. lou: good evening, everybody, i'm lou dobbs. our top story tonight, the shifting republican race for the white house. dr. ben carson taking the number one spot in the latest national poll for just the second time since july, there is a name other than trump at the much to one of the national polls. trump remains at the top of all other national polls. but his rivals in the republican establishment exuberant about this one poll with carson's name on it at the top. hoping it's a signal that trump is vulnerable as the front-runner and this poll not an outlier. the gop hopefuls tonight are preparing for their debate

tomorrow night in colorado. fox news chief political correspondent carl cameron is in boulder and has our report. >> donald trump is no longer the national front-runner. ben carson has overtaken him building his momentum out of iowa. the latest cbs "new york times" poll shows carson up to 26% and trump falling to second with 22. marco rubio, jeb bush and carly fiorina lead the single digit tier in increasingly testy battle. trump said he would drop out of the race if he takes a dump in the polls called it mystified. >> i don't quite get it. i was number one pretty much in iowa from the beginning, and i would say we're doing very well there, i'm a little surprised. >> reporter: the billionaire renewed his attack on the soft-spoken former physician. >> i don't get it, to be honest with you. you look at different things having to do with ben, and there's a lot of contradiction, lot of questions, like ben was

-- he was pro-abortion not so long ago as everybody told me. >> reporter: trump used to be pro-choice and supported late-term abortion procedures and numerous issues at odds with the gop in substance and tone. the bush campaign now labels rubio the gop's obama as a freshman senator running for president with few accomplishments compared to bush's record as a two-term governor in florida. >> in stark contrast including senator rubio, short on accomplishments and the reality is we need someone who has a proven record of fixing things. >> tonight i'm paying attention to the noise, focused on a campaign that's a serious campaign, this election is generational choice about what nation we're going to be in the 21st century. >> reporter: bush laid out plans to save social security and medicare entitlements by means testing and adjusting eligibility pages writing quote --

bush was talking policy while campaign manager was taking potshots at marco rubio. all the candidates say they want to talk issue abouts but somehow get sidetracked by trading insults and horse race polls, lou? lou: carl cameron. turning to another day of high partisan drama and political intrigue on capitol hill, house speaker john boehner working to come up with a two-year budget deal that raises the debt ceiling days before he leaves office, clearly a deal worked out between the speaker and the president despite strong conservative opposition and most assuredly with the cooperation of the soon-to-be speaker paul ryan. >> a bipartisan agreement in a town that isn't known for a lot of bipartisanship, you're going to see bricks lying from those who don't like the fact there's a bipartisan agreement. i made it clear a month ago

when i announced i was leaving i wanted to do my best to clean the barn. i didn't want him to walk into a dirty barn full of you know what? lou: boehner acknowledged the behind closed doors process cr quote, stinks. but he defended it as all things considered a good deal. republicans tonight are scrambling for votes on the plan. my first guest says he will not be voting for the seriously flawed budget deal. joining us tonight is congressman john fleming, a member of the freedom caucus, he serves on the house armed services and natural resources committees. congressman, good to have you with us. this is quite i think a bit of a circus act, boehner, the president and soon to be speaker coming uwith had in hurried form. you can't support it? >> not at all, lou, most republicans in the house won't be supporting this.

this is what americans hate most about washington. a huge $1.5 trillion spending bill cooked up dropped on members of the house in less than 48 hours before we have to vote for it. it has cuts in later years and it has spending in early years, those cuts will, of course never come to pass, and there is no real entitlement reform despite the advertising. lou: yeah, the suggestion of entitlement reform, then we look to eximport bank that you all just voted on. soon-to-be speaker ryan was eloquent pointing out this money that the export-import bank puts out, just about all of it, goes to 10 companies, about two-thirds of the money, and he was eloquent in his opposition and did not prevail. it was an overwhelming vote to

reauthorize the export-import bank. what are your thoughts? >> well, again, lou, that's just the second punch in the gut. washington doing things that the american people do not like. eximbank is not well known by constituents but the bottom line is it's the federal government lending money to wealthy, publicly traded companies and giving them an essence of welfare, and if we're not going to reform entitlements for the poor, why in the world would we give welfare to the wealthy? lou: well, congressman paul ryan himself calls it crony capitalism, opposes it mightily, talks about the concentration, as i said, most of the money going to ten companies are. i mean, this is pretty clearly a k-street instrument of this reauthorization. it is the device of the bidding

of the u.s. chamber of commerce, the roundtable, let's be honest, a lot of your colleagues sold out to those folks pretty, pretty, well, i would have to call it absolutely. >> yes, no question about it. this is a k-street deal. it's not a main street deal. lazy politicians rather than raising money in districts among people who support them and what they're doing in trying to build jobs and strengthen the middle class, instead they depend on the shower of dollars that come from k-street and, of course, they have to vote accordingly, and that again is another big problem we have in washington, a mess that needs to be cleaned up. lou: but boehner talks about a barn he's trying to clean up, but the smell is extraordinary, it reach fres coast-to-coast, and the way you guys are doing business is embarrassing even to a -- i would think to a third rate burglar for crying out loud.

>> exactly, and lou, that's why we, the nine founders of the freedom caucus came together. we want to change the way business is done in washington, as you know. we took out the speaker and blocked the second in line for that. we're bringing in a third person that we think that we can work with. lou: why do you think you can work? i find that mind-boggling. paul ryan is an f-graded conservative. and suddenly you are pretending he's a conservative. i can't sit here representing my audience and say that's nice he's going to be a conservative speaker. he's not going to be anything of the sort! he is, in that giant train of people, he's following his nose straight to k-street to the u.s. chamber of commerce and the business roundtable. >> yeah, i can tell you he did not get the endorsement of the freedom caucus. lou: yeah, but he got your support. the language is part of what's

wrong with this town congressman as you know. people trying to bs one another. we like to consider this broadcast a little safe idle in the midst of all of it where we keep that stuff pushed away. where are we headed? i'm going to give you the last word here, congressman? >> i think in terms of our speaker, our new speaker whom we expect to be paul ryan, we're going to give him a trial period and he'll be up for a vote again in approximately a year, and he pledges to change the process, and he's going to have the opportunity to do that. we want to see this work organically from the ground up. no more deals behind closed doors with the president with among a handful of people, lou. lou: it would be nice to think there wouldn't be any big deals at all. we know who's going to bring those to the floor. i hope you are right. and by the way, i'm sitting here as i go through paul

ryan's statement, congressman. these are pretty words. the biggest beneficiaryies of the export-import bank. two-thirds of the money go to companies, said he. >> yes. lou: the bank does cost money like any special entity of this government and loses money. >> yes. lou: so maybe you will, maybe you will convert. i will be applauding you all the way. >> we're going to work on it lou. i'm going to do it especially for you. we're going to make sure we are in the process of changing some rules and evolving power and we're going to force the hand of our future speaker to make this a more organic process where we actually represent the 700,000 people back in our districts. lou: it would be nice to see a tip of the hat to those constituents, by the way, i'm among those, so i have a decided clear interest in your success. congressman, thanks for being with us.

>> always a pleasure. lou: great to have you here. house republicans moving to impeach the head of the irs. thought i'd just let you been that as well. house oversight committee chairman congressman jason chaffetz charging the irs commissioner john koskinen violated the public trust and obstruct obstructed congressional investigations. we'll have a complete story later in the broadcast. the pentagon is about to make major changes to strategy in the fight against islamic state. a fight that has for months now been at a stalemate as far as the united states is concerned. defense secretary ash carter says that's all changing, and outlined a new approach before the senate armed services committee today. his shift involves a greater service on raqaa and anbar

province in western iraq. >> from the skies above we expect to intensify our air campaign to target isil with a heavier and higher rate of strikes. this will include strikes against isil high-value targets as intelligence improves. also oil enterprise which is a critical part of isil's infrastructure. lou: secretary carter also saying there will be more raids on the ground. an example would be the hostage rescue operation last week, delta force operators taking on that responsibility leaving an american soldier dead as they rescued kurdish prisoners of the islamic state. general joe dunnford in chairman as the joint chiefs of staff would recommend embedding our troops with iraqis. and he acknowledged the united states is struggling in its fight against the islamic state.

the artificial islands a direct challenge to beijing's territorial claims. china has reclaimed nearly 3,000 acres of land building airstrips and military installations over the past year. the water is claimed by taiwan, vietnam, the philippines and malaysia and the issue, of course, is free navigation in the area. joining us now former army vice chief of staff, fox news military analyst general jack keane. general, good to have you here. >> good to be here, lou. lou: let's start with deploying special operations forces, ash carter, the secretary saying there's direct action, we're talking boots on the ground. we're talking combat and all of the nonsense swept to the side apparently by the secretary of defense here, but the idea of using special operations forces and making that the focal point publicly here and basing them

in syria, it does not seem to be a traditional role for special operations forces. >> well, i think the administration is absolutely groping to demonstrate that they're doing something giving the fact the strategy in syria and strategy in iraq has been failing and that they know if they stay with it, basically using the same process and the same level of effort that they're not going to succeed. so this is i think part of that, the demonstrated. now my view on special ops, i've been arguing we can do with special operations more than hostage rescue which we've seen a successful operation and more than targeting leaders, we can take command and control facilities or production facilities. other key nodes and facilities that the enemy has, probably people would be involved in an operation like that but would have impact in the enemy.

in and of itself can it win a war? no. but it can certainly hurt isis. lou: my concerns and i will tell you straightforward. lindsey graham referred to the strategy of this administration, and he was talking historically here as well as in the present, it's a half-assed strategy, and the idea that the administration would use the approach with special operations, rather, if you will, on the cheap. seeing it as a lower-level investment than going with regular forces, than going with traditional military power and technology where we have an immense advantage, that scares me, concerns me a lot. are my concerns misplaceed? >> no, no, your concern is right on the money. the isis, what makes them different is they own large swaths of territory by compared to any terrorist organization, lou, that is exactly the number one vulnerability.

they have to protect this. and we have great capacity with allies in the region if we had the political will to take that away from them, but obviously, we are not going to do that. this will make a contribution, it's a step in the right direction but here's what it is, it is not decisive. lou: and decisive, it seems like a word that is alien to the entire administration when it comes to the middle east and so much in my judgment of the world. it also does not take into consideration what is happening with russian troops and forces in syria. the degree to which they are going to be i think the jargon would be in the military world of which you are so in tune, kinetic, and becoming a difficult and complex world, and it began as a pretty darn complex world to begin with, the middle east. >> there's no doubt about it. i do believe that the united states disengagement from the

middle east and essentially a retreat from it has contributed to the vastness of the destabilization that we're seeing. we didn't instigate it but made a contribution to it by walking away from some of the challenges that we clearly could have dealt with, and that this, as senator graham is categorizing is, he's got it ab level of effort we're making here, knowing full well what it takes to defeat isis. we're going to pay a price, the longer we let this drag on as they continue to expand in the region and develop more of a worldwide following. lou: and across the globe, pivoting where a u.s. guided missile destroyer went within the 12 nautical mile limits, violated those limits that the

chinese have put out for -- to interfere with free navigation. what do you seesa the next steps both by china and by the united states? >> first of all, i'm delighted we did this, china is claiming territory that they don't own, and it's totally bogus, they built the islands there because it's part of a strategy, lou, they have written down. we always had this concern. they have an offensive military strategy designed to project power in the region, establishing bases in the pacific between the philippines and vietnam is definitely power projection. they want to dominate the pacific in a way that the united states historically done for 50 years. that's what this is all about, and we've got this stand up for our allies in the region and we have -- we should be able to fly over the islands and the sail by the islands and do not fear escalation and

confrontation. if we let that grab us, then we're going to be sitting on our hands and they're going to have their way. lou: i quite understand and i agree with you, absolutely, but it took two years for this administration to sail one of our naval vessels into that 12-nautical mile claimed territory in the spratly islands. do you expect them to be more forceful and to be, if i may say, more timely? >> i don't know if this is the beginning of a more assertive and aggressive policy as it concerns china's expansion, only time will tell, based on what you categorize is 100% correct. we should have done this when the initial signs of island building began. overflights and also sail-byes, and should have been very tough with them about what they were intending to do.

koskinen accusing him of lying to congressional investigators failing to comply with a congressional subpoena for evidence. and hillary clinton is surging in the latest iowa poll. she has opened up a 41-point lead over bernie sanders and the monmouth university survey. speaking of politics, joining us tonight former presidential campaign adviser joe trippi, author columnist jedidiah bila, both fox news contributors and i'm delighted to have you both here. 41 points, jedidiah for hillary clinton. >> yeah, not surprising. lou: tough to be bernie sanders tonight. >> once biden was out of the way people decided there is nowhere else to go because bernie sanders does sound a little crazy. he wants to give everyone a pot of corn, a pot of gold and unicorn and freshly baked cookies. lou: you just said he would give a pot of corn, that's why you said that.

>> the bottom line is people listen to that and say you run out of other people's money. hillary clinton is all that's left. and people are waiting to see what would happen with joe biden. i think joe biden would have given her a run for her money. they say this is our only option, i think she has a rough road ahead, though. lou: joe -- >> it's not real. lou: do you think joe is kicking himself tonight? >> no, i don't think the 60 whatever percent is real. i just can't believe those polls. i think she got a bump, nowhere near what these are showing. i do agree with jedidiah that this thing is going to, you know, it's pretty much done now. i don't really think that sanders can get there from here, south carolina is his first real test and i don't think he's going to do well there at all, unless he can start expanding the base and i think people are pulling away from him right now. lou: so, do you think this

little contest between sanders, jedidiah and hillary, is it real or is it manufactured to make for interest in a race that otherwise is a coronation. >> i think it's real. they differ on issues, bernie sanders is the kind of guy -- lou: of the debate, it was a lovefest, not a debate. >> they play a little differently than the republicans do. republicans really go at each other and they get involved in character attacks and they get very dramatic, there are a lot of tantrums on the republican party. bernie sanders approach was a little different in that he wanted to be an ideological contrast to hillary clinton but didn't want to look like the guy that got mettled in all of the personal attacks. i saw hillary clinton sounding conservative at times and had to come out and defend capitalism because she had a socialist standing next to her. i applaud her distinction and i think a lot of voters do as well. >> that's a misread of our side.

all of the candidates -- >> of course you do. >> they all have high favorable. it makes it tough to hit one of them and benefit from it, and so she's not going to get anywhere beating up on bernie, and bernie isn't going to get anywhere beating up on here. that's a problem when you have somebody 40 points ahead of you. >> that's probably true for the republicans, too. i don't think jeb bush benefits from hitting against marco rubio or donald trump but does it anyway because there is energy in the republican party that dictates that's a way to success. i think it won't help either of them. it made hillary clinton and bernie sanders stronger in the eyes of the people who respect them. lou: what do you make, joe, of dr. carson at the top of the national poll. the media are playing this like he was at the top of all the polls. ahead of one poll within the margin of error in point of

fact, and trump remains in most cases comfortably ahead in the other four national polls. what do you make of this trump hating response to the success of dr. carson? >> first of all, i think that's right, that you can't overexaggerate one poll. on the other hand, part of it is driven by the fact there were two or three polls in iowa showing him moving ahead. lou: four now. >> yeah, and secondly, i think the other thing that drives this is that trump has always made so much about the fact that he leads in all the polls in every poll, every poll but one. so when this one happened would be the fourth or fifth different poll. obviously, the first nationwide one, but it's still, it's got people wondering are we starting to see some of the air finally come out of the balloon. lou: four months of punditry that are dead wrong, are they

getting closer to reality? >> that's what i'm saying, i think that's part of why you are seeing this backlash. they were so upset for being wrong all the time. see, we're right, look, that's what's going on. lou: you get the last word jedidiah. >> the media at large is much more comfortable going against ben carson than hillary clinton. i don't think he's as challenging a candidate and i think they would love the opportunity to elevate him, knowing he's said a lot of things that are ridiculous, he has a tendency to do that, and hoping he continues to do that. i like him, he's a nice guy, i don't think he's the best candidate against hillary clinton. lou: we need a female donald trump. >> i'm from brooklyn, we have a lot in common, what can i say. >> i think trump clinton sounded good as the race that would be fun to watch. >> fun to watch, yes. i agree. lou: that's what these things are all about. fun to watch. joe trippi, good to see you,
