are they going to try to bring that here? >> and the woman, carly fiorina, the only republican candidate says that it's progressive policies that are holding women back. >> also today marking a big day for social security, turning 80, how much longer will it survive, our panel looks in on that. >> let's have a look at where the markets ended today, all three major averages ending higher for the week. thanks to a late session rally. you've got the dow up 71 points, the s&p up 8, the nasdaq up 14, i think investors were happy, europe approved the latest bailout, and thought that was there a little bit of overreaction to the chinese devalue. >> it looks like everything settling in. while the market settles in, oil prices hitting new lows today. breaking as low as 41.35 a barrel for the week, crude fell more than 3%. but the good news goes well beyond the pump. oil is the oxygen to isis.

recent reports with the islamic state gaining chemical weapons, we need as much ammunition as we can to defeat them. joining me now connor from jerusalem. what's the latest on isis? >> david, the pentagon still investigating this trying to gather more information. but multiple defense officials telling fox evidence, there's credible evidence, that's their words, using chemical weapon, likely mustard gas against fighters in the past few days. the attack took place in northern iraq. the number of victims appear to be fairly low but no reports of any deaths. but several dozen american fighters have blisters on their body consistent with the use of mustard gas. boston have been accused of using chemical weapons in eason years. not clear where they would have got their hands on this batch of chemical weapons, they could have gotten it left over osama bi saddam hussein,

and more the larger question, though, is really what happens next. given the obama policy that they don't want to get too deep involved in syria, it's unlikely that this incident is going to change the obama policy towards both isis or iraq or syria. we're looking probably at a continuation of u.s. air strikes, coalition air strikes, david against isis and both and i can be syria, and then continuing to work with partners on the ground, which so far has not had much of an effective with isis. >> more of the same isn't doing much. connor, thank you very much. i appreciate it. lori. >> well, scary stuff and then there's this. new dramatic video shows us more on the moment of impact when explosions rip through a warehouse, killing dozens of people. this is in northern china. a chinese firefighter who was trapped for 32 hours in the rub he will has now been found alive by rescuer workers. according to officials, 17

reporting the top secret e-mail the intelligence committee says passed through hillary clinton's private e-mail server, including a news article detailing a u.s. drone operation. they're citing u.s. officials and add that it is classified after discussions with the cia. however, the fight of the status for the classifications continues. senator dianne feinstein who has endorse clinton and is a senate member has come to clinton's defense. she released this statement saying quote first none of the e-mails alleged to classified information were written by secretary clinton. she goes on to say none of the e-mails contain classified information including any markings that have content. the top secret e-mails were not marked but added it would have been obvious to the receiver they should have been treated in that manor.

absolutely mobbed. jeb bush has slipped in the polls considerably, donald trump, ben carson, and a whole bunch of other candidates have eclipsed him and taking a backseat. and rick, who is the reigning president of iowa, he'll speak at the soapbox tomorrow, but he was shaking hands and talking about how it feels to have been right so often in this republican conservative race. watch. >> a lot of cars in the showroom right now, and i think people are spaying attention to who is hot and attracted to that for a moment. but i believe sort of summer romances tend to be a flooding thing. and what happens in august, if i learned anything four years ago, stays in august. >> he should know. he came from very, very far back in the pack and got his sort of momentum surge right about this time and creeped

into the lead and actually won the iowa caucuses and what amount to something of a recount because for a nanosecond there, folks thought that mitt romney won. as for bush, he's downplaying the polls, downplaying donald trump, and he's downplaying summer politics didn't i that he's participating in it saying that this sat long haul and it's still six months away and iowa voters tend to wait and make their decision. listen. >> the president has no strategy, and hillary clinton has no strategy. their strategy is to say that it's somebody else's fault. it's time that we had a president that accepted responsibility for the duties of the presidency. if there's a problem, don't say the dog ate my homework, which is what we hear all the time. accept responsibility to fix it. that's what leaders do. >> and in the case of jeb bush, the would be leader is getting questions about what does he do about trump? and he's over and over again saying calm down.

at one point somebody asked him a question saying, hey, don't let your head explode. he knows he has some differences with folks here in iowa, but strongly believes that even though the caucus is strongly with christians, that ultimately there will be the remainder of the republican vote. this is a swing state and purple state in the general election and there are a lot of the voters who don't participant in the caucuses. jeb bush is trying to see if he can, in fact, realize what he joked about when he first first thinking about running if it's possible to lose the primary and win the general election. he never expects to actually win here, he wants to quote do well. earlier does think he has to win in new hampshire. to doing well in iowa means in the top three and right now he's not. >> well, you can't count anybody out. thank you, carl. lori. >> okay. we have breaking news for you. we are getting the latest look here on how warren buffet is positioning his investments in his latest rather filing.

chemical weapons to be the subject of scrutiny. obviously isis is not a state recognized by anybody yet. but it does emphasize how terrorists and state sponsors of terrorism like to resort to these weapons because their deadly affects and because of the fear factor too. >> could it by any possibility bring together what we haven't seen yet, that is a totally unified coalition to go in and take out these monsterrous terrorists? >> well, it's long over due, but i've always believed it's going to require american leadership, i do not see that coming from the obama administration, i don't think earlier sees it as the kind of threat that it is. and sadly the affects are being felt all over the region. but not in the white house. >> okay. we got an embassy in cuba meanwhile today. is that going to change anything there? >> well, not really. this is political symbolism. it's pretty depressing because it's a concession to castro, american diplomatic

cuba, and google has gone down and looking for ways to get cuba connected to the internet. i know it will be censored, but isn't that a beginning for opening up cuba entrepreneurship. >> i use google, but do you remember the google guy in egypt was leading the pack and how everything was going to change? >> i do. >> let's forget google. the fact is the cuban government controls the foreign currency. so all these businesses will go down there and their foreign currency will come under the control of the castro regime. the actual economic benefit to real cubans will be very limited. . >> so will this weaken or strength enthe communist government there? >> i think it will strengthen the regime because it will give them assets at a time when international oil for places like venezuela to give them assistants that they've been providing the last several years. this is similar to what castro did in the 1990s when the soviet union collapsed and

>> yeah. their drought is so significant that it's going to take certainly an el niño likely maybe even a he willnine owes to make a huge dent. we'll take it, but we could use a lot, unfortunately, it's so dry. this is a look at the picture here according to the eastern pacific and this is an indication. you'll see temperature anomalies, it's above-average temperatures here, and when you see this warm water here across the coast, that's the signal that you get for an el niño. now, that's what it looked like in the 1997 el niño and this is where we are here. not as strong as it was at its peek, but we're a few months away from where this would peek in than winter. so we're going to see what impact this ultimately has. in the short-term, one of the impacts it has is it really decreases our hurricane activity across the atlantic. we get a lot more wind sheer, and that prohibits any development of tropical

systems here and that's what we've been seeing, we're behooving toward an active time and the atlantic is incredible quiet. that's good news across the coast. certainly don't want to count on that being the case. we could see one or two of those to pop up, but the other thing we'll watch, lori, fall, winter, maybe spring, down parts of the south, including areas of california. . >> all right. certainly use that rain. >> yeah. you bet. >> thanks, rick. >> well, it appears that isis has used chemical weapons on its enemies. u.s. intel officials are looking into a credible report that the terrorists use mustard gas against fighters in iraq. will they eventually use it against us? joining me now, rick former u.s. spokesman to the united nations also fox news contributor, fox news national security analyst and fox news contributor as well. katie, first to you, the breaking news telling fox news this stuff was homemade, it didn't come from assad's pile

of mustard gas. first of all, how do they know that? is there a way to idaho this stuff? >> yeah. chemical weapons all have a signature if you will, and we know what it looks like because we've destroyed some of it and seen some of it. i think this is more upsetting for a couple of reasons. it means the islamic state has set up a program to develop chemical weapons. they're not just stumbling upon them, they're now developing them actively. and the second thing is if the muslim or anyone who is a would-be jihaddist, they now look at the islamic state and say whoa those are the new guys, they now have chemical weapons, they're so much more powerful than al-qaeda, so it's a recruitment tool for them. and then finally the biggest worries if it's this easy for them to make homemade mustard gas, what happens if they bring this into the united states or can teach their

recruits how to do the same. >> and then there's also anthrax and a whole lot of stuff you can make homemade if you have the desire to do that. rick, i just had ambassador on, you used to work with him at the united nations, you know the un very well. is there any possibility that this might stimulate some action with isis, worldwide action against an uncivilized entity like isis, despite all the dysfunctionallity at the un. >> clearly what the united states said we would act if an entity crossed the red line of chemical or biological weapons. that's what president obama said. and we know that that's now happened, three, four, five times and yet there hasn't been any leadership from washington. so we look to the un to kind of say, you know, are you going to be outraged when it's islam on islam violence?

i mean what's happening right now when you have such an elevated attack like this, chemical and biological weapons are ruthless. they're easy to make, and it elevates the fighting to a whole 'nother level. this certainly should move diplomats around the world, after all if you remember the entire world basically became united against saddam hussein when he gassed his people. >> you have to go way back to the first george bush to see how the un actually did act in a war like that against an enemy. but the katie, the biggest fear for folks in the united states like most people were worried about an attack here. is this stuff transportable? could isis potentially get it to some of its agents here in the west?

disarray in the democratic party when you have the front runner all of a sudden losing to bernie sanders and the race tightening to other places, i'm sure that people like joe biden and al gore are seriously considering it. but what do i know? >> hillary clinton's lead over her democratic challengers have narrowed and recent polls find her more unfavorable than favorable. although she has a sizable lead over bernie sanders in the latest fox news poll. nationally she's up there 51 to 22. still there's increased focus on joe biden. one democrat says that late entry could make it more difficult for the vice president to capture the nomination. >> there is a lot that you have to do and that's not to say that it's -- we've seen other candidates that got in late, we saw rick perry, he got in relatively late years ago, fred thompson got in

brings back, the fact that politics is all about controlling the narrative. controlling that flow of information and for hillary, it's been a constant one sighted sort of brog against her in terms of the scandal, so she's facing trouble and i think democrats are scrambling. >> are we growing weary of hillary? do you think that's why some of these other current and former vice president's and bernie sanders as well are now kind of testing the waters trying to make good on the opportunities if that's how they see it? >> i think that's a huge factor and, you know, there's a real chance in this generation that we will finally pass the torch from the baby boom generation to the next generation. incidentally, it was bill clinton, and since then they have scandal after scandal after scandal.

and biden is a real risk to hillary because he could come in support of president obama. the obama's and clintons never got along and if the best chance is to succeed, then look out for the democratic field. >> but, david, let me get you to comment on biden jumping in here. >> glad to. >> he's got the notorious gas. >> i'm sorry say that again. >> as far as joe biden jumping into the race, our memory may be a little bit short if you consider all the gas,. >> i'll leave that to you and maybe the other on the panel. i would first like to say that the democratic party is in disarray or is scrambling when we just saw the debate, the republican debate on fox news and you have 17, 16 candidates chasing donald trump who has never, ever served in office

before or won office. >> we're not there yet. >> talk about the democrats. >> here's the biggest thing is it takes a long time to put a presidential candidate, campaign in place; right? iowa is in six months, not that they -- vice president bind couldn't do it, but a lot of the decisions seem to be made very quickly in terms of getting that apparatus in place and getting your fundraising in line. and, again, he has the upper leg so to speak. but the decision seems to happen sort of soon. >> do you think -- let's bring in back to you, christian, these scandals that catch up with the fbi, there's nothing on the server, this thing keeps getting deeper and deeper. >> that's right. and what she has done is a whole lot worse that than what david did. and it will be a real tall tail if the obama's are fed up with hillary if you see the fbi moving to a deposition of hillary clinton. if you see them seizing more evidence and the idea of that who the woman was the democratic front runner in

2025, the rest of the population, half a million. so there's this big demographic balance that's going to be very taxi for the federal government and state and local government. >> it's not taxing, it's unsustainable. there's a poll out, and people are not dummies, poll out of millennials and baby boomer, generation x i think they used to call it. they expect there are going to be no benefits from social security at all. do you think you're ever going to get any benefits from it? >> not in its current form, david. it's wildly unobtainable and by 2018, the government is going to be paying out more than it's getting in. and the millennials, i'm thinking a lot about women. the fact when social security is designed, it was designed to fit in 1935 style single earner family, the work place is changed, family structures changed, we have a lot of penalties now against women, dual entitlement rule, changes in divorce laws, all of this

is making a really good system for women, it needs to be reformed. >> how -- we all want it, i've paid into it my whole life, i want a piece of what i've paid into, but how am i going to pay for it? how is the country going to pay for? >> certainly by not privatetizinging is, which as you can imagine in 2008 when we went the national cliff, if we had private sized social security, we would be in a real hurt. >> david, you've got to answer one question before you leave here. how are we going to pay for it? >> well, i think if somebody is making $50,000 and paying 6% on social security and somebody making half a million dollars in the same year is paying only 1%, i think you might want to close that gap and make it equal contributions and have everybody put in 6% so then you find more. >> so, john, let's go back to the economist for moodies. john, is that going to do it? would that be enough to pay for this incredible spending that we're going to have to
