leased under present conditions and what urgency needs to be done about it. also tonight sanctuary cities and their leaders under fire once again. another criminal illegal immigrant brutally murdered a 64-year-old u.s. air force veteran in her own home. the suspect, victor ramirez was released from custody six times. the issue of illegal immigration is now a hot topic and republican voters are insisting that their candidates make their positions clear on the issue. one of the leading republican presidential candidates in this race is our special guest here tonight. joining us is the governor of wisconsin, scott walker. he is third overall and second in iowa and the latest

presidential polling. we will talk about the issues and the debate and the policies he prescribes to return to prosperity and what to do about cyberattacks, radical islam, and of course russia and china as well. americans under attack overseas. an american consulate she in a new wave of terrorism not part of the world. how it affects the united states led fight against the islamic state next with top national security experts k.t. mcfarland and clifford may. the top story tonight is more violence and now a state of emergency declared in ferguson, missouri. st. louis county police department will take over all policing in ferguson. protests there turn violent as the police tried to disperse protesters who were blocking traffic, smashing storefronts and looting. one man shot by police after he opened fire on them, he is in critical condition tonight.

it's fear that that shooting could spark more violence. the man's family disputing his account of the shooting. more protests today, 50 people arrested when they blocked the entrance to the federal courthouse in st. louis. the demonstrators trying to mark the one-year anniversary of the death of michael brown. we are going to talk about this and a lot more with sheriff clark next. turning now to the violence made possible by the obama administration's refusal to enforce u.s. immigration laws. there is rising outrage across the country tonight after a criminal illegal immigrant broke into the home and murdered a 64-year-old woman. marilyn faris. it happened in california where the police are not allowed by law to fully cooperate with immigration agents. the suspect in the case was arrested and released and released six times previously. our fox news correspondent has the report. reporter: i am not remiss to say

that from washington dc to sacramento there is a blood trail into the bedroom of marilyn faris. reporter: ralph martin says that murder of marilyn faris is a direct result of president obama in california lawmakers failing to enforce immigration law. >> it starts at the top and it's not going to get fixed and it reaches lower levels. reporter: marilyn faris was asleep when victor ramirez tortured and sexually assaulted and beat her to death with a hammer. an illegal immigrant with a lengthy record, he had been in jail just four days prior on a felony. and though federal officials knew that he was in jail, they did not consider him an enforcement priority, leaving the sheriff no choice but to release him. >> the county sheriffs are being put in in untenable position by the lack of alignment between federal law and state law. reporter: unlike the bush years when local police work together,

lou: county officials have declared a state of emergency hollowing violent protests in ferguson marking the one-year anniversary of the death of michael brown. police have confronted several people firing weapons, a man that shot through the windshield of a police van, four officers were inside, he may have returned fire, he was shot and critically wounded. loretto lynch today address the chaos. >> i strongly condemn the violence is perpetrated against the community, including the police officers in ferguson last evening. [applause] not only does violence obscure any message, but it places the community as well as the offices of those who are seeking to put us in harms way.

lou: joining us tonight is the milwaukee county sheriff. so what are your thoughts? >> it's a lot better than what we have heard from the predecessor. this is a return to the scene by this phony movement of black lives matter. with this whole ball snared it. there's nothing to commemorate, there is nothing to celebrate in ferguson, missouri, this is not selma, alabama or montgomery, alabama. this is not a rosa parks, this is not about the civil rights movement, this is an insult to the civil rights movement and i'm glad to see that the county executive declared a state of emergency early i hope that they have a good plan and they have the proper resources so that when a new looting starts and criminal activity, the writing

will be crushed. lou: what has happened is that the police department has been pulled back from the front line. of the st. louis county law enforcement, the police department is moving forward to take up that role. again, it is a de facto statement that the police department is the problem, not the young demonstrators, agitators and protesters. some of them surely come from the community and are there in good faith. >> whether it is the st. louis county police or the ferguson police, these anti-cop individuals see one thing. they see a uniform and a badge. that is all they see and it doesn't matter what agency or municipality comes from.

that's just the way that they feel about law enforcement in general and it's off the chart. lou: they are out of control right now and so the good that law-abiding people of these communities, the majority of them are paying for this with their lives. and this includes a fundraiser to try to put the life of darren

wilson back together. >> it's a heckuva lot more than that. but it is notable. the number of politicians haven't got the guts to say this nicely what you have said before this kind of violence in this continuation of tragedy in ferguson. and so why is everyone scared to death to talk straight and honestly and forthrightly into deal with these issues and seek resolution? >> it is more politically expedient. it you know, the law enforcement officer doesn't have a voice in this thing. they can keep your head down as it relates to the politics of

lou: president obama in his third term fantasy. coming to terms with with the fact that he can only have two terms under our constitution is the nation's leader. >> i love my work. but under the constitution i cannot run agork. but under the constitution i cannot run again. i cannot run again.
