11:01 pm
will train and equip iraqi forces. but they will not be responsible for securing iraq. tonight we are going to update you on the political realities that have led to the present ends than of his plan to degrade and destroy the islamic state. joining us is k.t. mcfarland democratic strategist doug schoen and national review's jillian kay melchior. also her notorious secrecy and ideological ambition, we have been catching up with hillary clinton. new poll numbers show the majority of americans have decided that the former secretary of date is anything but honest and trustworthy. we are going to examine the mounting problems for the clinton presidential campaign and the baltimore mayor who wants said that she wanted to save face for those protesters and demonstrators that wanted to destroy parts of baltimore. and now she wants us to pay for the damage that she cost for the riots that she permitted. christian adams is with us to discuss the liberal campaign
11:02 pm
against law enforcement decency and common sense. we begin tonight with a white house that is as it has been in so many other is in transition. this time trying to move on from the president's forceful declaration that he would degrade and destroy the islamic state to a rather feeble indifference that it seems to the outcome of what white house spokesman today called a battle against the islamic state. >> our strategy is to support iraqi security forces and doing what we will not do for them. the united states is prepared to train them and to equip them and back them up with coalition military airpower as they take to fighting this in their own country. the united states will not be responsible for securing the situation inside of iraq. lou: josh earnest remarks in sharp contrast with the bravado of only nine months ago.
11:03 pm
>> the objective is clear and that is to degrade and destroy transit. >> the troops end diplomats to ultimately degrade and destroy. >> we are leading a broad coalition. >> the coalition of some 60 nations including arab nations will not relent in our mission to degrade and destroy isis. lou: ultimately destroy isis. well we are three months on from the president's promise not to relent. the obama white house is obviously relenting. fox news national security analyst k.t. mcfarland astronomy now and my first question to you tonight, is the president's reversal -- is it really that bad in iraq? >> yes and it is not a terrorist organization, it is the islamic state. it's getting recruits by the
11:04 pm
day, joining the islamic state from around 100 different countries. 25,000 foreign recruits have raised from syria to iraq to fight for this. it's a 70% increase over last year. lou: we are hearing a number of former generals and amongst them stanley mcchrystal. talking about how isis is organic and has been organic i don't know what that means. but isn't it about time that this country's general starts talking about how to win wars and quit sounding like sociologist and dilettantes of intellectualism? it is becoming embarrassing to this country and it's also extraordinarily dangerous that the lead warriors are acting like it's some kind of humanities major. >> the problem is nine months ago when the president put down a red line and then couldn't do it, and why couldn't they do it?
11:05 pm
two times now they have been faced with far fewer forces in the year ago in the battle it was 831 odd. guess who gave up? the guys who had the 30,000 troops that ran away and just last month they had five to one odds and ran away again. so why won't they fight? there's a shiite army, they are controlled by iran and they are not going to defend the sunnis. but what we need to do that is not to say that this is terrible, we are going to walk away we need to figure out some way to make sure that whatever might have happened doesn't come home. lou: the idea of fighting the enemy on his ground is of course compelling and reasonable. but there is something about fighting an enemy on his ground not to win that renders the whole proposition as madness and
11:06 pm
we have been engaged in that madness for 14 straight years. >> what we should have learned and what we said never are we going to put american forces into this situation to fight and die without this. and so we don't have that is the president says we don't have a plan. don't be in the middle of a fight, don't throw american forces into the breach in hopes that it looks like you're doing something when you have no plan for it. and there is no plan to win the. lou: i want to apologize to humanities majors, i said they are acting like they majored in humanities or something like that. they would benefit if they had been like this. and so what i would like to say further to those individuals, it's time to listen to guys like general jack keane time to listen to k.t. mcfarland and it's time to listen to colonel ralph peters and time to get in
11:07 pm
touch with the people that represent the institutional knowledge about warfare and who represent values that actually travel across this country's history very well. we fight like hell for what we decide is in the national interest. we were a confused nation and there seems to be no sense on the part of this president that anything matters. >> that is right, and that is the danger because other countries are looking at this weakness putting a redline down everyone has to realize that this president has 18 or 20 months left in office. >> short of 20. >> yes, that is why you are seeing everyone take advantage and jump in.
11:08 pm
>> it must be absolutely confounding to look at the people that were supposed to be those who have traveled through decades before to offer guidance and counsel and wisdom. what they are watching is a nation that is tearing itself apart over abstractions that are not about national values or great ideas or about great responsibilities more noble purpose. because we are squandering every opportunity to do the right thing. >> most people in america today do not know what it's like when america wins a went to war. and that is the tragedy. but you fight to win or you don't fight. lou: i believe george w. bush had it right. he had it right in the year 2000. he was the first person campaigning for president since eugene mccarthy who was talking
11:09 pm
about a modesty in u.s. foreign policy and it is that modesty of either cowardice or some sense of isolationism but a modesty that is proportionate to our values as a people that will wire us to not be reflexive and frankly cavalier as we commit this in places. >> most people can't find it on a map and it may not make a big difference. >> they talk about the well to fight. and it's hard to begrudge a lack of well to fight for those that are unclear over those that seem absent. with that, we have k.t. mcfarland and it's always good to talk with you. turning now to the city of
11:10 pm
baltimore and the fallout over the april death of freddie gray. attorneys representing the baltimore police officers who were charged in his death have filed a motion to have this move from the city. the attorneys have argued that the anti-police rhetoric emanating from the city's left wing leaders have made it impossible for the clients to receive a fair trial in baltimore. the campaign has also made it impossible for police to fight an epidemic of violence in the city. correspondent leland vittert has the report. >> across baltimore the police tape of another murder is now a daily occurrence. more than three dozen people so far this month. many more shot and wounded. >> as a burned-out individual for the riots, things have largely returned to normal. a lot of folks hanging around in the streets we are told that
11:11 pm
most don't have jobs. what is missing is the police who many say haven't shown up in a while and the numbers say they are doing the same job that they used to. arrests are down to 2% over the same time last year and the very folks who stood here and protested to police about this say that they need them back. >> all of them get a paycheck from the city of baltimore. >> in a statement by the union today, the police say that they are under siege in every quarter. they are more afraid of going to jail for doing their jobs properly and they are of getting shot on duty. sources say that rank-and-file officers are most angry with marilyn mosby and stephanie rawlings blake who sources say ordered police to stand down and let rioters loot month's unrest.
11:12 pm
>> how is it that this is the deadliest in 15 years and how is that anything other than a failure of your policies? >> there are a lot of reasons why we are having a surge in violence. >> is that because the police are doing less enact. >> as i said before there are a lot of reasons why. >> is that one of them? >> arrests are down 50%. >> civil rights activists say that violence in baltimore is only going to get worse. >> we should not be that close to the edge. but i think that the similar focuses on police and containment and not development. >> redevelopment is expensive the city authorized $20 million from its rainy day fund to pay for police overtime and other costs incurred during the riots. but the true cost may be much higher considering the lost tax revenue. we live better for "fox 5
