up next, lou dobbs is next, this is the station. fox business. lou: good evening, everybody. i'm lou dobbs. newly uncovered documents eliminate any possible doubt that irs official lois lerner was anything other than a highly passionate partisan official while directing the tax exempt division. running that division in a clearly corrupt fashion, denying all conservative requests to approve their organization's tax-exempt status over a three-year period. while in that office, lerner called republicans in congress, quote, evil and dishonest, and accused them of, quote, hatemongering. lerner's toxic remarks expose

her real state of mind and left-wing bias as she and the irs were under investigation for abuse of power and unfair targeting of tea party and other conservative groups. in another democratic e-mail scandal -- hillary gate worsens by the day for the clintons. hillary clinton's private e-mail server now in the hands of the justice department as reportedly been completely erased. we have yet to see whether the fbi can recover anything from that server. we'll take up all of these issues with the a-team and the five's greg gutfeld who hosts the fox news show, the greg gutfeld show joins us here to weigh in on the news of the day. and donald trump was calling out china on currency manipulation. something the obama administration hasn't yet done. china devaluing currency for the third time in as many days and the response from our government, still nothing.

perhaps they just don't understand what's going on. could it be donald trump is right? are other world leaders much smarter than ours? we'll take up the issue of what's really going on in china and the effect it has on our middle class with moody's john lonski and china expert gordon chang. new evidence of the magnitude of the former irs director lois lerner's hostility for republicans and conservatives. newly uncovered e-mails so lerner explicitly used the irs as a political weapon against anyone who would dare question the left-wing point of view or the obama administration itself. fox news chief washington correspondent james rosen with our report. >> reporter: they called me back to testify on the irs quote, unquote scandal lerner told a friend referring to house republicans and i took the fifth again because they

had been so evil and dishonest in my lawyer's dealings with them. >> i have been a government employee for over 34 years. >> reporter: lerner was head of the internal revenue service division that processed applications for tax-exempt status and the latest e-mails tucked away in the thousands of pages of append sees on how the irs handled the applications, while the republican and democratic staffs split along party lines whether the irs was politically motivated, they agreed applications languished for up to five years, that more conservative groups than liberal groups were impacted and lerner herself was e-mailed about the tea party applications in early 2010, more than a year earlier than elsewhere indicated she first learned about the extra scrutiny applied to such groups. >> she may be mistaken, maybe she didn't remember that e-mail from one of her subordinates. i don't know. she lied right from the get-go.

>> reporter: lerner denied wrongdoing through her attorneys, in 2012 she e-mailed a friend blasting supreme court ruling on free speech widely held by conservatives in the case of citizens united versus fec saying -- and shortly before she formally resigned from irs lerner e-mailed the same recipient -- president obama has denied any political targeting by the agency. >> there were some bone head decisions. >> bone head? but no mass corruption. >> not even a smidgen of corruption. >> reporter: the justice department declined to prosecute lerner for contempt of congress, despite the house having approved criminal contempt citation last year. the d.o.j. is probing the processing of all the applications, lou? lou: james rosen reporting from washington.

from lois lerner's e-mails to hillary clinton's. the fbi has clinton's private e-mail server in its possession but that server is blank and contains we are told no useful information whatsoever, according to an attorney for the company that managed the clinton server. the former secretary of state tonight is also facing allegations that someone in her inner circle may have tampered with top secret e-mails illegally. fox news senior political correspondent mike emanuel with that report. >> reporter: a memo from the intelligence community's inspector general says two top secret e-mails that have gone through hillary clinton's server had been designated top secret and compartmented, the highest government classification ratings. >> you are particularly cautious, the higher the classification of the information. >> reporter: here's how hillary clinton handle the e-mail issue on july 25. >> i did not receive anything that was marked as classified.

>> reporter: ron hofko former assistant director of the fbi who spent 30 years at the bureau. >> marked or not should a secretary or somebody at a senior level known this is sensitive information? >> unquestionably, particularly the more sensitive, the more guarded that everyone has to be with respect to the proper handling. >> reporter: a senior state department source expressed concern to fox that it is possible someone might have stripped the classification markings before it was sent to clinton's personal e-mail. >> top secret information is information which the definition says if it is exposed, it could cause exceptionally grave damage to national security. so taking off the classification markings and exposing it to potential compromise is a very serious offense. >> we have no indications there were any -- that there was any stripping of classification markings on these? >> reporter: u.s. officials say the information in the e-mails came from monitoring foreign communications and satellite

imagery gathered from space. so now intelligence sources are worried sources and methods of gathering that information could be compromised, and a former top lawmaker on intelligence matters says clinton and her team should have known better. >> if you talk about it, you talk about it on secure phones. if you e-mail about it, you e-mail on secure systems. >> reporter: politically a franklin pierce boston herald new hampshire poll shows bernie sanders has taken a seven-point lead on clinton. campaign communication director sent out 700-word explanation on the matter to supporters, and after months saying it wasn't necessary turned over her serve tort fbi late yesterday, while some suggest the e-mail matter is having an impact on her campaign, one expert notes the august timing helps. >> the only advantage they have in this is right now about 20% of the actual eventual voters

in november 2016 are paying close attention. >> reporter: a new cnn-orc poll of likely democratic iowa caucusgoers say clinton has a 19-point lead over sanders, sanders is beating her on seven points who is most honest and trustworthy. lou? lou: mike, thank you. and tonight we're learning that two aides to hillary clinton have agreed not to delete any work related e-mails or documents, but that agreement, if you can imagine, follows a direct order from a federal judge that they preserve the records. that according to their attorneys. hillary clinton's problems not limited to her e-mails, vice president joe biden is sending the strongest signal yet that he is considering entering the 2016 presidential race, that's according to a new report by the "wall street journal." the vice president who is vacationing in south carolina now is personally asking

political allies for advice and counsel and gauging the strength of the clinton campaign and the threat posed by the e-mail scandals. biden trailing hillary and bernie sanders in the most recent polling, garnering just 12% support in iowa. but, of course, he is not a candidate. the vice president is expected to announce his decision within the next month. breaking news tonight from the pentagon, a number of officials are telling fox news that chemical weapons were likely used against kurdish forces fighting the islamic state in northern iraq. intelligence from the region shows wounded fighters with burns, blisters and respiratory irritation, similar to those that result from mustard gas attacks. those attacks allegedly occurred two days ago, according to those officials. several dozen fighters were wounded. if true, the fact that the islamic state fighters had

access to and are using chemical weapons would be of great concern to u.s. and iraqi officials. the first reports of the attack came from the german defense ministry about 90 german troops are working with the kurds in northern iraq. we'll have much more on this breaking news throughout the brdct. we'reith us. the obama white house leaves it to an outgoing general to suggest we need u.s. ground forces in iraq, and that just might be a very tough sell as the administration still doesn't have a strategy. fox news strategic analyst ralph peters with us next. and more on the series of catastrophic explosions that shook the chinese city of tianjin, killing dozens, injuring hundreds of others. and new video of those

army commanders saying president obama may soon need to consider putting american forces on the ground in iraq if the fight against the islamic state doesn't succeed. >> if we find, in the next several months that we're not making a progress that we have, we should probably absolutely consider embedding soldiers and see if that would make a difference. that doesn't mean there would be fighting, but it would be maybe betting them and moving with them. i think that's an option to present to the president. lou: general odierno making his comments at his final press conference before his retirement. his last day in the service, tomorrow. my first guest tonight says the general is wrong because our troops would be left vulnerable with lethal enemies on every side, if embedded with iraqi forces. joining us tonight, fox news chief strategic analyst lieutenant colonel ralph peters. good to have you with us, ralph. >> hi, lou.

>> the general, the message he was sending, i don't know if it was from the white house, whether it was his musings that prompted it. you think it's a bad idea either way? >> first of all, general odierno is a good soldier and honorable man. i don't agree with him on this issue. he is not flacking for the white house. the last thing the white house wants to hear is we might need any ground troops embedded or otherwise. my problem is that putting our -- embedding our troops in iraqi units to say nothing of syrian forces would put them at great risk, our special operators take great risks but you don't want to be wanton about it. a few embedded handful of u.s. advisers here and there in iraqi units, they would not only be facing the threat from al qaeda and the islamic state, facing stab in the back threats from iranians on the ground who don't want us there and from the radial shia militias who have killed thousands of

americans while we were there. so if you're going to use american forces, to me, you use american forces. you go in, you hammer them and you leave. lou: i'm going to raise my hand there, i'm going to raise my hand there. we are now a year since this president said he would degrade and destroy the islamic state. this president doesn't have a strategy anywhere in the middle east as best i can judge. he doesn't have one in south asia. he doesn't have a strategy in dealing with china, with russia. why in the world would a general responsible for those troops talk somewhat, if i may say, offhandedly about putting our troops at the mercy of a commander in chief who is not interested in pursuing a victory? >> i think general odierno was reaching for something because we're losing. you saw the huge car bomb in baghdad today. just absolute slaughter.

we saw islamic state use captured syrian mustard gas on the kurds. lou: ralph, it's clearly established this administration doesn't know what the hell it is doing! and doesn't care one wit about either stalemating or containing putin, doesn't seem to understand how to deal with china and it's geopolitical ambitions, certainly doesn't have an answer to the islamic state why. should we pretend on one issue at a time some a la carte basis, it would be more reasonable and perhaps more successful? this is an administration that is an utter failure, is it not? >> of course it is. but there are people in our government on capitol hill in the pentagon, who do want to do the right thing, who do want to win. they can argue about what's the best way to do it, but we are a nation of fighters and this is an administration of cowards,

of sheep. and president obama even though i think he's psychologically complex, he's child-like in respect. he thinks if he says something it will magically happen. and you know always claims about red lines and he's going to defeat isis, et cetera. he shoots off his mouth. he shouts loudly and carries a teeny-weeny little stick. lou: let's hope he's absolutely as adverse to moving our troops as he has been since 2011. >> lou, watch ukraine. lou: i understand, but the very idea -- let the ukrainians, let the eastern europeans, let, the european union look at ukraine, they're going to have to live with the consequences. we without a leader would be hapless in that fight. no matter how great our soldiers and our military, and you know that. >> i do. but vladimir putin knows he has to move in ukraine while obama

devastation and the destruction left in the wake of two massive explosions that rocked the chinese city of tianjin. collapsed buildings, shattered glass across acre after acre of ground and these cars littering the streets, burned out, hundreds upon hundreds of them. rescuers are still searching for the missing. local chinese media reports the death toll is at 50, including 12 firefighters. they're still as i said looking for those who are missing. surveillance video from one of the buildings captured the moment a man was blown backwards from the windows and doors to the building. those explosions tearing through the building's lobby as it did much of tianjin. up next, i'll have a few thoughts on the clinton e-mail scandal and how, well, more bad news seems to be on the way for the former secretary of state. a fiery truck crash to tell

. lou: illegal immigration has become a hot topic on the presidential campaign trail, thanks principally to donald trump. and it's about to become an even hotter issue. these new census numbers released today assure that. these numbers show that the total of new immigrants in this country both legal and illegal is now at a record 42.1 million people. the center for immigration study says much of the increase is driven by a surge in mexican nationals flooding across our southern border, and a few thoughts on hillary clinton's

worsening e-mail scandal as her denials, excuses and poll numbers continue to unravel. >> i did not e-mail any classified material to anyone on my e-mail. there is no classified material. i am confident they never sent nor received any information it was classified. the facts are pretty clear, i did not send nor receive anything that was classified at the time. lou: that was then and now the drip, drip of the clinton e-mail scandal has turned into a gusher. the fbi has taken possession of her private e-mail server but the server we are now told is blank. a total blank. who would have imagined the clintons or their hired help would not have protected the contents of that private server with their very lives. shocking. the inspector general for the intelligence community revealing that at least two e-mails that went through her private server were not only designated top secret, but

carried that classification from the time they were sent, despite state department denials, and now a senior state department source tells fox news it's possible that someone in clinton's inner circle might have stripped the classification markings from those e-mails before they were sent to her server. of course, that would be illegal or as illegal as anything can be for the clintons or their hired help. what may be the clinton campaign's death spiral appears to be under way. hillary's use of private e-mail for official state business without approval and her denial that any e-mails contain classified information, and then to have destroyed what is or was transparently government property is at best horrific judgment or outright criminal conduct or a combination of the two. perhaps the current secretary of state has unwittingly or perhaps wittingly given

mrs. clinton a possible, if not, plausible defense. john kerry telling scott pelley of cbs that the chinese and russians are likely reading his e-mails, presumably on government servers and networks, not his own server. >> it is very likely. it is not without -- outside the realm of possibility, and we know they have attacked a number of american interests over the course of the last days. >> it's very likely that your e-mails are being read? >> it's very possible. no way for me and i certainly write things without awareness. lou: incredible, our government cannot assure the security of our officials' communications. and as a last defense, we might hear once again mrs. clinton yell out what difference does it make? and the answer seems to be, far too little for those now

. lou: the main news at this hour, new evidence eliminating any doubt about the depth of hostility felt by former irs director lois lerner for conservatives show she used the irs as a political hammer to try to silence republicans and conservatives who she called evil and dishonest. bill clinton going to the rescue of hillary clinton, the former president not seen campaigning with his wife until

he showed up at her campaign office in new york. china devaluing currency again today for a third time in three days. china manipulating international markets and its currency to boost prospects for its own economy at the expense of other countries. notably, including the united states. joining us moody's capital markets chief economist john lonski, china expert gordon chang and china hand, good to have you with us. gentlemen, i could not believe the tepid response from treasury, from the fed, from commercial banks who by the way, many of whom are trying to protect themselves against manipulation charges of currency charges themselves ironically. what in the world is going on when neither the treasury or the fed has the guts to stand up and say china you're manipulating your currency? >> ah!

but china loaned us something to the tune of $1.2 trillion. you don't want to point a finger too sternly at your biggest predator. lou: so we're done, we're over then as a superpower, that's it? >> not what we used to be. >> actually, i don't think so, china has been decreasing holds of treasuries, the reason is there is massive capital outflow. lou: gordon, they have massive -- >> they have a lot of money, but they're in trouble. >> trade surplus isn't what it used to be. reserves are reflective of a slowdown in the global economy and ultimately that's what this is all about. globally we have too much production chasing too little demand. lou: well, and within that, we also know that china is, of course, our largest deficit partner.

the deficits we run up with china are inexcusable, inexplicable and we see corporate america investing hundreds of billions of dollars in china. >> it's getting larger and larger that surplus against the united states, and at the same time, we're not enforcing our trade agreements that we've made with the chinese, and one of the things is we're not willing to call them a currency manipulator, even though they meet the requirements of the law. lou: let's be clear about this too, this is not just an obama thing or democratic thing. george w. bush was every bit as reticent, failed to decry the manipulation of their currency, and you know, john, you may be right, maybe we're not who we used to be. >> china is a platform for the united states and europe, right, that's what it is. apple computers are not manufactured in california. lou: you tell me what the implications are for apple

computer. 25% of apple's revenue is in china. the products are manufactured in china. we're watching what could be a very serious reversal of a contraction of the economy in china, are we not? >> we certainly are. china claims 7.0% growth for each of the first two quarters. but when you look at rail freight down 10.1%, construction starts down 15.8%. trade volume down 6.9% for the first half of this year. that says the economy is about 0 or 1%. i was just in hong kong the earlier part of this week, they're saying the people think the economy is growing 2.2%. they don't say that publicly but privately that's what they are saying. lou: based on the number, the data, the information comes from the government, it could be whatever anyone can conjure. >> global slack is stronger, more downward pressure on the

prices of internationally traded goods and services, especially industrial commodities as well as labor. i think what's going on globally with the dollar, i don't see u.s. wages growing faster than 2% any time soon. >> i think most middle class americans would jump at 2% right now, after what we've experienced over the course of the past three decades in this country. i just do want to ask you both what you make of this given the currency manipulation of china. barclay's bank of america, bnp paribas, citigroup, goldman sachs, hsbc, royal bank of scotland and ubs paying 2 billion dollars because they were rigging the currency market. we're complaining about china and our own money center banks and large commercial banks, many of those, are having to pay fines. and by the way, this is round three or four on currency and manipulation. this is appalling and no one is

talking about it! not in the business media, not in national, in the campaign, this is outrageous! >> well, you know, when you look at what china did, 24 hours after it announced terrible july exports it devalued currency on tuesday. that's a direct evidence they are doing this -- lou: that's a settled issue. >> we're talking a lack of leadership, not only in government but business in the private sector as well. and what happened here is absolutely inexcusable, especially after what we've been through since the financial crisis. lou: i wonder why the outsiders are anti-establishment are doing so well in the republican primary campaigns. john lonski, always good to see you, gordon chang, always good to see you. thank you, both. firefighters are making gains against the massive northern california wildfires, primarily northern california. temperatures have been relatively mild, crews able to clear brush and create some

fire lanes and expand containment lines to stop the wildfires from spreading. over in los angeles, dry conditions haven't helped the firefighters. the los angeles firefighters and -- move to, this as you see here, these little plastic balls, 96 million of them, provide shade for the water, that will stop 300 million gallons of water from evaporating. each year. that helps for a state that is 95% of it in an extreme drought. that's a very impressive idea. it might create problems for propellers and things like that, anyway. the new jersey turnpike reopening after a horrible accident caused the highway to literally go up in flames. two tractor trailers collided, a gigantic explosion a result. one of the truck drivers ran from his vehicle, his leg on fire.

[ laughter ] >> clinton, by the way, the e-mail scandal just gets worse and worse, i suggested earlier in the broadcast, she might be, her campaign may be entering a death spiral. >> yeah. lou: what do you think? >> i can't disagree. this e-mail scandal it's like an old friend from high school that has pictures of you that won't stop going away. she can't get rid of this thing. and she wasn't trustworthy to begin work as trustworthy as a grisly carney. she reminds me of real estate agent who sold you a house and didn't tell you there was a horrible crime committed there three years ago and you discover it on your own, that's what's happening. lou: we've heard rumors, everyone talks about it. >> nothing, nothing. lou: this one we know what the crime is. >> yes. lou: the crime is bad judgment

at best, and criminality at worst. >> she always felt she was different than the rest of us, the laws and the rules don't matter. i think that's what's going to make her most angry is this seems so inconsequential to her, and it may end it. lou: you know, this still is a matter that, president obama still has her fate in his hands. >> yes. lou: he can decide to either indict, to charge her or make it all go away. >> rush had a conspiracy that said this is all obama's doing, the drip, drip, drip of the scandal. because he wants biden to come in. so biden will be like the george herbert walker bush to reagan, to get the four years. like the bow on the present, you know, a reward for eight years of obama, you get four years of biden. lou: we can do that for people. if i am president for four years. >> the job isn't that important. it's like a gift. lou: i'm thinking interfering with the gift might be people like donald trump, jeb bush,

scott walker. >> how dare they? that is just rude! >> that's a strong group of people running for the republican nomination. i've never seen it stronger. >> yeah, you got a lot of governors in there, a lot of young, smart senators. a few wild cards in there with trump and carly and even ben carson who is also wild card, political novices and amazing governors and it's probably the strongest presidential group since the 1300s, lou. lou: the 1300s? >> yes, when our country was founded. lou: exactly, and anticipating as we did in the 1300s, i'm trying tong who was here in the 1300s, the vikings certainly had been. >> the factor had just started. lou: that's right.
