always out there is the man himself, lou dobbs. keep it right here on fox business. lou: good evening, everybody. i'm lou dobbs. the obama administration today took its campaign to sell its iranian nuclear deal to capitol hill. cabinet secretaries john kerry, ernest monies and jack lew testifying before the senate foreign relations committee. that committee absolutely key to get the deal through congress. republicans in congress, however, are saying outright they'll do everything in their power to stop the deal. senators blasting the agreement saying iranian negotiators had fleeced and bamboozled the administration. we'll be talking with one of the senators in that hearing today.

he strongly opposes the deal. he's also running for the republican presidential nomination. senator rand paul with us tonight to talk about iran and presidential politics. also tonight, the house voted to cut off federal funding to sanctuary cities today. more than 200 cities that refuse to enforce u.s. immigration laws. the white house, however, threatening to veto any such legislation. so where does that leave the issue? we discuss tonight. we'll be talking with one of the congressmen who voted to kill sanctuary cities, congressman doug collins, our guest tonight. and donald trump riding high in the polls taking his campaign to the mexican border. his hard charging style on display from the moment his big airplane touched down in laredo. trump telling reporters he will win the hispanic vote and will win the republican nomination, and establishment republicans better be listening because he also today threatened to run as

a third-party candidate if for some reason he doesn't win the republican nomination. our top story tonight, the administration's desperate attempts now to win over a skeptical congress on the nuclear deal with iran. secretary of state kerry insisting that it was in his words fantasy to think the united states failed to hold out for a better deal, but many lawmakers didn't buy his argument. fox news chief washington correspondent james rosen with our report. >> reporter: members of a far left group applauded secretary of state john kerry but members of the senate foreign relations committee on both sides of the aisle had more pointed commentary on the iran nuclear deal. >> i believe you've been fleeced. >> you guys have been bamboozled. >> that would be the equivalent of the fox guarding the chicken coop. >> they're not dumb. >> reporter: responding to reports that iran not inspectors from the international atomic energy

agency will be collecting environmental samples at suspicious sites like the military base, the cabinet officers argued the iranians to receive sanctions relief will respect the chain of custody for critical nuclear evidence. >> they know that they must have and be able to articulate a process with integrity. >> reporter: kerry made some demonstrably false statements. >> nobody has ever talked about dismantling the entire program. >> reporter: in fact, kerry himself previously told congress dismantlement was the goal of the sanctions. >> we did it because we knew that it would hopefully help iran, dismantle its nuclear program. >> reporter: likewise, inaction by the bush administration tied president obama's hands. >> when we began our negotiations, they had 19,000 centrifuges. up from the 163 that they had back in 2003 when the prior

administration was engaged with them on this very topic. >> reporter: in fact, iaea reports show 75% of iran's centrifuges were installed on mr. obama's watch. and lastly, this whether iran would face any time, anywhere inspections. >> i can tell you i never uttered the words anywhere, any time nor was it part of the discussion that we had with the iranians. >> reporter: in fact, such access was part of the u.s. negotiating posture as late as april of this year. >> under this deal, you will have anywhere, any time, 24-7 access as it relates to the nuclear facilities that iran has. >> reporter: democrat barbara boxer of california objected to a remark saying it insulted the intelligence of the secretary of state, went to his core as a human being, and so corker revise remarks to say we were fleeced by the iranians, lou? lou: extraordinary

contradictions and misrepresentations. to be kind. on the part of this administration. defense secretary ash carter today made a surprise trip to baghdad. his first visit to iraq since taking office. his trip comes as iraqi forces are preparing to launch an offensive to retake the key city of ramadi from the islamic state. secretary carter wants to form his own on the ground assessment of the likelihood of the success of that campaign. just yesterday, fbi director james comey said the islamic state poses a bigger threat to the united states than al qaeda. >> isil is not your parent's al qaeda. it's a very different model, and by virtue of that model, it's the threat we're worrying about in the homeland most of all. people isil is trying to reach are people that al qaeda would never use as an operative. they are unstable drug users

and isil will vet an operative by tasking them, right? give them an assignment, go kill somebody as a way of checking out whether they are a real person or informant of some kind. lou: the fbi director went onto say a major concern is the islamic state's outreach effort through social media. according to comey, english language twitter accounts promoting the islamic state have more than 21,000 followers. homeland security secretary jeh johnson seemingly more concerned about political correctness. secretary johnson refused to use the expression islamic extremism when describing the islamic state's actions. >> to refer to isil as islamic extremism concedes too much. it dignifies them as occupying some part of the islamic state. lou: and doesn't it? presidential candidate donald

trump visiting the mexican border today. there trump headed to a hot 100 degree laredo, texas day. 91% of residents speak spanish at home. the trip began with controversy. the labor union representing border patrol agents backed out of a border tour which it invited mr. trump. his visit they deemed too politicized. trump didn't let that slide and had a few other boasts as well. >> from the region they invited me was because of the tremendous problem and the tremendous crime and all of the things that you're talking about, so they invited me and then at last moment, we were virtually in the air, and they said we can't get involved. and i heard they got those orders from washington. look, i'm a republican, i'm a conservative, i'm running, i'm in first place by a lot, it seems, according to the polls. i want to run as a republican. i think i'll get the

. lou: secretary of state kerry today went head-to-head with a mostly skeptical group of u.s. senators on the foreign relations committee. kerry issued this warning about not passing the iranian nuclear deal. >> if this agreement isn't agreed to, it doesn't meet congress' approval, and the sanctions are gone, and iran goes back to enriching, you can hear the hue and cry right now. people are going to be saying what are we going do about it? they're enriching. you'll hear the prime minister of israel saying time to bomb. lou: time to bomb. well, our next guest was present for that hearing with the secretary. he says the deal with iran is simply unacceptable on these terms. sanctions relief he says should not precede evidence of compliance. senator rand paul, he also

your impressions of him today? >> you know, i made a point that the ayatollah is now say that the deal does not prevent them from having a nuclear weapon, and i thought that's precisely what the deal was supposed to do, and so i don't understand how we can have an agreement that president obama says means one thing, john kerry says means one thing but the ayatollah says it doesn't mean that at all. that's worrisome, we're at the beginning of the agreement. how do you think this is going to be in a year or two from now when there are allegations that they are cheating on the agreement. we haven't started on the agreement and they are under different impression as to what the agreement means. >> and the leadership of iran already saying that the iranian policy in the middle east is 180 degrees from that of the united states. as you say, how can this be even at the beginning? . >> you wonder about the sincerity of who you're dealing with when they're immediately putting out, still calling us this arrogant nation, this

great satan and saying this won't prevent them from helping their friends. friends are rebels trying to overthrow the government in yemen. friends are hezbollah which has been attacking throughout the years, israel. so you do wonder are things really going to change? if we're acknowledging they're not going to change, really should we give up the sanction so quickly. lou: i've got to ask you this, senator, as a distinguished member of the committee that the secretary of state pred before. as a man who has established his credentials and bona fides as being very concerned throughout your career about the expenditure of blood and the treasure of this country in wars that are sometimes utterly bereft of any evidence of the national interests. the president says it's either war or it's his agreement. how does that stack up to you?

>> i don't think it's such a binary choice. i think another possibility would have been continuing with the interim agreement until we got a good agreement. they themselves, the administration said that no agreement was better than a bad agreement, and i think the interim agreement would be a possibility that we continue on with that to show proof of compliance and think we could have released the sanctions in a stepwise or gradual way as we saw continued compliance. because this is a question i had for secretary kerry today, do you think the iranians have shown themselves to be trustworthy or untrustworthy? and the administration admits historically they've shown themselves not to really obey international agreements or be trustworthy, really you need a lever. you need something that you can have to enforce compliance with, and i think that lever would be continuing to have some of the sanctions and not releasing them all up-front, and i think that's the real problem with the agreement. lou: let's turn to domestic

policy if we may, senator, and the very idea that in 2015, nine years after the 2006 mccain-kennedy comprehensive legislation reform, the debate rages in large measure because donald trump had the guts to bring it up foursquare and up-front. but at this point we still have an unresolved border security commitment from our federal government, from this administration. what would be your commitment to border security, and what does it represent to you? >> the first thing i would do is obey the law. we haven't had a president, republican or democrat, in recent history who's enforced immigration law. so everybody says they're for border security, i'm for electing a president who will actually enforce the law. if you did, you would find there are laws on the books that say we should have an organized process and shouldn't

have a wide-open border. i've introduced legislation in the last week that says that when there's an immigration order, san francisco can't ignore that, that it would be mandatory that they obey all federal orders. a good analogy is this, if you have somebody in jail in ohio for shoplifting and wanted for murder in michigan, ohio never releases them onto the street. they always go directly into custody in michigan. it's always happened that way. where did we start with allowing san francisco to say, they're wanted for a federal crime and we're just going to release them into the streets? it started with president obama, because president obama reinterpreted the rules and said these court orders are voluntary. when someone is wanted for a crime, they should be held and turned over to the other jurisdiction. lou: and as we conclude here, i want to point out to the audience that the senator has introduced legislation to restrict funding of sanctuary

. lou: as the controversy and outrage over sanctuary cities grows in this country, a new study demonstrates that nearly 9 out of 10 illegal immigrants in this country right now will be eligible to stay because of president obama's executive order. the migration policy institute says 87% of illegal immigrants in the country will not face deportation under the president's new executive orders on immigration, that is a much higher figure, much higher than previously reported by the administration, the new rule sharply cutting deportations of all people in

the country illegally. it went into effect on july 1st. a few thoughts now on what appears to be certainly an important part of this president's legacy. denial. this week the obama administration and the internal revenue service added to the president's legacy. president obama went on "the daily show" to tell jon stewart that the irs targeting of conservatives simply didn't happen. never happened. but had it occurred, the president suggested, it would have been the fault of the republican party. >> look, you got this back office, and they're going after the tea party it. turned out, no, congress has passed a crummy law that didn't give people guidance in terms of what they were trying to do. they did it poorly and stupidly, but that becomes -- [ laughter ] >> but, but, but. >> you really do only have a

year left. that is unbelievable. lou: stewart choke on the absurdity of the president's denial. report of the inspector general concluded that the irs did target conservative groups seek tax-exempt status and went well beyond normal scrutiny in the investigation of those requests, and now we learn through a new report, a separate report that asserts the tax exempt groups are still vulnerable to irs mistreatment. more than two years later. this report from the government accountability office shows tax exempt groups at a heightened risk of irs audit based on political or religious beliefs. the gao finds irs employees essentially freelancing when making decisions how to audit without management approval and not leaving much of a paper trail making it almost, almost impossible to determine whether a group was singled out because

of their religious or political beliefs. irs commissioner john koskinen today back in front of congress assuring them that irs is working very hard to fix the problem, but he said he was in agreement with the president who simply returned to outright denial. >> it's not in my realm of information i have to determine that, well, it was, quote, targeting or not. it's not my position to preempt them as to whether this was targeting or not. whether it was manipulation or politically motivated or not. what we can conclude is the process itself, however it was started was a bad process. it shouldn't have happened. lou: did you follow all of that? that deep, deep vein of sincerity and honesty that ran through his every word? it turns out that the obama

. lou: the big news this hour, secretary of state kerry grilled in the senate today over the nuclear deal with iran. kerry said the deal was the best way to stop iran from building a bomb. defense secretary ash carter making a surprise visit to iraq. there to show u.s. support for the fight against the islamic state. and we're learning more today about those russian bombers that flew within 40

miles of the u.s. coastline on july 4th. the pentagon just today telling us the pilots of the russian planes taunted the f-15 pilots scrambled to intercept them. joining us now retired major general robert scales, former command commandant of the u.s. war college. bob, good to have you with us. how are you? >> great. lou: did anybody tell ash carter we're in third or fourth place in terms of command in iraq. what's the deal? >> this really surprised me, lou, because all the sources that i have who are in iraq, training iraqi soldiers told me they are marginally better than six months ago when ash carter made the derogative statements, not much better now. and taking the offensive against ramadi when most of my sources tell me they won't be ready to do anything

offensively until next spring. almost as if ash carter's statements were an effort to atone for what the administration considered a slip of the lip four or five months ago. lou: he made a lot of the slip of the lips in run-up to his confirmation in a few sentences as well. we call that truth mistakenly. iran, the military option weakened further here. we've got now secretary kerry, who -- james rosen reporting on the story was very kind in the way in which he pointed out the secretary of state was flat wrong in the statements he made. i'll say it straight out, he lied. and did it three times just today. he's done so over the course of his reports, if you can call them that, to the american people. we are at -- our faith is cast to the wind by the administration, and with no reason whatsoever to believe a word uttered by it?

>> here's what concerns me as a military man. not mentioned in the hearings in a hidden secret here is the permission that we give the iranians to develop all the different parts of the nuclear weapon and the means to deliver it, and very interesting, the russians have announced recently they're going to sell iran these s-300 missiles so that it roughly analogous to the patriot system. the iranians will have a couple of years to ring the facilities with the missiles, they're very good missiles, and it will basically x out the military option for the israeli air force and give us a great deal of trouble if we ever try to exercise the military option, so the iranians aren't stupid. they're taking the time and the money they've earned from this agreement to harden their nuclear weapons facilities, hide them and frankly, lou, i think you and i know that the nuclear weapon thing is a done deal. they'll cheat, develop a nuclear weapon and other state

that faces armageddon over this is israel, and it's time for us to start focusing on the defense of israel as a first priority. lou: you know, i would certainly put it first, given that and the security of saudi arabia. our other arab allies, and i would also put into strong question the capability, the competency of this administration and its honest direction of u.s. foreign policy. there seems to be only one beneficiary and every decision taken by this president's national security team, and it is to the advantage of the iranians and to the disadvantage of the united states and our allies. is that, or is that not, a correct statement? >> what's so interesting, you have the world's greatest superpower, the most powerful military force on earth, giving away virtually everything to what is a crackpot militarily inept, world's largest sponsor

of terrorism in all over the middle east. the most destabilizing force in the world, and unfortunately in this agreement, iran comes away the winner. and what's also important is iran comes await winner psychologically. remember, there were cheering crowds in the streets of tehran when this was signed and nothing but mourning in the streets of tel aviv. that should tell us something. lou: it tells us much, we've been told daily over the approximately two year long process of this horrific giveaway on the part of the administration there. seems to be no loyal opposition on the part of the republican party that is competent or to the level required to stop it. i hear bluster, i hear defiance, i hear anything but an intelligent response to what is -- it's clear, a complete sellout of u.s. interests.

>> so let me just suggest this. they're going to get the bomb. the agreement is going to allow them to do it. now it's time to get beyond that and accept the fact that iran will be a rogue nuclear power and begin to buttress our defense against iran right now. because right now the israelis don't have an effective means of shootdown. lou: general, first, i am not one of those going to go to that place and accept the idea they will have a bomb because everyone knows what iran with a nuclear bomb becomes, and it is far more than a threat. it is a reality that will for all practical purposes end israel. it will end u.s. influence in the region, it will destabilize our world order. this is, i see that, general, as a non-starter. giving iran a bomb is unacceptable. and i don't think that there is

. lou: house republicans today passing legislation cutting off federal funds to sanctuary cities. the legislation passed in a 241-179 vote withholding certain federal law enforcement grants to cities with policies designed to shelter illegal immigrants from deportation and enforcement of u.s. immigration law. our next guest says there's no reasonable explanation why the u.s. government should send money to cities to help enforce the law when they are refusing to enforce it. joining us congressman doug collins, member of the house judiciary committee, rules committee. congressman, good to have you with us.

an impressive vote to defund sanctuary cities. now what happens? >> well, lou, we'll see if we have the ability to send it over to the senate, let them deal with the issue, and get it to the president. let the president tell the american people he is for a system in which cities and counties or states can pick and choose which laws they want to deal with. i'd like to see him tell the american people, i want to enforce some things but not enforce others. san francisco made a choice about life. they made a choice that cost someone their life. lou: kate's law, do you think it will become law? >> i don't know, we're look forward to look at it. at a certain point, we need to make sure that when you come across illegal, there is a penalty for that, that keeps you in. one of the things we've got to address is this bill today that you cannot blatantly pick and

choose which laws you want to enforce, that's the part we have to continue pressing on and make sure all the laws are enforced and deal wishes as they come up. lou: donald trump made the point first and foremost talking about securing the border, period, before there's a discussion of any kind of immigration law. his logic is irresistible, you can't control immigration or reform laws if you can't control the border, how do you feel? >> immigration the way washington wants to deal with it, you're coming into the basement and seeing it full of water and instead of fixing the pipe, everybody says get mops and mop it up. you have to fix the side letting folks get into the country and making sure not only are you dealing with the security side of this house, but also then dealing with guest workers, the issue we have to deal with. you cannot stop it until have

you enforcement of existing laws. lou: one of the things that irritates the dickens out of me, i've been reporting on this issue for a long time, that is we've got 13 arguably 19 guest worker laws on the federal books right now, and we have this great fiction that has grown up, we've got to have some new law, the law exists, enforcement is required. a secure border is required, and yet the fiction persists because of a lot of people on k street with big, fat bulging pockets of money insisting everybody ignore reality. another reality, and i know this one bothers you, planned parenthood funded by half a billion dollars and the revelation that planned parenthood is selling parts of aborted fetuses. >> that's just abhorrent, anyone who sees that ought to be horrified.
