other capital in the world which changes the financial dynamics for the deal. charles: i think tsipras is a nut. the guy has done a terrible job. they will wake up. maybe not tomorrow, but they will. lou dobbs is next. >> good evening, everyone, i'm trish regan in for lou dobbs. breaking news, americans need to be on heightened alert to the threat of a terrorist attack heading into the independence day weekend. law enforcement sources telling fox news that the fbi is establishing command centers throughout the country nord monitor activity given areas over the 4th of july holiday in the wake of a series of terror attacks on three continents in which more than 60 people, mostly westerners were killed. attacks are raising new fears about the global reach of radial islamic terrorists. u.s. intelligence officials say there is increased chat or social media indicating terrorists may be planning to

strike during 4th of july celebrations, listen to former cia deputy director michael morel talking about the potential of an attack. >> i wouldn't be surprised if we're sitting here a week from today talk about an attack over the weekend in the united states, that's how serious this is. >> the fbi arrested a new jersey man on suspicion of conspiring to provide material support to terrorists. that's the fifth such arrest in recent weeks in the new york city region. as of right now, no specific or credible threat of a terror attack targeting the 4th of july holiday, but law enforcement officials believe the threat of a radical islamic attack is at highest level it's been at in years. catherine herridge is live in washington right now, and she joins me now with that report. catherine? >> reporter: thank you, trish, we're told the new command posts set up by the fbi will remain in place after the holiday weekend. what's happened in the last few weeks is the fbi has made a

significant shift or pivot, full, now make the focus getting isis suspects off the street rather than doing surveillance. today the white house spokesman seem to dismiss the new bulletin, calling it routine. >> it is not uncommon for these kinds of joint information bulletins to be issued in advance of the 4th of july. i can also say that there is no specific credible intelligence to indicate any threats against celebrations over the 4th of july weekend. >> reporter: those briefed on the bulletin say it warns of a heightened threat citing recent plots and link to isis including this failed attack of the mohammad cartoon drawing contest in texas including the knife wielding isis supporter after he lunged at federal investigators who wanted to question him. a former cia officer says the spike in arrests is concerning.

>> there's been about 50 people in 12 months arrested in the united states for being radicalized by isis wanting to go fight or wanting to conduct an attack there. there's a lot of people seeing themselves as aligned with isis. >> reporter: administration officials say there is no known connection between friday's attacks in france, kuwait and tunisia. canadian authorities say he took it to a canadian mobile phone number showing some level of connectivity. >> and why do the three attacks in three hours on three continents overseas shows us that isis is not just regionalized like the administration says only in iraq and syria and demonstrates a global threat that they can't conduct external operations and they're savvy doing that over the internet. >> reporter: and congressman mccaul who as chairman of the house homeland security

committee gets regular briefings on the threat. adding july 4th is target rich environment because of the events on military bases and the parades across the country. trish. >> what makes this time different? we've gotten warnings before, how is this considered different by authorities now than previous ones? >> the simplest explanation is what the fbi has seen in six months is a very short time period between when an individual makes contact with isis and then they make a decision to either travel overseas or to launch an attack in this country. what investigators like to say is that short period of time between the flash to bavenlth so that's why you see the fbi picking up people who under normal circumstances they would have done more intense surveillance to build a case against them. and what the command post tells us tonight is that they are really serious about trying to move quickly over the holiday weekend and get people off the street they think may be going toward the direction of isis,

trish. >> catherine herridge, thank you very much live in washington, d.c. we'll have much more on the latest terror threat in just a few minutes. but first, over to the other big news of the days, a major sell-off on the street after this weekend's collapse in greek debt talk. the country may become the very first to exit the eurozone. this fear has investors pushing the dow off 350 points right into the red for the year today. you've got greece facing a deadline of 6:00 p.m. eastern tomorrow night to make its $1.7 billion loan payment to the international monetary fund. fox business correspondent ashley webster is in athens for us with the latest. >> reporter: trish, greece is scheduled to make a $1.8 billion payment to the international monetary fund tomorrow, but barring a last-minute miracle agreement with the european creditors that will not happen, and greece will be in default. now to try and prevent the complete collapse of the country's financial system. greek banks will remain closed

for the rest of this week with a limit of just $66 or 60 euros allowed to be withdrawn from atm's per day. greek prime minister alexis tsipras went before the nation and said he's willing to negotiate a new deal. his phone is always turned on and he'll pick it up. trouble is no one has called him yet. the country faces a referendum on on july 5th to accept or reject the reforms offered by the eu, and a no vote could see greece out of the eurozone. back to you. >> thank you very much, ashley webster in athens. june 30th was the self-imposed deadline for iran, the u.s. and world powers to agree on a final deal on iran's nuclear program. but the white house confirmed negotiates on in vienna will likely miss their deadline and so the talks will go on. fox news chief washington correspondent is in vienna with

the news tonight. >> thank you very, very good to see you. >> reporter: as secretary of state john kerry met with the director of the international atomic nuclear agency, would be responsible for verifying iran's compliance with the nuclear deal carries aids fought back at criticism like this. >> we believe that any deal is better than no deal at the present time. >> reporter: a top aide to kerry told reporters in vienna the notion that kerry is caving to iran is absurd on its face, adding if we were going to cave, i could have been home already. the official said inspectors would enjoy access to military sites but not access to all installations, at the white house, president obama spokesman emphasized the strictness of the terms kerry is seeking to finalize. >> what is billed into the agreement are a set of

verification measures that will ensure that international experts have access to iranian sites and iranian facilities and iranian personnel to ensure that they're living up to the context of this agreement. >> reporter: they expect it to blow past the june 30th agreement. the iranian government is hemorrhaging money in sanctions, costs and support for the assad regime in syria. senses an opportunity in the talks. >> you're suggesting that perhaps that even though they need it more, we may want it more. >> you would all an asymmetry of desire, secretary kerry wants to live this legacy of resolving the iran conflict and supreme leader ruling for 26 years and record has been consistent. the organizing principle is resistance against the united states. >> reporter: u.s. officials

long made clear there is no formal linkage gene the nuclear talks and the cases of several americans held in iran against their will. the same officials told us they continue to use all available channels, including the sidelines to press for the release of the americans. asked if they see signs of progress on the count, these officials continue to work the cases on all fronts. trish? >> thanks to james rosen in vienna. much more on the greek debt crisis including how it will likely lead to a much talked about interest rate hike later this year. the supreme court handed down three decisions before wrapping up current term. among them a major win for the energy industriesa the supreme court overturned the environmental protection agency's limits on certain power plant emissions. rules take effect in april. but the courts said in a 5-4 vote that the epa, quote,

unreasonably failed to consider the cost of the regulations. in another 5-4 ruling, justices upheld the use of a controversial drug in lethal injections. justice samuel alito dismissed arguments the drug could not be used effectively as speculative. and the justices would revisit the issue of affirmative action this fall specifically a lawsuit against the use of race in admissions that the university of texas. the supreme court's next term starts october 5th. the fbi has launched an investigation into new york's clinton correctional facility, the prison from which two killers david sweat and richard matt escaped from more than three weeks ago. the fbi is investigating drug trafficking and criminal activity among prison employees and inmates. the latest word on the two escapees is plan was to go to mexico after breaking out. instead both were stopped near the border with canada.

authorities killed matt, and sweat was taken into custody 1 1/2 miles from the canadian border after a police sergeant spotted him, chased him and shot him. sweat is now in the hospital in serious but stabile condition, and according to new york governor andrew cuomo is talking to authorities. >> he relayed some information which is -- actually confirms part of what we knew and brings a different light to it. apparently the original plan was for both matt and sweat to go to mexico which is where matt had been. >> matt and sweat were reportedly together until five days ago when sweat decided to leave matt because he was slowing him down. now law enforcement experts say sweat will probably spend at least seven years in solitary confinement in addition to

. trish: new warnings from the fbi and department of homeland security about possible terror attacks in this country on the 4th of july, the warning comes as federal law enforcement steps up terror arrests across the country. since march of 2013, 65 americans and permanent residents have been charged with terror related activity. joining me with more right now we have former new york state homeland security adviser michael balboni and former new york pd detective bo dietl. how seriously are you taking the warn snlgs. >> i was here 9/11 and signs leading up to. that the embassy bombers were happening, now with the advent of what happened in the three different locations in tunisia kuwait and also in france, you're starting to see a real

simultaneous organization, and people say, they're in syria, they're there. no, no, they're here, and what they're doing is they're utilizing the internet, and forget about lone wolves, they're sending things, the holiday of ramadan is the holiest part of the muslim religion. the radicals if they do something they're told during that time, they're going to be ten times honored when they get to the 72 virgins and all that. trish: a heightened time for us and for them. >> and 4th of july is a symbolic time and remember what happened with benghazi? that was on what? was it september 11th? when they attacked the embassy in benghazi? my problem is this is now organized, they're going to come to new york, i'm guarantee you that. trish: michael, we talk about the 65 americans or permanent residents charged with terror related activities in this country. how does that compare to previous years.

is that a larger number? >> uptick in the activity in the country, if you go back and look at a lot of run-ups to different holidays, you will see similar warnings. there are things that are changing now. one of the things that bo mentioned is this is a group that is occupying a very large part of the middle east given the fact they just started a couple years ago. they had the opportunity to work within that unfetterred, that is the circumstances that happened before 9/11. what we're seeing in the security world is a disturbing parallel of what went on before and what's going on now. >> when you heard the white house today say it's nothing, then on the other hand you hear that the fbi is opening up field offices before 4th of july for any information back and forth, and they're going to stay open. we know we're a target. and you know what? the american public should be more addressed with this by this president. we're letting them run wild in the middle east. strong.

they watch the videos how to take over everything. they're getting high on it. you get all the losers on the internet. they have no identity. they see this, they think it's for real, and they're going to learn and they're going to learn how it build things and get their hands on the firearms and we're going to have a problem. trish: it's scary. the difference as we heard catherine herridge explain between this warning and previous warnings. we have a whole week basically. the government coming out a week in advance saying be vigilant. we should be concerned about this. what should people do with the information, michael? >> historically, al qaeda never really looked at dates. they looked at opportunities. they want to attack when they had the best chance of succeeding. we're seeing here, what those a question mark in this, if you get individuals, lone wolves, go on their own timetable. that's the hardest part of it. they don't have a security footprint and never been in the system before. which case, you don't know when they're coming out.

>> what scares me michael, is we've got 65. how many others are out there? we don't know what's percolating in people's minds, and like i said, they appeal to these people who are all down. all of a sudden they think this is glorious for them and they react and what scares me is the large population in new york. it's a symbol we're a target. we'll always be a target and that's what scares me about being in new york. >> what should americans do? pay attention to things around them. that's what they should do every day. it's about crime, it's about traffic sea. i'm serious, so many times we get into the world of our cell phones and lose perspective what's going on around us. it shouldn't be fearful, it should be aware. >> you see a package, report it. the other thing is, i always say to people, if you see someone acting suspicious, you're as good a detective as i am. take the license plate down and give the information to the police. call it in. that's how you capture these guys. remember we had the truck over

. trish: breaking news everyone, president obama tonight speaking with french president hollande about the greek debt crisis. the leaders agreeing on the importance of reaching agreement on greek reform as the country nears default. for more on the greek debt crisis, i'm joined by david riley, co editor of the "wall street journal"'s heard on the street column. good to have you here. everybody is working to get something together. merkel wants to sell this. hollande indicating that, president obama indicated that how do you do it when the greeks don't want it? >> right. that's what we heard late this

afternoon from the prime minister there who really came out aggressively saying we want to go to the referendum and want the no vote and we're going to campaign for it. you saw that in the markets because the markets were unsettled as the day opened but wasn't anything terrible, and late in the day, when he spoke you saw the sell-off gather pace. and people realize this isn't just the 11th hour thing, this is going down to the wire. >> coming down to domestic politics. tsipras was elected because he promised he wouldn't cut anybody's pension or have austerity. >> the question is, is this a bargaining chip or is he going to go the whole way? who is the rational or irrational actor? trish: like a bad game chicken, let's talk about what it means to our markets. the dow off 350 points today. people rattled by. this the fear is contagion. >> right, so that's the thing, you think back to 2011, 2012,

the last time we had the greek cries and its markets really took a big hit. the thing that's important to remember is we're in a very different place today. back then, there was really worries about for example morgan stanley and the exposures to european countries and greece. sure, there's linkages between them and the european banks but the u.s. banks have been preparing for ages now. >> that's six years, right? enough already. band aid after band aid after band aid. u.s. banks don't have exposure, the european banks don't have exposure. >> you saw today deutch banc was down 6%, there were worries about that. over the three years, the banks have been building capital. they've never been as capitalized as they are now. trish: you say our banks are healthy, we can handle problems out of europe. but what about the eurozone region itself.

as that starts to sputter on the part of -- doesn't that have a global effect. >> two things, one is the chance for a lehman-like moment, unforseen thing that blows, you never thought about. that could spark contagion people didn't expects, and the other thing is not greece, it's what happens in portugal. do you see people in portugal lines up at the atm saying we saw what just happened in greece, and from portugal does it go spain and spain to italy. that's the dominno theory people worry about. trish: let me ask you about interest rates at home. the fed indicated they would like to get off zero at some point in the near future. have you this happening, making the u.s. dollar all the stronger which makes it hard for us to act. >> the dollar didn't strengthen as much as you thought. trish: people are saying if greece goes, that's good for the euro, but overall the concern is our currency has gotten stronger in the wake of

few days. global stock markets are plunging today as the debt crisis in greece gets worse. markets had the worst day this year. the dow down 350 points. greece is heading for default tomorrow, and a possible exit from the euro after that. and president obama today signed one of his biggest argues achievement of the past week. new trade deal, the president admitted the debate won't end with the bill signing. congress has an up-or-down vote on any new trade deals. u.s. negotiators remain in vienna for iran nuclear talk. officials suggesting significant back tracking by tehran's negotiators. here to discuss whether iran has the upper hand whether the u.s. may have to give up more to seal a deal with iran is former pentagon official and fox news national security analyst k.t. mcfarland and lieutenant colonel bill cowen. lieutenant, start with you, does the obama administration want this one a little too

much? >> i think they want it a little bit too much, trish. and it's evident by getting us to the point we're at right now. the iranians have pushed hard for the thing they want. we have to hope that this administration will stand tight on the iranian demands right now. i'm not overly confident and i don't think others are either. trish: k.t., we're negotiating in vienna, the iranians walked out. we're still there? >> waiting for more concessions on our part. the supreme leader of iran, the decider in chief. his word matters. he's already said we're not going to allow any time any place inspections and not let you near the military installations. in other words, this agreement will be unverifiable, on the signing, on verification, said he we want all the sanctions lifted. we'll get around to our part of it later. we want the sanctions lifted. it is unenforceable.

have you agreement that sunverifiable, unenforceable that the administration wants so badly they are willing to concede everything, the problem is not what the president says or secretary kerry says, it's what the other countries believe because the whole point was to prevent a nuclear arms race in the middle east. and we're about to get. trish: absolutely right. no way can you prevent. this lieutenant colonel cowan, in an environment where israel is saying are we really going to let iran have nuclear capability and other countries sitting there asking the same thing. aren't you running the risk that everybody increases or creates an arsenal? >> no question about it, trish no question. but look from the administration's perspective, they've got a little bit under two years to go. they know that if they strike a deal, they can run to the base to the left, to the liberals to say we're the first ones to

have a deal with the iranians and the consequences won't be felt until long after this administration is gone and as you and k.t. were suggesting, israelis, other allies, europe everybody else that suffers the consequences, but this administration is feeling good for the next two years. trish: that amazes me, i would think they're thinking about role in history and how we are going to look back on these times and if they get a deal and iran becomes a nuclear threat in that region, we're going to look back and say it was all president obama and his administration's fault. >> you know what's happened in the last couple of weeks, sneaking into president obama's comments when he's asked about iran nuclear weapons, he said not on my watch. gone is the stuff about we're not going to let iran get nuclear weapons. it's not on my watch. to what bill cowan is saying, he knows iran is getting nuclear weapons but figured out a way to not get the blame on it himself. we are going inherit a middle

east that has nuclear arms race in a part of the world is so dangerous and unstable we shouldn't let them play with matches, now they're going to get nuclear weapons. trish: colonel cowan, what's the risk to the new self-imposed deadline, talking about july 8th. >> we'll sit back and look like we're trying to be tough. and one of kerry's underlings was talking about a mean negotiator he is. we'll see what the iranians come back with. we'll sit closed session, we're serious about getting something done, and going to k.t.'s point there, if this administration was serious about isis, we'd be doing something about. it just like a nuclear armed iran, isis is going to present problems for us, for the west, for allies for years and years and years to come and this administration is virtually doing nothing about it. trish: i got to tell you, it's amazing when france suddenly looks like the hawk, right? i told that you the other day,

there, 3.6 billion shares. the wilshire 5,000 measuring losses at whopping 50 billion dollars. it wasn't all doom and gloom, a reminder to listen to lou's financial reports three times a day coast-to-coast on the salem radio network. greece isn't the only place drowning in debt. the u.s. commonwealth of puerto rico unable to pay 72 billion dollars worth debt. in chicago, the public school system nearly broke, it claims it will be unable to make a $634 million pension payment due tomorrow. earlier this month, chicago mayor rahm emanuel says the cash-strapped city was preparing to borrow up to a billion dollars. joining me steve malanga, good to see you as always. we're in trouble, too. sounds like some places in the united states are in trouble.

>> we are in trouble for a variety of reasons, and these are problems building for years, and what's been happening is politicians have been kicking the can down the road and we're getting to the point where our own boblts are saying we're not going to accept this anymore. we have places that have big problems. trish: chicago, obviously. >> really big problems. school system is insolvent and been that way for a couple of years. the reason they haven't had a cash crunch is because the legislature has been making them not pay their pension cost, but you can't go on doing this forever, and so essentially they're at the point where they're going to run out of money because the legislature is saying you got to start paying off this debt because you can't just promise people pensions and not have money to pay them. trish: and not actually do it. absolutely. and you look at what we're seeing in puerto rico, $72 billion, that the governor now says we can't pay. >> they can't pay.

people in new hampshire and ohio get a little fatigued by all this because it's, like, one town haul after another; right? >> they never have before. they like their politics, it means a lot to them. i think what's going to happen though, several of these candidates aren't going to start in iowa. they don't thing they have a chance in iowa. so my sense is they're going to try to start in new hampshire and do what mccain did several years ago. the problem is the crowded field this time. everyone's going there bush is going to start there christie's going to start there, so that's a lot of town haul meetings, and you're not going to get an audience by yourself. you're going to get groups that come without and it's a long, hard battle. i think whoever merges at the end of the is going to be a very viable can't though, . >> in terms of who your money would be on, can you say this oriole? >> i would pick one of the -- i would say i think it's going to come down to walker, rubio i think it's the thing started -- you know, i think
