lou: if you can't see the show be sure to record it. we are living up to the name and we are making you money. we will leave you with in the hands of lou dobbs who is right here on fox business. lou: good evening everyone the islamic state victorious in repelling an iraqi assault in recapturing the city of ahmadi. the islamic state using the cover of a storm to launch a wave of suicide attacks against the iraqi military and western province. tonight john negroponte joins us to assess the apparent acquiescence to the islamic state in iran. also hillary clinton returning to the scene of her most embarrassing loss to barack obama in 2008.

but the embarrassments continue to go on. she is still not answering questions about her growing e-mail and clinton foundation scandals. the question is now whether foundation donations bought the u.s. government favors while she was secretary of state. we will have much more on the clinton foundation relationship with fifa. the justice department charging them with corruption on a global scale. we will take it up with rich lowry. in parts of texas tonight struggling to recover in the aftermath of record flooding. at least 15 people have been killed and more remain the missing tonight. we will have a full report from the hard-hit city of houston and despite a devastating defeat for the iraqi government forces and the mahdi, the state department offered this rosy and somewhat delusional assessment of it.

the ebb and flow and the nature of war itself in iraq and syria. in negotiations with the obama administration it appears that this administration is seeking to elevate iran to the level of a nuclear power through negotiations that at this point look strange and near collapse and they seem to be working at cross purposes including the new department and the defense department. >> we are going to have to wait and see. the june 30 deadline is coming very soon as people understand it's rather doubtful that that will be met. and i think that the key issue in the nuclear discussions and however verifiable it is that we reach, i find it disturbing that

the ayatollah leadership instead they are saying that we will have full-fledged access. so i think that that really needs to be clarified. >> the french foreign minister will not be any part of the deal in which there is a limitation on inspection and it it has been made clear that there would be if there are any at all. it is almost a preposterous position that the obama administration has put the government of the united states in. that seems orkin counter purposes to the allies, not being coherent in any kind of separate entity with the states. and with the iranians making all of these absurd demands and for example of they are saying that we will not put this agreement

in writing and certainly there will be no inspections. it is almost operatic. >> i think you are being a little bit harsh, if the terms have been outlined by the administration and if they are put into effect, then i think that there is something there. but it has to be enforceable and explicit and it certainly has to be in writing because there's no question about that. and these must be binding commitments on the part of roadsides. but if we can completely arrest the iranian nuclear program and standdown certain of their nuclear activities such as enrichment and so forth, that is not necessarily a bad thing. and there has to be enforceable. >> if i may turn quickly to russia. listening to the vice president today make a charge against the

russians and to take the part of the allies if you will please. >> vladimir putin is also trying to steer allies and partners with the threat of new and aggressive russia. the terms we have not used in a long time related to nuclear power. as well as nuclear arms. and as they try to rattle the cage the kremlin is working hard to buy off european political forces, funding both right-wing and left-wing anti-systemic parties throughout europe. >> your reaction? >> i think it's a fairly accurate description, but it speaks to the manner of giving all reasonable amount of help to the ukraine and the nato allies to be able to withstand these kinds of pressures and that can

be done. i have long advocated and i continue to feel that it would be a good idea to give equal weaponry to ukrainian armed forces so that they can increase their deterrent capability and raise the cost of any future russian ventures and we have to constantly be working with the nato allies to see what else we can do to make sure that the russians are not tempted to make some sort of terrible miscalculation. >> ambassador, it's always good to have you here. >> thank you. >> thank you. lou: breaking news just in. the internal revenue service blaming russia for the cyberattack that targeted more than 100,000 american taxpayers and succeeded in acquiring their personal and private data. and that is according to congressional sources that say the internal revenue service now believes that russian criminals stole sensitive tax information from an agency website as part of a desiccated cyberattack and

scheme to claim fraudulent tax refunds and following torrential rains and flooding over the memorial day weekend these are live pictures of texas were there or reports were a tornado has just touched down and we are looking at obviously menacing skies here, watching this severe weather will be updating you with any developments as they come in and at least 15 people have been killed, the death toll expected to rise in the dozen people remain missing tonight and our fox news correspondent

lou: hillary clinton today making her first trip to south carolina as a presidential candidate, a state that she lost to barack obama by 29-point back in 2008 which was really the first time.

and clinton using her speech caught republicans because they blocked equal pay legislation she said. that is despite the fact that hillary herself paid that women less than men in her senate office and clinton did not address the ever-growing clinton foundation scandal and we were sure this would be the day. according to a report in the international business times, the clinton state department approved $165 billion of weapons deals whose governments donated millions of dollars to the clinton foundation. is it pure coincidence? will see. jeb bush not having the best of days on the campaign trail, now asking the justice department to investigate jeb bush for possible campaign finance law violations.

it has been acting like presidential candidate, raising tens of millions of dollars from the super pac at avoiding laws against doing so because he's not an official candidate and some of those watchdogs have certain liberal instincts and i would like to add. these donations, i doubt it, but the reason you have ethics rules in government is to avoid even the appearance of a conflict of interest and it's becoming increasingly clear that the tenure as secretary of state was one of norma's appearance of conflict of interest and they may be able to less likely to oppose any of these deals and that's very hard to detect or prove in a court of the law. lou: certainly we were not in any way daunted by appearances of conflict of interest. and on so many levels from every direction, if ever there were a web it may not be a web of corruption but it has every appearance of looking so because

because of people like rand paul. >> i'm not going to agree with that at all come about because of the fox and the party that the arms were snatched up by isis and they also would have made it the job of isis even easier they created these people. lou: what do you say? >> i would say four or five pinnochios. this is indicative of these hawks in this country. they have so-called moderate rebels in syria and it was a total pullout of iraq that created a vacuum that was a norma's benefit to isis. i think that he is wrong on all counts and he can't stand the lindsey graham and he wants to have a fight with him. lou: and a lot of other people as well.

undergoing a major renovation today engineers moving a space station module from one port to another the move part of an ongoing effort to prepare the station for future herschel crews and cargo vessels. so one of those private companies is a spacex who released new video of a major test result of a system that will protect us in the event of a emergency. no humans were aboard for the may 6 flight, but this video shows what it would look like from an astronaut's perspective grid the dragon spacecraft accelerated from zero to 100 miles per hour in one and two seconds and reached the top a top speed of 345 miles per hour. the spacex ceo elon musk says that that had there been people on board -com,-com ma they would have been in great shape. spacex has also scored another major victory earning the u.s. air force certification to allow it along with other national

lou: a few thoughts now on the obama legacy on the broadly misunderstood legal legacy of this administration, whether it be the actions of its politicized justice department or the public misperception of the president who fancies himself a constitutional scholar and very fancy lawyer. it turns out the evidence is rather clear on both. he is neither. a federal appellate court just yesterday dealt mr. obama's agenda and his legacy another crippling blow. the fifth circuit court of appeals denied a justice department request to allow the president's amnesty fiat for illegal immigrants to go into effect while an appeal is pending. the white house has so often been on the losing side of major

legal confrontations that the white house response is now an automatic reflex to adverse rulings. here is the rather predictable white house statement which said in part two judges ever the fifth circuit chose to misinterpret the facts. president obama's immigration executive actions are fully consistent with the law. they are squarely within the bounds of his authority. the court is ruling on other significant portions of the obama agenda as well. the president's amnesty fiat is only part of the court's threat to his legacy. the former constitutional law professor's signature law, obamacare, has survived one supreme court but could be gutted as early as next month when the justices are expected to issue a ruling on the legality of subsidies for americans in states did not set up their own exchanges. other critical elements of the

president's agenda are also on the supreme court docket. the docket includes these case same-sex marriage which president obama now supports after a public evolution on his part. a court test for mr. obama's climate change agenda is also expected. the supreme court is set to rule whether the administration exceeded the law with limits on emissions for power plants. and the supreme court has ruled against the obama administration so often that the obama lawyers must bedown cast. the high court ruled the president exceeded his authority with his recess appointments to the national labor relations board. it goes on and on. since the president took office, there have been 13 unanimous supreme court rulings against the obama administration. the president's legal legacy has already been decided. the real question now is just how bad it will be.

candidate, governor scott walker, telling breitbart news, if the number of illegal immigrants swarming across our southern border were coming in by this country's seaports, the federal government would be sending in the u.s. navy to stop it. detroit's police chief telling residents he personally wouldn't stop at a gasoline station in the city overnight because of recent violence. james craig's comments follow a series of violent carjackings over the weekend. one man killed. in chicago 12 people were killed and nearly 60 shot over the weekend. mayor rahm emanuel is calling for even stronger gun control laws, telling a group of officers quote it is not just about how many police you have said rahm emanuel. it is about the quantity of guns that are on the street. so we actually have gun laws that back up the men and women we just recognized. and if you can make head or tails of what the mayor just said, let me know.

joining us now to discuss what is behind the violence in our cities and the war against law enforcement in this country, milwaukee county sheriff, david clarke. sheriff, great to have you with us. let me ask you, mayor rahm emanuel said it is all about the guns not the people using them. and so legal guns in the hands of citizens should be taken away. what do you make of it? >> well rahm emanuel is dead wrong. he must have gone to the same school that president barack obama did on how to run a law enforcement agency. this is what happens when you have community organizers and academic elites and others who don't know a thing about policing in the american ghetto start to dabble in police science. look i know from my 37 years of experience the cops matter and number of cops that you have can make a difference as long as you law them to do within our constitution, as long as you allow them to do assertive policing aggressive policing, things like broken windows and

other initiatives that are going to put the bad guys on their heels, but instead, rahm emanuel reaches into his bag of tricks and pulls out a gun control talking point. that is kind of what we have. city of chicago is under siege. this is not anything recent with them. we saw as you mentioned what happened in baltimore over the weekend. these cities might as well get used to it. this is what you will have as long as you try to turn cops into social workers around try to get them to emphasize de-escalation and more dialogue instead of going on the offensive to go after some very dangerous individuals. lou: and those dangers are rising in part because we're watching gangs it seems, multiply monthly in this country. it is a national crisis. and yet this president doesn't talk about it at all. the attorney general doesn't address the issue at all. and seems to be more interested in investigating police departments rather than being part of a national law

enforcement strategy that assures public safety. >> it is starting to take its toll on the psyche of the american police officer. self-initiating policing will go down. proactive policing will do down in many of the areas. cops will resort to answering calls for service. that is what they're paid to do. that is what they're expected to do. we need them to take risks on self-initiated act to pull the car over that you have reasonable suspicion to do so or jack up, as we call it the group of gang members hanging on the corner to find out if they have drugs or weapons. but the way they're looking at it now why should they risk their lives or end up with some criminal indictment because this whole thing has been politicized. so instead the president of the united states and others as rahm emanuel continue to deflect from the behavior of many young black males in the american ghetto. instead pile on the law enforcement officer. lou, as you know in the end the loser in all this are good

law-abiding black people that live in these ghettos. there are a lot of them. lou: and they seem to be the last consideration here. they're being, if you will targeted by propaganda principally from the left. power structure really is using them for political purposes rather than providing services. it is extraordinary. we can go back 50 years and look at some early writings of daniel patrick moynihan, nathan glaser street corner society. the problems aren't changing. responses are changing. the failureses are immense. we continue to permit as you say, a mayor, to deflect from his or her responsibilities in the case of baltimore, and their service in elected office. they are the ones failing millions of people in this

country and yet, it goes on and on and on and on without response politically and from the american people. >> well here is what has to happen. you have to eradicate the american ghetto. how do you do that? you have to shrink the size of the underclass. we're seeing underclass behaviors on display. we have a permanent underclass in the united states become comfortable with ghetto life. how could we get them out of the comfort zone? as you mention you go after modern liberalism. modern liberal system conduct without borders. celebrates black underachievement. make excuses for abhorrent behavior in many of these neighborhoods. blames others for questionable lifestyle choices like school failure, having kids out of wedlock, not staying constantly employed. i would start by attacking modern liberalism to short to these became jurors, instead of celebrating them. make them uncomfortable and see underclass behavior start to shrink. lou: david clarke, always good

3.1 billion shares. a reminder to listen to my reports three times a day on the salem radio network coast to coast. surveillance camera captured the moment that a large tornado touched down in ohio. the dayton suburb beaver creek hit by the twister. it threw a large truck right through a local shopping center. the person in that truck one of two confirmed injuries. luckily those injuries were deemed minor, certainly not by those who received injuries i'm sure. in florida, a group of female store clerks halted a brazen robbery attempt. several men rushed into a jewelry store as you see there and they started smashing display cases snatching contents picking up all of that jewelry and throwing it into buckets. that is until the store's women fought back. the store's owner protecting her property with the help after metal pipe, as you see her go to work. she was ready for that i think.
