constructed under his cell. this is the second time that he has broken out of a maximum-security prison and it underscores frustrations with the government of mexico by americans and its inability to keep prisoners behind bars and the country's obvious and ubiquitous corruption. mexico is the principal source of all heroine cocaine, methamphetamine and marijuana consumed in this country. and of course the leading source of immigrants into this country as well. the united states is in the midst of a cross-border crime wave. and an explosive new report by the center of immigration studies finding sanctuary cities releasing more than 8000 criminal immigrants over an eight-month timeframe last year. to put that into some context that is in addition to the 67,000 illegal immigrant criminals who were released back onto our streets over the past

two years by the agency charged with catching them. immigration and customs enforcement. in total, there are 347,000 criminal illegal aliens now roaming the streets of the united states. republican critics blame president obama for the failure to secure our borders and to protect our communities. the obama white house is without equivocation, boldly pro-illegal immigration and it is abandoning a program that some say was extremely effective at attracting and deporting illegal immigrants from committing crimes. our correspondent william has our report. reporter: repeatedly we have been told that the u.s. cannot round up 11 million illegal immigrants. congress created secure communities in 2008 and it did exactly what congress intended and what the president said he wanted using local jails as a chill point and a screen to separate the law-abiding illegals from criminal aliens

lou: a couple of things that are happening in the iranian nuclear negotiations. we have just been told that negotiators are wrapping up for the night. the iranians claiming that a deal was in hand, the state department say that they will keep going as long as it takes and that possibly we will see a deal as early as tomorrow.

u.s. negotiators they have learned to not set another self-imposed deadline, we are told that the deal could happen without a deadline imagine that. and the only thing truly we are about it all is that there is never before such a farcical bend negotiation not in commerce or trade or arms or war and surrendered. it is as if this administration has taken under leave of its senses. and u.s. officials have flown the atlantic about 70 times to take up these very important talks. that's a lot of effort to fundamentally legitimize iran's status as an emerging nuclear state while remaining eminent among state sponsors of

terrorism of which there is absolutely no advantage perceptible to the united states, these talks include the european contingency of france and germany, three nations that are utterly dependent upon russia for their energy needs russia supplies a third of the oil and gas and is the most powerful ally of iran. already announcing that they will include as to the rogue nation and as for china the nation building the alliance with russia and also at the same time conducting joint military exercise and striking energy and arms deals which it also takes with iran when sanctions are dropped by the west. both china and russia calling to end the arms embargo as part of a deal that results from these talks. there is, it seems to me only

fear a surge in violence on the southern border of mexico after the most notorious drug lord escaped from prison. and intends manhunt underway for joaquin guzman, "el chapo." who escaped for a second time from a maximum-security prison in mexico. the white house saying that it made important progress in talks with iran. those talks extended for a seventh time without a new deadline. new diplomats on both sides say a nuclear agreement could come as early as tomorrow in the united states today also delivering the first lot of f-16 fighters to the iraqi government. joining us now former pentagon official and fox news national security analyst k.t. mcfarland it's good to have you both here. we are now told that the talks have concluded for the evening.

what are your thoughts on what we can expect? >> the talks can go on and if we drop all sanctions from day one, even if they don't. and the question is is a rich iran going to get nuclear weapons or a poor iran? they take their hegemonic position and continues its expansion and continues to threaten the region and continues to then potentially control a third of the oil market. >> just come as usual i do agree. i think that this looks like a complete diplomatic victory for the iranians in this instance.

and it appears that none of the red lines that president obama set have not been at this point. it does not look like there will be intrusive inspections. these negotiations were meant to stop iran from getting nuclear weapons and it looks like these negotiations are going to pave the way asking only that they drag their feet, which they may do or they may not. lou: how does the president present this to the american people. and this includes the capital republican leaders. how in the world is he presenting this without any benefit to the american people? >> he will say it's either this deal or not.

and in the president's mind, i think that what he is saying is that in his mind he figures that by the time iran gets around to be a being a nuclear power sooner than later, they will be someone raised by the world community and friendship with america that they will change their evil ways and stop support of terrorism and of their hegemonic ambitions in the entire region and i think that it's very naïve. >> as recently as friday they were earning american flags in the streets. and as recently as a few days ago you have a supreme leader telling students that the struggle against the united states come in the air to power, is going to continue. the idea that over two years this regime is going to moderate its way when the revolution took place.

and the other thing they are going to say is that this agreement and that this agreement will legitimize iran's nuclear capability within 10 years or so. lou: this includes legitimizing their interests. now i want to turn to this very quickly. what do you make of benjamin netanyahu and decision to launch a twitter account and began to warn iranians of the consequences of this deal. >> at this point, if you assume that the deal is going to go through and that obama hasn't figured out think what he's trying to do is say to the iranian people, let's have an opportunity for a regime change

rulers and i think that it's a long shot him i guess that is my answer. lou: also there is the prospect of a military response. >> i guess maybe it should be on the table. i think it becomes a very difficult logistic and i think it's much more likely to happen is the response and our main point of all this is is to stop the nuclear arms race and that the opposite is going to happen. >> i think they are exactly right, we don't know what israel's capabilities are i think that they are probably stress in this incident. the u.s. does have the possibility and if we have a credible threat, we may not be in this position, this includes a credible military threat that is necessary to have deterrence

homeland security, i've never heard him give a responsive answer to any congressman or senator. do you really expect him to say that he's sorry for leaving the borders wide open? are we are going to hear anything from him? >> i don't know if we will but he's going to hear from a lot of members of congress. our hope is that a lot of the american people will engage in this debate and will start to lead his administration know that it's not acceptable to engage in activities where there are now at 380000 illegal aliens and criminals on our streets. 350,000. 169,000 who were actually under orders of deportation. plus and others 179,000 in the process of being deported
