. lou: nato today held what it called an extraordinary meeting after turkey shot down a russian jet fighter. secretary-general jan stoltenberg calling for calm after the aircraft was shot down. last month nato warned russia it was calling extreme danger flying into turkish airspace. joining us tonight is former ambassador to saudi arabia currently diplomat and residents at george washington university, good have you with us, ambassador. this is an extraordinary meeting on the part of nato and extraordinary incident followed in by the shootdown apparently

by u.s.-backed syrian rebels of a russian helicopter going into rescue survivors if there were any. where are we headed with this? what is turkey thinking? >> well, turkey is trying to stand up for its own sovereignty. they have had several other incursions by the russians before this incident, and have certainly clearly warned them by all accounts today, and so they, i think erdogan is trying to flex his muscles, he's been re-elected. he's trying to point to outside threats to the sovereignty of turkey to rally his population. he may have overplayed his hand here, but i do think we can count on nato to embrace turkey as a nato country, although i think calling for calm is appropriate. i don't think they need to overreact in this situation, but it's certainly one where the russians are creating a provocation.

lou: a provocation, not the first, certainly, crimea, eastern ukraine. some relatively strong signals of a threat to the balkan states as well, particularly estonia, and now this, where it is an incursion. the russians deny that. but putin also said pretty clearly there's going to be retaliation, just a question of form, what do you expect the russian president to do? >> i think more likely it will be economic rather than military. the russians sell a huge proportion of their gas to turkey. they're working on a gas pipeline together. i think that pipeline may be at risk now. the flip side of it is, it also would create a tremendous economic loss for russia to lose turkey as a customer. i think we might see the russians retaliate in that regard. they might provide further support to the kurds. they've had a history of relationships with the kurdish

tribes, this would send erdogan into orbit if the russians try to quietly assist the kurds in an area where the turks are very concerned. lou: you know, the absurdities begin to compound themselves in this situation. the fact that russia would be allied with iran and syria, bashar al-assad, while at the same time then lining up with the kurds, which the united states has refused to support with significant weaponry and ordnance. if the russians were to do so, it would again be -- forgive the expression -- a trump card in the states that they look like they are inept to playing? >> we've been reactive. this idea of leading from behind isn't leading at all, and i think they've given putin initiative here. he overplayed his hand.

he is operating out of weakness. the reason he came into syria in the first place is because bashar al-assad is losing. he's isolating himself from the sunni arab countries throwing in with bashar al-assad and iran. i think the saudis, the emirates and others are not going to take kindly to this and hurt his relations in the middle east perhaps more than it helps. lou: but against that, that algorithm, there is that of president obama and his rather ambiguous policies in the region, to the point that we seem to have zero influence with even our allies whether it be saudi arabia, kuwait, jordan, or israel? >> that's an important point, lou. i think this administration has lost all credibility with all sides, has looked weak from day one. unable to cobble together any kind of a coalition, and i think the silence from the

. lou: a few thoughts now on today's meeting between president obama and french president hollande. the president blathered on for the better part of what was an hour-long joint press conference and an ordeal was endured by all. the president listless, unfocused, lost in his self-indulgent examination of the obvious. the president could only muster

this as a reason to ignore the islamic state while cracking crab with other leaders at the climate change summit while apparently hoping against hope the islamic state would die of co2 poisoning or envy of the worlds gathered in paris. >> next week i will be joining president hollande and world leaders in paris for the global climate conference. what a powerful rebuke for the terrorists it will be, when the world stands as one and shows we will not be deterred from building a better future for our children. lou: what a powerful rebuke to the terrorists? can you imagine the islamic state jihadists holding back their tears of inadequacy as lopped heads roll across the seas of syria and iraq, he

equates fighting climate change to fighting islamic terrorists. for fear of offending, and in private only laughs at global warming than the imprecise global climate change and much less contentious. he warned graduates of both our coast guard academy and west point, that climate change is the biggest deal of all, never mind the islamic state, which he also maintains isn't islamic. >> climate change constitutes a serious threat to global security. an immediate risk to our national security, and make no mistake, it will impact how our military defends our country. >> that spirit of cooperation needs to energize the global effort to combat climate change. a creeping national security crisis that will help shape your time in uniform. lou: if you listen carefully there, you can hear a lot of

al gore in mr. obama's tone, the president with a little of the wild eyed day after tomorrow meets inconvenient truths. but we need mr. obama to drop the al gore act and try out his best impression of general patton. he did it once, he sound so good 14 months ago, didn't he? you remember when president obama said he would, quote, degrade and ultimately destroy the islamic state. good stuff. if only he meant it or kept the patton up, up a couple of years longer. there was a will, a promise, ultimately a time and opportunity. today we're no closer to degrading and destroying the islamic state than when the president found his general patton voice momentarily and it was fleeting. today, watching the white house press conference i wondered whether the french president shuddered as mr. obama offered up a climate change convention

lou: joining us now, lachlan markay, author, columnist, fox news contributor jedidiah bila. start jedidiah with you, looks like cruz is making a strong move, well behind in the national polls to front-runner donald trump, but making a big move in iowa. >> yes, and we predicted this right here on the show. we talk about it a lot. talked about the fact that conservatives are looking for someone that's reliable. that potentially wasn't ben carson or donald trump. donald trump and ben carson have a tendency to make a lot of mistakes. tendency to say things that leaves people saying are they serious? can they be president? can we trust them if there was a hot button national security issue? the fact of the matter is ted cruz is probably the smartest guy of the room. he gives evangelicals a lot of confidence, taps into the conservative base, if you look at twitter, talk radio. look at mark leffin, people who conservatives look to and say.

lou: you go through all of that and come up with mark laveen? lou: how about rush limbaugh? >> i say mark because he's a friend of mine. hi, mark. people look to reliable conservatives and say who is this person -- lou: i love this reliable conservatives. do you agree? lachlan? >> the republican party is pretty splintered right now. if you see trump shooting up in the polls and i think he's taking a lot of support that ben carson is losing right now. i think that might speed the sort of the establishment coalescing around alternative. whether that's rubio or christie or bush. lou: you don't think they've done that, it looks like cause and effect out there to me, lachlan, looks like we're seeing strong support for

rubio, strong support for cruz. bush, he's ebbing very quickly, and that is a coalition that's built of the establishment, the establishment and the establishment. >> well, i think once you start seeing sort of a winnowing of the field, and people have been whispering about jeb bush dropping out for a few weeks now. if that were to happen, that would really shake things up and you'd see a lot of support in terms of votes and money and delegates and high-profile endorsements. you would see that lining up behind rubio pretty quickly. lou: i wonder if endorsements are going to help or hurt this year. we're looking at an electorate that's had a bellyful of establishment professional politicians and rubio's name rings like a bell. >> no one cares about that. lou: they don't? >> no, it's true, though. lou: jedidiah, wait a minute, wait a minute, wait a minute, i get it.

i know you love rubio. >> no! but i -- lou: i have to insist that we look at reality here. >> reality of what? lou: we cannot dismiss it with a wave of our wands. >> that's what i'm saying, i'm saying the bigtime donors, the bigtime cash, they're not going to predict this election. lou: oh, okay, so we're agreeing, okay. >> you got so distracted thinking i liked marco rubio, he had to crack a joke. do i like marco rubio by the way. lou: so it's no joke? >> no, i think it's going to be an interesting -- my prediction is a marco rubio versus ted cruz really fierce debate coming to the forefront, and i think conservatives have to choose and the establishment will fight hard for marco rubio because they believe he's the more electable guy. whether or not he can get out of a primary remains to be seen. ted cruz is a force to be reckoned with. >> if the establishment pick is rubio, conservatives have a good election cycle ahead of them.

i think rubio's a conservative one, more so than mitt romney. >> talk to them about immigration. if you look at immigration or -- >> can i ask one question here? >> yeah, it is your show. lou: i don't want to intrude, but doipt to know what happened to donald trump in this, the front-runner who has overwhelming support in a plurality here in this field. you both dismissed him. i wonder what happened to him, lachlan? >> i think he's got a high floor of support in the sense that he's got very wide name recognition and his style appeals to a lot of people. i think he's got a low ceiling and i think a lot of the bombastic things he said have turned off a lot of people who weren't supporting them. he wasn't the first choice to begin with but i can't see them coming around to support him. i don't know if he has broad enough appeal to lock up the

delegates he's going to need. lou: he's always ahead in every state by a substantial margin, with the exception of iowa. >> i think if he continues this pattern with the retweets he gets on television and says he didn't look up, i think he will be viewed less sturdy and less reliable and the ted cruz's and marco rubio's will steal his thunder. lou: lachlan hits the floor when you say trump and you think of a distant cloud. jedidiah bila, lachlan markay, thanks for being with us. >> thank you. lou: a major milestone in the world of commercial spaceflight, this is exciting. company founded by amazon's jeff bezos blue origin successfully launched a rocket into space and this is the incredible part, landed it safely back on earth. and in so doing, bezos buy the elon musk's spacex corporation also trying to build a reusable rocket that can land safely,

. lou: china to build its first military base in africa. it will be built in djibouti, it will include an airfield vastly improving china's intelligence gathering operations in the middle east, the arabian as well as africa. between the red sea and the gulf of aden, djibouti is the

largest united states base in africa. some coincidence? joining us john bolton, fox news contributor. john, great to see you. this is a remarkable move, everybody is talking like it's another day at the track. but this is quite a little deal for china to build in djibouti? >> it's stunning, and of all the examples you get of what happens when american leadership declines, this is really one of the most remarkable. as you rightly said, we have a major naval facility, there so do the french. and if the reports in the press are accurate, it looks like the chinese will be using a military docking facility that we built. so what this means is apparently the administration's not telling the djibouti government how the world works, and they should have told the chinese go find some other nice country to build your base in. this is not just something that

enhances china's presence in the region. this is a direct shot. everybody will read it that way. lou: is the state department, the national security adviser, are they all out of their minds in this administration? i mean do, they do anything when they go to work other than throw their hands up and watch? i mean seriously! >> unfortunately they all work for the president, and i'm sure -- lou: this is all his idea? wait a minute. he can't have this many bad ideas, no mortal could have this many bad ideas all by himself. >> you're too much of an optimist, lou, i think he can have that many bad ideas and i think this is one of them. absolutely. this goes with a new chinese naval facility recently agreed with pakistan, right on the eastern edge of the middle east. barack obama is letting them do it. lou: let's turn to turkey and syria and russia. shooting down, shooting down a

russian jet fighter seems to be way down on the list of things that perhaps turkey might have considered doing. what's going to be the outcome here? >> well, i think that the immediate response will be that vladimir putin will absolutely pound the syrian opposition forces that were right along the turkish border there. i think this is another excuse for him to continue what is really at the root of this effort, not just bolstering the assad regime in syria but trying to be the external force in the middle east replacing the united states. the turks, who have played a pro-islamist game here the past few years have been brought down to recognition of history. the russians are now on the other side of them. not just facing across the black sea, and this is the kind of wake-up call they've needed for several years. lou: this as erdogan has pushed turkey into a sectarian nation,

an islamist nation, all without comment from this administration. >> right, exactly. turkey i think now is beginning to remember it is a nato ally. i hold turkey responsible for a lot of the refugee crisis in europe. i think they allowed or encourage or helped refugees coming out of the camps on their border, sort of exporting them into greece across europe. turkey needs to get its act together here. this may be an opportunity to make them do it. lou: when played for fools, you have to blame the fools we became, it seems, less than those more adroit. ambassador, always good to see you. >> thank you, lou. lou: if you're one of the 47 million americans hitting the road this thanksgiving. a reminder to be careful, some drivers will not be. newly released video out of canada, a dump truck driver

lou: the american civil liberty seen about a lawsuit against indiana governor mike pence. aclu challenging his efforts to block syrian refugees from settling within his state supporters. pat's office supporters. patents office respond supporters. pat's office responded with a statement saying quote indiana will not reverse course until the administration and congress take action to pause this implement measures necessary to address security gaps acknowledged by the fbi and the department of homeland security.

and that muslim student who was arrested over home a clock that was mistaken for a bomb in a school is now seeking $50 million in damages from texas officials. in letters to the school in irving at the school district attorneys saying the eighth-grader was wrongfully arrested and illegally retained questioned about his parents and the list goes on. joining us "fox news" legal analyst defense attorney rebecca rose wallin. rebecca let's start first with the aclu in indiana. where did they get the standing? i understand that the federal government were to sue or if they were to seek an injunction, whatever. what in the world is the aclu standing? >> hear the aclu is representing a group of people that places the syrian refugees and they say they are unable now to place these refugees because the governor has halted all the activity, along with other governors.

the governor is concerned with public safety as our 18 other governors in other states. 30 others have taken provisions. so we do have a lot of action on this issue. it's something that obama needs to address. lou: wait a minute let's go back to the aclu. where does the aclu get off suing someone? where do they get their standing? >> there are representing a group of people. lou: wait the people are under the control of the federal. >> governors cannot legally block refugees. now, what they are trying to bring up here because we are trying to circumvent this thing there's a public safety issue that trump this 1980 act. that's where the legalities will come head-to-head. >> they can't roll back the state's rights under the constitution. >> verde did. >> that doesn't mean it will be upheld by the supreme court doesn't it?

has been challenged? >> we have refugees who have nowhere to be placed so there is an issue that is more pressing waiting for the supreme court and is what happens and do they go to a state that is not blocking a? i don't know. i doesn't seem very there. lou: as usual obama creates these situations. this president you have to ask yourself at the end of the day two in the dickens is he working for? in the nicest way possible. it causes conflict. >> it causes some kind of terrorist action but the concern is the refugees that are coming and might be posing as refugees and they might be terrorists. lou: all of the people have lost jobs because of illegal

immigration outsourcing of jobs. they are going to take up a body that's not being represented but they represent the whole middle class because they can't get representation? >> how long do you wait -- want to wait without luke though? you will be holding off on your turkey for that one. >> wasn't obama the answer to the middle-class? lou: hope and change. everybody's doing great in there having fun and they're in a nice warm fuzzy balmy place and now they want $50 million from the poor folks in dallas. >> the detention really was horrible. he was detained for hours and he was told that he had to confess or that he would be expelled. you're talking about a kid who is an underage child. the parents were called. there is liability. 15 million? no.

>> that's false imprisonment. lou: the second part of it as if my kid takes that contraption to school and doesn't think it's going to create some sort of sensation. >> wait a minute, but this is the problem. lou: it's the first time he did this, this little darling. >> but it wasn't a bomb. lou: aren't clock supposed to be miniaturized? put all those wires together. are you kidding? >> the other thing is if they hadn't done something and it was a bomb. then you'd have the other liability. >> no attorney present. lou: think about it, this is what the middle-class. thank you very much. rebecca rose would thank you very much. in our on line poll 85% you say you don't think there's any way
