deirdre: we start with the markets. the dru, s&p roaring back into the green for the year. the dow rallying the most since february fifth as the fed puts its stamp of approval on the banks capital plans. i'm joined by our very own charlie gasparino, david as man, fox business, jonathan hoenig of capitalist pig hedge fund. what do you think of the markets? >> there are no tops in a bull market, melissa. think about 15 years ago buy the dips. people are still saying this might be the top. there are no tops in the bull market and the bull market continues. melissa: you don't think the fed will tighten? >> regardless the market continues to be strong. until that proves otherwise, this tape can not be fought. >> you put your finger on it. rate concerns or lack of

concerns because of lousy retail figures. we haven't had year to year retail numbers this bad since 2009. this is awful retail numbers, giving more credence to those that the fed will not raise rates in june or maybe not even july. that is why the market up. melissa: not raise in june? >> i don't know. i would just tell the average you know invest tore this. watch trading off the headlines. if you know, equity traders, listen, they're on my twitter page. i have twice like cramer's diaper jim cramer's diaper on my twitter page. people use fake handles. >> what a handle. >> these are guys that day trade stocks. they trade off headlines. i would be for average guys, average person not too concerned about today's blip, yesterday's blip, but think long term. is the fed going to ease or not? melissa: are they going to tighten? >> i think they will. that will be a negative for the market. >> june or july? >> do it sooner or later. they're almost locked in. >> market saying less likely.

>> this makes all the intervention so frustrating because we're not debating economic data or how many huggies walmart sells. melissa: no, even though, gdp is not that strong but it is you know -- >> that's a great point. the market, used to be reality to the market. >> every number is suspect. who knows. >> this is all artificial thanks to the fed. melissa: ask americans to name the biggest problem facing the country and they point straight to uncle sam. 18% of voters say our government is the top issue facing the nation. that is way above 11% who cite the economy as their main concern. finally, a poll i can get behind. i also think the government is the biggest problem out there. david asman. >> well you know who else thought about it? a guy who enunciated that in his inauguration speech in 1981. i think we can play the clip. >> government is not the solution to our problem, government is the problem. it is time to reawaken this industrial giant.

ground-breaking my brother's keeper initiative which seeks to create opportunities for all young people in this country to improve their lives, to reach their full potential. we have here some wonderful young people. gerard is the guy the president talked about at my going-away party, i guess last week or so when he described him as future attorney general of the united states. he cracked about his disqualifying haircut but i think his hair i will disagree with the president. i think his hair looks just fine. his mom is here with us as well. where's -- she was responsible for, i think a reduction in the gerard's hair. but as part of this effort my brother's keeper task force recommended that the justice department really establish ad program to help resolve long-standing tensions between law enforcement officers and communities that they serve. and six months ago i was proud to announce the national initiative for building community trust and justice.

this is a nationwide program that is designed to enhance procedural justice, to reduce bias and to support reconciliation. through the committed work of department leaders like my good friend assistant attorney general carol mason of the office of justice programs who is obviously here with us today, who i will miss a great deal. along with partnership of other department components, cops office, civil rights division, community relations service and office of violence against women we are redoubling our commitment to resoring -- restoring faith in the integrity of law enforcement wherever that faith has been eroded. today i'm announcing three significant new steps that we're taking as part of this exciting initiative. first, we have selected six cities to serve as pilot sites for innovative strategies to strengthen bonds between police and the citizens that they serve. in birmingham alabama stockton, california, gary, indiana, in indianapolis,

targeting those individuals and engage them in a conversation online, and start taking their twitter account, facebook, address, start sending them messages. melissa: how did you know? how did you know they were reaching out it this person? >> because the family of the person brought him to me. this young man the other young man who himself came to me and you know, asking about the theology and the ideology of isis. and he become aware of the, you know their prop dan today -- propaganda by receiving many messages. melissa: what did you say? >> what did i say to him? melissa: yeah. >> i said isis does not represent islam. their ideology is ideology of death and islam's theology is a theology of life. islam teaches all of us to be

engaged in the larger community and if you have concerns about any issue in politics or policies of our government, you have democratic means and ways of addressing that. you can write to your representative or your senators. you can engage with them in different ways. but, most importantly is to address the issue of the slogan of dignity and honor. if you joined us you will have the sense of purpose. you have a life. that you've been dreaming of. come and join this group of people who like to make a difference in the world. melissa: so what happened? i mean i don't mean to step on you but we're running out of time. what happened in this situation? how did you convince him to not go? and what is your message being here today for the audience? >> my message is the following. that isis, represent as cult. it does not represent a religion. they're a bad controlling the minds of young people. it is a bad you know creating

chaos and destruction. isis is not a religion. and that is what i told him in person. show me where in the holy koran that is says that you can burn people alive? there is nothing like that. where in the teaching of the prophet muhammad, peace be on him, that you can burn people alive? where it is in islam that you can kill hostages and beheading? where in islam can you rape people? where in islam can you destroy christian churches or yazidis or religious minorities. where in islam. nothing like that in teaching of islam and i use the text against him. melissa: was it a tough sell? did he push back against you? >> when he, when he listened to me, he starts telling me what they have been telling them, why they attacking minorities and attacking the individuals that,

i think that they are nervous because everybody is reminded not only of the clinton scandals but also she is just not an inspiring candidate. she does not give great speeches. what is the animating force in the candidacy well, she will be the first woman. beyond that. melissa: a lot of people just thought it would go away. i think that hillary clinton was among them. >> she realized that she had to step up and say something. the convenience word is something that only came out two weeks after the fact that this story broke. you can give all to pull e-mail accounts. you can get multiple e-mails on one device.

>> the first one is, why do i want to go to mars at all and the second is why do i want to go and stay? ever since i was a very young boy, i have been fascinated by the prospect of humans one day going to mars. there are questions that we cannot answer here on earth. a lot of probes therefore the last 45 years. i think the only way to answer those questions is to send human beings and have them looking with their eyes, touch it with their hands and adapting their experimental paradigms. the only way to do that is to send human beings to mars. i would love to be part of that. are we alone in the universe.

is there life elsewhere? >> absolutely. my 8-year-old son is very fascinated with this. he only wants to go when he can come back. you are a scientist. in your expert opinion what do you think will be the hardest part about being there? >> there are a lot of hard parts about making it on mars. on mars, we will not be able to count on any of that. we will have to make our own from martian materials. we will use the soil to produce water. from that water we will make our own oxygen. using that water for drinking and growing our own food. that is a lot of different

40% of the streetlights in detroit, at one point, did not work. you had some blocks and you had major thoroughfares and corridors that were just totally pitch black. those things had to change. we wanted to restore our lighting system in the city. you can have the greatest dreams in the world, but unless you can finance those dreams, it doesn't happen. at the time that the bankruptcy filing was done, the public lighting authority had a hard time of finding a bank. citi did not run away from the table like some other bankers did. citi had the strength to help us go to the credit markets and raise the money. it's a brighter day in detroit. people can see better when they're out doing their tasks, young people are moving back in town
