patriots. melissa: i can't believe the story. david: i can, too. melissa: the dow reporting trading, up about 100 points at the close as we here the closing bell sound on wall street. here is a look at where we are ending the day, 97 points higher on the dow, s&p and nasdaq also ending in positive territory. crude oil trading down by better than a dollar. david: let's hope for triple digits. here is everything you need to no right now. after house lawmakers reject the controversial bill to approve the iran nuclear deal. a symbolic vote fell on the anniversary of the september 11t attacks. joining me now is peter barnes. >> reporter: it did, david.

on this anniversary of 9/11, opponents of the deal evoke the day saying the deal will allow iran to spread terror. democrats charged republicans were exploiting 9/11 i holding this vote today. still, 25 democrats joined with republicans to reject the deal. the. the president said the vote marked the end of the congressional review of the deal and that despite the vote it was time to start implementing the agreement. the speaker of the house of this was wrong. >> now he is preparing to try to enforce his deal over our objections. nevernever in our history has something with so many consequences for our national security been rammed through with such little support. >> reporter: along party lines the house also voted to prohibit the president

from lifting sanctions against iraq. the senate may now take up this and other bills to try to kill the deal, but yesterday senate democratic supporters successfully filibustered a resolution of disapproval on it, 70 president from having to veto that resolution and congressman having to override his veto. senate republicans will try to overcome the filibuster with another vote on tuesday and perhaps take up the house bills. even the senate republican leader acknowledged today that trying to defeat the filibuster probably will not happen effectively ending this fight. david: what a mess. it used to be simple.simple. they used to call arms control deals a treaty. peter barnes, have a good weekend. all right. september 11 of course is the debris will never forget

the traders at the new york stock exchange located in lower manhattan continue to remember what it was like that date. liz claman is on the floor of the nicely. >> reporter: david is rightly remembering the experience he talked about on the last hour. you and i were laughing, it is nice to at least see some laughter to show how resilient the traders on the stock exchange. >> absolutely. except for the energy sector, up 102. we are within 200 points of the all-time highs, which is kind of amazing when you think of the volatility in pain. >> reporter: that is significant. when you stretch it out and show perspective, within 200 points of all time highs is something. the fed holds the keys next week, that door of real bull run.

crudecrude oil has major support at $33, the post financial crisis lows. that is the next step down, let's keep an eye on 43, the midpoint of the lows we have seen. that is an important point. we held that low. trading sideways between 47 and 43, but what got my attention is this week crude was down a dollar. the dollar index was also down. that is not a positive sign for crude in the short term. >> what would have to happen for oil to go down to the $20 mark? >> i guess she would have to see it spurting out of the ground and pick it up with buckets. david: come on. there could be a perfect storm. >> things would have to be rather catastrophic. there is a finite amount of

any natural resource. you look at some of these things. they are cutting back on production. demand continues. we just have so much supply we might want to see more acceleration and to demand. david: good stuff. thank you. melissa: markets jumping in the final minutes of trading the close and triple digits. the biggest weekly gain for the dow in six months ahead of the much-hyped federal reserve meeting where we could see the 1st interest rate hike in nearly a decade a lot more economists now think that the weight will continue. 46% surveyed by the "wall street journal" predicted the fed would raise rates compared to 85 percent who share that view back in early august. joining me now, veronica dagger.

senior editor and matt tuttle of total wealth management. whomanagement. who thinks that the fed could raise rates next week? anyone brave? >> okay. more than could, who thinks they will. >> one of these in between type things. right now we have a target range of zero to 25 basis points. we are not really raising, but we have done something. you just signal that we will not do more. it's a way of doing something without doing something. >> always the perfect solution. >> your welcome. >> are they could get something more definitive. maybe at our next meeting. give us some stronger language. it is a tough call. financial advisors and economists say it could go either way. >> we have been calling 2016 for a while. >> nothing this year.

>> i would not be surprised if they do something this year. >> that is the opposite of what you just said. >> if the fed goal is to try to keep us off balance they are doing a good job. we do think that things are going to get worse and the economy. we will see problems in china crop up, and that will cause them to delay, but again, you look at some of this. i would not be surprised if anything. >> things could get worse. they're going to get worse, and there going to get better. did you hear teddy weissberg at the top of the show saying get out of the way and raise the dam rates. let's get it out of our system and get started. >> from a normal level to a higher level, or going from nothing to anything but nothing. that is not really going to grind the world economy.

>> not so much the timing but the pace. let's get this 1st one done and see what happens, how quickly they will raise because that is what the market wants. >> get rid of the uncertainty. >> what if we agreed to get together and blew them if they don't do anything? i am sick of it. most economists don't think they will raise next week. it seems like, would it really be so bad? what do you think would really happen? >> i think the big wildcard is china. people are wondering what is happening, how the growth is slowing, and the fed, even though that is not there purview, is factoring into their calculus. so that is a consideration. this leaves the individual investor confused and wanting to sit on the sidelines because they don't know what to do. melissa: china is slowing.

>> well, china is slowing more than people think. the effect on the us, it's not as big a deal as people think. there is no growth right now stock prices don't go up until hurting start growing again. it begins to happen in the 1st quarter. >> all in. >> perfect. david: meanwhile, how about this? intel sources are telling fox news that russia's recent military buildup was all part of a private agreement between put and the iranian regime. we are at the pentagon with the very latest. we were not supposed to have a vote until these side deals were made public. >> well, the president just address the russian military buildup.

relatively early, they smell blood in the water, want to see somebody else come in. they think she's weak and sending people out whether it's leaking to the "new york times," you look at stories we saw this week about her doing the focus group to test her apology before she did it. that came from someone inside her campaign and also from a democrat. most of the really deadly blows are coming from other democrats. what do you make of that? >> may be so, may be individual people gone rogue. i don't think it's coming through the democratic party, and i think her, that old mark twain line, reports of my death are greatly exaggerated. the so-called liberal media has not been pro-hillary, certainly the "new york times" hasn't, and most people who are not paying attention now, if you like hillary, you are going to vote for her, if you don't, you're going to go after her, if you are in between, you're not going to care about an e-mail issue, and i don't think any of this means a lot right now. melissa: that's convenient.

where he gets to sit there and well up with emotion, he is so touched, everybody is trying to draft him in. he's thinking about it. why in the world would he spoil this by getting out there and running when he can sit back, have people beg him, he's not getting attacked, only getting praised. joe trippi, i think if i were him, at the end of the day, he's going to get in the race. what do you think? >> i'm not sure. i don't agree with brad he's likely to get. in you look at polls, you look at the way this one in way, that showed sanders at 41, hillary at 40 and joe biden at 12. and look, i'm not saying that people aren't clamoring for an alternative to hillary clinton. obviously, sanders is picking up a lot of that. but there's nothing in any of the data that suggests that they're looking for joe biden.

a poignant date for you and your family, your nephew was one of the first responders killed on 9/11. president bush used to famously say we fight over there so we don't fight here. we're not fighting over there. people say we should have kept troops in iraq. is there a problem that we're not fighting over there for what happens here? >> there's a huge problem, and president bush was right. if we don't take it to them, they will take it us to, and by us, we mean right here on our homeland, and we can't afford that to happen. and we've let our guard down, we've taken our troops out. places where they could have stopped isis from even beginning to entrench themselves in iraq and other entire middle east is in meltdown, syria's at war, we're emboldening iran with the agreement to be flush with cash to continue their terror. so at least as far as i'm concerned, i am in great pain

for our country that we will be hit again, and i think we'll pale in comparison to the attacks we had to face on 9/11 because we've let our guard down. david: i happen to believe had we not left so precipitously, so quickly in iraq, perhaps isis would not be given as frees of a hand to build up forces. a lot of them are not from syria, they're from iraq as well. on the other hand, the public seems to feel the need to be over there right now. how do you deal with that? president obama is saying he's fulfilling the public's will. >> it's a tough thing, every single poll done by anybody shows the american public has less than zero percent appetite left for military engagement overseas, in the middle east, at any time in the near future. we've been through 14 years of this now.

speak to, that there does seem to be something about to happen where something is going to pop somewhere? >> it's not that we even have to sense it. we're aware of it every single day. it's no longer al qaeda with osama bin laden. when he disappeared, when osama bin laden was killed, guess what? we now have multiple splinter groups throughout the world, and right now, we can see people being slaughtered in africa, we can see people being slaughtered by isis, but have you five major terrorist groups beside or including isis, and get this, the iranians that we are now sending all this money to also are one of the world's greatest proponents of what? terrorism! when you pull it all back, it's a no-brainer here. david: let me quickly get you from, where do you think it's going to pop? if you have to pick a location, where we would have to send our troops somehow to do something, iraq? syria? maybe in iran? where? >> right now, we already know that russia is going into syria
