doubt about that. the government could be doing better. and part of it is the communication process and how do we deal with the families and help them through the process, which by the way whether it is james foley or kayla mueller, they all said the same thing. they had no idea that they were getting conflicted accounts. they didn't know when they were going to be rescued. >> my problem with the whole situation is that as with many things coming out of the white house, you still have inconsistency in mixed messages. the government cannot do this negotiation. and you guys can raise private finance and do this as well. >> let me ask you, should families be allowed to pay ransom to terrorists captors? >> i am more concerned that we
