new year. mother it with salt, pepper, garlic, dijon mustard and olive oil. sit for a half hour, put it in a roasting pan with chicken stock and let the little lamb leg sit for 30 minutes in
