>> there is no bright line rule on exactly what constitutes the level at which that would have been. if they have a suspicion that he did have cell phones, they had an affirmative duty to take action on that. melissa: if they were found guilty what would that mean to the airline? >> of governing treaty on these bills. it would impose the highest level of liabilities. melissa: they said they would immediately give $54,000 each to these families. what do you think about that? >> i think that that is a good move. accepting at least some level of responsibility.
