have died since the storm began. joinings now jerry carter what resource corps. of engineers jerry for those watching this program that don't live in texas or oklahoma not familiar with how bad this is, give us some understanding of the scope of what is beginning on in texas and oklahoma with flooding. >> well we ended last year in a serious drought with about -- 20 to 30% of normal water. and then as we move through this spring and gotten into may we've received rainfalls in may of about half of our annual total in the single month. >> that is all running up because the ground is parched so water lands and just runs off and into the river and reservoir that is what is happening? >> water sheds are wet here. good news is that we've local communities in the corps. of engineers have worked here at dallas fort worth area and we've developed six flood control

reservoir and two levy systems to provide flood risk management for this area. >> hold on a seconds. >> on a second, you said you've got six water -- are you challenging this flood water into six different reservoirs to conserve it is that what you're doing? >> it lies along trinity river. there are three, clear and west fork and elm fork and we have reservoir on each of the marming rivers that come into the dallas fort worth area in a large flooding ercht happens we capture that water in those reservoirs. we monitor down stream conditions, and then we release the water from those reservoir when is it is safe to do so into the down stream areas. so those projects it cost about $2 billion to develop this system, and they already prevented 72 billion dollars in damages in the area. >> can you give me -- >> without those projects there would be serious flooding in

dallas fort worth area prop >> can you gi me some understanding whether or not this is a flood of a lifetime worst in ten years. how bad is this? >> this flood we've had some very serious flooding and isolated areas arranged around texas. 10 inches of rainfall in about a few hours, and of course that was a very tragic situation down here in the area near dallas fort worth we have high rainfalls a few weeks ago. that resulted in high water rescues overall it is continuous wave after wave so we haven't had large events necessarily but that volume of water that is filling up our reservoirs. >> jerry this weekend it is forecast that another six inches coming down. will that create the conditions you're talking about catastrophic conditions? >> well we don't anticipate any catastrophic conditions but our projects are becoming quite full

so we're out monoer toking these projectings. we're 24/7 operations here we partner with the u.s. geological sure have i and local communities and managing this system. we have remote stations and watching conditions rainfall stream stages down stream, water flowing into the reservoir we're monitoring that 24/7. we have a dam safety staff out at the projects watching for signs of stress so we're on top of this. >> are you on the army corps of engineers in charge of texas at this point? >> i'm water resources chief so -- >> you're on deck. >> in general in dallas. you're on deck this weekend. it is you, you're the man, right? >> we will be, i will be here this weekend, i will be on duty, my staff will be on duty. we will be watching these reservoirs in these conditions all weekend. >> jerry carter thanks so much for joining us we appreciate it. thank you sir.

with low-wage workers who lose their jobs because of robotizati robotization robotization? that has been asked of you many times. >> that is the issue. the traditional solution is send those people back to school and train them for higher skilled jobs and maybe they can work in an office. the problem is these technologies are going for higher skilled jobs, not just about fast-food workers or people in warehouses. you have smart algorithms that are invading offices and taking white collar jobs jobs held by college graduates. in many cases those jobs are easier to automate than the jobs in the fast-food place or the warehouse because it is cheaper. you only need software not expensive machines and robots and so forth so this will create a real dilemma going forward because jobs at all skill levels will be impacted. >> the big 3's thinking machines that make decisions without human input. we have this story, your story

actually the pentagon is funding autonomous drones that can shoot, fire and kill human targets without any human input. they can decide for themselves what is a good target and what is not. are we at that point already? >> we are moving toward that point. if you talk to the military today they will tell you their stated policy is they are not thinking of making these weapons autonomous, they want to keep a few men in the loop but in the longer run it is inevitable that that will probably happen. things on the battlefield will unfold so rapidly the known human being will be able to keep up with the. we already see that on wall street, you have trading algorithms that autonomously battle each other trying to make money and it happens at a rate that would be incomprehensible for any person, it happens so fast no person could possibly keep up with ainge you will see the same thing happening on battlefields. stuart: we are a financial
