optimistic. i have to be honest with you. the noise we heard from yellen is noise. it's short-term. i'm losing the opportunity on pullbacks. charles: you cover all your shorts, let us know. thank you for watching us. every night 6:00 p.m. can't watch it. dvr it. now, lou dobbs. lou: good evening, everybody. i'm lou dobbs. iraq shia militias are launching a major operation trying to retake the city of ramadi. their operation comes two days after defense secretary ash carter questioned the iraqi's military commitment saying they had, quote in will to fight in ramadi. we take the islamic state advance tonight. we'll be talking with roger scales. also a record-breaking night of violence in the beleaguered and poorly served city of baltimore. thirty-five people killed so far in the month of may.

twenty-three of those victims at least 23 are black. but where is the outcry from the black community? where are the throngs of protesters demonstrators that came to the streets to protest the death of freddie gray in police custody in baltimore? where is the obama administration to explain why it's carrying out a campaign against law enforcement, when it's doing so little to demand more of public servants and commitment to stop violence and lawmakers. we will be discussing the overlooked problem of inner city violence with former washington homicide detective rod wheeler. former nypd detective bo. search-and-rescue operations continue in texas. hard hit by tornadoes and widespread flooding. at least nine people killed. more than 40 others are missing. we'll have a full report for you from texas as

residents there are bracing for more severe thunderstorms and tornadoes tonight. we begin with a white house and pentagon that are hardly in lockstep on either policy or public pronouncements. the white house more often than not, in disarray. the white house today offered cautious support for defense secretary ash carter's assessment that iraqis lack the will to fight. adding that iraqi forces in ramadi didn't have the benefit of us military training. >> for enduring sustainable results we're going need to see the iraqi people and the iraqi security forces step up and take responsibility for the security responsibility in their own country. that means training the iraqi security forces. that's a training process that can't be done in a week. that's not a seven-day training course. >> joining us now roger scales. u.s. army war college. fox news analyst.

general, before we turn to the subjects at and there are many. to listen to josh earnest, he seems to become increasingly facile and less responsive the questions asked him on important military matters. this is -- i'd love to have your reaction as i'm sure would our audience. >> i think you're absolutely right. you have to add what's happening in iraq to what's happening in iran, what's happening in the ukraine. there's just a long-standing apathy on the part of the administration and the department of defense to deal with these real world pressing problems. and the way -- very quickly, i got a call from a friend of mine in the pentagon and he went through a long litany about ramadi. the weather was bad. communications were bad. the firepower wasn't available. there was confusion in the ranks. et cetera. it's almost as if the administration is trying

to sort of smooth over or paper over what can only be described as an unmitigated military disaster, lou. lou: at least today, acknowledgment that the iraqis were not outnumbered, nor were they outgunned. >> right. lou: in fact, they had immense advantages. they had a significant military, numerical advantage. they simply turned tail and ran. >> right. absolutely. and, you know napoleon once said the the moralist to the physical is three to one. in iraq it's more like ten to one. war is ultimately a test of will and courage and leadership and trust. those intangibles that make great armies. it's not about the material they have. it's not about numbers. it's about wanting to sacrifice yourself for your country and your buddies. it's not just happening in this army.

it hasn't happened yet. and i have doubts about the future. lou: and interestingly as ash carter the defense secretary was saying that the iraqis lacked the will to fight, the head of the kurds force the iranian general described the united states as lacking the will to fight. >> well he's got a point, doesn't he, lou? i mean, look, there's an old saying in the army, either go big or go home. and the idea of just sort of trickling in american forces to do -- to do the advise and assist mission from behind the gates of these fire bases, certainly shows a lack of will on the part of the americans as well as the iraqis. i'm not in favor of iran taking over this conflict. but i have to say -- i have to say that the general has a point. lou: he has a point. and increasingly we learn that the us military -- many of its leader have not had a point. long wars talking about

understanding the culture. all of the blather that we have heard emanating from the people who are supposed to be the leaders of this nation's great warriors, turn out to be sociologists and prattling politicians more often they are leaders of men hell-bent on victory. not going big barely just going. >> that's right. when you talk to the young soldiers and particularly soldiers and marines who are -- who are engaged in iraq and afghanistan, you get a different picture. i -- i'm just so upset. lou: let me be clear. i'm talking about non-comes. i'm not talking about captains and majors. i'm talking about generals and admirals who have presided over 14 years of conflict without effect. (?) that's something every general officer should be taking to heart and talking about, how do we begin to act differently and achieve far better results? because we've got great warriors for them to

command. >> i couldn't agree with you more. this war has gone on for too long. we're trickling forces into the combat zone when if we're serious about winning it, we should be piling on. and the mantra the narrative if you will, from within the administration is, we're doing fine. we'll go slow. we'll stick it out. but the american people are tired of sticking it out. they're tired of watching this war on television. they either want to see results or they want to see it over, lou. lou: they also want a government and a military who speaks truthfully to them, honestly and forthrightly. those used to be principle attributes of american language. texas. the severe weather left a trail of destruction from oklahoma to texas. nine people are confirmed killed in those storms and flooding. the number is going to climb. fox news correspondent casey siegel with our report from texas. >> deadly flooding in texas. these cars overwhelmed by the high water. harris county officials tell people to remain home due to the conditions. >> lots of condition high and dry right now. there's still a significant portion of the city that is affected by the floods. >> bans atfans at houston rockets arena asked to stay indoors. >> i promised my brother-in-law i would not take chances with his wife. so i'm going to take care of my sister and stay here until it's call clear. >> one of the hardest hit parts of the state.

the damage here significant. several people remain missing after the vacation home they were staying in was swept away. texas task force one bringing in search dogs to help look for those unaccounted for. the team has boats with them. >> basically called wide area search. it's unique in that we have the boat squads with us as well. a lot of that involves the river systems in the area. >> it displaces thousands of texans. disaster is declared in dozens of counties. it's not over yet. more strong storms are expected to develop today from north central texas into oklahoma. >> i've been here my entire life. and i've never seen water like this. >> an additional one to 2 inches of rainfall is expected with heavy downpours at times according to meteorologists. that's the latest from texas. casey siegel fox news. >> we're coming right back with much more. stay with us. lou: coming up, violent weekends

♪ >> the city of baltimore is reeling from its dead deadliest month since 1999. thirty-five people have been killed so far including nine over this past memorial day weekend. incredible. and the record violence is happening in west baltimore. ground zero for those riots that took place following the april death of freddie gray, who was killed in police custody. in chicago a dashboard camera captured dramatic video of a shoot-out between gang members in broad daylight. this video shows a man in a gray t-shirt pull

out a gun, then he fires five quick shots at a target off camera. then he heads down the street. there he goes. and fires five moreefore he gets in his friends car. they speed away. now, this is not typical of chicago violence because no one was hit by all of those bullets. not one of those bullets hit anyone. and amazingly a 9-year-old boy was just barely missed in the gunfire. police say they are analyzing this video. no one has been arrested in connection with the shooting. murders in chicago, by the way up 17% over last year. cleveland's police department today agreed to train its police officers to minimize racial bias and the use of excessive force in a deal with the us justice department. police activities will now be tracked by a monitor either agreed to by the city or justice

department or named by a federal judge. the announcement comes three days after a white police officer michael brelo was acquitted of manslaughter in which police fired 137 bullets through the windshield of a car. carrying two unarmed black suspects. they were killed. protesters took to the streets afterwards, resulting in more than 70 arrests. joining us tonight, former washington, dc, homicide detective rod wheeler. rod good to have you with us. >> good to be here. >> bo. fox news contributor. good to have you here. >> good to be here. lou: this is a stunning number. thirty-five murders in baltimore. and the mayor is asking for justice department investigation. >> you know, you missed one thing also. there were 14 murders over the memorial day weekend in chicago.

twenty -- there was 36 others shot. a lot of people don't realize in new york today, i talk to people up in washington heights. all over the place. there's more shootings happening and you're not hearing about them. you're only hearing about the people getting hit. so there's enormous amounts of shootings all over. my thing is, you said it at the beginning of the show where are the attorneys general? these are young kids dying in our inner cities. the types of interactions between the police going into the tens of millions of interactions what happened in south carolina totally wrong when the guy shot the guy in the back, yeah, there will be bad cops out there. but you still can't take away from these young lives dying every day around our country in our inner cities. and why isn't the president -- this is like a war going on in our own neighborhood. and this is the beginning of summer. it will only get worse. (?) we have to get our government behind us. you know what, we need the police to go and do

their jobs and not worry about being in trouble. lou: in baltimore rod, that's exactly what the police are being accused of, is not doing their job. that they're holding back and not policing. >> right. lou: the mayor who has been running that police department for five years now asked for an investigation and is now making excuses for what has turned out to be more calamity more pain, and more tragedy in the city of baltimore. >> well lou, let me start out by saying. i agree with bo 100%. exactly the way he explained it. right now, just so the viewers understand our major cities like baltimore, ferguson cleveland they're in the middle of a catastrophic crisis. for some reason or another, these politicians, it's not politically correct to address the problem which is the crime problem. what is politically correct for them is to go after the police officers. and guess what the end result is. the end result is all those people killed this

past weekend. when bo tells you he sees it in washington heights. guess what, i see it in washington, dc, and cleveland and all around this country. and no one is doing anything about it. and it's unfortunate. lou, you talk about the mayor of baltimore. i was in baltimore on the streets during the riots. she told those police officers to stand down. allow people to vent so that they can express their feelings in the community. well, they did that. they burned the city down. what does she want to do? she wants to go after the police officers. she has it all mixed up. unfortunately, we see people suffering each and every day. >> you know what, the important thing rod, i agree with you like always. the important thing is, do we we know the names of these young kids? the nine that were killed in baltimore. we don't even know their names. they're being killed. >> you're right. >> this is a civil rights violation against those kids not being properly protected. and when they don't bring an influx of cops

let them do their damn job, stop and frisk we're up 45% of murders in new york. they have city monitors. the city council these poor cops are going out there, they're not wanting to do anything. we lost that hero officer moore. if we would have reacted and tossed that guy -- the law would have said, you illegally were searched. >> officer moore couldn't get out of his car in time before he was shot. lou: let's turn to what we're looking at in terms of this administration. what we're looking at is an outright campaign against law enforcement. until somebody intervenes here, whether it's the attorney general herself -- >> it's getting worse. lou: -- whether it's a mayor who has the guts. one of the republican candidates. maybe one of the democrat candidates.

who says this needs to stop. >> chief clark is the only one that stands up and tells it like it is. that's from milwaukee. me being an ex-cop. my insides are screaming. why aren't we doing anything? why aren't we saying anything? >> you're exactly right. lou: rod in phoenix, they're having to send out emails asking people for money so he can fight the legal battle against the justice department, the aclu here's a guy as you've been saying, who has been fighting to enforce laws and he's reduced to asking for money for legal defense. i mean, is anybody going to get honest about what this justice department is doing? the law enforcement in this country? >> right. well the problem lou, really quickly is that there's a significant lack of leadership across this country. and i don't -- i don't mean in the police departments. i mean our elected officials. that's where the problem is. you take a look at

ferguson missouri. really quickly. i was out there for the riots in ferguson, missouri, as well. the governor jay nixon didn't even arrive in ferguson until four days afterwards the city started burning. then you look at baltimore. what that mayor did what she did. take a look in contrast really quickly at the state of ohio. you want to talk about leadership, john kasich on the other hand, has been on the streets of cleveland every day just about dealing with the problems face-to-face. so, in addition to sheriff clark as bo said. i would also say, we need to look at some of these other presidential candidates like john kasich because he's out there. i can tell you that firsthand. >> i respect civil rights leaders. these are the civil rights of these young people dying out there. why aren't they protesting. why isn't my friend jesse jackson in chicago where he lives out there protesting with the families and saying, we have to stop this violence in chicago? lou: you know why because the
