much for joining me tonight. i am going to pour a bourbon for you tony, because i love you good night. lou: good evening, everybody. i'm lou dobbs. few speeches in modern times have been as anticipated or so hotly argued over as israeli prime minister netanyahu's address to the joint session of congress tomorrow. the obama white house and netanyahu today tried to lower the heat ahead of that speech. first, president obama. >> that bond is unbreakable. so we need to make clear from the outset how strong our alliance with israel is. the second point is that we actually share a goal, which is making sure iran does not have a nuclear weapon. there is a substantial disagreement in terms of how to achieve that.

>> it was almost the same tone as taken by secretary of state kerry and un ambassador samantha power. >> the prime minister of israel is welcome to speak in the united states. obviously we are not -- you know, we don't want to see this turned into some great political football. >> talks agreement no agreement. the united states will take whatever steps are necessary to protect our national security and that of our closest allies. lou: but the administration's latest rhetoric and direct contradiction to national security advisors, susan rice's remarks just last week. >> on both sides there has now been inscbrectd ainjected adegree of partisanship. which is not only unfortunate, but destructive of the fabric of the relationship. >> mr. netanyahu said he

appreciated obama's support of israel and made very clear his objections to ongoing nuclear talks with iran. >> first of all, let me clarify what is not the purpose of that speech. my speech is not intended to show any disrespect to president obama or the esteemed office that he holds. i have great respect for both. as prime minister of israel, i have a moral obligation to speak up in the face of these dangers while there is still time to avert them. lou: we'll be taking up what is at stake for israel other middle east nations and the world. we'll be talking to former us ambassador to the united states bill richardson. also congress once again has just over four days to avoid a furlough of non-special employees of the department of homeland security. about 15% of their work force. house speaker john boehner refuses whether

he will say he will allow a vote and allow stand, president obama's amnesty fiat for illegal immigrants. we'll be talking with bob good lot about the rising tensions and rising pressure on republican leaders and why the president seems at least in the national media to be blameless although his fiat is at the very center of the conflict. (?) and the iraqi military now engaged in what could be a pivotal fight to obtain the city of -- they've tried to do it before. tried several times since last june when saddam hussein's own town first fell to the islamic state. iran is supporting the offensive supplying the iraqis with arterial, rocket fire, and aerial drones for the fight to dislodge the islamic state. because of that, the united states is not

involved. fox news military analyst, general jack keane joins us to assess the mission that will be a major test of the iraqi's ability to defeat the islamic state. in switzerland tonight for another round of nuclear -- kerry was barely diplomatic as he cautioned netanyahu to say nothing that would undercut a potential deal with iran. (?) but obama administration officials certainly not aided by the un's agency chief who is now warning that iran has refused to cooperate in disclosing the full extent of its nuclear capabilities. >> the agency is not in the position to provide -- about the absence of undeclared nuclear materials and activities in iran and therefore to conclude that all nuclear material in iran is in

peaceful activities. lou: and moments ago, national security advisor susan rice adding her voice to the attempts to lower the rhetoric, she said this. >> i want to be very clear. a bad deal is worse than no deal. and if that is the choice, there will be no deal. >> joining us now former us ambassador to the united nations, also former energy sector governor of new mexico, one of the country's leading servants. great to have you with us bill. let me turn to this rhetoric today. dropped in tone so markedly. it's breath taking. does that auger well for what's about to unfold? >> well, i do believe it makes sense for the president, for the national security advisor for the secretary of state to lower the temperature. the temperature has been

very, very hot. and i think there has been some inconsistencies. i disagreed with that statement about it being destructive. tempering has helped. lieu, thislou, this is not a good situation. i like netanyahu. i i know him. i agree basically with his message which is let's be clear with iran. iran is a bad dude and what we want to be sure is that this does not jeopardize the security of the united states or the security of israel. but i think bb is committed. a big political mistake in injecting himself without protocol, without advising the white house into a partisan situation in the house of representatives. lou: but it's occurred before as you know, ambassador. it has also -- it seems to me to be a bit of an

unfortunate diversion from the reality that is all of the assessing of how fouled up the administration is in its contradictions or conflicts or whether or not the israeli government followed protocol. the reality is that iran itself has described the negotiations has taking place with an obama administration that seems desperate for a deal. we've heard now from the united nations international energy atomic association, that they're not even getting cooperation under the -- under the regime that is absolutely critical necessary, and mandatory. why in the world would we expect different? >> well lou, i think the administration -- there's a deadline until the end of march. now -- lou: following the previous deadline that was moved to march. november. >> that's right. lou: first, i want to see iran's

better behavior in the region. it's abominable. they need to stop arresting marines. and helping hamas and syria and assad. my concern is not just the sanctions and the nuclear deal, how much uranium enrichment should be terminated. there is no deal. let's let them make a deal and then make a assessment. my point is the prime minister, who i said is a very skilled operator, has now alienated a lot of democrats that will be very nervous attending this speech. he's alienated the president. they don't get along much anyway. so i don't see the plus for him. he will most likely be reelected. he has an election in two weeks. i don't see the plus here for him. and my hope is that we forget about this incident, we get back to the strong fabric of the

us/israeli relationship. we work together on the iran issue. lou: is it possible that we've gone well-i don't understand well-beyond that point? if i may inject about the prime minister's popularity in this country. his favorability rating is twice as high as his negatives in this country. the president remains underwater where he has been for two years. benjamin netanyahu is showing no adverse effect in the polling of this country in his position he's taken and the speech tomorrow. the speech tomorrow, we'll see what comes. he seems to be riding a crest of popularity. >> well i think the american -- i think the american people they're very fond of israel. they like netanyahu. they like his message, i believe of concern over iran. i've always seen polls

that say the american people don't like the way he injected himself with speaker boehner in addressing the congress. but, anyway, my point here lou, is that what we need to do is let's see what this agreement brings. i've got reservations. i've said it to you in this program. i want to see some strict enforcement. i want to see sanctions for a long time. i want to see the real basics of a sound deal. i am skeptical but there is no deal yet. let's see what it comes out with. >> open-mindedness is a good thing, so long as we're open to the reality of the context. and i have to ask you as one of the country's most experienced and most skilled negotiators internationally, what do you think of an agreement that, again is a declaration really on the part of this administration. we're talking about a quid pro quo.

the relief of sanctions against iran in turn for suspending their nuclear weapons program. yet the fact of the matter is: he does not want to take a deal before congress, to the united states senate for its ratification or confirmation. this is troubling because this rises to the level of the treaty in the minds of most people because it is a quid pro quo in reality if not in the administration's construction. your thoughts on that if we may real quickly? >> well i do believe that congress should have some kind of a say once there's an agreement. but, again, i want to see an agreement that shares what you just said. i want to see an end to iran's nuclear weapons capacity. i want to see sanctions continue. those sanctions have hurt them. i want to see iran's behavior in the region dramatically improve. i want them to release that american marine

they have and those journalists they have. so i want to give the administration the benefit of the doubt. they've got three weeks to go before an agreement a deadline is concluded. let's see what they come up with. let's get out of this partisanship, lou, of republicans and democrats and bb. and let's build on a very solid and important relationship that we have with israel. lou: i think those are great words with which to conclude. it's always good to see you, ambassador. thanks so much. bill richardson. senate democrats not in any way helping to resolve the homeland security funding controversy in washington. tonight's democrats successfully blocked -- of funding of department of homeland security of conference to hash out their differences. it's likely to be yet another messy scramble to meet a funding -- they're speaking house speaker boehner to bring

lou: as i said at the outset iraqi forces today launched the largest offensive yet to reclaim saddam hussein's hometown from the islamic state. an estimated 27,000 fighters are now attacking the city of tikrit located 80 miles of baghdad. the pentagon confirming the united states is not however providing support to this offensive. because iran is heavily backing iraqi forces, providing artillery, rocket drones and fighters on the ground. joining us now to make sense of this. former army vice chief of staff general jack keane. general, good to have you here. first, the offensive on tikrit. it's failed a number of times. the attacks that have preceded it over the course of under a year. will this be more successful? >> well it has the makings of it, lou that's for sure. the size of the force

25000-plus. they've got rockets. they have artillery. they've got iraqi air support. this is helicopter, gunships in support of this thing. this is an iranian backed operation which -- the complications for our viewing audience of what is taking place here. the iraqis did not ask us to support this operation because the iranians are running this operation. there is a camp spector not too far from there. where the head of the kurdish force is operating a forward command force in iraq for this specific operation. so i suspect that they'll probably be successful in taking tikrit because they have the forces there. unless the militia won't fight effectively. second thing that will happen. this is a sunni-based town. they will probably go down and level this town.

they will probably destroy residents homes, et cetera. and further -- >> exacerbating the shia sunni conflict even more. (?) let's turn if i may then to the relationship of iraq and the american role going forward here. with iran taking the initiative in leading this offensive and as you referred the kudes force its broad support for this offensive. what does it mean for the remainder of iraq, and who will lead in the fight of the islamic state. >> right. great question. think of tikrit -- when you showed the map. it's on the way to mosul. this is like an intermediate objective. the final objective being mosul. that operation will have perish participating.

considerable less iranian force -- there is likely to be some shia militia participating in it who were trained by the iranians. (?) there will be a significant amount of air power in support of that operation. whether the president permits boots on the ground to make that operation go more successfully remains to be seen. >> i would take from your answer that it's an open issue then in effect and we'll have to see what the president decides? >> yeah. absolutely. i know his commanders have recommended to him multiple of times to do what i just discussed. and he said no every time. let's turn to real quickly if we may israel. that speech that we, as i said again, is the most anticipated speech in his -- netanyahu himself said it's been the most hotly debated speech being that there's not a word

uttered in that speech. what do you expect of the united states now and the relationship with israel, is it irreparable in your judgment torn or is it a relationship that can be mended by either success in the iranian negotiations or constraint on the part of the israelis or in fact will it require netanyahu to stand up and actually take action if in his judgment it's necessary? >> yeah. i think the relationship is going to continue to be constrained over this issue. because we already have a deal that's far beyond -- i mean going in negotiating deal that the united states has permits centrifuges. it does not destroy the classified sites that are buried deep in the ground. it does not destroy the site. it permits all of that. netanyahu wants none of that. he would say, if you

want to roll back sanctions, you roll back and dismantle the entire nuclear weapons program. i'm 100% agreement with that. why would you permit those classified sites 250 feet in the ground to continue to exist? that makes no sense whatsoever. so what will happen lou, is we'll get a bad deal here if there is a deal made. and that will constrain this relationship rather seriously in my view. and it will put the ball in netanyahu's court then knowing full well that he has a time lapse relatively short period of time, you can't trust the iranians. won't be able to verify anything. lie to us. cheat. no matter what they say it won't be the truth of it. they think there's another secret site. and this is typical of the iranians. under the guise of negotiation, they do these -- they participate in these activities to gain

leverage. and netanyahu knows that. at the end of the day, it will come down to what he will do. >> general, as always, thank you. we're out of time. i want to conclude by saying, numbers sort of struck me today as the president talked about a 50/50 proposition. and i'm leveling those out of what he said. 50/50 proposition of success. we're looking at a three-quarters of the sanctions already. just in numbers. a very dubious enterprise on the part of the administration. general, great to have you with us. general jack keane. thank you. >> time for a look at our online poll results. we asked whether you believe the republican party will ever be able to stop president obama's amnesty fiat. the response nearly split. 52% said no. 48% said yes. imagine that. division on an issue in this day and age.

that deserve consideration but we think the american people do not trust the president to enforce immigration laws and the proof is from last summer now with a 5 million action. so we're starting with four bills that deal with enforcement of a lot. your have one from all lan security dealing with the border. then we have the interior enforcement and second we have a bill to have mandatory electronic verification of employment which is the best tool possible and we have the bill from judge carter which deals with the problem we have of catch and release with unaccompanied minors and being treated differently. lou: the search from last summer.

>> and finally we have a bill dealing with a sigh of fraud and asylum abuse which was also exposed during this period last summer when the national media was paying a lot more attention but the problem has been going on for a long time but these will stop it. lou: there is so much going on right now when the house idled think i could get to all of those issues. but i do want to ask with dhs funding some discussion that speaker boehner has promised the democrats in the senate a clean bill and he denies that. would you think will happen? we'll recede perseverance -- riis' the perseverance? >> we should continue to
