will that hit the economy? >> and nice guys finish last, the ceo who would find minimum wage at his company to $70,000 a year, didn't work out the way he thought. >> not quite. and donald trump saying he pays as little as possible on taxes because he thinks government spends our money badly. is that going to hurt him or help him with the polls? and we can't forget about these markets. a big come back toward the end of the day. but still falling in three digits in the dow. the dow triple digits to the negative. although look at this. >> came back a little here. >> did you believe digits. but, again, that oil market getting killed today. almost a 4% down market. >> yeah. well, wall street here tomorrow. here's everything you need to know right now. new regulations on the block. president obama unveiling tougher rules in an effort to curb carbon emissions. it is being billed as the strongest ever by a u.s.

4:03 pm
now they've changed their tune. well, turning to the markets, and it is related to energy. the major catalyst behind today's selloff was oil, which just can't seem to find prices now down another 4% dragging the whole energy sector along with it, oil majors like exxon, chevron, all hitting new lows. alan is the chief options strategist at bull's-eye options. he joins us now. alan, i was going back, i hope you don't mind. i was going back to things you said in the past. and in december you thought the market hit a floor at about $54 a barrel. what happened? >> well, markets always go further to the downside or upside, and i like to look long term. six to eight months is my window of opportunity. and what you've seen here in the crude oil market, every time it trades sideways, it falls off the cliff one more time. pay attention now, the lowest marks were $42, so we want to
4:04 pm
see where we stand and how we react if and when that gets tested. but it's based on the dollar and the dollar gets more and more firm, that's what hurts crude oil. >> let me mention three things as well. we've got china, which is a major slow down, the whole world seems to be slowing down economically. iran's oil, that's coming online, and we have u.s. fracking. that hasn't stopped, in fact, we're adding more welles. >> and that's exactly why we're hee suspect. so where are we going to go from here? that's going to be the million-dollar question. in the longer term i'm looking for things, you know me with i'm optimistic, looking for things to improve. see where things go from here. but there may be some values. what's interesting is how the markets holding up, even the energy complex has gotten flattened and crushed, i look at that as a positive. and stocks in general as far as the s&p index are holding relatively well. >> mr. hospital mist, alan, great to see you again. appreciate it. >> thank you. >> melissa.

thousands of people being evacuated from their homes. joining me with the very latest, janice dean, fox news senior meteorologist. are they going to catch any kind of break? >> unfortunately, we're dealing with epic drought conditions across the west and dozens of fires have broken out across the northwest as well as northern california, central california, and this has been on going as the temperatures have soared within the last couple of weeks. the drought is epic, especially for california. historic drought here with extreme to exceptional drought, it's going to take a lot of rain to put a dent into this situation. and taking a look at rainfall, we do have the monsoonal rain showers pushing across the southwest, that's that shift in wind direction, bringing the beneficial rain. but it's not getting into the regions that's really needed across california up towards the northwest. so continuing to monitor this, again, the southwest getting a little bit of beneficial moisture. but any of the moisture that's pushing into the northwest
4:12 pm
could cause dry lightning. what does thatnine? that means the moisture evaporates before it hits the ground and you're hit with more wildfire danger. so in the next couple of days, interior sections along the west, but along the coast into california not getting into any of that good stuff. the one caveat we hear is the potential that we're going to see a cool down in the areas that we've seen record heat for seethes. so 84 today, boise down to 90 degrees, and, again, a cool down in this region which should help firefighters. >> 96, by the way, janice knows what she's talking about, she's a weather person and her husband is a fire chief. >> got it covered. >> janice, thank you very much. >> any time. >> jessicaal about a taking heat for her heat, the company spf30 doesn't work showing massive sunburn.

and ceo okay. let's break down this first story. so the response from the company was that the number of complaints that they've received is less than one half of 1% of the units they sell. would you give them -- is that the advice you would give them on how to respond to this? >> what maces me is how you can put jessica aalba in the same comment and it's ain't sexy story. it's a huge mistake. first of all, how do you name your company honest? that's like the friend you have saying can i be honest? >> yeah. >> you say that, and you're just challenging people to say wait a second. no, you're not. >> and the problem is i love chemicals for a reason. they work. i mean you need them in stuff -- there's a reason we have this stuff in there. it's not because we like chemicals, it's because you need it. so apparently her product has 9.3% of the zink oxide, she
4:14 pm
puts less of the chemicals in. what advice would you give her now? >> well, the problem is rebottlers, which is what her company is, do that to make it cost less because they spend all the money on packaging or in this case her face. so see only one thing she can do. she has to come out personally, apologize, say she understands the problem, it has been fixed, they will take back all the bad product, replace it. >> yeah. >> no questions asked. otherwise, it's finished. >> yeah. absolutely when i looked on the complaint from this woman saying, look, i believe what you were doing, if you just finished this product, i would come back. so it's not like she's some crackpot suing them. it just doesn't work. and kraft is recalling cases of cheese that are choking hazard. the thin strip sticks to the

cheese causing concern. so far there have been 10 complaints. three reported choking. this scares me because my kids love it. of course a piece of plastic comes off. it doesn't always tear on inform one piece, especially if cheese is warm. i mean three people say they've choked and now they're recalling the whole thing? i don't know. i don't like this one. >> well, it's like people complaining to mcdonald's that they choked on the box. but at the same time you have to look at what kraft was doing, and it was a really bad response. >> really? >> because they said we apologize to the consumers we disappointed. you know, i'm a parent, you're a parent, wopping of my kid choke, i'm disappointed in you, kraft. they have to handle this properly. >> what else do you want them to do? they've recalled the cheese, they're going to make thicker, which doesn't make it rip and
4:16 pm
will make it more expensive because of these three people who can't manage their wrapper. you want them to do more. >> yes. i want them to redouble their efforts to reassure you as a parent -- you even have presidential candidates weighing in. trump said that kraft is not sending their best. clinton is saying what difference at this point does it make? kraft come out and say we are taking care of this. >> all right. so the fourth is strong with new star wars movie. disney is set to release the force awakens in december and already analysts are predicting for it to earn $2.2 billion worldwide at the box office. i have to admit to you. so this weekend we bought all three movies on itunes. we bought star returns return of the jedi and the empire strikes back. about ten light sabers on amazon, and we bought three star wars legos all because my husband knows this movie is coming out, so he whipped my
4:17 pm
children into a frenzy getting ready for it. my household, we spend a couple hundred dollars this weekend alone on garbage -- i mean fantastic things, no, it's all great products. i think this estimate is low. they're going to kill it with the last movie. >> well, keep in mind. they didn't even estimate back product in this lumber. i think disney should rename this movie the profit awakens because you're right. the force is strong with this one. and i'm going to be in new york, so i'm coming over for that star wars party. >> we have popcorn, so we'll just watch it. and speaking of disney, make sure you tune in tomorrow for the media giant's quarterly report. they will report exactly how much my family spent on products this weekend. >> i bet your husband spent some of that money on stuff for himself. >> oh, legos were for him. they didn't even know about the movie now they're

4:22 pm
>> hi, well, we went to an event for chris christie, and he was accepting an endorsement, so earning really talk or anything. but then he went out and talked to people on the street. the press also. and so i went up to him and i was, like, can i have a selfie? because it started as a joke this whole thing. and my mom thought it was absolutely created crazy. like, why would you want a selfie with someone who is running for president. >> why do you want it? is it a cool thing to have? do you like the response you're getting? are you getting to know the candidates? what's your inspiration? >> i just think it's really cool that we can get so close and have a photo with, like, the next possible president. and it's just, like, really cool to, like, listen to them but also, like, have a photo with them, like, hearing what they have to say is a big deal
4:23 pm
for us because we want to know who our next president may be. so, yeah. >> no, that's true. you're in new hampshire, so you're in a state that definitely cares very much. i understand that the selfie that you're least happy with is the picture that you took with rick perry. why do you not like that one? >> i like it because it's goofy. but -- he wasn't looking at our camera. he was looking at other cameras. so we offered him a redo, he hasn't gotten back to us. so if he wants a redo, we can set that up. >> next time he's in the state, we'll definitely goes him. >> some of them have been harder than others. you did get ben carson; right? and he's someone who criticizes the selfie generation and people who are obsessed with social media, and he's basically been against everything that you talk about and then low and behold, there he is in your photo. how did that happen? >> well, it was just me
4:24 pm
because addy and my -- addy and my mom were somewhere else. so it was at his anniversary party and so, like, before we went my mom and my dad were having a talk liked what if he doesn't get it because he doesn't like it. so i went up to him and i was, like, i know you don't like selfies, i understand that but i'm doing this project with all the 2016 presidential candidates, i was wondering if you could take a selfie with me. and he was fine with that. and he was, like, yeah, if you can go get it. because he was on a bleacher, and i wasn't. i was short, and it was an awkward angle that i did it in, and i got it. >> you got it. you're 15 and 17, and wait a second on what you're doing, who do you like best of all the candidates? >> the best. . >> who would you vote for? >> who would i vote for?
4:25 pm
>> yeah. >> i want to hear them all first. but, oh, boy. >> i mean, like, we haven't heard everyone yet. rand paul and hillary governor o'malley. >> these are the people you liked? >> yeah. >> wow. >> and their speeches, i agreed with -- >> that's wide. so clearly you are listening to them and really open minded about what they have to say. addy and emma, thank you for coming on. we appreciate your time and continue to follow your pictures. >> thank you. >> all right, david. >> rand paul, and hillary. what a wide swap. a few other stories on our radar. puerto rico. officially in default for the first time in its history. territory unable to make a $58 million payment on public finance corporation bonds. government says it did make a partial payment worth about $628.

sheffield. john, last year when they rolled out a sort of version of this, the president admitted there would be energy costs. he said the benefits would outweigh the costs, but this time he's claiming that we will actually see a reduction in energy costs because of that. do you believe this? >> not at all. to the best of my knowledge that statement is wrong. if anything you're going to have utility bills grow by at least 10% annually for at least three years fup impose these rules. and those estimates can be on the low side. >> their job costs as well. >> correct. yeah. there's a lot of costs for the coal industry. without a question. >> we already have political thought on this issue, jeb but she was questioning saying president obama's rule is irresponsible and overreaching. the rule runs over state governments. goodnights throw countless people out of work and increase everyone's energy prices. will americans feel the pinch for these new rules before the election. >> oh, absolutely.
4:32 pm
electricity prices are already going up. and this is a great political issue because hillary clinton is out there saying she wants to do something for the middle class. well, there's nothing worse for the middle class than high electricity prices. those who could pay would have to pay energy costs. >> hillary is reducing to take a stance on the pipeline issue. if this becomes a pinch to americans before the election, won't she have to declare whether she's in favor of these new rules? >> well, it's, like -- i mean it was the same with minimum wage. she didn't want to take a position on how high minimum wage would be as well. >> debates leading into the democratic primaries. but she will have a debate with whoever the republicans pick. he's going to force her on this issue to declare; right? >> i think bernie could. bernie is -- >> but i'm talking about when it comes to the general election, she's going to debate with republicans. >> right.

states to go forward. but let's keep in mind the profits here. president obama did a complete run around congress. now he's doing it completely through the executive branch and an investor should be concerned because anything can happen whether the president -- >> john, very quickly. how much could this slow down the gdp growth? >> well, over time a quarter of a percentage point off of gdp. >> wow. thank you very much to all. melissa, over to you. >> new jersey's largest teachers union is demanding governor chris christie resign over comments they made weekend. >> at the national level, who deserves a punch in the face? >> the national teachers union because they're not for education for our children. they're for a greater membership, greater benefit, greater pay for their members. and they are the single most destructive force in public education in america. >> liz macdonald is here, we
4:35 pm
are hearing the national teachers union firing back at this comment. when you see a clip like this, it is taken totally out of context. >> yeah. that's right. your point there, you were fond of saying you treat bullies one in two ways. you either go up to them or you punch them in the face. and then he was asked who would you punch in the face now. >> right. >> and chris christie was talking about the entire teachers union. p. what what the president of the american federation of teachers had to say about chris christie's comment. she's essentially saying here that chris christie has issues and it's not just fiscal issues, not his inability to fix the pension crisis. that he's a bull pee he's got anger management issues and the fact that he would basically deal with this threat, with this issue by -- you know, going after teachers that are mostly women promote the culture of violence and

4:37 pm
headlines about this. you know, what the issue is -- and it's not being reported out there, but chris christie has said in the past. yes, he is cutting state rker pensions, including teachers as the state remains and fiscal crisis, nine times it was downgraded by the credit agencies. he's also saying that watch this. the teachers unions. >> yeah. >> use their force union dues to basically elect into office democrats. >> that's right. thank you so much. >> sure. >> talk about out of context. meanwhile front runner hillary clinton debuting the ads of the 2016 race, but the bigger story why she even needs the ads to begin with. and look out cell phone carriers. apple is coming for you. the tech giant's new plans that could have the likes of at&t and verizon running scared can a business have a mind?

4:42 pm
right now with bernie who is pulling -- they're both very elderly, and it's interesting the more vibrant side versus the republican side. >> yeah. >> so it's interesting to view it now a year out even though she's been so ahead in the poll. so her timing, she feels a little threatened i think. >> you're nodding "no." >> well, she's got to mobilize that base, and she's in trouble with that -- >> she's in trouble with those older? because i feel those are the people she's locked up. do you feel she's in trouble with them? >> her trust figures are dropping across the board. male, female, irrespective of age. she's got a lot of problems, and i guarantee joe biden is not worried about dorothy. >> it's a good ad; right? don't you think? >> it's a good ad, but the fact she's running the add means she's in trouble. this is supposed to be a core nation, now it's turned into a
4:43 pm
mixed martial arts fight. she's jumped into the pring i think it's a panic. >> speaking of joe biden. it seems that this is coming out like this because he's going to run. listen to what josh earnest had to say about that. >> joe biden is going to have the opportunity to make up his own mind, and he's indicated that he's thinking about it. he said that he's thinking about it more importantly, and he would know. >> wow. yeah. i mean tom, go ahead. i'll give you first crack. >> well, of course. he wanted to be president before, vice president biden, he had that horrible personal tragedy and one of the wishes from his son who just passed away was for his to run. he think he's going to run, he always wanted to be president, and because hillary is weak, he's going to go for it. >> i don't think it's clear he's going to run. the only thing that will determine it is if she continues to slide in the polls and has legal problems -- >> you don't think this was the tipping point? i think she has been sliding. they have been thinking about it.
4:44 pm
and seeing josh earnest come out and say this. i feel like, carrie, don't you feel it's a done deal? >> yeah. he's putting his tow in the water. it could happen. what kills me, though, is he says offensive things about jews, african-americans, indian americans, why is it that uncle joe gets a pass. >> you want all this things will come back, all this will be played again. >> absolutely. >> let me ask you about donald trump because the latest wall street journal he's leading with 19%. way out in front. scott walker 15, jeb one 14. you hear all of his republican opponents out there and the song that they're singing is rudy julianna was doing the same thing at this same point so we're not worried about this. is that a valid argument, judy? >> i think it's a good argument, especially when they're all sitting in california trying to get the $900 million of coke money. but donald trump's response to that is equally powerful that you're all puppets.
4:45 pm
i'm my own man. >> yeah. what do you think? >> well, the debate this week is going to be important on fox because this gives a chance for trump to be looked at in context by all the candidates, if he does well, it will help his candidates. >> is he going to take it the distance? >> well, it happened four years ago, so it's my guess he flames out again. this could be the progressive grounds on the debate stage. we'll see. >> all right. thanks to all three of you. good stuff. keep did here on fox business to see the latest fox news political poll. coming up at 6:00 a.m. eastern time and be sure to watch the fox news channel on thursday starting at 5:00 p.m. eason. david. >> love him or hate him. it's going to be the best watched debate ever. well, there's not much apple can't do. phones, computer, watches, and now it wants to be a wireless carrier as well. deirdre joining us for details. >> you said it. apple wants to be everything to you.
