the united states and israel. josh earnest today would not rule it out. >> because of his pretty clear indication he's prepared to withdraw from very serious commitments that israel previously made to a two-state solution, that does and has prompted us to re-evaluate our approach to this matter. lou: president obama today finally brought himself around to talk with israeli prime minister netanyahu. it took him two days to do so. but we understand mr. obama actually congratulated the prime minister on his resounding victory. but no one in this country nor israel missed the insult. an american president who spent 48 hours ignoring the electoral verdict of the israeli people in their choice of prime minister. we take up the ever widening rift between netanyahu and obama. its implications with the former director of national intelligence.

a five-time ambassador as well. john negroponte. also tonight growing concerns that russia's aggression beyond ukraine if the west fails to act. fox news military analyst major general bob scales on this broadcast said this last week. >> the only way the united states can have any in effect this region and turn the tide is to start killing russians killing russians by -- killing so many russians, that's venputin's media can't hide the fact that russians are returning to the motherland in body bags. lou: important to note that general scales' comment was hypothetical. it certainly was not a recommendation, but it did catch the attention of the russian media and government. russian investigators launching a criminal investigation of general scales. general scales will weigh in on being a wanted man in russia here tonight. and starbucks this week launching what some call a

patronizing campaign to have their baristas begin conversations with customers about race. employees at the 7300 starbucks stores nationwide asked to right hashtag race together on paper cups. the campaign derided by critics one liberal media company showing courage on the issue of race. and remarkably calling out those who make it a practice to exploit racial politics. we'll have the story coming up. we begin tonight with president obama's phone call to netanyahu. the white house released this readout of the conversation between the two stating, quote -- on iran, the president reiterated that the united states is focused on reaching a

comprehensive deal. joining us tonight, former director of national intelligence, five-time ambassador john negroponte. ambassador great to have you with us. >> thank you. lou: this 48 hours, an obvious insult to netanyahu and effect to the israeli people who voted for prime minister. your thoughts about his conduct and what he should do now, the president? >> for me, and in my experience in the conduct of american foreign policy over 50 years, it's been pretty much an article of faith that we must do our best to be supportive of israel, and that if we do have any differences, i think we've got to do our best to keep them from erupting into public view. so i view what's happened in the last few weeks or so as very unfortunate. i hope it doesn't lead to some

kind of rupture between the two countries, and i think that the leaders on both sides ought to be thinking hard now about how to damp down this controversy, pull back from some kind of breakup but think about the constructive things that we can do together. i thought that mr. netanyahu made his statement before the elections for domestic consumption, and i thought it was interesting that after the election he pulled back from his negative view of a two-state solution, and basically said under the right conditions he could live with that. i'm not sure that it's that different from where it was before, and also you've got to think that mr. netanyahu has got a lot of conservative support in his country. right wing support, like nixon with china. perhaps he's the person that can ultimately bring peace out of tension that exists between

the israelis and the palestinians. >> and his strong security policies, it's certainly been bolstered further by the expansion of in the knesset, the strengthening of the likud party, and the coalition, the strengthening of the right wing parties to the point that he has full power as prime minister an enhanced position and that is also important ingredient for the president to consider because he is the leader of a sovereign nation even though he is being condescended to through the insults at least that the president has made. it is a difficult, difficult position, certainly for netanyahu and it all revolves around the most deadly issue facing both countries, that is certainly iran and its ambitions which are not modest by any means and are downright

extant for the state of israel and beyond. lou: well i think the worst image would be to see us moving towards agreement with iran. at the same time as we're moving towards the split with israel. and i think one thing that could compound the situation would be if we were to go after them publicly in the united nations. we've never done that to the best of my recollection. i think maybe once 20 years or so ago, we condemned them for settlement expansion, but basically worked hand in glove with israel in the united nations and i don't think we want to do anything that's going to get their backs up. make them defensive, and maybe act more counterproductive ways. lou: and the spectacle that has been created by this administration has been only aggravated by the fact that not a single democrat in congress nor the senate has stood up to disavow the president's posture

or his clear intent to preserve what to some at least appears to be an adolescent highly immature response to events that are not going his way. >> well, i'm not sure how long that situation will last, and i think there may in time be some pushback perhaps not directly from the congress but initially from the jewish community and others who have been very supportive of israel over the years in the united states. so i think that's where you may see the reaction at a grassroots level. lou: and ambassador whether we're talking about u.s. middle east policy or u.s. and nato policy toward the russians and ukraine, there has seemingly overwhelmed this president, and his administration, a view that somehow the united states is entitled to dictating political

outcomes geopolitically. that there is no nation no conflict beyond our reach or interests into which we have not intercede, intervene and take an active even military role. that is it seems to me in a dangerous extension of u.s. foreign policy? >> it's not too late lou, to pull back on some of these things and for cooler heads to prevail. israel's our best friend in the middle east. it's a democratic country. we have this historic relationship with them, and i'm sure we can get back onto that path, but i think it's going to require a conscious effort on the part of both sides. now that the israelis had the election, maybe this is a time to have a reset of the way things have been going in recent weeks. lou: even though resets under this administration have

unfortunately had poor results. >> it was the most convenient term i could think of under the circumstances. lou: i understand. all good to have your insight and talk with you. thank you, ambassador. >> thank you very much. lou: the "washington post" the first liberal news outlet to demonstrate the guts and courage that attorney general eric holder was talking about some five years ago, almost six. earlier this week, "washington post" opinion writer wrote an article admitting that the quote hands up don't shoot movement was built on a lie. and this is the video he released. >> the justice department released two must read investigations this month into the killing of michael brown by ferguson police officer darren wilson that corrected the record and revealed ugly practices that institutionalize racism and hardship. they forced me to deal with two uncomfortable truths.

brown never surrendered with hands up and wilson was justified in shooting brown. >> the "washington post" fact checker following up that report was a piece giving the hands up, don't shoot narrative four pinocchios, worst possible rating. the post fact checker said the paper cares about setting the record straight and, you know that's nice to hear from any news organization, but certainly from the premiere news organization in our nation's capital. hopefully the liberal news outlets will emulate the "washington post." our congratulations to the post for their courage. democrats are intent on make the battle over loretta lynch about race. yesterday it was the senate's second most powerful democrat senator dick durbin who accused the republicans of putting the president's nominee to succeed

. lou: president obama's clear disdain not reserved for simply benjamin netanyahu, congress isn't doing well in his view either. a bipartisan group of 360 house members sent him a letter expressing concern about the nuclear deal with iran he's trying to negotiate and calling upon him to understand congress must have a greater role. joining us tonight, former white house chief of staff under george h.w. bush, former governor of the great state of new hampshire. john sununu. great to with you with us. >> evening lou. lou: have you ever seen are you aware of a president who has demonstrated so openly so clearly animus toward the leader of an american ally? >> well, if we took our time we might find something that's

related but certainly in modern history here, this is a little bit disappointing that major policy decisions are driven by petulance, and it is important i think, in this particular instance, to recognize that the united states' role historically has been to try and bring israel and the palestinians together not to drive them apart, and sometimes overfavoring one side or the other, creates more of a problem than it helps. i think the president ought to take advantage of prime minister netanyahu's walking back his position of three days ago to a point where the prime minister said he would be willing to move towards a sustainable agreement between the palestinians and the israelis for a two-state solution, and the president ought to use that as an opportunity to bring things together, not to continue on what is clearly an emotional dislike for the prime minister.

and i think it's an opportunity for the president to do something. lou: and that dislike is grounded, i believe, clearly, in the iranian nuclear future and disdain on the part of netanyahu for the deal that's being constructed as he understands it and my guess is his understanding is close to the facts as they now exist, and that negotiation, and the president who wants a deal, some would charge at all costs and have charged that. what is the resolution there? >> look, it's important, as you look at situation you've described, that we all realize that the major arab states are on netanyahu's side on this issue. saudi arabia and most of the gulf states are scared to death of a nuclear iran, and so it is not an isolated israel expressing concern to the president on the iranian

situation. it's almost a unanimous middle east and the message he's getting from congress is a bipartisan message. for some reason, and many people are still trying to figure out what's driving it this president seems to think that the most important thing he can do in the last two years of a failed presidency is end up with a bad agreement with iran. i just don't understand what's driving him. lou: and to plumb the depths of your understanding very quickly. do you understand why this president is ignoring the greater presence and rising standing of china as it prepares to invest hundreds of billions of dollars in central and south america and we are doing so little. do you understand why this president will not be

forthcoming about his so-called transpacific partnership treaty. he's shunning democrats and vowing those few who know something about the proposal to silence. he has them under a gag order. he refuses to act in the interest of nato and european security, in the case of russia's aggression. what do you make of it? >> china. look it's not just china, lou, iran is moving into latin and south america. lou: right. >> i've seen reports there are dozens of iranian little enclafs or outposts in south and central america trying to move their influence there. and china is not only moving into south america and latin america, it is moving into africa. the chinese are using their new found accumulation of dollars to do things to expand their reach around the world. and the president doesn't seem to think that the role of only

. lou: a few thoughts what i believe a president now bent on expanding the power of his office to dimensions never envisioned by founders the constitution or previous presidents for that matter. the president talking about illegal immigration and executive fiat admitted as much when he said what we've done is we've expanded my authorities under executive action, and he added as far as we can legally under the existing statute. as mest of you know over the course of the previous five years of his presidency mr. obama admitted he had no reason whatsoever to expand his so-called authorities, but the foundation of his authoritarian arc, well it was established early in his presidency. dismissing the importance of bipartisan support in such sweeping legislation as obamacare without a single vote he signed it into law and with it its many mandates.

he issued numerous executive fiats to preserve and to change fundamentally the obamacare law without ever going to congress for amendment to the law. add to the obama expansion of presidential power, his determination that he could decide alone whether congress was in session or not, as he made what he called recess appointments to the national labor relations board, the supreme court told him no ruling against him. he alone determined the minimum standards for insurance plans by executive fiat. he alone termed in the minimum wage for federal contractors waiving welfare work requirements as well. the words excite the president's imagination, and now he's apparently fascinated with the idea of mandatory voting. >> in australia and other countries, there's mandatory voting. it would be transformative if

everybody voted. that would counteract money more than anything. if everybody voted, then it would completely change the political map in this country. lou: there are members saying that no presidential candidate has ever raised as much money as he did in successive presidential races. he wants to force everyone to vote, he says, without requiring voter id. >> the people who tend not to vote are young they're lower income they're skewed more heavily toward immigrant and minority groups. there's a reason why folks try to keep them away from the polls we want to get them into the polls. lou: the president calculating democrats are the beneficiaries of mandatory compulsory voting,

as young people, low income people and minorities are forced to vote. his call for voting continues the authoritarian arc that may well define this president, indeed his legacy and alter our history as a nation. that authoritarian impulse and a confounding footnote full, the republican party the loyal opposition they're doing little to limit the president's expanding powers. despite talk of distrusting him and his unilateral impulses and actions politicians of both parties seem eager to support a trade treaty constructed in secrecy, the transpacific partnership, and because the establishments of both political parties dine at the same trough that is a big business and powerful lobbies, including the chamber of commerce and the business roundtable they want the white house to possess that fast-track authority. don't be surprised if congress

. lou: sounds like a rush to democracy for the russian people, doesn't it? russia doubled the number of troops in the arctic region where they're carrying out large scale exercises. these snap military exercises as they're called initiated the beginning in the week, they evolved 80,000 troops! and the entire northern russian fleet and other forces on combat alert. fighter aircraft participating on those drills doubled in

number today to 220 aircraft. as well as 41 warships and 15 submarines taking part in the exercises. russia announcing at the same time plans to deploy state of the art missiles in the western region that borders nato members poland and lithuania. russia will deploy capable bombers to crimea celebrating the one-year anniversary of the annexation to russia. joining us now, retired major general robert scales, former commandant of the war college, fox news military analyst. good to have you with us. let's start with the huge exercises i can't remember anyone putting on exercises of this scale. over the arctic region. is it not sending a clear message that mr. putin means to

have dominion over the artic as crimea and eastern ukraine? >> i don't think it's that. i think it's purely a psychological campaign. the northern fleet is probably the most secure fleet that russia has, but this is a way for him to demonstrate his moral dominance or psychological dominance over the west. to rattle the sabers in the ukraine to put the fleet at sea, to station bombers in the crimea, missiles in the west. this is all part of a pattern of behavior that putin has been employeeing for the last two years and succeeding at it. because the united states and the eu are reluctant to call him out on this. extremely reluctant. lou: i got to ask you, general. i'm really -- i've got one vision of europe of america of the west, and retiscence in the face of aggression and provocation is not what i think of when i

think of american traditions. the nature of american culture and it's really frankly hard to stomach to watch that. it must drive you nuts! >> here's the thing as i've said before on your show, the russian military isn't that powerful. if you look at what they're doing in the crimea. they have stretched this army of theirs to the limit to deploy 12,000 troops in eastern ukraine. lou: general, we've been hearing they're stretched to the limit for years. we've been told that sanctions are tearing them to pieces they are being devastated they're going to absolutely wilt and do president obama's -- do whatever his bidding may be and instead we're watching 80,000 troops 200 aircraft. 50 ships at sea, and we have barely, what have we got in the air at any one time? it's ridiculous! combine that with all the europe, and we look imfeebled,

frankly. >> that's right, and again, as i said if the west would just call putin to task. if we would just supply the ukrainian military with offensive weapons. let the ukrainians fight their fight, then we could actually cause putin to change his behavior. i have to tell you sanctions and agreements and cease fires don't work anymore and you know it. lou: i've got to take up on the reaction of the russian government to general scales' comments on this broadcast here last week. scales saying that the only way in which he doesn't believe there's -- well let's take a listen, how is that? >> 3,000 u.s. troops deploying to eastern europe some armor will be going with him apparently to what effect and what do you expect? >> i think to no effect lou, it's game, set and match in ukraine. the only way the united states can have any in effect this region and turn the tide is to

start killing russians. lou: start killing russians. it was a hypothetical. and the last thing that general scales was calling for, the russians seized on that bob where. do you stand right now with the russians? notice i immediately put distance between you and me saying once the russian started coming over the barricades? >> i just bought a polonium detector. i've been indicted by the russian system and they're seeking to carry the indictment through the criminal court system. this is all part of the same game, lou. they squelch their own media, only feed their own people propaganda. when they look at people overseas who understand what the war is all about and are trying to explain it to the american people they go after them as well. it's pure psychological intimidation, all the way around, and it's not backed up by that much force lou. lou: and in point of fact, most

22-year-old phillip resendez stopped his honda bike long enough to put in his ear buds and roared away once again. barely missing the open door of that police cruiser. resendez led police on an hour-long high-speed chase straight out of the movies. the cocky motorcyclist decided to taunt police as they pursued, he popped wheelies stood up on the seat of his bike. cocky to the point of crazy but what a rider. but the patrolman eventually talked him down and he wrapped it all up when he pulled into a gas station in ontario and there surrendered to pchlts onlookers cheered the young man who apologized to his young daughters for, as he said it for putting them in the middle of all. this nobody hurt. officials at this point are charging him with driving on the wrong side of the road and failure to yield. >> and thank god for a happy
