stuart: we spent the last 30 hours going over in detail what happened to the debate last night. monica crowley and ashley webster both agree with me. let's see if neil cavuto does. it is his time. neil: it is time to judge. paul ryan's plans. a lot of people do not think he is the job for this. what we can tell you right now is the market is kind of non-flux. a 10 year notes. barely budging at all. that is an instrument to which a lot of mortgages are paid. heading home sales are not exactly firing on all cylinders.

look at all of that. the economy is slowing down. less than half the page. one and a half percent. we have dagen mcdowell. paul ryan. there is paul ryan getting a lot of criticism from a lot of the mavericks in the party. he is really like a john boehner like. how does he deal with that? dagen: he shrugs it off. it is coming from people that do not have that job. people are hopeful about him bringing together all fashions of for publican party in the house. he wants to try and get eggs done. he needs to move ahead with some

idea on how you will replace it. there is a lot that he can at least take stabs at. then again, he has the headwind. you are not filibuster proof if you are republican. not as aggressive as paul brian may want him to be. he was saying that republicans have made a pact with this president. rotten to the core deal. i will filibuster as soon as i get done with this residential debate. even though mitch mcconnell said he is wasting his time, it is going on here. >> thank goodness. this got cut behind closed doors

for the last 10 days or so. paul ryan signed off on it. thank goodness that senator will take a stance on that. an opportunity to sort through all of the major issues that are facing the party and the country. he will prioritize it. keep in mind, he is dealing with a president that will not negotiate any deal with any republicans for the rest of his term. through the winter of 2017. ryan has that up against them. people in the past did not have to deal with that. he was able to rally the new trips behind him. that will not happen with this president. >> for the next several months

what he makes of these developments. he is trying to appeal to some of those conservative renegades or tea parties or whatever you want to call them. just a non-issue and a nonstarter. sure enough, it looks like that will not be taken up. is that a sign that they ruled the roost? >> he talks a good game. he has already started and maybe being another boehner. i am so upset with that backroom deal. against the american people. against two thirds of the republicans in the house voted against it. what he needs to do is start today, overturning that agreement. he can do that in the spending bills in the appropriations process in the next year.

he needs to establish where the republicans are and reflect that in the bills that he passes. see what the senate does with them. he has to show the american people that he is for them. he is with them. to his members, he will lead them. neil: what happens if he were to act on that now? i think that he said that it stinks and all of that. done. i want to keep the eye on the big picture. i do not want to do anything to screw up republicans in the next election. you say what? >> two thirds of the issues that will come up in next year's campaign. the budget. the dead. we are in crisis. the economy. all of that has to do with that

deal. pouring cold water on our economy. it is against the american people. it is for the federal government. he can turn it around tomorrow. through the rest of next year. he does not have to accept this deal. you could do the spending stuff all over again. he has the big spending bill coming up in a few weeks. find who you are in the house and defined the house. let the process work. send a bill to the senate. >> being a nice guy will not audit. standing up for the american people and what they have been demanding for the last three-four years is only thing that will cut it. neil: wow.

he should get a nickname like you. chainsaw or something like that. thank you very much. whether this is going to be a big issue. the problem for paul ryan. paul ryan is trying to consolidate that name. go slow. pick up the pieces of damage relations. what do you think? >> the most important line, i thought that was a wonderful bring us together speech that underlies the importance of ceremony and transitions. we have to show people we can get our act together. that is really his mandate right now with an election year coming up. the house of representatives will very likely stay republican, obviously.

election season. at this point, we obviously do not have to worry about that until march 2017. neil: they say that this can be a dead-end job. he did harbor presidential admissions. do you agree with that as a great risk? i do not see anything but outside. you do not have to worry about traffic. a lot of nice things that come with this job. you are third in line with the president. >> it depends on how you do that job. i disagree with bad analysis. i have heard it said boehner stepped aside. i think that that is malarkey. if you do this job well, it

helps you in the future should ryan decide to run for president. i think that that is kind of inevitable. the man is 45. it stunned me to see him standing up there on the podium for the first time. he is so young. we are used to having speakers that are older. neil: it you covered that one. >> i was there. absolutely. back in those days, the lifespan was much shorter. looking a great deal older than paul ryan. neil: you have not aged a bit. >> we hang out together. that is the reason. >> probably getting this yourself. jeb bush, it was not a good night.

as a donor, when you saw that exchange, and you are quite right, it is way early, you know the signature, whatever you want to call them, how they affect you and how the media runs, does it where you, does it worry you? >> i am not at all worried about that. a historical perspective. moments like that that happened. jeb bush is the same guy. no one can compare with that record of accomplishment. >> a particular moment. i am not voting for somebody for president -- charlie: i have a lot of respect for jeb bush.

neil: we have a lot of housing data right now. the general trend has not been friendly.

a reason why a lot of housing stocks, homebuilders are down. we have seen pending home sales. it is a trend that has not lately been the industry's friend. news that the gdp has slowed hermetically in the latest quarter. one and a half% very close to 4%. you have people wondering what is going on here. gold, that is down. down to a three-week low. the economy is slowing. they think that something else is going on here. we are worried that the economy is slowing down here and not just a little bit. what do you make of it? >> they have a right to be nervous. forget the fact that they are

plain meaning the gdp on a buildup of inventory. they tend to follow three months at a time. this is a tough quarter. there was some positive news out of personal consumption expenditures. a drop in housing, the weakness in the economy, a bad third quarter. potentially leading into counting on the fourth quarter being good for us. we have some problems for 2016. >> consumer spending consumption. the results of this issue of inventory building, i know the argument is inventory building without people buying the stuff. two very different things going on in the same quarter.

that is like a coiled spring ready to explode in the fourth quarter. do you buy that? >> it comes back to wages. better patterns for consumption. if wages are growing, it is not there. we are about to spring load a giant fourth-quarter when wages are fairly moderate and consumer patterns are starting to get more conservative like you would see at the beginning of the recession. neil: i looked at stocks. wall street, the dow is, you know down over 10%. we have the s&p.

the nasdaq is in positive territory. is it out of reality? >> this will be the cards we are dealt for quite some time. we will not get its close of growth. we will not get information. the fed is now almost confused as to what they are supposed to do. let's check the box and raise rates by the end of the year. with that, the markets have gotten comfortable. this is the game they will play for the next few months until something good happens. neil: we told you last night was a big debate. wanting to filibuster this sham of a deal, as he calls it. he is putting his money and his time in his mouth. that is what it will take.

stepping up to say the process is broken. whenever we just have a bill given to us two days beforehand that we have to pass something, it is a process. the house is broken. neil: he is not going along with what brand paul wants to do. >> again, i did not vote. i voted no yesterday. i believe it was given to us to fast. a broken process. we need to really take another look at it. i am a business guy. there are so many gimmicks in that bill. very concerning for me. neil: wasting his time. this is a done deal. it is time people get over that and move on.

neil: take a look at twitter shares right now. down an additional five and one 3%. this despite a support that beat estimates. you know how it goes. the forward guidance. the way things that are going the rest of this year that charge them veered revenue growth may slow. they do not have as many users or are not getting as many users as thought. that is what is going on. you probably watched the debate last night.

>> we have 19 -- we have people out of work. we have isis and al qaeda attacking us and we are talking about fantasy football? neil: that was a highlight from the debate last night. not a golden moment from jeb bush. we have to get to the bottom. along comes chris christie. again, not a good night in that regard. this resignation is with people in that audience. the government should not be getting involved in this sort of thing. >> there are two issues here. much better things to do an bigger issues than regulating what people do on fantasy football website. they are having a good time. enjoying football. we like to participate in our fantasy football.

when you talk about casino owners or even owners at convenience stores that sell gambling products, they feel that it is unfair that they are regulated. neil: very good point. obviously a jugular response to get to that. one of the things i think governor was trying to mention is you could have some people on inside information. whether the government, the federal government has a role in that is anyone's guess. it did not really resonate with that crowd. >> it did resume. you have to keep in mind if we want to take a look at fantasy football, this is an issue for congress. they do not necessarily want presidential candidates to spend their time, which is limited, talking about an issue that should be left up to congress.

neil: the government, whatever you want to say, will have to have a role in policing this. i think what i heard from governor christie and others who are saying cool it, even if some people are taking advantage of this, let them. we have bigger fish to fry. what do you think? >> i think that it is a completely fair point. we just passed a budget deal. maybe not the best thing for the country. we have big issues to deal with. you cannot be regulating the gambling industry and an unfair way. this opens up the door for congress to look at the way they are regulating casinos. maybe we can use some less regulation on all of these entities rather than many more.

debt. i was startled by the similarity between then new speaker boehner getting involved in that job and now new speaker ryan. >> i think that there is a lot of optimism to be had. because of the fact that he is the youngest speaker in over 130 years. i think that that is huge. he can be the unifier. he can really unite that younger generation. he can come in there and say this is a very fractured and divided republican party right now. we should really be optimistic about this. they did not seek -- he did not seek this job, they sought after him. no one was really stepping up to be speaker of the house. they see him as a real unifier and a real leader. >> they just could not command the respect her.

paul ryan did. >> that is the point. neil: you see what is going on. grandpa planning to filibuster this deal. it is now undoable. it is a sham. agreed by typical politicians. he wants to try and stop it. what do you think of iran? >> i think paul ryan is anything but typical at this point. i think that he has been able to prove that. >> the deal is done. i do not like it. we are moving on. >> that is fine. there will be disagreement and discord. how does he handle that. we are not going to place blame. what he is trying to do is really come together and say we want clarity on these issues and the reason we need to do that is going to be open and honest.

if we disagree on things, that is fine. neil: are right. always a pleasure. thank you very much. what he is doing is even legal. what they concocted here was done behind closed doors. a secretive deal. always good to have you. when people try to fight deals that are essentially already proved, that is an uphill battle. is it not? >> no question about it. talking about using tactics and congress and challenging the way that they do business. even if there is a question, there is a legitimate issue as to whether or not the courts would even consider it. would not want to get involved in anything like this.

i think for someone like senator rand paul who is unhappy with the current situation, he has to rely upon other tools that are available like holding up a confirmation, stopping an appropriation or filibustering inflation. neil: the republicans are not the first democrats before them. a president is negative or even a supreme court justice. getting leverage to do something. we are seeing it a lot more. they have upped the ante as of late to even shutting down the government. i am no lawyer. i know you are a good one. is that even legal to do? >> you know, maybe a more appropriate question is, a matter of good government to do so.

who is going to challenge it. there is already a statute dealing with what the government should do in the event of a shutdown. signing a law. i am not sure there is much of a question with respect to locality. is this a good thing for republicans to do as a matter -- i think their institutional repercussions to doing something like this. i also think that there are political repercussions. they will be blaming republicans, republicans will be blamed for a shutdown. hurting the american people. whether or not all of that is worth it. try to send a message that senator rand paul and others are trying to send. neil: switching gears like a crazy professor. hillary clinton in the benghazi

neil: we are getting more details on this flight in fort lauderdale that caught fire. what is interesting about it it was an aerodynamic plane. while the plane was taxiing for takeoff. we are told that once the fire started, everyone was able to get off the plane. obviously, it was still on the ground. everyone is okay. we are told that some injuries were sustained here. we do not know how bad they were. two runways were affected. often the case with these sort of things. affecting flights in and out of that area. a lot of delays.

had taken off and was airborne when all of this was going on? obviously passengers had to be evacuated while on the ground. it was taxiing on runway when it was noticed presumably by a flight behind it. they had to break out the emergency evacuation on the sides of the taxi way. everyone is okay. there were injuries sustained in the departure, rather dramatic departure. a couple were taken to local hospitals. they're okay. this entire airport is shut down. this flight was headed to caracas, venezuela. not now. no plane in or out of the airport could be quite a while. we're keeping eye on that. we're grateful it is not much worse than it possibly could have been. economy is front and center. we got news worried folks that we're dipping into something bad. latest read on third quarter gdp, it was half the rate what it was in the second quarter.

in fact worse than that. and concerns are right now, growing at 1 1/2% and home sales slowing or pending home sales slowing second straight month. have some wondering how the market can sustain itself if the economy is not? jonathan hoenig and james mack kill van any on that. -- mcivaney. >> stocks like amazon.com are at all-time high. uber valued at $70 billion. america is the still the most individualistic and entrepreneurial nation in the whole world. there is opportunity. vulnerable not given the economy but given intervention in the economy. yesterday another no move from federal rye serve. this is almost a decade of intervention, dramatic intervention in matter of the government. not a question of what you know hits the fan or if you know what hits the fan and that is vulnerability that should scare

all investors right now. neil: dave, if that were the case, some of the retailers have funny way beefing up holiday hiring. amazon at all-time high. high expectations for holiday season. do you agree with that? >> i think they will be disappointed, if you look at september retail traffic, it was down 2%. agree with jonathan, when you look at big picture, have setup not unlike we had in 2007 and eight. stock prices were moving higher. your global data was weakening and i think if we get to the end of the year see a rate hike that could an trigger for catastrophe, not only in emerging markets but u.s. equity markets as well. i don't think you see any support with fourth quarter earnings. with a stronger dollar, likely to see greater pressure in terms of earnings. third quarter earnings were down 7%. they're not making as much money revenue compared to last year is down 2%. third quarter is kind of punk. fourth quarter i don't think is shaping up to be any better.

neil: jonathan, the argument has been we're not on fire but tallest midget in the room or something like that, so the other markets might stink. we stink the least. is that a bullish indicator to you? >> well, neil, ironically it is. when you look around the world, look at immense carnage and all the less capitalist areas of world specifically in emerging markets, china which was such a growth story for years and such an outstanding stock market for years is essentially imploded with a massive selloff and massive correction this year. that is the my fear for the u.s. not that we're a tall poppy that needs to be chopped down but we're influenced by in a sense factors outside of the economy's control. look at political winds blowing these days. you have very, front-runners and democratic and many on republican side, talking about more regulation of wall street. those external shocks that can really disrupt the recovery and disrupt a stock market run.

not necessarily because people are not creative or entrepreneurial. but government gets away with their force and that is how these economies always end up collapsing. neil: david, in the federal reserve environment now would you even threaten hiking in december? >> i think there is a reason they haven't hiked rates. if you look back at their history they would raise rates in the first quarter, second and now third and now pushed to fourth. number of fed chiefs are saying not happens until end of 2016. kocherlakota says they will go negative in terms of interest rates. if they raise rates, it will tank the stock market. if they don't do anything, trying to intervene verbally and try to do something and do what they have done up to now and which is absolutely nothing. neil: and do it brilliantly. >> neil, negative interest rates are throughout europe. seeing tremendous amount of malinvestment. i can't keep money in the bank. i have to put it somewhere. that is the formation,

foundation on which bubbles that burst are built. neil: wow. guys want to thank you both, very, very much. couple of things we're following as well. we're minutes away now from rand paul making good on a threat he made last night in the big debate, that he will filibuster. filibuster this two-year budget deal that calls for extending the debt ceiling. suspending it as they're calling it. the deal with filibusters, fascinating, parliamentary procedure where you talk. try to delay or stop something from happening. really depends how long your bladder can hold up. it really does. you talk and talk and talk and talk and talk, as long as you keep talking, sometimes they reed books or passages from dr. suess, you name it, anything, anything, just to delay what we're told mitch mcconnell is saying inevitable. that this deal is done. but he is standing on principle he says and not being politically expedient. but that all starts in a few minutes. so we'll see how long his bladder holds out.

>> it is now time for your fox business brief and shares of homebuilders are getting hit hard today. another topic, homebuilders. we've been talking about them a lot, lately. surprise drop in pending home sales last month. other thing we see talking about homebuilders is chatter out there in the market about the fed. after yesterday the possibility rates go up as early as december. you know the prospect of higher mortgage rates would not be great for the these companies. so that is part of it as well. if you look at stocks of individual basis, kb home getting hit hard, 4 1/2%. little more than that. in percentage terms we have similar drops from many other homebuilders. d.r. horton would be example of that. down almost 5% as a matter of fact. lennar having tough day. you saw some others at beginning. we talk about these stocks, as a matter of fact on this show at this time yesterday. we were saying then some investors like them on a pullback. here you go. if you didn't get your chance yesterday, maybe you missed it. you have a chance again today. neil is back in a moment.

5% of the world's population and be number one economic power but that is no the case in china. so here's what is going on. they're easing this policy i have to tell you, you would think that this would be a boon for all companies out there that make goods for kids, for babies, for families right? last time theyized policy, essentially what they said, families who had, mom or dad was single child in their family, you could have more than one, only 6.7% of those couples applied to have second child. we don't know how much of an impact this is growing to have but i have to tell you i think something else behind this change in policy, just making folks happy, let them do what they want to do. the economy there is not doing well. i think government is underpressure to make consumers there happy. neil: wow. amazing. all right, well, they have a lot of people. will have more with this policy thank you very much, gerri willis.
