1-size-fits-all federal government's solution. it is only on federal lands now but it is the camel's nose and they stated they want to go after fracking. stuart: here is what stuck out to me. if you are going to do fracking you got to tell the fans, local regulators exactly which chemicals you are using and at that point i expect all the greenies to come along and say that chemical is toxic, even the most minute amounts, let's go to court and if it goes against and they will appeal it. everything gets held up forever. can you see that happening? >> yes. you're drinking water every compound and everything exists in trace amounts in our environment, you can always claim something in the compound. the colorado governor came to capitol hill to testify, he said he drank fracking water. is regulated by the states, mostly water and clay and a few additives they use in food.

lack of out reach from republicans because republicans don't feel they need the black vote to win elections. stuart: the field if you address the black audience, republican politician addresses a largely black audience they will not be well received because they are white republicans. >> not so sure about that. there have been politicians chris christie in his reelection bid in places like camden did quite well with the black vote. we had richard riordan in los angeles in nearly 90s, those republican politicians that have taken time to go to these neighborhoods and introduce themselves, it has paid off and i would like to see more of that but stephen smith is absolutely right. the current situation is the democratic party is able to take the black vote for granted and that is not in the best interests of black americans. stuart: well said. always a pleasure. don't be such a stranger. see you at starbucks.

suicide attacks at two different mosques in yemen's capital of sanaa. the ap reports isis claimed responsibility. at least 120 killed more than 300 injured. isis is taking the credit and by doing that they appear to be very powerful. are they as powerful as they appear? who better to ask than the man who wrote the book on isis eric stefelback. we are told that isis is growing in power and influence in the middle east, and the latest episode in sanaa where they've taken responsibility, that adds to reputation of power. is it a little overblown? >> look they're not an 800-pound gorilla. isis has 30 to 40,000 well-trained soldiers but can easily be crushed. that's number one. we haven't shown the will to do it. we haven't crushed them militarily. they're expanding.

for isis attacks against the west. stuart: you are saying they could be crushed militarily if we have the will. could they be crushed militarily without american soldiers doing the shooting and the firing? >> stuart, i don't think so i talk about it in the book, conversation with military strategist who said eric, we can't defeat isis with airstrikes alone. that doesn't mean we need a heavy footprint. think of 2001 in afghanistan, u.s. special forces, the cia on the ground directing the northern alliance. they were able to rap the taliban. i think we can do the same with syria and iraq if we get behind the kurd who are fierce fighters, who are pro american. stuart: will we? if we get behind the kurds, you don't think we're going to do this? >> in a perfect world, we would, i don't believe that president obama is going to budge before 2016. stuart: i take your point, but do the american people, the american voter at this point

listen, if you plan on moving your fracking operation from the state of new jersey, say to federal land, if that's in your plans, you must adhere to the rules. build your wells with concrete barriers. disclose the chemicals you use to extract the natural gas and have to follow new guidelines for storing the waste water. the petroleum industry contends rules are redundant and expensive. the administration contends the cost of regulations equates to one quarter of 1% of the cost of drilling a well. happy fracking. stuart: yes, but environmentalists will take a look at one of the rules and see where they can nitpick and go to court. that would drag out the fracking process, the approval process and kill a lot of fracking possibilities. now i'm asking do you share my opinion on this? >> well stuart, what i will say is that these issues of environmental sensitivity

usually end up in court, and wait to see what the environmental folks have to say. it's one of the things where you can't make anyone happy. the petroleum industry isn't happy environmentalists aren't happy. stuart: rich, thank you very much indeed. amazon gets permission from the faa to begin test flights on a fleet of delivery drones. there's a catch. amazon can only fly them during the testing period below 400 feet, must be within line of sight and the person controlling the drone must be a licensed pilot. come on in. brian hearing, the co-founder of drone shields that is a company that makes drone detection technology. first off, these rules and regulations for amazon drone testing, they really do, they put the idea of drone deliveries out of reach? >> not really, amazon and the federal government have been in a struggle how to deal with this for quite some time. this is a compromise that the faa feels will enable to get

amazon started. we think more onerous as they develop new drones they have to reapply each time to qualify each of the drones, that is not tenable in r&d project of this size. stuart: you know all about the drone business a waytor futuristic for us. i read an article in the "wall street journal" two days ago and said the pentagon the military is work on a flying, flying aircraft carrier that can release a fleet of military drones. now that's a real -- i don't know what that is on the screen, i don't know whether that thing is flying out there or not. but that was the idea, and the military is working on it. aircraft carrier in the sky would fly around forever and release 20,000 drones to go and attack somebody. is this really far-fetched or a possibility? >> no it's not a big deal in my opinion maybe i've been on defense for too long. you can go on amazon and buy

these for 500 bucks, the only distinguishing characteristic of this is potentially the drone would return to the aircraft carrier it doesn't make sense. these things are disposable. i'm not sure what the intention is. stuart: the future of flying is drones, isn't it? >> definitely unmanned movement has been a long time now. stuart: what happens if you get a fleet of commercial drones and they have the cameras on them, doesn't that amount to the kind of mass surveillance on a huge scale and the police maybe could speent video from some of these drones to find out what you're up to. is this so futuristic that it's not going to happen? >> that definitely isn't, and a secondary effect that people haven't explored. we've seen the police subpoena records from private cell phone networks. they can do it with drones they could subpoena that record. so the difference is you don't
